PRESIDENT’SMESSAGE

One of the most memorable words said by a great leader who has influenced many generations past and present is “Unless someone like you cares a whole awful lot, nothing is going to get better. It’s not!” I live by these words today as a proud engineer and this is the reason why I give so much of myself to the profession. There are many challenges facing society, and I believe this is the time for engineers to shine brightly in tackling them. This can only happen by mobilising the profession to lift our profile and relevance within our communities that we work and live in.

One of the biggest issues facing our profession at the moment is the implications from the Queensland Flood Commission of Inquiry. Almost a year ago, the Qld Division established a working party to review the findings from the Commission’s reports, and also to identify lessons that can be learned to enhance future disaster response and recovery efforts. The final report from the Commission found that, after 12 months of investigation with the benefit of hindsight, the management of Wivenhoe Dam produced as close to the optimum result that could reasonably be expected.

One major issue relates to the use of professional judgment against compliance with operational manuals. Professional engineering services provide solutions to complex problems and scenarios. As a result it is vital that engineers retain the right to use their professional judgment, especially in emergency situations, rather than being tied to manuals which cannot account for all of the variables that might be experienced. As I said a number of times before, engineers are never meant to be trained to deliver commoditised services, but to solve some of our greatest technological, economical, environmental, and may I also add, social challenges of our times.

This issue of legalism relates not just to the management of Wivenhoe Dam, but to all of our critical infrastructure assets and any professional engineering service that we provide. In saying that, engineers must also be willing to stand by their work if questioned, and justify variations from standards, manuals, procedures and guidelines. With society becoming more litigious, legalism in practice needs to be addressed sooner rather than later and I expect our learned body to act and respond.

There are many problems facing this state besides fiscal challenges, and engineering will need to play its part and lead. There is anecdotal evidence to suggest many within our communities are struggling in this time of a two speed economy driven by the mining and gas sectors. It is imperative in a time of record terms of trade to focus on being more efficient and more innovative in reducing our cost curve and to reduce waste, and importantly, to invest wisely. We need to address the increasing costs of transportation, energy, municipal, and healthcare services to name a few. And for my own plans to ensure my kids will move out of my house when they come of age, engineers should develop solutions to our current housing affordability problem.

If you are still wondering who is that great leader I mentioned at the start, someone who spoke and mentored me since primary school till today. It is not Gandhi, Mother Theresa, Sir Edmund Hillary or Barack Obama. He is Theodor Seuss Geisel, better known as Dr Suess, an author of classic children’s literature. Whether you are young or old, be good, be proud, be inspired, be an engineer!

Jared Stewart – Queensland Water Panel

The QLD Water Panel are hosting the 19th Queensland Water Symposium at the University of Queensland, St Lucia, Brisbane on 27-28 September 2012.

The symposium covers topics including; hydrology, hydraulics, floodplain management, water quality, irrigation, catchment and stormwater management, groundwater, and coastal engineering. Presenting at the symposium only requires an abstract and 15 minute presentation (full papers are not requried), providing for an open and relaxed forum. The symposium includes the H2O games and symposium dinner on the Thursday (27th).

Jo Kirby – Chair Women in Engineering Queensland

Women in Engineering QLD (WIEQ) recently co-hosted a very successful Cocktail Fundraiser & Silent Auction with Young Engineers Australia QLD (YEAQ) to raise funds for the QUT chapter of Engineers Without Borders (EWB) Birthing Kit Program.

This program involved collaboration between three QUT student groups: EWB, Girl Engineers Making Statements (GEMS) and the Fellowship of Medical Engineers (FoME) to assemble the kits for distribution via The Birthing Kit Foundation (Australia) to developing countries in Africa, Asia and the Pacific regions to assist in providing a clean safe birthing environment. The WIEQ/YEAQ fundraiser helped to pay for the contents of 600 kits assembled in April, with the additional funds raised being used to assemble more kits for a further shipment. It is hoped that

this will become an annual event to help meet the demand for this life-giving gift. We would like to thank the many businesses that contributed items for the silent auction (listed on the WIEQ website www.engineersaustralia.org.au/queensland-division/women-engineering-qld. More information on the Birthing Kit Foundation can be found at www.birthingkitfoundation.org.au.

In July we will be holding our monthly Baby Engineers get-together on the 4th July during the school holidays at Sirromet Winery and Restaurant. Parents with school age children are also invited to attend this event, with our aim to promote networking and to stay connected with other professionals in a relaxed child-friendly environment.

In August we look forward to Engineering Week as well as our annual Trivia Night, which will be held at a larger venue due to the popularity of last year’s event. The night will be filled with plenty of fun and prizes!

There is a perception from both society and from within the engineering profession itself that engineers are not creative. This perception remains despite many engineers employing innovation and creativity in their everyday projects. Love it or hate it engineers are in prime position to strengthen our creative contribution to society in the 21st century. As natural resources dwindle, the human population continues to increase, energy demand escalates at an ever increasing rate and infrastructures become more and more interdependent, complexities surrounding all engineering projects are mounting. And complex problems require creative solutions.

Oftentimes engineers seem inclined to follow the age- old model of ‘the way things have always been done’ resulting in technically sound and satisfactory solutions without demonstrating creativity or leadership. But is technically sound really enough to design and build the best future possible?

Looking at engineering through a creative lens does not mean disregarding technical constraints or project parameters, in fact creativity can be a valuable tool to enhance technical efforts and approach old problems in new ways. In an engineering context, creativity is about considering a problem from different angles, seeing a project in a new light and building the bridge between innovation and tried-and-true to create functional,

sustainable, context sensitive solutions. Perhaps this is the power of engineering.

Established in 1919, Clough has a 93-year track record of delivering engineering, construction and asset support services to energy and resources projects in Australia, Papua New Guinea and South East Asia.

The company has recently experienced rapid growth in the Queensland region, particularly in their engineering division, which has grown tenfold in the past year, fuelled by the award of contracts for the booming CSG industry.

A key contract for the Brisbane engineering team was the award in July 2011 of the detailed engineering and design of Argyle and Bellevue Field Compression Stations for QGC. These Field Compression Stations are cornerstone facilities for QGC’s flagship QCLNG project. Clough was tasked with stewarding the safe delivery of the engineering design into the hands of the construction contractor under very tight time constraints to ensure the seamless progress of the upstream QCLNG project.

Under the contract, Clough’s multi-disciplinary engineering team undertook and delivered full facility detailed design for both compression stations. Each field compression station included inlet and discharge headers, multiple 1.1MW gas engine driven screw compressor skids, a start and fuel gas skid, a metering skid, power generation, instrument air and nitrogen generation skids, a control and shutdown system, and a tower flare.

Engineering management to a tight schedule and budget to comply with client objectives was a key component of the success of the project. Using Clough’s integrated project management systems the project directed

multidisciplinary engineering and design teams including process, mechanical, instrument controls, civil, structural, electrical and piping. Cost, quality and schedule management professionals were also engaged to ensure the project met the client’s strict quality, schedule and budget requirements.

The designs of the Argyle and Bellevue facilities are being completed in 3D PDMS with a key focus on reliability and safety in design through the compilation of a Process Safety in Design Dossier and the execution of collaborative workshop based studies and reviews. Safety in Design review processes implemented on the project include HAZOP studies, constructability reviews, LOPA workshops, SIL determination and verification workshops, cause and effect reviews and peer reviews.

The Argyle and Bellevue Field Compression Stations are designed for unmanned operation. Consequently Safety Instrumented Systems (SIS) design was a key focus of the Instrumentation and Controls group on the project and included preparation of the Safety Requirements Specification (SRS), development of the SIS narrative, facilitation and execution of SIS review workshops and implementation of control system measures to enable safe unmanned operation of these plants.

Clough’s Brisbane engineering team will continue to work on the project through the start up phase, with project completion scheduled for September 2012.

Division committee upDate

The Queensland Division Committee continues to lead Engineers Australia within Queensland. This includes work by the Flood Inquiry Sub-Committee to prepare a response to the final report issued by the Queensland Flood Commission of Inquiry. The response has progressed well and it is anticipated that it will be finalised and released shortly.

The sub-committee will also undertake a review of the lessons to be learned for the engineering team and how these lessons can be best delivered to members.

This is an important role of the sub-committee as it will enable the engineering team to continue its leadership position in enhancing the social and economic development of our communities.

plays in the design, operation and maintenance of our critical infrastructure assets. It has also placed a focus on issues surrounding the use of professional judgement versus prescribed standards, manuals, etc.

This is an important issue across all disciplines and the Division Committee is considering what actions can be taken to provide members with a greater understanding of their obligations in this regard.

The Division will be holding a Corporate Breakfast on Tuesday 10 July 2012 on these issues and all members are encouraged to attend (refer to page 14 for more information).

Queensland Division is in the process of organising meetings with the new State Government. A meeting with the new Coordinator General, Barry Broe FIEAust, has already been held, and requests have also been issued to various Ministers and Directors General. The Hon Scott Emerson MP, Minister for Transport and Main Roads, has agreed to deliver a presentation to members in August to outline his vision for the future.

Details of this breakfast presentation, to be hosted by the Transport Panel, will be available on our website soon.

The greatest asset that Engineers Australia has as an organisation is the technical expertise of our members. It is important that we facilitate access to this technical

expertise to political leaders to ensure that the best outcomes are delivered to our communities via public policy. We will be working towards developing positive relationships with the new government, as well as working with all sides of the political spectrum.

On a final note, Geoff Haigh, Past Division President, Chair of the Board of Professional Engineers Queensland, and Division Congress Representative, was involved in a serious accident several months ago. Geoff has started the long road to recovery with his usual determination and good spirits. I recently visited Geoff in hospital and passed on the good wishes received from members. Geoff was very appreciative of the support and positive thoughts provided by his many friends in the engineering team.

Geoff has resigned from his voluntary positions to allow him to focus on his recovery efforts. Mike Brady has been put forward to be appointed as Engineers Australia’s representative on the Board of Professional Engineers Queensland, and Tito Cueva will complete Geoff’s term as Queensland Division representative on the National Congress. We all look forward to Geoff making a full recovery and joining us at events in the near future.

Current job title and function? Manager Compliance and Planning, Infrastructure Assets & Public Facilities, Central Highlands Regional Council.

The key function of my job is to ensure the Council infrastructure assets are preserved through appropriate planning, maintenance and upgrades.

It includes managing infrastructure capital works programs, maintaining

and updating Council’s Asset Management Systems, environmental compliance and assisting with the Council planning process.

Where are you located? A beautiful town in Central Highlands Region in Queensland called Emerald.

Why are you an engineer? To serve people. I believe Engineers have a lot to offer to this world to make it a better place.

What is it like being an engineer in regional QLD? It is very satisfying being able to contribute to a remote and rural community.

What are the benefits of being an engineer in regional QLD? The lifestyle away from a busy city. Some financial incentives offered by the government. Also, working in a challenging environment with less resources.

What are you working on now? Anakie Rising Main replacement project – construction stage, Council water meter replacement project – finalisation stage, Capella and Tieri water treatment plant switchboard replacement project – design stage, Blackwater to Bluff water trunk main replacement project – Initial planning

stage. I’m in the process of developing a water and sewerage network which services the townships of Emerald, Capella, Tieri, Gemfields, Comet, Dingo and Duaringa to identify areas that fail to meet required standards and identify system replacements required to rectify capacity deficiencies.

I’m also working on the strengthening of Council Asset Management processes, collation of asset information.

Most challenging or interesting project you’ve ever worked on? Waste Levy Implementation Project.

Any advice for young engineers just starting their career? Learn to see the bigger picture of everything you do and most importantly learn to care for the people and for the world we live in.

Top tip for CPEng or RPEQ candidates? Commitment and be on the right track in developing knowledge, skills and attitudes.

Tell me the story of how you came to Australia? I received my tertiary education at University of Peradeniya in Sri Lanka, where I studied a Bachelor degree in Civil Engineering. After graduation I then spent 7 years working as a Civil Engineer in Sri Lanka. In 2005 I moved to Australia with my husband and children. Both my husband and I did further studies in Australia. In 2007 I completed my Masters with Central Queensland University and my husband completed his Master with Griffith University specialising in structural designs. From here my family and I moved to Emerald where my husband and I both continue to further our Engineering careers in Australia.

If you weren’t an engineer, what do you think you’d be doing? A smart architect who designs complicated engineering structures.

We have already started the year off well with two very topical technical presentations (The Cairns Entertainment Precinct and the Mayoral Debate) as well as our welcome function at Ba8.

The Cairns Regional Council election was always going to be topical, with the current slow economic climate in Cairns and the much debated Cultural Entertainment Precinct being key issues for many people. Over 60 people turned out for the local groups ‘Mayoral Debate’ to hear from the four mayoral candidates.

Chaired by local engineer Pat Flanagan, all candidates gave an interesting 10 minute speech about their vision for engineering in Cairns. Questions from the audience were encouraged and a variety of themes were covered. In our own version of the ABC’s Q&A we even received a question via email. Post session feedback indicated the debate helped members determine who they would vote for in the election.

Due to the topical nature of the debate, some quick work behind the scenes was required to get all the candidates together on a suitable date. A big thank you to the committee and also to Flanagan’s Consulting Group for arranging the function in such a short time.

In 2000, two adjoining sheep and cattle stations, Murra Murra and Bendee Downs, were returned to the Kooma Traditional Owners Association Incorporated (KTOAI) through the Indigenous Land Corporation (ILC). These properties are located 800km west of Brisbane and have a combined area of approximately 86,000Ha.

KTOAI wish to manage the land for cultural and environmental purposes, providing a place for the Kooma people to return to country, and for sustainable business development.

The property has significant natural and conservation values. KTOAI have developed a property management plan that aims to restore the properties to good condition and improve the infrastructure for future use. One of the priority issues identified in the management plan is property remediation, including: land use, vegetation, and water resources.

Engineers Without Borders Australia (EWB) and KTOAI have been working together in formal partnership since 2008. The partnership was the first as part of EWB’s Reconciliation Action Plan, which now encompasses a number of partnerships across Australia and aims to overcome the inequalities currently experienced in terms of life expectancy, health, education, employment, justice and self-determination among Indigenous Aboriginal and Torres Strait Islander Australians. The partnership with KTOAI has focused on two-way learning, of both EWB volunteers and the Kooma people, and is in line with EWB’s development philosophy. A major milestone was reached in the partnership when, in 2009, EWB and KTOAI celebrated the installation of a 10kW solar panel system at Bendee Downs to provide the adjoining properties with a sustainable source of electricity.

In 2010, KTOAI approached EWB with thoughts of a project to improve water and sanitation at their Murra Murra property. Their aim was to build a sustainable and culturally appropriate amenities block that could cater for large groups of visitors. Consequently, a team was formed to produce a scoping report for the amenities block. This involved a trip to Murra Murra to work closely with KTOAI in identifying design objectives for the project, and in 2011, a draft report was submitted to KTOAI, outlining the initial design recommendations. This initial team was

predominantly volunteers from ARUP, as part of their corporate partnership with EWB.

With the community accepting the report recommendations, and contributing valuable feedback, the project is now moving into the final stages of design. It is hoped that the final design may be presented to KTOAI during the EWB partnership renewal, to take place in July on Kooma property. With the recent addition of a Project Manager and a Quantity Surveyor, the project team has grown in preparation for construction, which is hoped to begin in late 2012, before the wet season.

Engineers Australia has played a positive role supporting this project, contributing $10,000 to EWB’s costs of supporting volunteers to work with the Kooma community in project delivery. KTOAI is still in the process of securing funding for the construction of this project.

I am honoured to serve in this role of CELMQ Chair and am dedicated to leading our committee in developing pathways for senior engineers to transition to leadership positions. The CELMQ committee extend their sincere thanks to Simon Orton for his fantastic leadership as past chair 2010-2011 and appreciate his continued guidance as the Deputy Chair. Congratulations to Simon on his election to the position of Deputy President for Engineers Australia Queensland.

The interest and commitment of the CELMQ committee regarding attendance has been impressive and has included Skype involvement from regional reps at the Feb-Mar meetings to establish the strategic foundations for the coming years. CELMQ is also reinvigorating the advisory panel of executive engineering leaders and ambassadors to support our committee with strategy execution.

CELMQ events in 2012

CELMQ will provide programs to develop member’s leadership skills through competency based assessment, mentorship and events. Please check the Engineers Australia Queensland Division website for regular updates to our assessment, mentorship and event schedule. Events will include a series of presentations, breakfasts, dinners and other networking functions where you will hear from keynote speakers and be able to interact with peers across the industry.

CELMQ worked with the Queensland division in supporting the first corporate breakfast of the year in April with Keith De Lacy presenting on “Queensland’s future… are we on track?” This was a fabulous opportunity to network with fellow engineers, members of the corporate community, and hear from one of Queensland’s most prominent company directors and political figures.

Regional engineering team members comprise more than 35% of Engineers Australia’s Queensland membership, and the 2012 Year of the Regional Engineering Team (YORET) provides an opportunity for Engineers Australia to recognise and celebrate the contribution of these members with the theme “Regional engineering: The heart of Australia”.

Engineering team members living in areas with regional groups are encouraged to participate in the 2012 Queensland Regional Engineering Conference series. The conferences are held annually to showcase achievements in the field of engineering as well as providing a relaxed forum for the exchange of ideas and learning. The conferences receive great support from regional industry and academia at local universities.

The 2012 Central, Northern and Southern conferences will be hosted by Engineers Australia regional groups in Rockhampton, Mackay & Toowoomba respectively. This year’s conference themes are varied and topical spanning from floodplain management to ecotourism and mining.
