ESIB Project objective is to show
how to use energy saving potential
with the help of case studies
demonstrating ecological and
economic viability of energy efficiency
in construction and maintenance of
buildings enabling sustainable energy
development.
ESIB Project is implemented within the framework of the Programme promoting
international cooperation in the energy sector between the European Union and
INOGATE partner countries (http://www.inogate.org/).
ESIB Project duration: January 2010 - January 2014
Legislative and regulatory activity: legal analysis of the existing legislation in the
field of energy efficiency, comparative analysis with EU legislation and
standards, development of recommendations to eliminate ‘bottlenecks’.
Financing activities: development of financial plans and financial models for
investment in the housing sector, negotiations with financial institutions to obtain
investment for energy efficiency in buildings.
Technical activities: conducting energy audits for buildings, selection and
technical support for pilot projects to improve energy efficiency in buildings,
monitoring results.
Increased awareness and dissemination of information about energy efficiency:
training workshops on energy efficiency, energy labelling and certification,
participation in national and international public events, preparation and
distribution of manuals and teaching materials, conducting online training

The real cost of energy has been used in this case.
With a subsidized tariff (20% of the real cost) the
payback is >40 years
Analysis of the financial performance of EE
investments indicates that:
1. Subsidized energy tariffs are used
2. Cost for EE construction materials is not discounted
3. No tax reductions (VAT and other taxes)
4. Banks impose payback time < five years
5. Interest rates of the loans do not encourage private initiative
6. Condominiums are not eligible for loans
7. Homeowners do not want to risk their property
