Local government officials havecalled for new regulations toprevent the dumping of Britishhousehold waste in India after
a television investigation tracedsuch waste to a location in TamilNadu.
The Local Government Associa-tion, a body comprising local au-thorities across the UnitedKingdom, said regulations neededto be introduced to ensure goodssent for recycling do not end up inlandfill in India or elsewhere.
Post items and newspapers fromLeicestershire meant for recyclingfound its way to a dump in TamilNadu during a documentary pro-duced by ITV.
Council officials could not ex-plain how the waste ended up inIndia. The initial response was thatit may have been sent out to a rela-tive in India, or taken on holiday.
Leicester cabinet member for waste, Councillor Nicholas Rush-ton, said, We have never directlysold recyclable materials abroad,
dealing solely with UK based con-tractors. However, the market in re-cyclable materials is global andsome may be exported.
Ultimately we want to make sureboth members and Leicestershireresidents have confidence that re-cycling is a valid and worthwhileactivity, and none of the materialcollected is exported illegally.County Hall and district councils inLeicestershire hand over their recy-clables to companies from the UK.
However, as per rules, recyclablesshould not be dumped in a tip, andcould be breaking strict regulationsif found to be doing so. Critics fearthat unless the situation is sorted, itmay discourage people to recycle.

The Seoul city government plansto build 207 kilometres (129
miles) of cycle paths over the nextfour years extending to all cor-ners of the South Korean capital, officials said on Wednesday.
The 120-billion-won (88-mil-lion-dollar) plan is based on aroad diet programme, underwhich the number of lanes for
passenger vehicles in major roadswill be cut to create new cycle
paths. It calls for the constructionof 17 main cycle paths totalling200 kilometres that criss-cross
the sprawling city and one down-town seven-kilometre beltway.
Any urban areas where com-muters only rely on vehiclesburning fuel cannot avoid blame
for global warming and trafficcongestion, Seoul City MayorOh Se-Hoon said on the city go-vernments website.
We will make sure that bicy-cles will compete with vehiclesfor commuting in Seoul, saidOh, who rides his bicycle to workevery day. Only 1.6 per cent of allcommuters use bicycles in Seoul, partly due to a lack of dedicatedpaths. The city government
wants to increase this to 4.4 percent in 2012, 7.6 per cent in 2016,and 10 per cent in 2020.
The city will also construct bi-cycle parks at 16 subway stations complete with shower roomsand lockers for cyclists beforethey transit to the subway.

Australia lose sleep overreverse swingAustralias inability toreverse swing the ball is acause of concern as theyhead into the third Test 1-0down, skipper Ricky Pontinghas admitted. Australiasstruggles with the ball havebeen exposed all the morebecause of the success theIndian bowlers enjoyed inthe second Test, which theywon Tuesday by a record320-run margin to seize thelead in the four-Test series.Left-arm paceman Zaheer Khan picked
three wickets from four balls on the fifthmorning with a prodigiously swingingball, leaving the Aussies completelybamboozled. Young Ishant Sharma wasequally effective, troubling the batsmenwith his monstrous swing, underlined byhis sensational dismissals of Ponting inboth the innings. Ponting said it wasimperative for his bowlers to achievereverse swing early in the innings as theIndians have managed to do. We doneed to definitely get it going as quicklyas we possibly can, he said after theteams defeat in Mohali on Tuesday. The Indians have been getting the ballto swing extremely quickly, as early asthe eighth over, which is amazing. Butfor us it is not swinging. This has made ahuge difference.

The left-arm paceman ap-peared to say something to open-er Matthew Hayden following thebatsmans dismissal before teaon Mondays fourth day. If heswore at him, if he abused him,he obviously deserves to get pun-ished, Gavaskar said on
Wednesday. But lets not mince words here. Every time, it is al- ways an Indian or a sub-conti-nent player who gets hauled up,never the Australians.
There were a lot of incidents inthe match. Do you remember Vi-render Sehwag batting in the sec-ond innings was given not out
where everybody appealed and(Australia captain) Ricky Pontingcame from extra cover towardsthe umpire and kept on asking
