The U.S. with government support is moving ahead • NASA and industry (ACCESS 5) have a budget of >$140 million  • U.S. is planning to invest more than $15 billion in the next seven years

to accelerate the development of AAV systems, platforms, and payloads so that these systems will be capable of performing necessary security missions.

 

In the past Europe invested ~ €15 million, under the FP5 program, in UAVNET, USICO, CAPECON and HELIPLAT … and about €5 million for IFATS in FP6

But, Europe does not have any strategic initiative

for further developments for civil AAVs.

European research Commissioner Philippe Busquin says: "Americans have made better long-term strategic choices."

Avoid a skills gap

The vision presented in the Roadmap

is very important for the 10 “new countries”

• to avoid a brain drain to other parts

of the world (Europe!)

• Investment into the AAV R&D&P can accelerate this process

• No need for big money - it is not the Airbus case!

• SMEs & universities can play the primary role

• Eastern & Central European countries possess the necessary experience, technological knowledge, well educated and skilled manpower and research facilities

• Clear vision, political acceptance, coordination and motivation to act is urgently needed.

• So little and so much is needed.

Lesson learned fromBusiness Cases

• Further work must be undertaken in co-operation with potential users to further evaluate viability of Civil UAV utilization for civilian applications

• Initial evaluations indicate improved performance at lower cost

• Potential for Wide Variety of applications limited only by “Imagination”
