BI-ANNUAL ENVIRONMENTAL MONITORING REPORT 1. INTRODUCTION 1.1. Background 1. The Government of Pakistan (GoP) had requested the Asian Development Bank (ADB) to provide finances for the Power Enhancement Projects in Pakistan. In this regard the National Transmission and Despatch Company (NTDC) had prepared an investment plan covering the period from 2007 to 2017 which included transmission rehabilitation, augmentation and expansion projects estimated at $3.9 billion. As a result, a Framework Financing Agreement (FFA) was made to express ADBs’ intention to provide financial support through a Multi-Tranche Financing Facility (MFF) for NTDCs’ investment plan. The NTDC entered into FFA with ADB on November 03, 2006 for financing four tranches, totaling up to $800 million over a period of 10 years. 2. NTDC has established a Project Management Unit (PMU) to manage the implementation of current tranches and the preparation and implementation of future tranches. This tranche-III was approved on 22 November 2011. The PMU coordinates with other NTDC departments and also ensures compliance with the ADB safeguard requirements and reports on project performance in accordance with the ADB’s Project Performance and Monitoring System (PPMS). However, to implement the above scope of work, NTDC engaged Individual Consultant (in October 2016) as Project Management Consultants (PMC) for implementing MFF-I projects. The contract of this consultant was expired on 31st December 2016 and then again PMC was hired and mobilized in September 2017. 3. The overall objective of the project is to increase the power transmission capacity, efficiency and coverage in Pakistan. It is also meant to increase the confidence of commercial financiers in financing long term transmission and distribution assets in Pakistan. 4. The purpose of this monitoring report is to satisfy the environmental requirements of Pakistan Environmental Protection Act (PEPA), 1997, Punjab Environmental Protection Act 2012, Sindh Environmental Protection Act, 2014 and ADB’s environmental safeguards as stipulated in the Safeguard Policy Statement (SPS) 2009, as well as in observance of Tranche-III subprojects environmental impact. The monitoring was carried out during the construction period to assess the impact made by construction, the environmental quality along proposed project areas, as well as the implementation of environmental protection measures.

1.2. Status of Sub Projects under Tranche- III

5. There are a total three (03) subprojects to be executed under Tranche-III, the overall progress and status of which till December 2017 is shown in the table below.

1.3. Project Management Unit (PMU)

6. A PMU has been established under General Manager (Projects Delivery North) to manage implementation of projects financed by ADB under the current Tranches and the preparation and implementation of future Tranches. The PMU comprises multidisciplinary specialists including Manager, Environment and Social Impact Cell (E&SIC) to comply with environmental and social safeguards requirements of ADB. The Addl. DG (E&SIC) is further assisted by Deputy Manager (Environment), Assistant Manager (Environment) and Assistant Manager (Social Safeguards). The PMU management structure is represented in Figure. 1.1, which shows the hierarchy of the PMU staff.

7. The E&SIC of NTDC is required to ensure compliance with ADB safeguard requirements and preparation of reports on project performance in accordance with ADB’s PPMS. The PMU will remain in operation for the duration of the NTDC’s Investment Program for the power enhancement. To be more specific, the envisaged role of PMU is to:

• coordinate with other NTDC departments; • ensure the preparation of bidding documents, evaluation of bids and construction

supervision; • ensure compliance with ADB’s environmental and social safeguard requirements; • report on project performance in accordance with ADB’s, PPMS and, • engage consultants as required and envisaged in the MFF.

8. To meet the requirements of Loan Covenants and to ensure the proper implementation of environmental safeguards at subprojects construction sites, NTDC engaged the Individual Environmental Expert as Project Management Consultant (PMC). PMC was mobilized in September 2017 and visited all subprojects sites falling in Tranche-III of MFF-I for monitoring and collection of relevant information/data required for preparation of Bi-Annual Environmental Monitoring Report (BAEMR) for the period ending July-December 2017.

1.4. Relationships with Contractors, Owners, Lenders etc.

9. Undoubtedly, Contractors constitute the most important tier in the implementation process of the project. Interaction with the Contractors is aimed at infusing adequate knowledge to maintain the required degree of environmental standards during the project execution. For this purpose, frequent site visits were made and the Contractors/workers were imparted training on an intensive scale. An assessment exercise for capacity building was an integral part of Contractors’ orientation. Documentation comprising checklists for monthly environmental monitoring and EMPs were provided to every trainee to facilitate the training. Contractors were advised, inter-alia, on the following points;

• Adaptation of proper sanitation and waste disposal practices at site. • Minimization of air pollution by controlling dusty material at source. • Awareness to maintain acceptable standards of noise at site (i.e. below 85 dBA). • Adaptation of suitable measure to control soil erosion. • Management of hazardous substances spills at site. • Imparting instruction to workers on health & safety issues and use of Personal

Protective Equipment (PPE). • Awareness among workers to avoid cutting trees/bushes, hunting and fishing.

10. In addition to the above the Contractors are also to comply with all the recommendations made in the Environmental Management Plans (EMPs) for respective IEEs/EIAs of the projects and subprojects as well as all the conditions of No Objection Certificates (NOC) from relevant Environmental Protection Agencies (EPAs). 11. Regarding land acquisition, all the subprojects of Tranche-III involve private land. Necessity of acquiring private land arises at the site where grid station is to be constructed and state land is unavailable. However, in general the land acquisition process is completed. 12. Compensation for crops, trees etc. becomes inevitable at certain sites where the transmission lines pass through the private lands. However, the relationship with the private land owners in large measure remained socially practicable and sustainable. Compensation was duly computed taking into consideration all the market factors and payment made promptly on demand, wherever such an occasion arose.

2. ENVIRONMENTAL MONITORING

13. The internal environmental monitoring is a continuous process, which is being carried out by E&SIC of PMU, NTDC to check compliance level of ADBs’ safeguard policy & GoP rules/regulations requirements. The on-site filled checklists attached as Annex-I. This monitoring helps to analyze environmental impacts & risks during all relevant stages of project cycle.

2.1. Monitoring of Category “B” Sub-Projects

14. All subprojects of Tranche III (03) fall under Category “B” in accordance with ADB’s environmental safeguards as stipulated in the Safeguard Policy Statement (SPS) 2009 required IEEs, which were prepared and approved by ADB. While, according to PEPA, 1997, the aforementioned projects required EIAs, which were prepared and submitted to respective EPAs. Environmental approvals of all three subprojects were obtained. 15. The PMC and E&SIC of PMU - NTDC are jointly responsible for internal monitoring of environmental aspects of ongoing subprojects. They had to check the level of the compliance with the ADBs’ safeguard policy & GoP rules/regulations during the project

implementation. Frequent visits have been conducted by ESIC-NTDC to monitor the implementation of environmental and social safeguards (detail of visits depicted in Table below). 2.2. 3rd Circuit 500 kV Jamshoro-Tando Jam-Moro-Rahim Yar Khan Transmission Line

16. The Third Circuit 500 kV Transmission Subproject (Sub-project No. 1 in Tranche 3 of this MFF 1: ADB-NTDC: Pak - Power Transmission Enhancement Program) includes the construction of a new Moro 500 kV sub-station and a 600 km long 500 kV transmission line, interconnecting the Jamshoro, Moro, Dadu and Rahim Yar Khan 500 kV sub-stations. The sub-project “500 kV Moro-Dadu-Rahim Yar Khan Transmission Line (Third Circuit) Project” designed to provide interconnection to the existing and new 500 kV grid stations at Jamshoro, Moro, Dadu and Rahim Yar Khan, and in near future it will also be connected to another 500 kV grid station to be constructed in Hyderabad or Matiari district. The 500KV transmission line consists of 1599 towers on 600 km long transmission line. The subproject comprises three (III) Lots, Lot-I include 500 kV transmission line of 203 km (Jamshoro – Moro) including the installation of 568 towers and stringing of power cable. The proposed T/L passes through 148 villages belonging to 12 tehsils fall in the jurisdiction of 6 Districts named; as i) Jamshoro, ii) Hyderabad, iii) Matiari, iv) Nawabshah, v) Naushahro Feroze, and vi) Sanghar. Lot-II 232 km Tando Dadu to Moro & Qazi Mahar and includes construction of a total of 595 towers and stringing of power cables. The TL traverses a total of 5 administrative districts in the Sindh province. Lot-III include 166 Km Goth Qazi Mahar to Rahim Yar Khan. It transverse through Gotki District (76 km) of Sindh Province and Rahim Yar Khan District (90 km) of Punjab Province. Total 436 towers will be constructed in this lot. Following parameters were used for monitoring:

4 Water Resources Contractor is managing water requirement on their own to avoid negative impact on quantity and quality of local water resources.

5 Spoil disposal and construction waste disposal

Solid waste and construction waste is managed properly, as well as dumping sites are allocated on GS.

6 Noise No significant noise & vibration impacts reported by local residents. Contractor labor is being trained for loading/unloading of material & with timing observations.

7 Air quality

Sprinkling of water is being carried out for the construction of approach roads to control air quality at most of the sites. However, this practice should be followed on all construction sites. In addition to water sprinkling, use of well-maintained construction machinery and vehicles is being ensured; the impact on air quality can be classified as insignificant.

8 Soil Contamination

There were secondary containments to stop soil contamination due to spill of hazardous substances like oil and paints on few construction sites to avoid land contamination. Contractors were provided with

solution and trainings by PMC team to overcome this issue and ensure 100% compliance.

9 Work Camp Location and Operation

Labor camps are away from communities/settlements so pose no threat to spread of contagious diseases. Living conditions of labor camps found hygienic and ventilated.

10 Safety Precautions for Workers

The Contractor had placed first aid boxes equipped with the first aid medication and also had in house facility of a dispenser in case of any emergency. Safety gadgets (PPEs, emergency vehicle, etc.) are available at site with the Contractor to all labor but some workers found working without PPEs.

11 Social Impacts

Local unskilled labor is employed in a small number. LARU staff is being trained to satisfy APs for ADB subprojects, i.e. all conflicting issues being settled harmoniously at local levels. Moreover, no complaint was lodged regarding environmental safeguards at site.

12 Enhancements Contractors have chalked out plans to plant tree in numbers greater than the trees damaged due to construction.

2.3. 220 kV Uch-Sibbi Transmission Line

17. The major purpose of this sub-project is to enhance the transmission capacity of NTDC system by addition of new 220 kV Uch II – Sibi transmission line of 113.4 km to meet the growing power demand of DISCOs, particularly SESCO. 220 kV Uch-II to Sibi Power Transmission Line is designed to provide interconnection to the existing 220 kV grid stations at Sibbi and in near future it will also be connected to Quetta power distribution system. This Subproject accounts for a major part of the whole 220 kV transmission line. The new 220 kV transmission line is about 113.4 km long and includes erection of 319 towers and stringing of power cables. 18. The transmission line traverses a total of 3 administrative districts of Balochistan Province (i.e. Naseerabad, Karachi and Sibi). Following parameters were used for monitoring:

2.4. 220 kV Mansehra Grid Station

19. This project includes the Design, Manufacturing, Supply, Erection, Testing and Commissioning of 220 KV AIS Grid Station, 2 x 250MVA, 220/132kV Auto-Transformers with controlling switchgear at both ends, four 220 kV line bays for interconnection with one and half breaker scheme, six 132kV line bays for interconnection of 132kV Transmission Lines, one aux-transformer bay, Control House Building, Residential Colony, Office Complex, Boundary Wall etc. 20. The proposed project site is located near Mansehra city. Mansehra city is located at 34°20′N 73°12′E: in Mansehra District, Khyber-Pakhtunkhwa province of Pakistan. It is a major stop for tourists on the Karakoram Highway which leads to China. It is also a major transit point to the northern areas and locations such as the Kaghan Valley, Naran, Shogran, Lake Saiful Mulook and Babusar top. It is very near to Abbottabad city. Following parameters were used for monitoring:

5 Spoil disposal and construction waste disposal

Solid waste and construction waste is managed properly, as well as dumping sites are allocated on GS.

6 Noise No significant noise & vibration impacts reported by local residents. Contractor labor is being trained for loading/unloading of material & with timing observations.

7 Air quality

Sprinkling of water is being carried out for the construction of approach roads to control air quality at most of the sites. However, this practice should be followed on all construction sites. In addition to water sprinkling, use of well-maintained construction machinery and vehicles is being ensured; the impact on air quality can be classified as insignificant.

8 Soil Contamination

There were secondary containments to stop soil contamination due to spill of hazardous substances like oil and paints on few construction sites to avoid land contamination. Contractors were provided with solution and trainings by PMC team to overcome this issue and ensure 100% compliance.

9 Work Camp Location and Operation

Labor camps are away from communities/settlements so pose no threat to spread of contagious diseases. Living conditions of labor camps found hygienic and ventilated.

2.5. Findings/Recommendations

21. Following findings/recommendations are made based on the monitoring of the

subprojects:

• No monitoring reports (water quality, wastewater, air quality, noise levels) as proposed in the IEEs monitoring plan are available as there are no provisions in the contract document/BOQ for hiring the environmental labs for conducting such monitoring.

• PMC and E&SIC has recommended actions for compliance of ADB environmental safeguards guidelines for subprojects at implementation stage.

• Environmental Monitoring checklists were provided to the Contractors for the environmental compliance and are not being submitted by the Contractors.

• The Personal Protective Equipment (PPE) are available with the contractor and are being used by most of the laborers.

• The solid waste was not found scattered at sub project site. • Environmental Monitoring checklists were provided to the Contractors for the

environmental compliance and are filled properly by the contractors for Mansehra Project.

• No HSE committee is present but warning tapes around the current working site is noticed as well as the workers are fully equipped with PPE’s at Mansehra grid station.

2.7 Conclusion 23. According to various environmental monitoring surveys conducted, it is concluded that there is no substantial effect on environment due to construction activities. Mitigation measures for activities having adverse environmental impacts have already been communicated to contractors via contract agreement, trainings, EMP and those mitigation measures are being taken; Contractors need to implement issues on environmental and social safeguards issues in the interest of better safeguards compliances. It is ensured through various means that Contractors are taking meaningful measures to comply with EMP and improving occupational health and safety performance by providing Training, PPEs to labor. All the above observations recorded are indicative of overall achievement of targets set forth in various subprojects, so far as mitigation measures are concerned. More intensive training and awareness program of staff by E&SIC will help to improve safeguards compliance during implementation, adaptation of appropriate measures with respect to health and safety of labor force, alleviation of poverty and vulnerability of the local communities at respective subproject sites. 3. ENVIRONMENTAL MANAGEMENT

4.1. Environmental Clearances 24. In accordance with the PEPA-1997 for every developmental project, obtaining of environmental approval namely “No Objection Certificate (NOC)” from concerned Environment Protection Agency (EPA) is mandatory prior to construction. All of 03 subprojects of Tranche-III fall under Category “B”, in accordance with the ADBs’ SPS, 2009

requiring only IEE and environmental clearance to be submitted to ADB. Environmental Approvals of all three (03) subprojects viz. 3rd Circuit 500 kV Jamshoro-Tando Jam-Moro-Rahim Yar Khan along with switching stations at Moro (600 KM); 220 KV Uch-II-Sibi Transmission Line (125 KM); and 220 KV Mansehra Grid Station, and associated transmission lines were obtained. 25. The Contractors have no environmental staff in their team, therefore, various plans to be submitted by the contractors are still pending.

4.2. Trainings by NTDC and PMC

4.3. Site Visits for Environmental Monitoring

27. Frequent surprise visits of construction sites arranged by E&SIC of PMU-NTDC in order to audit the compliance level of Contractors on environmental and social safeguards aspects. The main objective of these visits was to assess compliance level of project against the ADB’s safeguard policy requirements and GoP rules/regulations. Besides environmental monitoring of subprojects, the environment team also held training session with the NTDC staff, Contractors/Workers and Supervisory Consultants, with particular emphasis on environmental safeguards and health and safety of workers as well as local community. 4.4. Public/Community Consultation on Environmental Safeguards

28. As Public/Community consultation is integral part of sustainable project, the public and community were consulted about implementation of environmental safeguards during each visit. The general public found satisfied with overall performance of project for both environmental & social safeguard issues and as such no complaint was received regarding environmental safeguards. However, to redress the complaints (if any), the Implementation Agency (NTDC) formulated a Grievance Redressal Committee comprising; NTDC personnel i.e. GM (Projects), Manager (E&SIC), Internal Monitor, Executive Engineer, SDO, Land Acquisition Officer and a member from community. To comply with ADB’s safeguard policy, grievances redressal mechanism has been developed to resolve the complaints of local community and APs.
