People’s DesirePERSPECTIVES

There exist atmosphere, water, land, forests, mountains and natural resourcesincluding human beings in the environmentof all living things. So there must be betterenvironment for mankind to earn their living.

Forests and trees not only provideuseful materials for man but also maketemperate climate. They also serve as naturalhabitat for birds and beasts. The people thushave to carry out the tasks on reforestationand maintenance of ecosystem.

In Myanmar the governmentconserves water, land, forests and naturalresources. It also protects reserved forests, wildlife parks and natural lands in accordwith the forest law. The Ministry of Forestryin cooperation with local people is establishingfirewood plantations, watershed areas andspecial teak plantations. The government is also establishingwatershed plantations for development ofnatural forests and greening of Bago Yomawhere teak grows well. In Hlegu Township, there are Paunglin, Mahuya and KalihtawReserved Forests. There are NgamoeyeikCreek, Mahuya Creek and other creeks in itsenvirons. In these reserved forests, teak, oileugenia, Thitseint, Pyinkadoe, Sit, Mau,Pyinma and Padauk are grown. Everyhousehold in the township participates in thetasks for growing of teak and other hardwoodplants on a manageable scale. Forests and trees including teak andPyinkadoe are vital for progress of thenational economy and they serve the greeningof the regions. Therefore all the local peopleare to actively take part in the government’sendeavours for conserving the environment.

GENEVA, 11 March—Two UN human rights expertssaid on Tuesday that they would conduct a global in-vestigation of secret detention centres used by the UnitedStates and other countries in their counter-terrorism ef-forts. The yearlong investigation is aimed not only toclarify facts, but also to ensure that such secret jailswould not be used in the future, according to ManfredNowak, UN envoy for torture, and Martin Scheinin,UN envoy for human rights and counter-terrorism.

Addressing the UN Human Rights Council, the twoexperts described secret jails as “one of the most hor-rendous practices” adopted by intelligence services.

There was “credible” evidence that the UnitedStates had transferred terror suspects for interrogationat secret detention centres in the Middle East, EasternEurope and Asia, they said.

In many cases states receiving detainees had “re-portedly engaged in torture and other forms of ill-treat-ment,” they said. Scheinin welcomed US PresidentBarack Obama’s decision to close the Guantanamo Baydetention centre, but he said scrutiny of the US coun-ter-terrorism policy would not be relaxed.—Internet

Thanks to thefacility, the paddy fieldsthat relied on rainwaterpreviously have becomeirrigated ones, and somevacant lands werereclaimed to grow paddy.

When askedabout reclamation offallow lands, Director UNyo Win of the HighlandReclamation Project (1)

under the AgriculturalMechanization Depart-ment told the MyanmaAlin Daily, “Our projectis based in Lashio innorthern Shan State. Now,we are reclaiming vacantlands around MoneyinDam.” Deputy Director(Civil) U Phone Tin of theIrrigation Department saidthat the dam was irrigatingfarmlands in Weiknan,Mongyin, Ahtet-manti,Auk-manti, Kaungkyeand Khoma villages inNamtu Townships; anddue to the dam, somefarmlands were notflooded any longer, andlocal people could growsummer paddy and theregion's rice supply hadmet the demand.

Mostly, localpeople do highlandfarming, grow beans andpulses and corn, cut downtrees in the forests forfirewood and charcoal.Due to Moneyin Dam,

there has been a 20 mileslong motor road betweenLashio and Moneyin, andlocal people havebroadened their horizonsa lot. Now, they growvegetables in addition tomonsoon and summerpaddy. We will growrubber in the deforestedareas and on barren hills

Farmer DawShwe Sar of WeiknanVillage said, “We hadnever grown summerpaddy previously. But,now we can growsummer paddy due to thedam.”

It is indeed verychallenging to reclaimfarmlands following theconstruction of a dam, especially in moun-tainous regions like ShanState (North). Now,Moneyin Dam hasemerged in NamtuTownship, Shan State(North), and localfarmers have enjoyedhigher living standardsdue to enthusiasm oflocal farmers, thesupervision ofCommander Maj-GenAung Than Htut ofNorth-East Command, hard work of servicepersonnel, and thegovernment's benevolentattitude toward thepeople.

India to deploy space-basedsurveillance systems

NEW DELHI, 11 March—India is mulling to deployspace-based surveillance systems to counter any threatposed to its indigenous ballistic missile defence (BMD)system, a top Indian Defence official said on Mondaynight.

Although smallpox was eradicated worldwide in1979, scientists in countries such as Japan and theUnited States are still trying to develop vaccines in casethe virus is ever used in a biological attack.

“Developing a vaccine that is safer than first-generation vaccines yet highly immunogenic is crucialto constructing a prevention plan in the event of abioterrorist attack,” wrote the authors of the study, which was published in the Journal of the AmericanMedical Association.

Blood, ultrasound tests catchovarian cancer

Nearly half the cases werein the early stage I or stageII phases, when the cancerhas not spread far and cansometimes be cured.

As there is no currentgood test for ovariancancer, having a reliablescreening test could savemany lives, Ian Jacobs andUsha Menon of UniversityCollege London reportedin the journal LancetOncology.

“The initial findingsof this long-term study areencouraging, particularlybecause almost half of the

ovarian cancers detectedwere at an early stage(stage 1), when survivalrates can be as high as 90per cent,” Peter Reynoldsof Britain’s OvarianCancer Action said in astatement.

Ovarian cancer is oneof the most deadly cancers,in part because thesymptoms are so vaguethat women often are notdiagnosed until it is toolate. It was diagnosed inmore than 21,000 womenin the United States in2008 and killed more than15,000; in Britain it affectsabout 7,000 women a yearand kills more than4,000.—MNA/Reuters

MEXICO CITY, 11March—Headless bodiesin Tijuana, kidnappedchildren in Phoenix andshootouts on the streets ofVancouver: These are theunwanted byproducts ofprogress in the Mexicandrug war.

While the headline-grabbing chaos createsthe appearance of a drugtrade escalating out ofcontrol, evidence suggestsMexico’s cartels are in-creasingly desperate dueto a cross-border crack-down and a shift in thecocaine market from theUS to Europe.

Those pressures areforcing Mexico’s criminal

MADRID, 11March—Real Madridcaptain Raul apologizedto his side's fans follow-

gress on Climate Change in Copenhagen shows thatthe upper range of sea level rise by 2100 could be inthe range of about one meter, or possibly more. In thelower end of the spectrum it looks increasingly un-likely that sea level rise will be much less than 50 cmby 2100.

This means that if emissions of greenhousegases is not reduced quickly and substantially, eventhe best case scenario will hit low lying coastal areashousing one in ten humans on the planet hard.

Dr John Church of the Centre for AustralianWeather and Climate Research, Hobart, Tasmania,Australia and the lead speaker in the sea level session, told the conference, “The most recent satellite andground based observations show that sea-level rise iscontinuing to rise at 3 mm/yr or more since 1993, arate well above the 20th century average. The oceansare continuing to warm and expand, the melting ofmountain glacier has increased and the ice sheets ofGreenland and Antarctica are also contributing to sealevel rise.”—Internet

Raul ‘sorry’ after Anfieldhumbling

ing their ChampionsLeague exit at the handsof Liverpool, describingthe 4-0 Anfield maulingas his “most painful” de-feat in the competition.

Raul was littlemore than a helpless by-stander as Liverpool sweptaside nine-time winnersMadrid in comprehensivefashion thanks to two

goals from captain StevenGerrard, another fromformer Atletico Madridstriker Fernando Torresand a late fourth from sub-stitute Andrea Dossena. That four-goal demolitioncompleted a 5-0 aggregatevictory for RafaelBenitez's men and meantMadrid failed to get be-yond the last 16 stage forthe fifth successive year.“They (Liverpool) werebetter in every respect.

Once again we are out ofthe Champions League,”said Raul, who has wonthree Champions Leaguecrowns and played wellover 100 matches in thecompetition.

“We had highhopes for the match, butall that remains is to con-gratulate Liverpool be-cause they've shownthemselves to be a betterteam. There are no ex-cuses.”—Internet
