1.0 FOREWORD

1.1 This specification covers the general, functional, technical and performance requirements of Onboard Display of Signal Aspect (OBDSA) for the Indian Railways.

1.2 OBDSA will be provided on sections equipped with Multi Aspect Colour Light Signalling to display aspect of the approaching signal in advance, in the loco pilot’s cab for the guidance of the Loco Pilots. The loco pilot, in general, will follow Line Side signals as per prevalent operating rules. Provision of OBDSA shall be an additional layer in operation of train.

1.3 In the event of a conflict between this Specification and any other standards or specifications quoted herein, the requirement of this Specification shall prevail.

1.4 The operation of OBDSA, in no way, infringes/ overrules the rules of normal train operation.

4.0 GENERAL REQUIREMENTS

4.1 OBDSA covered in this specification shall consist of broadly two sub-systems, namely:

1. ‘Track-side sub-system’ consisting of atleast:

i. A fail-safe interface unit to interface with the signal aspect,

ii. A transmitter to transmit the signal aspect to on-board sub-system,

iii. A data logger to log the events with date & time stamp. The data logger shall have 15 days data logging capacity.

iv. A standard digital port (preferably wireless) for networking, remote/ centralized monitoring & controlling of the track-side subsystem for operational, maintenance & diagnostics purposes.

2. ‘On-board sub-system’ consisting of atleast:

i. A receiver unit alongwith its antenna to receive the signal aspect information from transmitter of track-side sub-system,

ii. Microprocessor/ micro controller based Intelligent Equipment (MIE) for processing the received information ensuring fail-safety,

iii. Loco Pilot’s Control-cum-indication panel (CCIP) consisting of:

• LCD screen for displaying signal aspect & other relevant information.

• Indication lamps either separately or in the form of indication on LCD screen.

• Buttons/ switches for operation.

• Speaker for audio announcement iv. Distance measurement unit.

v. Re-chargeable battery

vi. Charger

vii. Data logger to log the events with date & time stamp. The data logger shall have 15 days data logging capacity.

viii. GPS for location information etc.

4.2 OBDSA on-board sub-system shall be designed as a Loco Pilot’s tool and thus it shall be portable, compact in size, light & of robust design. The weight of the sub-system, including battery, shall not be more than 1.5 Kg. It shall be a portable unit which can be easily carried by the driver for placement on the cab desk.

4.3 OBDSA on-board sub-system shall have built-in re-chargeable battery back-up for 8 hrs. duration when fully charged.

4.4 The system shall be capable of working satisfactorily up to speeds of 250 Kmph. The manufacturer shall mention the maximum speed up to which the system shall work satisfactorily.

4.5 OBDSA shall be universally suitable for all types of sections of Indian Railways e.g. Sections/ Stations equipped with Relay interlocking, Electronic interlocking, Multi-aspect Colour Light Signalling, Automatic Signalling, Intermediate Block Signalling Sections.

4.6 OBDSA shall be suitable for all types of EMUs, MEMUs, DMUs, electric and diesel locomotives, including all types of microprocessor based locomotives, running on Indian Railways.

4.7 OBDSA shall be capable of working in all electrified as well as non electrified territories. It shall be suitable for use on AC/DC EMUs/DMUs/MEMUs/single or multi-headed electric/diesel locomotives.

4.8 The system shall be suitable for single, double or multiple line sections on Suburban/ Non-suburban section.

4.9 OBDSA shall be capable of functioning in 25 KV AC RE, 1500V DC RE, 750V DC RE areas as well as in DC/AC RE areas where some lines may be working on AC RE while other lines on DC RE.

4.10 The track-side and on-board sub-systems & their equipments shall not in any way infringe the schedule of dimensions being followed by the Indian Railways.

4.11 The OBDSA track-side sub-system shall interface with the signalling system shall not interfere with the normal working. It shall preferably read the aspects of the signals by sensing the potential free contacts of the lamp proving relays (ECRs). Manufacturer/ supplier shall give details of any other interfacing arrangement offered.

4.12 The operation of OBDSA shall not interfere the normal working of any of the existing signalling system/ equipment/ locomotive. Similarly, the operation of OBDSA shall not get affected by the working of existing signalling system/ equipment/ locomotive.

4.13 The OBDSA shall conform to the Safety Integrity Level (SIL) 4 as per CENELEC standards or equivalent.

4.14 Manufacturer shall submit the expected life of the system/ sub-system.

4.15 Manufacturer shall guarantee availability of spares throughout the life of the equipments.

5.0 FUNCTIONAL REQUIREMENTS

On-board sub-system

5.1 The on-board subsystem shall have provision to indicate healthy/ faulty status of the sub-system by lighting green/ red light on the loco pilot’s CCIP. A steady lit green light indicating that OBDSA is in working condition shall be available on the loco pilot’s CCIP. This OBDSA healthy indication light shall extinguish when any fault is detected by OBDSA and immediately “OBDSA faulty” red light shall be lit and audible alarm shall sound to attract attention of loco pilot which shall stop on acknowledgement by the driver, however, the “OBDSA faulty” red light shall remain lit till such time fault persists.

5.2 The short description (i.e station name and signal name in short) of next three signals on approach in the direction of movement & their distance shall be displayed on CCIP in order of their approach. The aspect of only the nearest approaching signal shall be displayed from a distance of atleast 600 meter.

5.3 The voice announcement of short description & the aspect of the immediately next signal on approach in the direction of travel shall be made when the train/ loco reaches at 600m from the signal and at this time the aspect of this signal shall be displayed on Loco Pilot's CCIP till the signal is passed based on the information/ data received from track-side sub-system about this signal through radio.

5.4 Once the signal aspect is displayed on CCIP, any change in the signal aspect shall be updated on CCIP in less than 1 sec.

5.5 It shall seek acknowledgement within 5 to 10 seconds period (programmable by the purchaser in steps of 1 second) from the Loco pilot as soon as a signal aspect is displayed.

5.6 The on-board subsystem shall have the route data & location of all the signals. In case the on-board system does not receive any information from the desired distance of 600m from a signal or receives ambiguous information from track-side sub-system, it shall display the message “No information for Signal No…..” & shall ask for acknowledgement from the Loco Pilot within the time specified as in Cl. 5.5. As soon as the correct information is available to the on-board subsystem, the aspect shall be displayed on CCIP.

5.7 Once a signal is passed by the train, its aspect on CCIP shall get extinguished immediately.

5.8 Loco Pilot’s Control-Cum-Indication Panel (CCIP) shall be user friendly & easy to operate.

5.9 The language of display as well as announcement shall be English only.

5.10 The data logger shall log the aspect being displayed on Loco Pilot's CCIP in the on-board sub-system, the information displayed on CCIP, acknowledgement by the Loco Pilot, change in status of safety relay etc. alongwith real date & time and location, for analysis & investigation purposes. Also, it shall log internal events of the on-board sub-system for diagnostics & maintenance purposes. The logging capacity of the data logger shall not be less than 15 days data logging capacity. It shall be possible to download all the logged events to a PC/ Laptop. Analysis & diagnostic software shall be provided to analyse the events on PC/ Laptop. It shall also be possible to print reports of these events.

5.11 It shall be possible to change/add/edit the route data by re-programming the system with a new route data to make the unit suitable for a new section. This shall be protected by a password.

5.12 The system shall have easy selection between up and down route direction of a section. The System shall have a feature to select the route automatically. It shall be possible to select the direction of travel using an Up/down direction selection switch on the front panel of the system unless automatic selection is enabled. Arrangement for multiple routes selection feeder shall be available in the system.

5.13 When system is in auto route selection mode, it shall select the route based on the location & direction of movement automatically. However, the route so selected shall be displayed on the LCD with voice prompt for confirmation from the Loco Pilot. The system shall not display or announce any landmark till the route is confirmed by the Loco Pilot.

5.14 In case of yards & multiple lines, the system shall be intelligent enough to identify the correct approaching signal from number of signals for the same direction movement & displays the aspect of the concerned signal only.

5.15 The charger shall be suitable to work on DC input from locomotive’s supply as well as 230V AC commercial supply and shall be able to charge built-in battery of on-board system. A suitable connector to connect the on-board sub-system to locomotive’s power supply/ commercial supply shall be provided.

Track-side sub-system

5.16 The track side system of OBDSA shall work on DC power supply. A nominal 110V AC 50 Hz power supply (with variation of +20%, -30%, upto 15% ripple factor) shall be made available by the railways at the signal location. A suitable conversion from 110V AC supply to DC supply shall be provided by the supplier to work the track side system on DC power supply. There shall be a suitable DC back-up with charging arrangement to manage power outages for the minimum duration of half an hour. Purchaser can specify the duration of backup in case it is required for more than half an hour.

5.17 The manufacturer/ supplier shall submit the maximum power drawn by the track-side sub-system. However, the power drawn shall not exceed 50 watts respectively.

5.18 The information/data from track-side sub-system shall consist of the aspect of the Signal & this shall be transmitted through radio in fail safe manner.

5.19 The radio equipment shall use frequencies in consultation with RDSO. The protocols for radio communication between onboard & trackside subsystems shall be finalized with the vendor.

5.20 The interfacing of track-side with the signal aspect shall be fail-safe and non-intrusive i.e. while capturing the signal aspect it shall not affect the safety and the normal working of the signalling system.

5.21 The track-side sub-system shall have a standard digital port (preferably wireless) for networking, remote/ centralized monitoring & controlling of the track-side subsystem for operational, maintenance & diagnostics purposes. A potential free contact shall also be provided for healthyness of the system for remote monitoring of the health.

5.22 The track-side sub-system data logger shall log the information received from signal through interface, aspect being transmitted by the track-side etc. for analysis & investigation purposes and also log the internal events of the track-side sub-system for diagnostics & maintenance purposes. The logging capacity of the data logger shall not be less than 15 days data logging capacity. It shall be possible to download all the logged events to a PC/ Laptop. Analysis & diagnostic software shall be provided to analyse the events on PC/ Laptop. It shall also be possible to print reports of these events.

6.0 TECHNICAL REQUIREMENTS

6.1 The design of the system shall be robust and of state-of-art technology. The design shall be modular up to card level for ease of maintenance and fault troubleshooting.

6.2 All the cards should be suitably protected, enclosed and provided with mechanical dust proofing covers to avoid dust ingress and then mounted in a robust metallic housing so that entire assembly is capable of withstanding shocks, vibrations, electromagnetic induction and electrical surges etc.

6.3 The on-board as well track-side sub-systems of OBDSA shall be immune to following interference currents generated by locomotive/EMU etc.

6.4 Electromagnetic compatibility of the entire On-board sub-system as well as track-side sub-system including interlinking cables shall comply with

European Standards EN50238 for Railway Applications – Compatibility between rolling stock & train detection system and EN 50121 for Railway Applications – Electromagnetic Compatibility, as applicable. Adequate provisions should be made in the design for suppression of internal transients, spikes and to withstand external transients, spikes and surges as per limits laid down in IEC-60571.

6.5 The track-side sub-system shall be Electro Magnetically Compatible to work in conjunction with the relay based interlocking, electronic interlocking, field signalling equipment, signalling cables and power supply arrangements as laid down in specification IRS: S 36 & IRS: S 23.

6.6 The track side sub-system shall be immune to electro-magnetic interference generated by thyristor/chopper-controlled locomotives, traction return currents.

6.7 The system shall be so constructed as to prevent unauthorised access to the sub-systems both at track-side and on-board.

6.8 Application software of on-board & Track-side sub-systems shall have user-friendly design tools to enable carrying out of configuration changes by the Railways.

6.9 Surge suppressor and proper earthing arrangement shall be provided in power supply system of on-board as well as track-side subsystems to protect against transient voltages, lightning and spikes etc. as per site/ local requirements in addition to their compliance to Clause 6.4.

6.10 The antenna(e) of on board system shall be so located and mounted on the appropriate part of the locomotive that Indian Railways Schedule of Dimensions are not infringed in stationary as well as moving conditions. Mounting arrangement of antenna (e) shall be secured against severe vibrations. However, if the antenna is attached with OBDSA unit then it shall be possible for the OBDSA unit to function by keeping it anywhere and in any direction in the cab depending upon availability of space.

6.11 The on-board antenna(e) and distance measuring unit of on board system shall be robust and housed in a casing which are waterproof and their operation shall not be affected by vibrations, shock, temperature changes, humidity and other severe operating conditions to be expected in railway working.

6.12 The manufacturer/ supplier shall provide all the details of interface protocols between track-side sub-system & on-board sub-system for ensuring interoperability with the existing OBDSA system. The manufacturer shall have to make changes in protocol as per the directives of RDSO.

6.13 GPS:

6.13.1 The unit shall have an in built GPS Receiver having the following technical specifications: i. L1 Frequency C/A Code with 12 (or higher) independent Tracking

Module (Channels). ii. It shall support NMEA-0183 Protocol. iii. Tracking Sensitivity shall be better than -150 dBm. iv. Autonomous Positional Accuracy shall be better than 10 Meter. v. Suitable to work upto 250 KMPH speed. vi. 2Hz Update Time vii. Reacquisition time < 250 milli seconds

viii. Cold Start better than 45 Seconds ix. Warm Start shall be better than 38 Seconds. x. Hot start better that 5 Seconds xi. Antenna Short Circuit Protection xii. Built-in Antenna supervisory circuit for determination of active

antenna open or short state xiii. Built-in non volatile RTC with battery backup option

6.13.2 GPS antenna alongwith its cable of sufficient length shall be provided

with each OBDSA unit. The antenna shall be portable & shall have magnetic base which can be fixed on loco body outside. The magnetic base shall be strong enough to keep the antenna fixing intact even under vibrations experienced by a running locomotive. The length of the antenna cable should be sufficient to connect between antenna & OBDSA unit kept on the cab desk.

6.13.3 System shall determine the correctness & quality of the GPS signal received and in case quality of signal is not considered adequate to correctly identify its location, the same shall be indicated on the LCD display.

6.14 Loco Pilot Interface:

6.14.1 The OBDSA unit shall have the following User interface comprising of the following:-

a) A colour LCD module having display size of 7” (diagonal) and having minimum 800x480 pixels.

b) Key pad switch panel as a user interface c) Speaker: A speaker for voice warning to the driver. This shall

have volume control. The level with maximum volume shall not be less than +85 dB.

d) A Power switch to switch ON/OFF the device.

6.15 Power Supply & Battery Backup:

6.15.1 The system shall be low power consuming device.

6.15.2 The battery shall be in-built, rechargeable & of Li-ion type. The battery capacity shall be sufficient to provide 8 hours back-up when fully charged.

6.15.3 Pre-charged set will be provided to Loco Pilots.

6.15.4 Charger:

6.15.4.1 A charger shall be provided for charging the in-built battery. 6.15.4.2 The input supply to the charger shall be taken from

locomotive which shall be 110V DC + 35V in electric locomotives & EMU/DEMU and 72V DC + 25V in diesel locomotives. The charger shall also be suitable to work with 230V+30% AC input supply.

6.15.4.3 The charger with any of the input supply shall be capable of charging the fully discharged battery in not more than three hours.

6.15.5 Low battery LED indication shall be provided when the remaining battery backup goes below 25%.

6.15.6 An arrangement to indicate the following status of the battery shall be made on OBDSA:

• Low battery indication

• Battery under charging indication

6.15.7 The life of the battery should not be less than 15 months from the date of commissioning and 18 months from date supply.

6.16 Data Input & Output

6.16.1 The memory to store route data, signal location data & event data shall be non volatile & shall be sufficient to hold route & signal location data of minimum 2000 route kilometers.

6.16.2 The system shall accept data about the signal locations in the following format, csv file:

6.16.3 The on-board as well as Track-side sub-systems shall have RS 232 port or any other standard port for communication with PC/ Laptop having special software for uploading/downloading the route log, programming & configuring various parameters, downloading of stored events. A USB port shall also be provided for downloading of events on a USB drive directly through keypad and it, should not, require any manufacturer specific software for this purpose.

6.16.4 The facility to add/edit/delete the route data & signals shall be protected through a password to ensure authentic operation.

6.16.5 The supplier shall also provide computer software for uploading of location data pertaining to the section through computer software.

6.16.6 Analysis & diagnostic software shall be provided to analyse the events on PC/ Laptop. It shall also be possible to print reports of these events.

6.17 Electrical Protection:

6.17.1 The On-board as well as Track-side sub-systems shall have suitable protection against short circuit and overload.

6.18 Other Requirements

6.18.1 The On-board sub-system shall have an interface for GSM Modem. The unit shall have enough space available for placing such GSM Modem if the unit is upgraded in future. The system software shall be capable of handling & communicating through GSM modem for transmission of data, exception events and remote programmability.

6.18.2 The On-board sub-system shall have a normally energized safety relay which shall get de-energised in case of passing signal at danger. There shall be two NO & two NC contacts in this relay each of 1A rating. These contacts may be used to actuate Audio/Visual warning.

6.18.3 The On-board sub-system shall be housed in IP 54 compliant shock resistant box made of polycarbonate material with minimum wall thickness of 3 mm. The battery shall be built into the same box & shall form an integral part of the unit.

6.18.4 The On-board sub-system shall have an audio out jack (3.5 mm dia) for interfacing the unit to additional speaker having built-in amplifier to amplify the audio warning level, if required in future.

7.0 ENVIRONMENTAL CONDITIONS

7.1 The PCBs shall meet the requirements clause 6.8 of RDSO/SPN/144/2006.

7.2 Trackside equipments in open area shall have minimum protection code of IP 67 & those in location box/ equipment room shall have protection code of IP54.

7.3 Train borne equipment shall have minimum protection code of IP 54.

7.4 The design of on board & track side sub-systems shall take into account switching transients that may occur, in either the system or outside, of any magnitude, upto and including interruption due to short circuit of 25 KV system. The design shall also take into account supply related supply related surge & transient.

7.5 On board as well as track side sub-systems and system design shall take into account effect of lightning.

7.6 The on board sub-system shall be capable of operating efficiently in spite of dust, dirt, mist, torrential rains, heavy sand or snow storms, presence of oil vapors and radiant heat etc., to which rolling stock is normally exposed in service. The system shall be suitable for traction application under the following environmental conditions:

� Atmospheric temperature

Maximum temperature of metallic surface under the Sun: 75 degree celsius and in shade: 55 degree celsius Minimum temperature: - 10 degree celsius (Also snow fall in certain areas during winter season)

� Humidity 100% saturation during rainy season

� Reference site conditions

i) Ambient temperature: 50 degree celsius ii) Humidity: 100% iii) Altitude: 1776 m above mean sea level

� Rain fall Very heavy in certain areas.

� Atmospheric conditions

Extremely dusty and desert terrain in certain areas. The dust concentration in air may reach a high value of 1.6 mg/m3. In many iron ore and coal mine areas, the dust concentration is very high affecting the filter and air ventilation system

� Coastal area humid and salt laden atmosphere with maximum pH value of 8.5, sulphate of 7 mg per liter, maximum concentration of chlorine 6 mg per liters and maximum conductivity of 130 micro siemens / cm

� Vibration The vibration and shock levels recorded on various sub-systems in existing locomotives of IR are

generally more than the limits given in IEC 61373 particularly at axle box, and traction motor Accelerations over 500 m/s2 have been recorded at axle box levels during run. Vibrations during wheel slips are of even higher magnitude High level of vibrations above 30g have been measured at traction motor on IR’s locomotives, which increase up to 50g with worn gear-pinion.

� Wind speed High wind speed in certain areas, with wind pressure reaching 150 kg/m2

8.0 QUALITY ASSURANCE

8.1 All materials and workmanship used in manufacture of OBDSA equipments shall be of good quality. Since the quality of the equipment bears a direct relationship to the manufacturing process and the environment under which it is manufactured, the manufacturer/supplier shall ensure Quality Assurance Program of adequate standard.

8.2 All test instruments shall be available with the manufacturer/supplier.

9.0 INFORMATION TO BE SUPPLIED BY PURCHASER

a) Type of signals where OBDSA is to be installed.

b) The voltage of input power supply available for On board and track side sub-system.

c) The duration of battery backup required for Track side sub-system, if required for more than half an hour.

d) Relevant G & SR rules applicable.

e) Details of section, signaling details, type of locomotive.

f) After award of contract, following information shall also be provided by the purchaser:

(i) Availability of potential free contact of lamp proving relays

(ii) Route details of the section & signal locations, signal aspect details etc. where OBDSA is to be installed.

g) Any other relevant information.

Instructions/ Guidelines for the firms expressing their interest against

Expression of Interest (EOI) Notice No. STS/E/OBDSA dt. 20/05/2011

2. PURPOSE OF INVITING THE EOI The purpose of inviting EOI is to develop a system which would display signal aspect in the locomotive cab from a pre-defined distance in advance of the signal as per Draft FRS No. RDSO/SPN/205/2011 Ver-0.1 for On Board Display of Signal Aspect (OBDSA). Being a vital safety system, it is required to meet Safety Integrity Level -4 (SIL-4) as per CENELEC or equivalent international standards. This Expression of Interest (EOI) is for initially shortlisting the firms for finalizing the existing Draft FRS No. RDSO/SPN/205/2011 Ver-0.1 for On Board Display of Signal Aspect (OBDSA) & then its development & trial in the field.

3. SUBMISSION OF EOI BY INTERESTED FIRMS Interested firms are requested to submit their EOI to the following postal address: Sr. Executive Director (Signal), RDSO, Annexe- I, Manak Nagar, Lucknow – 226 011 by 27/06/2011 in the enclosed “Format for Letter of Response”. In the EOI, the firms should mention RDSO’s Notice No. STS/E/OBDSA dt. 20/05/2011. In the EOI, the respondents must furnish the following details as required in the enclosed “Format for Letter of Response”:

(i) Turn-over of the firm during the last three financial years with the copies of annual report.

(ii) Details of various items being manufactured/consultancy undertaken.

the existing Draft FRS No. RDSO/SPN/205/2011 Ver-0.1 for On Board Display of Signal Aspect (OBDSA) & then the specification will be finalized as per RDSO’s procedure.

(iii) Limited tenders may be invited from the short listed firms for development & trial of the OBDSA in a section as per the finalized specification of OBDSA.

(iv) The firm(s) referred above shall be Indian firm(s) meeting one of the followings:

a. A sole Indian firm b. An Indian firm which is a subsidiary (as defined in Indian

companies Act) of a foreign firm. (Collective credentials of both the firms shall be considered for short listing)

c. An Indian firm having joint venture (JV)/ Memorandum of Understating (MoU) with Indian firms and/or foreign firms. (Collective credentials of all the firms of JV/ MOU shall be considered for short listing)
