EXECUTIVE SUMMARY
This report is the sixth semi-annual environmental and social safeguards monitoring report for the
Second Rural Water Supply and Sanitation Sector Project – Additional Financing, covering the period
from July to December 2019.
1) Summary of EMP/RAP Implementation:
Since last report all of the civil works of batch 5 were finished. During this reporting period, 100% of
subproject civil work of batch 6 were completed except community ponds that have minor problem with
solar pumps. The household latrine and household Self-finance Latrine construction status is as follows;
for batch 5, progress of house hold latrine construction has improved to 100% complete while batch 6
is at 99%. The progress of household self-finance latrine construction of batch 5 and 6 are 86% and 50%
respectively. The Feasibility Study Report (FSR) for batch 7 was completed however it has been agreed
that the implementation of batch 7 will be transferred over into Phase 3, which is currently being
prepared. The detail of work progress is in Table 1.
Environment: The project original classification for environment is Category B. All subprojects of
Batch 5 and 6 under additional financing were classified as “C” for environment, thus the conduct of an IEE was not necessary at subproject level to date. This means most environmental impacts of the Project
are positive and few potential negative impacts, which will be temporary and short-term and are
mitigated to an acceptable level with the proposed mitigation and water quality monitoring measures.
Resettlement: The project is a sector project and therefore was originally classified as category B for
Involuntary Resettlement (IR). There has been no involuntary resettlement impacts as land required for
the project was either voluntarily donated or was community land.
Indigenous People: The project originally was classified as category B for Indigenous Peoples.
Subprojects in Batch-5 did include IPs as targeted beneficiaries . Batch 6 has villages where there are
IPs and details of special measures are detailed within the main report.
EMAP Implementation
From batch 6, there were corrective measures from due diligence report which included:
(1) biodiversity and protected area screening and management;
(2) inclusion of the Generic Environmental Management Plan (EMP) in the contract document;
(3) the introduction and dissemination of Grievance Redress Mechanism (GRM) to the potential
affected people before the construction; and
(4) consideration of ethnic and religious minority groups such as Cham in the public
consultation and socialization process.
Batch 6: To ensure that potential environmental problems were detected and addressed appropriately,
environmental monitoring was conducted during subproject implementation. During construction, the
key tasks were to monitor the compliance with environmental mitigation measures in the EMP and water
quality monitoring for each subproject by the PDRD with oversight from the PCU. Environmental
monitoring is to be conducted by the community including the Water and Sanitation User Group
(WSUG) who will provide community feedback during construction and operation.

Batch 7: None of the subprojects were in the protected area or in regions of endangered habitat. There
is no evidence of the presence of UXO in the subproject sites since the sites selected are within inhabited
and used areas of the villages.
Preparations for Batch 7
Consultations have begun with public meetings held in all six provinces during the preparation
of FSR batch 7 with the aim of:
(1) informing the commune and village about the proposed project,
(2) to map the existing water and sanitation facilities
(3) screen for potential impacts on environment, indigenous people and involuntary resettlement
(4) to create community focal groups
(5) request for information on the known occurrence of unexploded ordinance in the area where
the scheme components will be built.
The Generic EMP will be included in the bidding documents. All consultations have been finished since
the last report, documentations relating to the consultations can be found in Annex 1.
RP/IP Implementation
Consultations at village levels are held to agree on suitable locations for infrastructure such as
wells and hand pumps. This land is voluntarily donated and the process is followed to ensure that
voluntary donations do not affect the living standards of the land donor and are truly voluntary.
Voluntary donation forms together with the social economic status of the voluntary household were
confirmed through written record and signed with thumb prints between the donor, PPTs and local
authority. GPS code and proof of donor identity are also required along with the donation form. PPTs
have incorporated this during the safeguard screening for batch 6.
For batch 7 the process has begun and agreements and socioeconomic data will be collected in
the due time. It is still early to prepare land donation form and socioeconomic data of the land donors
for Batch-7 as this Batch will be implemented in the third Phase. For KTM, safeguard screening was
not conducted in 3 villages out of 14 villages as in these villages the proposed option of small piped
water system was changed to the provision of 13 new drill wells. It was noted that due to the shortage
of DSA, KTM could not complete the screening in these (03) villages. For these two provinces, the
implementation of these remaining actions shall be conducted during the implementation of batch 7
subprojects by the PPTs.
For batch 6, in particular for KCN, KTM and PST, the presence of Cham has been confirmed and so
more detailed consultations were conducted to identify all dimensions (cultural, social, socio-political,
religious) of the introduction of water and sanitation facilities. In Q4 of 2018 the capacity building
activities for batch 6 included Cham board members. Participation rates of ethnic Cham were high
between 12 to 100 percent of participants were Cham depending on the village population (Annex 2
and 7).
For batch 7, the presence of Cham groups was confirmed. Villages were identified in Sre Ouk
KCN) village 95% of the population identified as Cham and in Kbal Damrei and Ksach La’eth (PST) less than 5% out of a total population of 8527. Annex-3 provides the percentage of Cham
HH within the identified villages of batch 7.

Monitoring activities carried out
100% of the planned capacity building at commune and the village level was completed. From last
report, the remaining community level training in BMC and PST has completed within Q1 of 2019.
Those various trainings provided to WSUGs and other members in the community such as VDC, Focal
persons, and CC to support them with water quality monitoring by observation, utilities operation and
maintenance and safeguard monitoring. The water quality monitoring by lab test was conducted by the
PDRD at least twice during the Project cycle, including before and after construction/installation. Water
sampling and laboratory testing of water facilities in batch 6 had been 100% completed since the last
report.
Key issues, corrective actions, grievances:
In this period, GPS codes that were missing were filled by the PPTs of KCN and PST since the end of
October 2019.
Dissemination of GRM was part of the consultations meetings for the 2nd public meeting in each
province. So far, the only complaint recorded is related to iron levels in wells of batch 5 in KTM province
and solutions to this are being sought.

During this reporting period all of the civil works in batch 5 and 99% of
the works in batch 6 were completed.
All of trainings for batch 6 are completed.
Preparation of draft FSRs of batch-7 was completed in September 2018.
There have been no reports of any changes in the surrounding
Environment.

Ethnic Cham have been identified in the two provinces of batch 7
including KCN and PST. Number of Ethnic Cham participated in the
training or public meeting has been recorded.

1. Introduction and Project Overview
Additional financing envisages to achieve the Project outcomes by building and expanding the Project
outputs as follows:
Output 1 (Improved community health and hygiene practices) (i) increased community mobilization and
action in 275 additional villages, (ii) preparation of additional village water supply and sanitation plans
for 28 communes, (iii) formation and training of 2,200 additional WSUGs, (iv) strengthened community
groups and individuals for effective delivery of health and hygiene, as well as climate and disaster risk
messages, and (v) improved household management of RWSS. The overall progress achieved is 100%.
Output 2 (Rehabilitated, upgraded, and developed water facilities): (i) rehabilitation/upgrading of
existing water supply points, and development of new water supply points to provide universal safe
water supply coverage for 275 villages, including approximately 2,200 water supply points; (ii) new
rainwater collection systems and storage tanks for at least 135 public facilities, including schools and
health facilities; and (iii) improved monitoring of water quality for all water facilities, including the
development of a national water quality monitoring program. The project has achieved 100 % progress.
Output 3 (Improved public and household sanitation) (i) construction of public latrines at schools and
health facilities (135 supplementary blocks), and (ii) provision of grants for household latrine
construction (additional 34,500). The Project has achieved 99% progress.
Output 4 (Strengthened sector planning and development) (i) improved monitoring and supervision of
RWSS facilities by maintaining and upgrading the RWSS database used under the Project in six
provinces, (ii) support to the water and sanitation (WATSAN) sector working group coordination
meetings, (iii) strengthened private sector involvement in RWSS development through training in
technical and management fields, and (iv) improved RWSS monitoring and evaluation (M&E) for health
outcomes. The project has achieved 94% progress.
Output 5 (Improved capacity for project implementation and sustainability) (i) project orientation
workshops at national and subnational levels; and (ii) a capacity development program for MRD,
PDRDs, district offices of rural development, commune councils, RWSS committees at village level,
and WSUGs. The project has achieved 75 %.
By the end of December, 2019, the project had achieved about average weighted 97.15 % of project
outputs as over a period corresponding 36 months (100 %) against to the total 36 months planned which
is 100 %.

progress of all the constructions in batch 5 and 6 including the number of new drilled wells whereas,
Annex 4 shows the number of proposed water supply and sanitation improvement for batch 7.

7. Consultations
First and second public meetings for batch 5 & 6 including all the trainings have been completed.
Also the first public meeting was conducted in all six provinces as part of the preparation of FSR of
batch 7 with the following agenda:
(1) inform the commune and village about the proposed project,
(2) map/locate the water and sanitation facilities
(3) screen and collect all documents to avoid potential impacts on environment
(4) get the information on indigenous people and ensure that minority community are not excluded
(5) inform about the potential requirement of land and involuntary resettlement and grievance redress
mechanism
(6) create community focal groups
(7) request for information on the known occurrence of unexploded ordnance in the area where the
scheme components will be built.
The second meetings for the Batch-7 will be conducted during the implementation of
Batch-7 and after the approval of the FSR and shall be included as part of activities of the next
phase implementation.
In Batch-7, there were 287 participants in the commune meeting level with 25% were women
and 1% were ethnic Cham. For village level meetings, there were 9487 of participants of which
55% were women and between 22 to 100% were ethnic Cham. Number of ethnic Cham
participated in first public meetings of batch 7 is presented in Annex 7.
8. Capacity building
All the trainings planed at the PCU/PPT level and commune and village levels for batch 5 & 6 has
been completed. Ethnic Cham has been invited and participated in all the trainings except School Wash
as there were no students and teachers belonging to Cham ethnicity. The total number of participants in

BMC and PST is 4485 from the 24 villages of 05 communes of batch 6. The percentage of female
participants is 41 % which is 1843 participants (Details are presented in Annex 6).
Annex 9 provides the photos of training activities in BMC and PST. In PST, ethnic Cham people
participated in the Village Level Drinking Water Safety Plan varied from 84 to 224 which are 100% of
the participants (Detail in Annex 2).
9. Conclusion
- Implementation of batch 5 & 6 subprojects is compliant to the safeguard requirement. However,
to complete the FSR of batch 7, KTM will require to conduct the IR and IP screening along.
- 100% of new drilled wells in batch 5 & 6 were finished and water quality testing was conducted
as per requirement.
- VDC and WSUGs were created and assigned for the monitoring task at the village level for
batch 5 and 6. All of them were provided with capacity buildings.
- Ethnic Cham were identified and their participation has been fully considered for batch 5 & 6.
Ethnic Cham were identified in the two provinces of batch 7 including KCN and PST and are
included in the FSR of Batch-7.
10. Recommendation
To complete the FSR of batch 7, KTHM will require to conduct the environmental, resettlement and
indigenous people screening in three villages for 13 drill wells of Batch-7 subproject before its
implementation in RWSSP-phase 3.
