2. SCOPE OF WORK

BECIL is looking for empanelment of agency and make rate contract for commercially off-the-shelf solutions,

customized, implementation and configuration of solutions as per BOQ and specifications mentioned in this

document. The system solution so offered by the parties should be a user friendly and trouble-free

product/solution and successfully implemented in government sector.

The bidder's scope of work will cover Delivery of Readymade item & Supply custom made equipment at Camp

Place as per Organizing (Government / PSU) Agency.

3. PRODUCTS SPECIFICATION

1. CALIPERS:

Calipers are the devices used to support, align, prevent, correct, substitute or enhance function and

decrease pain or discomfort of the foot, ankle, knee & thigh. Calipers are made from thermoplastics, high

density polyethylene/ Aluminum and metals. Calipers are divided in following categories:-

1. AFO (Ankle foot orthosis)

2. KAFO (Knee ankle foot orthosis)

3. HKAFO (Hip knee ankle foot orthosis)

These are to be supplied for two different age groups such as for;

1. Below 11 years age

2. Above 11 years age

3. Knee Brace Aluminum / Plastic/steel

Calipers/ Artificial Limbs and other Supportive equipment are to be manufactured at camp place as per

standard practice, so as to provide utmost comfort to the user. Hindi/English 0r Local Language Manual of

the product be supplied with each item. Supplier has to arrange for complete fitting of calipers as per

specific individual requirement of each disabled person. Supplier shall also arrange for training to disabled

persons regarding fitting, maintenance and various adjustments to be made in calipers to have maximum

comfort and use to the disabled persons.

Note:

(1) Rates shall be inclusive of expertise provided, transportation, stay at camps, fitting, follow up

action and all relevant expenses incurred by the tenderer.

(2) Camps are generally organized at Panchyat level.

4. General requirements for Crutches :

The crutches shall be made of Aluminum pipes and of three sizes of 0.9 mm thick pipe. Proper height

adjustment arrangement shall be provided. All the bolts & nuts shall be galvanized. Rubber handles &

rubber bushes wherever used shall be of good quality.

5. Walking STICK:

The blind stick shall be made of Alluminium Pipe of 22.0mm x 0.8 mm thick. The height of blind stick

shall be Max 933 & Max. Rubber shoe shall be provided at the base of blind stick while a rubber bush shall

be provided at the other end. Adjustable height arrangement shall be provided by spring button system.

6. ELBOW CRUTCHES :

Telescopic angle of M.S Pipe with Adjustable Height , All the bolts & nuts shall be galvanized. Rubber

handles & rubber bushes wherever used shall be of good quality.

7. General requirements for Folding wheel chair :

i ) Frame shall be made from ERW, CR pipe of 22.2x1.2 mm min.

ii ) Seat, back & sides shall be made from good quality canvas.

iii ) Two rim of 550 mm dia app. Shall be fitted with solid rubber tyres.

iv ) One ring of 470 mm dia shall be fitted with each rim. The side ring shall be of 19 mm dia M.S.

pipe.

v ) wheels shall be fitted on roller/ ball bearing axle.

vi ) Good quality castor wheel of size 150 mm dia, two Nos. Shall be fitted on front side.

vii ) Metal Frame with Plastic platter footrest/ Metal, plastic handle grip shall be fitted.

viii ) Proper folding arrangement shall be provided as per standard practice.

8. General requirements for Tricycle:

i ) Frame work : The framework of tricycle shall be made from ERW tubes conforming to IS 2039-

1991 with up-to-date amendments.

ii ) Steering handle bar : The plated steering handle bar shall be of lever type, fitted to the head tube

and it shall be of such length as can be conveniently held by driver without dropping ahead.

iii ) Tyres & Tubes : Tyres & Tubes shall be ISo 9001 company.

iv) Wheel rims : Wheel rims for the tricycle shall be of size 28”x1.5”, The spokes shall be of 2.00 mm (14 G.)nominal dia. There shall be 32 spokes in the front wheel & 40 spokes in each of the rear wheels. When assembled, the spokes shall cross without touching each other. A suitable Rubber/Cotton tape approx. 18 mm wide sufficiently strong, shall be wrapped around the rim, over the riveting of spokes, to protect the tube damage by the heads of spokes.

v) Mudguards : The mudguards of minimum 0.45 mm MS sheets shall be provided with beaded edges other details shall be as per IS:6218 (with up-to-date amendments.)

vi) Brakes : Brakes shall be provided at the front wheel of tricycles which shall be capable of applying by pressing the steering handle bar downwards. Brakes shall be effective & light to operate.

vii) Sprocket & Free wheel : The tricycle shall be provided with one set of sprocket and free wheel on each side such that on left hand side the sprocket shall be of 18teeth and free wheel of 22 teeth. Whereas on right hand side sprocket shall be of 22 teeth and free wheel of 18 teeth. The sprocket welded integral with hub shall be mounted along with crank on an axle, which shall rest in the bottom bracket on two ball cup bearing.

viii) Hubs : Front wheel & rear wheel hub assemblies shall be as per standard practice with cup & cone ball bearings provided at each end of the hub.

ix) Drive Chain : The chain shall be Standard Brand. x) A suitable space/arrangement be provided at the underside of the seat for keeping the crutches

or walking stick securely & conveniently. xi) Seat & backrest : Cushioned seat & back shall be provided. xii) Finish : Various parts of tricycle prior to assembly shall be thoroughly cleaned removing rust, scale

& oily substances. The complete tricycle shall be painted with black enamel paint or other colour paint as per requirement of consignee.

xiii) The manufacturer shall affix a label preferably metallic mentioning manufacturers name, trade mark etc.

Main Frame: Use of special quality Cold Drawn and bright Annealed

conforming to IS: 2039 frame sturdy to withstand stresses caused by rough terrain. Neatly welded joints.

Seat and Back Rest: Cushioned seat and back rest for desired comfort to the user. The Seat may

accommodate two persons in case of need.

Driving Mechanism: Driven by standard chain and sprocket mechanism. The selection of gear ratio to ensure mechanism advantage using minimum effort can be driven by right or left hand. Provision of chain adjustment on either side.

Steering Mechanism: The steering rod services dual function of directional control as well as braking.

Hand grip on the steering rod should be specially made of non-marking type rubber and designed for

longer life.

4 QUALIFICATION CRITERIA

4.1 QUALIFICATION CRITERIA

The Bidder mast be a manufacture for the tender item. The bidder should be a company/ firm registered in India. The registered bidder should be operating in India

for a minimum of 5 years. The Bidder should be registered with appropriate tax authorities such as Income Tax, Service Tax/GST etc.

and should submit valid certificates of registration with these authorities. Bidder should be able to furnish a copy of latest Income Tax return (ITR) Bidders are neither allowed to join hands to participate in the tender nor allowed to submit multiple bids. In

case of detection of such, their bid (s) is/are liable to be rejected. Bidding though consortium is not allowed The bidder must be engaged in at least two to three project in each of the five year for any State/Central

government The bidder should also have an average annual turnover of rupees more than one crore during the last five

years. Turnover Statement for last five year. (Certified by Approved CA) The bidder should not have been blacklisted by central / state government departments / undertakings.

(Please provide an undertaking for the same) 5. TESTING & INSPECTION

5.1. Representatives of Third Party Inspection Agencies or its authorized persons shall be provided all

facilities in respect of inspection of raw material/materials OR articles during manufacturing

process and finished goods stage by the tenderer. No claim or damage on account of the said

inspection shall be payable.

5.2. The Inspecting Officer shall have the right to reject any materials or object to the process of manufacturer and suggest improvements, within the purview of accepted specification and the tenderer shall be bound by his advice.

7. SUBMISSION OF BIDS

OVERALL BID CONTENT

The bids shall comprise of two parts with following items and others as listed in the Annexure to this

document.

Part-1: Technical bid.

Part-2: Commercial Bid.

The Bidders shall have to submit their bid documents in hard copies i.e. Offline/Manual submission

Part 1 {Technical bid} and Part 2 {Commercial Bid} should sealed in separate envelopes and then both sealed

envelopes would further put in together in large envelope in the Department as per the dates mentioned in

the Key Events & Dates. All the bids should be properly indexed, numbered and hard bounded.

a) Technical Bid should contain the qualification criteria and supporting documents (Datasheets/Brochures

etc).

b) Technical Compliance to the specifications.

Part - 2: Commercial Bid

The price would be strictly as per format of the BOQ. The bids not conforming to the format shall be rejected.

8. GENERAL TERMS & CONDITIONS.

1. This EOI does not constitute and will not be deemed to constitute any commitment or confirmation on part of

BECIL for any purchase/work order to the bidder'(s).

2. Bidders shortlisted in the aforesaid EOI shall be required to sign an Agreement with BECIL on mutually accepted

terms and conditions. The maximum validity of such AGREEMENT shall be 3 years which may be auto renewed

further on mutually agreed terms and conditions of parties.

3. The bidder shall bear all costs associated with the preparation and submission of its response to this EOI,

including cost of Demo/Presentation for the purpose of clarification of the offer, if so desired by BECIL. BECIL will

in no case be responsible for these costs.

4. The EOI document duly completed, numbered and signed by the authorized signatory.

5. Due diligence should be exercised while providing information against the EOI Unnecessary or irrelevant

information will not give any advantage to the bidder. Only relevant and precise information should be provided.

If, any information provided by the bidder is found to be incorrect at any stage, it would render his or her bid

liable for rejection and the empanelment And Agreement shall be forfeited.

6. At any time prior to the last date for receipt of offers, BECIL may for any reason, whether at its own initiative or

in response to a clarification requested by a prospective bidder, modify the EOI document and all formats

including annexure by issuing clarification(s) and/or amendment (s). In order to provide prospective bidders

reasonable time to take the amendment into account in preparing their offers, BECIL may, at its sole discretion,

extend the last date for receipt of offers and/or make other changes in the requirements set out in the invitation

for EOI.

7. While this EOI has been prepared in good faith, neither BECIL nor its employees make any representation or

warranty, express or implied, or accept any responsibility or liability, whatsoever, in respect of any statements or

omissions herein, or the accuracy, completeness or reliability of information, and shall incur no liability under any

damage is caused by any act or omission on their part.

8. BECIL reserves the right to cancel this EOI without assigning any reasons. BECIL will not be under obligation to

give clarifications for doing the aforementioned.

9. Upon verification, evaluation / assessment, if in case any information furnished by the Bidder is found to be

false/ incorrect, their bid can be rejected and no correspondence on the same shall be entertained.

10. Based on the previous experience, performance & capability, eligible bidders will be categorized/shortlisted.

11. The empanelled agency bringing business will be given preference or the first right to refuse.

12. In case of tender, it will be BECIL’s prerogative to choose the partner and it can also be a non-empaneled

agency.
