S-KEG Engineering Considerations

Fred Ritter, director, Engineering - AESO

AESO Review of TFO SKEG Proposals

• Engineering: Review project service proposals and associated cost estimates

• Review options with EPCOR Transmission and AltaLink to manage cost

• Detailed engineering studies ongoing

• Work with EPCOR Generation to coordinate with planned generator turnarounds where possible to manage costs

• Power Engineers providing ongoing support

• Planning: Review S-KEG conversion steps to determine if lower cost alternatives are possible through different sequencing of the conversion stages

Direction to AltaLink and EPCOR

• The AESO plans to issue direction to AltaLink and EPCOR Transmission in January 2006 to file a facilities application conditional upon:

• the EUB’s approval of the AESO’s transformer amendment; and,

• a review of AltaLink and EPCOR project proposals and options to manage project costs.

• Most common landowner issues for new line:

• EMF

• Compensation

• Visual

• Farming impacts

• Land value

• Corridor

• Evaluating input from 2,000 landowners, plus Environmental Impact Assessment and other work

• Early 2006: Refine route as much as possible and begin second round of landowner consultation

• Mid-2006: Plan to file facilities application

• Expect EUB hearing for N-S 500kV line

• Project schedule based on EUB decision by the end of 2006

Siting Update: Genesee-Langdon 500kV line

Siting Update: S-KEG Conversion

• Completed landowner and agency consultation

• All landowner issues addressed

• Plan to file facilities application with EUB early 2006

• Project schedule based on EUB decision by mid-2006
