Now science and technology are makingprogress rapidly in various sectors. So, thegovernment is building good educational envi-ronment to nurture and train the youth forbringing about increasing number of humanresources.

The government, in pursuit of the nationaleducation promotion plan, is opening schools,universities and colleges the length and breadthof the nation to create opportunities for all tohave an equal access to education in rural areasand higher education in strategic regions ofstates and divisions.

Today every citizen has access to inclusiveeducation. Thus, those engaged in the educa-tion sector are duty-bound to uplift the educa-tion standard of the entire nation and to broadenthe horizon and enhance the reasoning powerof the people.

Teachers are to nurture younger genera-tions in order that the latter will possess allqualities of a citizen, cultivate a good habit ofabiding by the law and social ethics and pre-serve and promote the national integrity.

National consolidation is an engine for thedevelopment of the nation and the people andensuring peace and stability. So, teachers haveto sharpen the abilities of the students and toimpart them with patriotic spirit and UnionSpirit that serve as a key factor for nationalunity.

By nature, the youth are active and alertwith a positive attitude. And they are eager toserve the interests of the people and have a finetradition of observing social ethics and shoul-dering social responsibilities. Therefore, teach-ers should discharge duties with national out-look so as to help shape a brighter future of theUnion through the strength of younger genera-tion.

BERLIN, 2 March — A German man obtainedenriched uranium and buried it in his garden, raisingconcerns about the security of Germany’s nuclearreactors, the Environment Ministry in the state ofLower Saxony said on Thursday.

“How do pellets get out of a nuclear reactor? That’snot supposed to happen,” said ministry spokeswomanJutte Kremer-Heye. She said it was unclear when theman, a resident of the north-western German town ofLauenfoerder, got hold of and buried the 14 low-enriched uranium pellets, which he had sealed in a steelcontainer wrapped in a plastic bag.

He wrote to German Chancellor Angela Merkel inDecember saying he wanted to hand it over, but it wasnot until last week that officials unearthed the pelletsfrom his garden. Kremer-Heye said passing the letteron to the relevant government department had takensome time. — MNA/Reuters

Burning ship sinks off Haiti,52 dead or missing

MIAMI, 2 March — TwoHaitians were rescued fromthe sea in poor conditionand as many as 52 otherswere dead or missing froma sail-powered freighter thatcaught fire and capsized offHaiti, the US Coast Guardsaid on Thursday.

A yacht crew rescuedthe two survivors onWednesday and they weretaken to a hospital in theDominican Republic fortreatment of severe burnsand dehydration, the CoastGuard said. The crew of theLiberian-flagged merchantship Kemeri recovered eightbodies and joined the CoastGuard search for 44additional passengers whowere believed to be missing,based on the survivors’account of the number ofpeople aboard.

vessel left Haiti from thenorthern coastal town ofCap-Haitien but did notindicate when it sailed.It was headed for Pro-videnciales 150 miles (240kilometres) away in the

Silicone is a compoundcontaining the elementsilicon. Its uses includeinsulation and lubrication.

The problems seem tobe centred on oxygensensors which determinethe mix of oxygen andpetrol supplied to theengine.

Automotive expertProfessor Malcolm Fox,from the University of

Leeds, said all the signspointed towards someform of liquid siliconehaving got into the fuel.

He added: “The an-alysis from the suppliersshows that the fuel isokay, so it must be a veryminor, low concentrationcontaminant.

“When it burns, it willform silicon dioxide andwill deposit a very thinsheet on the sensor — thesensor is in the exhaust —and that probably gives afalse signal to the enginecomputer.” — Internet

WASHINGTON, 2 March — OppositionDemocrats are drafting a Senate bill thatwould prevent the Bush administrationfrom launching a military strike againstIran without congressional approval.

Observers say that move reflects thefear that President George W Bush maybe preparing a military action to destroyIran’s nuclear facilities and militaryinstallations. Freshman Senator JimWebb, who defeated a veteranRepublican and possible 2008presidential candidate George Allen inNovember’s elections, is leading theeffort to draft the new legislation.

He intends to introduce his measure

next week as an amendment to the $93.4billion war spending bill.

Senate Majority Leader Harry Reidsaid on Thursday that he would supportthe proposed legislation to put breaks onPresident Bush’s powers to go to war.

Bush pushed for improvement inKatrina-hit region

LONG BEACH (Missis-sippi), 2 March —President George WBush faced new pressureto jump-start the re-covery from HurricaneKatrina on Thursday ashe toured the Gulf Coastregion hit by the worstnatural disaster in UShistory.

LONDON, 2 March —The husband of specialconstable Nisha Patel-Nasri, who was stabbed todeath outside her Londonhome last May, is due toappear in court onThursday charged with hermurder, police said.

Fadi Nasri, 33, and

Roger Lesley, 37, a secondman also charged with herkilling, are due to appearbefore magistrates in westLondon, the MetropolitanPolice said in a statement.

They were botharrested on Tuesday. Atotal of four men have nowbeen charged with

murdering the 29-year-old.

Patel-Nasri was ahairdresser who per-formed unpaid policeduties in her spare time.She had been a specialconstable for more thanthree years when she waskilled.

She and her husbandhad been celebratingtheir third wedding an-niversary on the night ofthe attack.

The other two mencharged with the murderare Tony Emmanuel, 41,and Jason Jones, 35, bothof east London. They aredue to appear at the OldBailey later in March.

The border tradebetween China andRussia reached 7 billionUS dollars last year,accounting for 20 percent of the wholebilateral trade of the twocountries, Yu said.

The bilateral tradebetween the twocountries has keptgrowing at a pace of over30 per cent each yearfrom 1999 to 2005, andleaped 15 per cent overthe last year, Yu said,adding that Russia nowplaces eighth among

HANOI, 2 March —Vietnamese enterpriseshave won a bid in thePhilippines to exportnearly 400,000 tons of riceat higher prices to thecountry, according to localnewspaper Youth onThursday.

In the tender on 28February, the Philippinescalled for rice supply of550,000 tons, but theVietnamese firms won thesupply of only 398,000 tonsbecause they placed biddingprices of 324 US dollars perton, some 16 dollars per tonhigher than the prices in

previous similar tenders. Vietnam exported

316,000 tons of rice worth100 million dollars to theworld market, mainly to thePhilippines, Indonesia,Malaysia, Cuba and Japan,in the first two monthsof this year, postingrespective year-on-yeardeclines of 47.8 per centand 39.9 per cent.

The VietnameseGovernment has recentlydecided that the rice exportvolume should be 4-4.5million tons in 2007 toensure food security.

The minister re-ported in detail on pre-liminary preparation, con-struction of diaphragmconcrete wall, the maindam, conduit pipe and con-trol tower and spillwaysand establishment of irri-gation system andprogress of work.

In his guidance, Sen-ior General Than Shwesaid Ma Mya Dam can notonly supply water but gen-erate hydro-electricpower.

He said nearly 200dams have been built na-tionwide and the countryis capable of building vari-ous types of dams.

He spoke of the needfor engineers concernedto design and build damprojects plus hydro-elec-

tric power by themselves.They must have abil-

ity to build small scalehydro-electric powerprojects with own stand-ards so that irrigation andhydel-power projects canbe completed without de-lay. The people can enjoythe benefits sooner, hesaid.

Out of the damsbuilt, some dams needregular maintenance.Some irrigation systemsare in need of repair. Theyare to be mended throughsupervision in accordwith the procedures, headded.

On completion, the 2835-foot-long reinforcedconcrete type Ngawun Bridge (Myokwin) will have a960-foot-long approach bridge on Hinthada side, an840-foot-long approach bridge on Ingapu side and1035-foot main bridge along with a 28-foot-widemotorway on it.

The Bridge Project Special Group (4) of PublicWorks is undertaking the project.

The Senior General inspected the project site.Next, he inspected progress of Hinthada in a motorcade.

At 2.30 pm, he inspected the Pyapon Bridge Projectbeing implemented on the Pyapon River between

Ward 1 in Pyapon and Ohnbin Village in DedayeTownship. Minister Maj-Gen Saw Tun gave an accountof the project.

Acting Managing Director U Khin Maung Hse ofPublic Works reported on work progress and progressof construction of approach roads on Pyapon side andDedaye side.

The Senior General gave guidance on durability ofthe facility, and inspected the project. Next, he inspectedthe progress of Pyapon.

Now, the project being undertaken by the BridgeProject Special Group (7) is nearing completion. Whencompleted, Yangon will be easily accessible fromPyapon through Dedaye-Kungyangon-Dalla Road.

YANGON, 3 March—The Livestock Breeding and VeterinaryDepartment is taking measures as to the death of fowls and birds in townshipsof Yangon Division.

The death of two crows was found in Insein Township on 3-3-2007,one crow and four pigeons in Mingaladon Township on 3-3-2007, two crowsand one owl in Mayangon Township on 3-3-2007, one crow in MingalaTaungnyunt on 3-3-2007 and one sparrow in Sangyoung Township on 3-3-2007. Regarding this, bird flu was not detected.

The death of one domestic fowl and one duck was found in InseinTownship on 3-3-2007. In this context, protozoa was detected in the deadfowl and E-coli and salmonella in the dead duck although bird flu was notfound.

No chickens were dead in poultry farms in townships of YangonDivision. And no bird flu was detected in the dead crows, owl, pigeons andsparrow.

Disinfection was carried out in poultry farms and destroyed poultryfarms. The LBVD came to the conclusion that the death of those birds mightbe due to the residue of disinfectant used in the poultry farms.

The LBVD has requested pet keepers to make arrangements so thattheir dogs and cats cannot eat the dead crow, sparrow, pigeon and wild birds.It also urged breeders not to directly use concentrate disinfectant but to use0.5 per cent disinfectant diluting with water in farms for prevention and 2 percent disinfectant diluting with water in infected farms.—MNA

sanctions JAKARTA, 2 March —

Indonesia will likelyoppose or at least abstainduring voting on aWestern-backed resolu-tion on fresh sanctions onIran at the UN SecurityCouncil, local Press saidThursday.

The main aim of theresolution is to imposetougher sanctions on Iranfor its failure to fulfil UNconditions on its nuclearprogramme.

one-car local train wasderailed after colliding witha trailer truck early Thursdayin northern Japan’sHokkaido, injuring 51people, Kyodo News said.

They analyzed datafrom 2,641 children.Overall, 17.7 percent ofall children had doctor-diagnosed eczema at age2. A total of 9.3 per centwere sensitized to foodallergens, most commonlymilk and eggs, and 4.8 percent were sensitized toinhaled allergens.

After adjusting forpotentially confoundingfactors, positive associa-tions were observedbetween high maternalintakes of margarine andvegetable oils during thelast 4 weeks of pregnancyand eczema during the first2 years in the offspring.

On the other hand,eating a lot of fish late inpregnancy seemed to offersome protection against

eczema in offspring. The study also found that

one of the victims therewere students at the highschool, a shredded buildingleft surrounded by brokentrees and overturned cars.

Another fatality inEnterprise occurred in aresidence, Emnett said.Emergency managementofficials, meanwhile,confirmed at least onestorm-related deathelsewhere in Alabama, inWilcox County.

The students at the highschool had been assembledin the hallways when thestorm hit, in line withemergency procedures, saidCoffee County EmergencyManagement director JohnTallas, whose area ofresponsibility includesEnterprise.
