correspond with the applicants in this regard. Further, BIAL reserves the right to change

or / and cancel the pre-qualification and tender process or / and review / revise the pre-

qualification criteria at any time without prior notice or without assigning any reason

whatsoever, and this shall be without prejudice to its right to re-tender at any time in

2. BIAL reserves the right to issue amendments to this document by issue of addendums, at

any stage, without liability or any obligation for such invitation and without assigning any

reason. This request for EOI does not give rise to any right in rem and is not an offer or

an invitation to offer.

3. EOI, by a party, shall be considered as an acceptance of all the terms and conditions of

this invitation by such party and no claims or disputes whatsoever shall be entertained by

BIAL.

4. All the documents and other information supplied by BIAL or submitted by an applicant to

BIAL, shall remain or become the property of BIAL. BIAL will not be liable to return any

application or any information provided along therewith.

5. Submission of EOI by a party shall not create any contractual obligation between that

party and BIAL.

6. The applicants shall bear all costs associated with the preparation and submission of its

EOI. BIAL shall in no case be responsible or liable for these costs, regardless of the

conduct or outcome of EOI process.

A history of 'Firsts' As a pioneer of change in Indian aviation, Bengaluru International Airport (BIA) has the distinction of being one of the first international airports in India constructed through a public-private partnership. Built and operated along the highest international standards, BIA is set to become India's leading travel destination known for its quality and efficiency.

Taking off on an exciting note A long and exciting journey began for BIA with the signing of a Concession Agreement in July 2004 between the Government of India and Bangalore International Airport Limited (BIAL). BIAL’s venture began at a crucial juncture in the history of Indian aviation. Privatization of airports was a keenly awaited and watched move. So, as the first public-private partnership airport in the country, BIAL decided to set the right precedents. BIAL had to carefully architect and finalize its legal framework – the concession agreement, CNS / ATM agreement and other documents. Today BIAL’s robust, well-defined legal framework has guided other greenfield airport contracts. BIAL’s initiative has transformed perceptions about airports and how they are built and run. BIA commenced its commercial operations of air traffic with effect from 24th May, 2008.

The Expansion

BIA: Growing with Bangalore The new BIA was envisioned as an airport that would keep-up with the growing aviation needs of the city - one that was more passenger friendly, well operated and financially sound. The master plan ensured that the size and capacity of the airport's facilities were in line with the passenger traffic forecast and projected cargo growth. The 4,000 acres of land allocated towards it suitably provided for further expansion of this airport. What one sees today is but one part of the Master Plan. Until the master plan is put in place in its entirety, this airport will be a work in progress project. And the next few years will see gradual but continuous expansion phases, until it realizes the shape and form that were originally envisioned and planned. Keeping-up with the rapidly growing passenger traffic to and from Bangalore, the near future will see the expansion of the Terminal 1 (T1) of the Bengaluru International Airport - thus bringing about enhanced capacity and operational performance. The expansion is scheduled for completion tentatively in March, 2013 and will enhance the terminal space from 71,000 sq. mtrs. to 134,000 sq. mtrs. The enhanced terminal is aimed at significantly improving the passenger experience by making available more and improved facilities in terms of seating, amenities and commercial options. The commencement of the terminal expansion has raised the expectations of the passengers. The airport is poised to counter many of the issues faced by the passengers today - post completion, BIA will be better suited for the city of Bangalore, will enhance its business opportunities, complement its culture and be an even more hospitable airport. The aim is to continue developing and modernizing the airport infrastructure to avoid capacity constraints, improve air-space efficiency and minimize costs. As the air traveller grows more world-savvy and discerning, it is imperative and thus, envisaged that the airport does not fall short of his expectations.

Duty-Free Core Categories and Apparels

The space, in the departure hall as well as in the arrival hall, will sell classic Duty-Free

product categories like liquor, tobacco, perfumes & cosmetics and chocolates.

In addition to the core duty-free categories, in the departure hall, the space would also have

a minimum of 100 sq. mtrs. space dedicated to the following Apparel categories:

1. Men’s Apparels and Accessories – Formal (medium / high);

2. Men’s Apparels and Accessories – Casual / Leisure (medium / high); and

3. Women’s Apparels and Accessories – Fashion (medium / high).

The positioning of the brands would be medium, premium, luxury, etc. The space may focus

on one single-branded manufacturer or multiple-branded manufacturers within this space

and will feature a blend of branded fashion accessory products in addition to the apparels

such as, handbags, wallets, belts, sunglasses, small leather essentials, scarves, and ties.

The interior and exterior of this space would be reflective of the concept brand while

offering an attractive, comfortable atmosphere. Innovative architectural features, a high-

impact storefront(s) and technological advancements in both its operation and presentation

would be incorporated, so as to stand-out and attract customers in a sophisticated manner

while providing superior customer service and maximizing customer satisfaction. Needless

to say, only Fashion – Concepts, which are not present or difficult to get in India, will be

chosen.

Details of Expression of Interest

Criteria for qualification to submit expression of interest As per the table: Package Number & Criteria. Submit all the credentials to support the qualification criteria such as, annual financial reports, bank certificates, experience letter, capability statements, etc. Issuance of Request for Proposal (RFP) Document The RFP document shall be issued only to the short-listed parties, who fulfill the entire criterion mentioned in this EOI document. Document Costs The cost of RFP document (non-refundable), towards supply of documents, drawings, administrative, legal charges, etc., of INR 100,000/- (Rupees One Lakh Only or One Hundred Thousand Only), should be paid by the bidders. All candidates eligible to receiving the RFP document will be contacted by BIAL on or before 19th September 2012. Besides, the bidders have to pay an Earnest Money Deposit (refundable to the unsuccessful bidders) of INR 500,000/- (Rupees Five Lakhs Only or Five Hundred Thousand) at the time of submitting the proposal. The cost of the RFP document/EMD will be accepted only in the form of demand draft (DD) / pay order from a Scheduled Bank payable at Bangalore. Please send the EOI together with your credentials and company presentations in a double envelope. The inner envelope should be in the inscription: Expression of Interest for “Retail Outlet in Terminal 1 at Bengaluru International Airport, Package 15: Duty-Free Core Categories & Apparels” Bengaluru International Airport Commercial Department Bangalore International Airport Limited.
