1.0 TITLE

Soil Characterization Report for 237 N. Lansdowne Avenue.

2.0 BACKGROUND

2.1 Site History

The property required radiological characterization of the structure and grounds,which was performed with the intent of determining what materials requireremoval to release the structure for unrestricted use.

The contamination consists of natural radium and it's parent and daughterproducts. The source of the contamination is a radium extraction process whichoperated in Lansdowne between the years of 1915 and 1922. The sites werecontaminated during the years 1915 to 1922, when tailings from the radiumextraction process were used as back fill and included in building masonry andplaster in place of sand. Site characterization consisted of determining the levelof radioactive contamination in the structures and grounds. Surveys also includedsample analysis to determine specific activity to satisfy safety, transportation, anddisposal requirements.

2.2 Structure Characterization

Structure characterization was completed by a CWM survey team May 7, 1992.The results of that characterization are documented in "Characterization ReportFor 237 N. Lansdowne Avenue".

Limited soil characterization was performed during the structure characterization.Two samples were obtained on the property. Sample 226; NE yard betweenhouse and driveway: 217pCi/g, sample 228, SW corner of house: 13pCi/g.

2.3 Soil Characterization

The CWM survey team arrived at the property on August 27, 1992 atapproximately 3:10 PM, received a brief on the structure and soil characterizationresults and commenced surveying in accordance with the Health and Safety Planand the Operations Plan. Surveys were completed September 10, 1992 atapproximately 9:00 AM.

3.0 SURVEY METHODOLOGIES

Surveys and sampling activities were conducted in accordance with EPA - LansdowneSite Health and Safety plan and the EPA - Lansdowne Operations Plan. A briefdescription of the methods utilized is included below:

3.1 Property Grid

The property was gridded to provide a means of identifying sample locations andto allow grid reestablishment with reasonable accuracy. The grid is anchored bya permanent structural reference point, typically the left front corner of thestructure viewed from the street.

3.2 Direct Gamma Surveys

Direct gamma rate surveys were performed to identify localized hot spots and tohelp define the boundaries of potentially contaminated areas. At each grid pointand any hot spot a 0.1 minute gamma sealer count was performed and the resultslogged on the survey form. Any point which exceeded average background plustwo standard deviations was considered potentially contaminated. These surveyswere performed to identify locations requiring soil sampling.

Direct gamma rate surveys and sealer counts were performed using a 2" x 2" Naldetector with an appropriate instrument.

3.3 Soil Specific Activity Sampling

Each hot spot and each grid point identified as being potentially contaminated wassampled for gamma spectroscopic analysis. Additionally each grid pointbounding potentially contaminated areas was sampled for gamma spectroscopicanalysis.

Each point described above was sampled by drilling a 3" diameter x 24" deepbore hole using a split spoon sampler. The soil plug removed from the splitspoon sampler was segregated into four samples by depth. Each sample wasanalyzed for 'Ra specific activity using a GeLi gamma spectroscopy system.

3.4 Down Hole Gamma Logging

Down hole gamma logging of each bore hole was performed using a 2" x 2" Naldetector with an appropriate instrument in sealer mode. Each bore hole wascounted for 0.1 minute at each point down hole starting at 0" (surface directlyover bore hole) and each six inch increment to the bottom of the hole.

A field check was performed on the bottom (18" - 24") soil sample from eachbore hole using a 2" x 2" Nal detector with an appropriate instrument in sealermode for a 0.1 minute count. If the sample exceeded average background plustwo standard deviations, the bore hole was sampled again to a total depth of 48".

4.0 SURVEY RESULTS

4.1 Property Gridding

The property was gridded using the Northwest corner of the house as the zeroreference. The grid map is included with the Contamination/Radiation reportcontained in Attachment A.

4.2 Direct Gamma Survey

Direct gamma surveys were performed using a Ludlum Model 2221 with a 44-102" x 2" Na-I detector. The direct gamma readings were obtained at each gridpoint on the property. The results of this survey are shown on theContamination/Radiation report contained in Attachment A.

4.3 Soil Samples

Four soil samples were collected from each point determined to be potentiallycontaminated and the surrounding grid points. The samples were counted witha high purity germanium detector. Due to the difficulties involved withmaintaining a constant sample geometry, the results are only accurate within thepercent error listed on the report. The results of these samples are shown in theContamination/Radiation report contained in Attachment A. A brief summary ofthese samples is provided in Table 4.1,

4.4 Down Hole Gamma Logging Results

A 0.1 minute sealer check using a Ludlum 2221 with a 2" x 2" Nal detector wasperformed in each bore hole at 0", 6", 12", 18", and 24" down hole. The 18"-24" (bottom) sample from each bore hole was field counted for 0.1 minute usinga Ludlum 2221 with a 2" x 2" Nal detector in sealer mode. A direct correlationbetween gamma rates and levels of soil contamination cannot be assumed due tovariances in soil types, density, moisture content and most significantly,proximity to contaminated structures. Elevated levels may indicate the need foradditional sampling but should not be considered definitive in themselves. Theresults are shown in the Contamination/Radiation report contained in AttachmentA.

5.0 CONCLUSIONS

The conclusions below assume that contaminated soils will be removed to the vertical andhorizontal boundaries formed by the clean samples adjacent to the contaminated area.It is recommended that after removal and prior to back filling, additional sampling beperformed to ensure removal was adequate.

In some cases the removal recommended below will expose soils that, while below thelimits for their depth, are at elevated activities above background and may requireradiological controls while exposed.

Based on characterization results the following area(s) (but not limited to) must beremoved to allow for release of the grounds for unrestricted use:

AREA(S) REQUIRING REMOVAL

/, o- The area enclosed by grid points #4/40E,0, #67/40E,30N, #71/88E,30N, #84/88E,10S,#83/80E, IDS, #108/80E,30S, #106/60E,30S and #5/50E,0 to a depth of 24 inches. Additionallygrid point #171/86E,4S to a depth of 36 inches. This is an area of approximately 1820 ft2 andincludes approximately 24 ft* of concrete walkway.

^ _ o - The area enclosed by grid points #1/9E,2N, #25/10E, ION, #27/30E, ION, #3/30E,0 and the northedge of the house (see Note 1) to a depth of 18". This is an area of approximately 200 ff.

^ o - The area enclosed by grid points #134/508, 10W, #133/50S,20W, #103/30S,20W, the NW comerof the planter box (stone masonry) and the west edge of the porch (see Note 1) to a depth of 12inches below grade. This includes the planter box contents which are contaminated (see Table 4. 1#104 and #1 16). This is an area of approximately 200 ft2.

NOTE 1: Due to the levels of contamination in the foundation and the soil underbasement floor there is a potential for contamination in the soil to the baseof the foundation and below in all areas adjacent to the foundations.
