Foreword

Tours is known for being on the River Loire and for the Loire's inscription on the UNESCO World Heritage List, for the quality of its built heritage in one of France's largest conservation areas, for the "Loire à vélo" scheme and for being the place where several major hiking trails cross paths, for its rich cultural and student scenes (recent inauguration of the Centre de Création Contemporaine Olivier Debré) as well as for being home to several châteaux that are examples of the genius of the Renaissance. With so many assets, the Metropolitan area is undoubtedly one of the most attractive territories in the Val de Loire. However prestigious these distinctions may seem, the development of the banks of the Loire remains cursory, limited to a few emblematic stretches or to short-lived activities in the summer. The car's footprint is ever present. Like several other French and European cities that have decided to turn their attention back to their rivers, Tours is now planning to work on an essential part of its identity: the Loire in all its aspects, as a natural, cultural and landscape heritage, but also as a space for a diverse range of shared activities. The creation or re-allocation of areas along the Loire as public spaces is self-evidently one of the keys to achieving this ambition. The aim of organising this competition is to involve a large number of different designers who will bring fresh eyes to Tour's Loire landscapes. The ultimate aim is to write a new page of history by proposing ideas for projects, different functions for these emblematic or out-of-the-way places, or new appropriations for forgotten or unexploited sites. Part of the ambition is also to initiate a reconquest by imagining developments that will enable a sustainable process to be set in motion for the years to come. To provide the input for the reflection to come, an online public consultation process entitled "Envie(s) de Loire" will be launched concomitantly using the Carticipe tool. The wishes ("envies") expressed by citizens between May and September will be passed on to the candidates. This competition will participate in creating a dialogue between the river and the city, between the urban riverbanks and the natural spaces up and downstream of the city centre. To raise awareness of the diversity of the landscapes along the Loire, to lay the first foundation stones of a strategy, to create innovative spaces, to listen to what the river itself has to tell us so that we can dialogue with it and its history: these are things the Métropole wants to see emerge from this Ideas Competition.

Article 1 : organisation

The Métropole de Tours (Metropolitan district authority) has entrusted the Agence d'Urbanisme

de l'Agglomération de Tours (ATU) with the task of organising the international competition/call

for ideas in conjunction with its partners.

Commissioning authority: The Tours Métropole Val de Loire urban authority

The Métropole authority is made up of 22 municipalities with a total population of 299,127 in 2017, representing almost half the inhabitants of the Department of Indre-et-Loire. Tours is the main city with 139,507 inhabitants in 2017 (Source: INSEE - RP2014, resident population at 01/01/2017). In March, the urban community became a metropolitan district ("Métropole"); the reflections prior to this change of status validated by the Law of 28/02/2017 clearly emphasised "a desire to think bigger and see further ahead and to reinforce the advantages and identity of a territory… the metropolitan district as a "garden of projects": that is the momentum we are seeking to give Tours Métropole Val de Loire". The boundaries remain unchanged, but the ambitions and areas of competence are expanded. The question of the part played by the Loire in the attractiveness and identity of the Metropolitan district is raised once again in this ambition to reformulate the territory. A project group has been set up to monitor the initiative. It is made up of 8 elected officials from the Metropolitan district and chaired by Mr Bouchet, himself a Métropole councillor and Deputy Mayor of Tours in charge of the promotion of the city.

Organiser: The Agence d'Urbanisme de l'Agglomération de Tours (ATU, Tours urban

district urban planning agency)

The ATU is an association under the Law of 1901 and was set up in 1967. It is funded by the State and local authorities, mainly the Métropole de Tours district authority. Its remit is to assist its partners in their territorial development strategies, as well as to provide a common vision of this territorial development. Its multi-disciplinary team is involved at every level and in every area of territorial development (planning, housing, economics, mobility, landscaping, public spaces, the environment, etc.). The main partners: The Departmental Architecture and Heritage Unit for Indre-et-Loire (UDAP 37) is a territorial unit of the DRAC (Regional Directorate for Cultural Affairs), a decentralised department of the Ministry of Culture and Communication. It has a triple mission: to advise on and promote quality urban planning and architecture, to control and provide expert assessments of projects undertaken in protected areas and to ensure the conservation of historic monuments and the preservation of the areas around them.

The DREAL (Regional Directorate for the Environment, Planning and Housing) is a

decentralised department of the Ministry of the Environment.

Its missions include a requirement to take account of the landscape (Book V of the Environmental Code) in all public policy. It ensures that the most outstanding landscape features are protected under the law on the protection of sites (old Law of 2 May 1930, codified in the Articles L 341-1 et seq of the Environmental Code). Accordingly, it issues a binding opinion in the examination of applications for permits to carry out work on classified sites. Finally, in conjunction with the Ministry of Culture and Communication, it contributes to the protection of the Outstanding Universal Value of the Val de Loire, which has been a World Heritage site since November 2000.

The Mission Val de Loire Patrimoine Mondial (Val de Loire World Heritage Mission) is an interregional public-private entity created in 2002 by the Regions Centre-Val de Loire and Pays de la Loire to manage, in conjunction with the State, the Val de Loire UNESCO site, which was inscribed on the World Heritage List in 2000. Its role is to interface with the general public, advise public and private parties involved in planning and the implementation of public policy actions in the two Regions.

Article 2 : purpose of the competition

The ideas competition is being launched with the aim of obtaining development scenarios and proposals that will place the Loire back at the heart of Metropolitan life. These proposals must necessarily be modern and suited to the context, in line with UNESCO's criteria for inscribing the Val de Loire on the World Heritage List. The aim of this consultation is to find ways of re-appropriating this territory, finding new uses for the land, creating qualified and qualifying public spaces that take account of contemporary issues (climate change, sustainable mobility, digital transition, tourism, resilience and so on). Two levels of proposals are expected. A first level of reflection, on the "Urban Loire within the Metropolitan district". The area concerned stretches on the North bank from the Western ring road as far as Rochecorbon and on the South bank, from the ring road as far as Saint-Pierre-des-Corps, a linear distance of 9 km, including a built-up section 4 km long (cf. plan page 5). The teams must present their plans for this linear section. To do so, they may use whatever media are necessary to express their strategy (programmatic diagrams, text, etc.), which will be expected to develop and interlink the following themes :

- views and perspectives from and across the valley (Val de Loire); - nature/biodiversity/islands of the Loire; - the trajectory of the Loire; - links between the city and the river; - leisure activities on the Loire; - economic activities connected to the Loire; - crossings and contact points with the city. This theme-based approach should give legibility to connected actions all along the 9 km stretch. The second level is that of specific projects for targeted sectors. The teams will be asked to develop two proposals that link in with and implement their strategy. One of the two sites must be taken from the list below: Project sites, working from West to East (cf. plan below)

1. the Northern contact point with the ring road 2. the Southern contact point with the ring road and the Prieuré de Saint-Cosme (Priory of

St. Cosmas) 3. the axis between the old dyke and the heart of La Riche (South bank) 4. the Manoir de Rochecôtes, Quai de Maisons Blanches to Saint-Cyr-sur-Loire (North bank)

These sites all have different atmospheres, landscapes and uses. These are:

- some very urban spaces in a strong heritage setting for which the planning constraints will be clarified in the documents provided before the workshop (technical files); - some more atypical sites, attached to major infrastructures; - natural spaces with a rich biodiversity, where human intervention must take account of the fragility of the site. The developments must be carefully studied to take account of the context, sometimes sober and unobtrusive, sometimes more conspicuous. In all cases, the proposals must be in line with the site's specific identity.

Article 3 : sequence of events

Phase 1: candidates

Registration

Candidates will find all the information necessary to the organisation of the competition on the website http://enviesdeloire.com. Competition entries must be made electronically by 15 June 2017, 23.59 (Paris time), by sending the entry form to this address: [email protected].

Teams

The teams must cover a range of disciplines. Each team will consist of 4 people. The team leader will be an urban design professional (architect, landscape architect, etc.) and the other members will have the skills and profile of his/her choice. The team members' references and qualifications must be specified in the entry forms. The competition is open to students working with a professional team leader. No member of one team may also be a member of another team.

Non-eligible persons

No-one who is part of the organisation of the competition or any member of their family may

take part in the competition.

Changes to teams

No changes to the team will be possible after the entry has been submitted. The teams selected for the workshop may only be represented by the members mentioned in the entry forms.

Information provided to the teams

The information on the competition is available on the site http://enviesdeloire.com The information available to the teams (in French and English) includes the following:

competition rules;

technical file: a detailed written document presenting the study site and its context. This will include plans, photos and any graphic documents necessary to the understanding of the site;

other resources (in French): studies, notes, articles;

bibliography.

Answers to questions: a set of frequently asked questions (FAQ) will be provided on the

competition website. The teams may also send their questions to this address:

be put online as and when they are available and at the latest by 18.00 on 14 June 2017 (Paris

time).

Entries

The competition entry must be submitted in digital form, A3 landscape, covering 6 pages maximum, and include:

Names and presentation of the team members This note will detail the competencies of the different team members and name one of them as the team's representative, giving that person's full contact details (postal address, e-mail address, telephone number). A note outlining the interest in and understanding of the subject In this note, the team will outline, first of all, its interest in the subject and, secondly, describe the issue it would like to deal with on the site.

References This part of the entry presents references, research, a bibliography on the subject or any other document demonstrating an interest in the study subject. The references may be specific to the work done by members of the team or come from other comparable sites (mention sources). Complementary documents For each team member, the following must also be provided: - a scanned copy of an identity document with a photo; - a scanned copy of:

certificate evidencing a qualification in urban design legally recognised in the person's country of origin, or failing that,

references evidencing interventions in the public domain (press article, exhibition, etc.). Each team must return, completed and signed, the competition rules acceptance form, which can be downloaded from the website http://enviesdeloire.com

Selection criteria for the teams entering the competition

6 teams will be selected by a selection committee made up of elected officials from Métropole

de Tours, project partners and the organiser of the competition.

The teams will be assessed on:

- their comprehension and motivation on the subject (75% of the score); - the multi-disciplinary composition of the team (25% of the score).

Announcement of entries selected

The candidates pre-selected to take part in the workshop will be informed by e-mail with acknowledgment of receipt, on 10 July 2017 at the latest. Once they have been informed, they will be asked to provide the ATU with an estimate of their travelling expenses for the four people (maximum) participating in the workshop (cf. article "Financial support for the teams"), at the latest by 20 July 2017). Their selection will be confirmed by 26 July 2017 at the latest, by e-mail with acknowledgment of receipt. The teams not selected to take part in the workshop will be informed by 30 July 2017 at the latest by e-mail with acknowledgment of receipt.

Phase 2 : workshop

A workshop is the form chosen to enable the teams selected to develop their ideas and

proposals in an interactive way with the local players involved and the experts. The teams

chosen will therefore participate in a workshop that will take place on the site from 12 to 16

October 2017 (inclusive).

Resource persons at the workshop

The ATU (urban planning agency) will be present throughout the workshop to answer the teams' questions. Coach A coach will be present during the 5 days of the workshop and during the final meeting of the judging panel which will be held in December 2017. With experience in the management of similar architecture and urban planning workshops and with an international background, the coach's role will be to: - help the teams to appropriate the subject and ensure they take account of it in their reflections; - help the teams to make their ideas communicable; - report to the judging panel on the team's approaches and reflections and the extent to which they fit in with the general competition theme. Mentors During the first two days of the workshop a number of local experts will be present to answer the teams' questions on various subjects: history (landscape, urban development, architecture), floodability, biodiversity, mobility issues, housing, economic activities, and so on. These mentors will be present at certain times, and the teams will be given the timetable of their presences on the first day of the workshop.

Financial support for the teams

An amount of money, consisting of a fixed part and a variable part, will be allocated to each team. - The fixed part - €2,500 incl. VAT - corresponds to the payment of the work done (cf. article

"outputs expected from the workshop"). This sum will be paid to the teams after they hand in the documents presenting their proposal, i.e. in November 2017.

- The variable part is intended for the 4 members of the team (maximum) participating in the workshop. It corresponds to the reimbursement of their actual travelling expenses, on the basis of one return trip per person, economy class, by plane and/or train, and on a per-kilometre basis at the rates used by the tax authorities plus tolls, if the team travel by car. An estimate of the travelling expenses will be asked of the teams before their final selection to participate in the workshop (cf. article "announcement of entries selected").

The organiser will cover all board and lodging costs directly for the duration of the workshop (from the evening of Wednesday 11 October to the morning of Tuesday 17 October 2017) for a maximum of 4 participants per team. Accommodation will be provided in a 2-star hotel (French standards) and meals will not take account of personal preferences, except for one meat-free variant (please inform the organisation team one week before the beginning of the workshop if the vegetarian option is needed).

Presentation of the proposals

At the end of the 5 days of the workshop, each team will present its work at a feedback session that will take place on Monday 16 October in the afternoon. The technical committee for this session will be made up of: - The ATU (urban planning agency) - Representatives of the Métropole authority - The coach - The ABF (Architecte des Bâtiments de France, the official heritage architect) - The DREAL (regional environment, development and housing department) - The Val de Loire Mission

The teams will strive to explain the issues that they have dealt with and their ideas for the project, and they may have to answer questions asked by the technical committee.

Phase 3 : submission of the proposals

Outputs expected from the workshop

Over the 4 weeks following the workshop, the teams will finalise their proposals, which must be submitted in the following forms: - an explanatory booklet, 20 pages maximum (size A3 landscape); - two posters size A0 (landscape); - a summary of a maximum of 4,000 signs (size A4 landscape); - an explanatory video, 5 minutes maximum. These items will be sent to the ATU in electronic format at the latest by 23.59 on 21 November (Paris time) at this address: [email protected] They will then be passed on to the members of the judging panel, who will meet on 18 December 2017.

Language of the documents to be submitted

The documents requested may be submitted in French or English.

Phase 4 : judging panel

Composition

The panel will be made up of 16 members, including:

8 elected officials from the Métropole de Tours authority 4 representatives of the partners 4 qualified people

The panel will be chaired by an elected official of Tours Métropole Val de Loire, and its choice of winner will be final.

Date

The judging panel will meet on 13 December 2017, but this meeting may be postponed by a few days depending on the availability of the panel members.

Prize awarded to the winning team

The winning team will be granted a mission to further develop its project by the Métropole for an amount of approximately €50,000 incl. VAT corresponding to the price of a pre-operational study mission (phasing, supplementary studies to give the proposals credibility, etc.) lasting about 6 months.

Publication of the competition results

Promotion with local actors A period of time has been scheduled for the promotion of the competition at the beginning of 2018. In particular, this may take the form of an exhibition presenting the teams' outputs. This event will be a way of capitalising on and sharing what has been learned during the process. All documents submitted in electronic format will be able to be consulted and downloaded from http://enviesdeloire.com. The media (audiovisual and print) will be involved in the event and will report widely on the outcomes. An exhibition will be scheduled on the banks of the Loire in summer 2018.

Article 4 : general provisions

Necessary equipment to be brought by the teams to the workshop

Each team is requested to bring its own laptop(s). An internet connection will be provided at the workshop venue. It will be possible to print out documents up to size A3 on site.

Media exposure

The media will be covering the event, and this may mean the teams will have to answer questions on occasion.

Intellectual property

The participants retain all the intellectual property rights pertaining to their works: no alteration or modification may be made to them without the formal consent of their authors. The project classed first may only be used by the Organisers of the competition if the execution of the work is entrusted to its author. For the needs of this clause, the organisers of the competition (above and below the "Organisers of the competition") are defined as follows: Tours Métropole Val de Loire, the Agence d’Urbanisme de l’Agglomération de Tours. No other project, whether a winning project or not, may be used, totally or partially, by the Organisers of the competition, except with the agreement of the authors. The participants expressly authorise the Organisers of the competition to publish, disclose and exhibit the projects presented as part of this competition free of charge. Each participant agrees to be covered by the media and authorises the Organisers of the competition to present the projects produced, free of charge, on any communication media related to the competition, for the purpose, in particular, of publishing the results of the competition via the internet, through exhibitions or publications. The Organisers of the competition undertake to mention the surnames and first names of the authors in any representation of the projects. This authorisation is valid for the whole world and for the statutory period of protection of the intellectual property rights.

Confidentiality

The participants undertake to treat as confidential all the information to which they may have access as a result of their participation in the competition. This obligation of confidentiality will subsist for a period of one (1) year after the date of announcing the winning team.

Personal data

The personal data concerning the participants are handled by the ATU in accordance with the provisions of French data protection law, the Law of 6 January 1978, amended. They are collected for the purposes of the organisation of this competition. The participants have a right of access, rectification and opposition relating to the personal data concerning them, and they should contact the ATU to exercise that right.

Financial transactions

All financial transactions will be in EUROS, and all amounts are expressed inclusive of VAT. Providers must pay the duties and taxes for which they are liable in their respective countries.

Disputes

These rules are governed by French law. Any disagreement or dispute arising in the interpretation or application of these rules will be subject to the jurisdiction of the Tribunal de Grande Instance of Tours.
