EUROCONTROL
Paving the way towards UAS ATM integration
Mike Lissone
European Organisation for the Safety of Air Navigation: EUROCONTROL
To harmonise and integrate Air Navigation Services in Europe,
aiming at the creation of a uniform Air Traffic Management System for
civil and military users, in order to achieve the safe, secure, orderly,
expeditious and economic flow of traffic throughout Europe, while
minimising adverse environmental impact.

ATM Today and Air Transport in Europe – Some Facts
• 2.000 Airports in 36 countries
• 170.000 links
• 35 Airports = 50 % flights
• Average Flight: 800 km or 1h30
• Up to 32.000 flight per day
• 18.000.000 Movements/Year
• 15.000 Air Traffic Controllers
• 135.000 employees
• 37% of European IFR flights are international
EUROCONTROL’s 5 Business Objectives - the UAS fit
Objectives
Match capacity with
air transport growth CAPACITY
improve ATM safety whilst
accommodating traffic growth SAFETY
EFFICIENCY Increase ATM network
efficiency
SECURITY Strengthen ATM Security
ENVIRONMENT Reduce aircraft noise
and emission levels

Military Areas in Europe
• Both civil and military airspace users increase their
demand for airspace
• Requests for airspace need to be optimised and
balanced for all users in a dynamic way
• ATM has to support National security as well as
day-to-day military operations
• A strong civil/military co-operation is
therefore a must

ATM IMPACT ASSESSMENT
Safety – EUROCONTROL’s Top Priority
• UAS are transformational - must be integrated
safely and seamlessly into non-segregated airspace
• UAS operations - equivalent level of safety or better to manned aircraft
• UAS should not increase the risk to other airspace users and should not deny them access to airspace
• UAS integration challenges
