    ExecutiveSummaryTheAustralia-MalaysiarelationshipiscrucialtoAustralia’ssecurity,economy,andengagementwiththewiderASEANandAsiaregion.Despitethis,engagementinMalaysianstudiesinAustralianuniversitiesremainsvaried.ThisreportfoundthatwithinAustralianuniversities,onlyonecourseisdedicatedtoMalaysianstudies:“MalaysianLawandPractice”atBondUniversity.21universitiesofferatotalof66coursesthatfeatureMalaysiawithintheircoursecontent,coveringmultipledisciplines,including,thehumanities,law,businessandeconomics,education,andlanguages.Afurtherbreakdownofthedatafoundthat73%ofcoursesfeaturedprominentlyalongsideothercountriesinAsia.Furthermore,researchgrantsfundedbytheAustraliangovernmentsuchastheARCgrants,andEndeavourScholarshipandFellowshipgrantssupportresearchinMalaysianstudies.Additionally,theANUMalaysiaInstituteistheonlyresearchcentreinAustraliathatissolelydevotedtoMalaysianstudies.WhilethreeAustralianuniversitieshaveinternationalbranchesinAustralia,thereisarestronglinkagesbetweenuniversitiesinAustraliaandMalaysia.Currently,thereare24Australianuniversitiesthatofferexchangeprogramsto23Malaysianhighereducationinstitutions.Furthermore,theDepartmentofForeignAffairsandTradewillinvestheavilyinstudentmobilitytoMalaysiain2018,providinggrantsto835studentsacrossAustralianuniversities.Finally,amongresearchersthereisastrongtendencytopursueMalaysianstudiesinthesocialsciencesdiscipline,andanevenstrongertendencytopursueothergeographicalfocusesalongsideMalaysia.Thefactorsthatcontributetothislevelofengagementarelargelyduetoalackoffinancialsupport,lackofinterest,andshiftinprioritytotheacademicsupportofIndonesia.Amongresearchers,thereisalackofincentivesoropportunitiestopursueMalaysianstudies,aswellas,aninstitutionalnervousnesstoresearchsensitivetopics.AmongANUMalaysianstudents,thereisadisinterestandlevelofself-censorshipinengagingwithMalaysianstudies,inadditiontoapreferencefordisciplinesofengineering,business,andmedicine.AmongstANUstudentsthereisalowinteresttostudyMalaysia,andistheresultofanabsenceofdedicatedcoursesandlecturersonMalaysia,lackofexchangeagreementswithuniversitiesinMalaysia,andtheabsenceofMalaylanguageandMalaysia-relatedteachingcontentinrelevantcourses.ThisreportprovidesthefollowingrecommendationsfortheANUMalaysiaInstitute:1:Seekalternativesourcesoffinance,2:Connectwithvariousstakeholderorganisations,3:Utilisetheupcoming2018MalaysiaUpdate,4:Developonlineengagement,5:ConnectwithundergraduatestudentsthroughANUstudentgroupsrelevanttoMalaysianstudies,6:DevelopexchangetiesandresearchpartnershipswithMalaysianHigherEducationinstitutions,7:Pushforafull-timepaidstaffmemberfocusedprimarilyonMalaysianstudiestoleadtheInstitute,and8:Promoteinterdisciplinarycollaboration.

    IntroductionAustraliahasmaintainedacloserelationshipwithMalaysiasincetheBritishMalayaperiod.TheANU’spredecessortotheCollegeofAsiaandthePacific,theSchoolofOrientalLanguages,wasformedin1852,withBahasaMalayasoneofitscorefourlanguagestaught.ThisisareflectionoftheearlyimportancethattheANUplacedonMalaysianstudiesandtheearlybilateralrelationship,andwaslateronceagainemphasisedin2016withtheformationoftheANUMalaysiaInstitute.However,inthetwentyfirstcenturyinterestandengagementinMalaysianstudieshascontinuedtodecreaseandremainlowdespitethegrowingimportanceofMalaysiaasaregionalpowerintheSoutheastAsianregion.TheAustralia-MalaysiarelationshipiscrucialtoAustralia’ssecurity,economy,andengagementwiththewiderASEANandAsiaregion.Furthermore,theavailabilityofliteraturesurroundingresearchintothecurrentstateofMalaysianstudiesinAustraliaisvirtuallyabsentandunderdeveloped.Therearehowever,relevantpastreportsthathavelookedintoAustralianuniversitiesengagementwiththebroaderAsiaregion,notablythe1989“AsiainAustralianHigherEducation”reportbyIngleson,andthe2002“MaximizingAustralia’sAsiaKnowledge”reportbytheAsianStudiesAssociationofAustralia.Therefore,thereisagrowingimportanceandneedtoelucidatethefactorsthatcontributetothedeclineinresearchandengagementinMalaysianstudies,andtoexpandandconsolidatethediscussionsurroundingthefutureengagementofMalaysianstudiesinAustralianuniversities.

    ThisreportwillbeginwithananalysisintothecurrentstateofMalaysianstudiesinAustralianuniversities,ofwhichthereisalowlevelofengagement.ItwillbefollowedbyananalysisoffactorscontributingtothislowlevelofengagementofMalaysianstudies,throughanunderstandingofgeneralinteresttowardsMalaysianstudies,financialissues,andissuesfacedbyresearchers,ANUMalaysianstudents,andANUstudents.ThiswillbefollowedbyrecommendationsfortheANUMalaysiaInstitute,especiallyinitspositiontoprovidesupportandengagementwithMalaysianstudies.

    Methodology

    Quantitativedatawascollectedthroughpublicallyavailabledataonline.Whileeveryefforthasbeenmadetocollectandanalysetheappropriatedata,thedatacollectedisnotacompleterepresentationofMalaysianStudiesinAustralianuniversitiesbutratherprovidesabaselineforanalysis.Forthedataoncourses,exchangeagreements,andresearchers,thisreportconductedasurveyofuniversitycoursehandbooksanduniversitywebsitesfromall40Australianuniversities.AdifficultyencounteredwithsuchmethodsofcollectingdatawasthattherewasablurredlinebetweenaclearunderstandingofwhetheracourseexplicitlycontainedMalaysiaasafeatureoflearningcontent.Often,courseswouldoutlineageneral‘Asia’or‘SoutheastAsia’focus,butfailedtolistMalaysia.Similarly,thiswasalsothecase

    whengatheringdataonresearchers,manyofwhomwouldhaveageneralistinterestinIslamiclaw,SoutheastAsianpolitics,orAsianbusinesspractices,andtherefore,alsofailedtoaddressexplicitlyiftheyresearchedMalaysianstudies.Hence,coursesandresearcherswithoutaclearindicationthattheyfeaturedMalaysiaaspartofthelearningcontentorresearchwerenotincludedinthedataset.Qualitativedatawasgatheredthroughinterviewswithkeyinterestgroupsandstakeholders.Interviewswereconductedthroughselectivesamplingbasedonexpertiseandcurrent/previousengagementwithMalaysianstudies.Formalinterviewswereconductedoverthephone,online,andinpersonwithresearchersinMalaysianstudiesandAsianstudies,aswellas,studentgroups.Whileinformalinterviewsandquestionnaireswereconductedwithvariousstudentsselectively.

    TheStateofMalaysianStudiesinAustralianUniversities

    CoursesAsurveyofcoursehandbookswithin40Australianuniversitiesfoundthat,ofthe40universitiesinAustralia,allbutthreeuniversities(CarnegieMellonUniversity,CentralQueenslandUniversity,andTorrensUniversity)offercourseswithafocusonAsia.Withinthe37thatdo,21universitiesofferatotalof66coursesthatfeatureMalaysiawithintheircoursecontent,twoofwhichareofferedincampusesinMalaysia(CurtinUniversityandMonashUniversity).These66coursescoveredmultipledisciplinesandfeaturedvariousgeographicalregionsoffocus.Including,thehumanities,law,businessandeconomics,education,andlanguages.ThedataindicatedthatthereisonlyonecourseofferedatanyAustralianuniversityinAustraliathatisspecificallydedicatedtoMalaysianstudies.Thecourse“MalaysianLawandPractice”isofferedatBondUniversityattheundergraduateandpostgraduatelevelintheFacultyofLaw.Afurtherbreakdownofthedatafoundthat73%courseswithageographicalorcasestudyonMalaysia,featuresprominentlyalongsideothercountriesinAsia,suchasIndonesia(62%),Thailand(36%),Singapore(35%),andChina(21%).AlthoughmanyuniversitiesofferIndonesianlanguageandadvertiseacomponentofMalaylanguageinthesecourses,adeeperanalysisfoundthatteachingofMalaylanguage(ifany)wasminimalanddidnotconstituteasignificantnorimportantcomponentoftheassessmentoroverallteachingofthecourses.WhilesomemayarguethattheMalaylanguageissimilarenoughtotheIndonesianlanguageandcanthereforebecategorisedundersuch,manyIndonesianlanguagecoursesfailtoengageMalaysiasocio-culturallyandlinguistically.Forthisreason,IndonesianlanguagecoursesofferedinAustralianuniversitieswerenotincludedinthedatasetforcoursesthatfeaturedMalaysianstudies.

    TheEndeavourScholarshipsandFellowshipshavesupportededucationandresearchforAustralianstoMalaysiaandMalaysianstoAustraliasince2007.

    TheaimoftheEndeavourScholarshipsandFellowshipsis“tobuildAustralia’sreputationforexcellenceintheprovisionofeducationandresearch,supporttheinternationalisationoftheAustralianhigher

    educationandresearchsectorsandofferhigh-achievingindividualsfromoverseasandAustraliaopportunitiestoincreasetheirproductivityand

    expertiseintheirfield.”1

    In2015,theAustraliangovernmentsupported2AustralianstudentstostudyinMalaysia,and15MalaysianstudentstostudyinAustralia.In2016,2AustralianstudentswereawardedplacestoMalaysia,whileasofOctober2017,nonewereawardedin2017.Converesly,10Malaysianstudentsin2016,and5in2017,whereawardedscholarshipsforAustralia.2TheAustralianResearchCouncil(ARC)administerstheNationalCompetitiveGrantsProgramwhichprovidesfinancialgrantsto“thehighest-qualityfundamentalandappliedresearchandresearchtraining”.3Since2002,theARChascommittedatotalof$10,887,211to38projectsinMalaysianstudies.TheprojectscoveravarietyofareaofresearchpertainingtoincreasingtheunderstandingofMalaysia,includingethnography,law,security,education,andmore.Since2002,thefundinghaslargelybeenallocatedtowards32Discoverprogram(fundingfundamentalresearch)grants,and6Linkageprogram(fundingresearchpartnerships)grants.

    InstitutionalEngagementWithinAustralianuniversities,theexistenceofresearchcentresdevotedtothestudyofMalaysiahasbeenlimited.AttheANU,theANUMalaysiaInstituteistheonlyuniversitysupportedresearchcentrewhollydevotedtoMalaysianStudies.Previously,theCentreofMalaysianStudiesatMonashUniversity,providedaninstitutionalbackingtoMalaysian

    studiesinAustralia.However,currently,thecentreisincorporatedundertheCentreforSoutheastAsianStudieswithintheMonashAsiaInstitute.Toalesserextent,theMelbourneLawSchoolAsianLawCentredevotesaresearchprogramonMalaysia,headedbyAssociateProfessorAmandaWhiting.TheMalaysiaandSingaporeSocietyofAustralia(MASSA)providesaplatformforscholarlyconnections,lectures,symposiums,andpanels.WhileitassociatedwiththebroaderandmoreactiveAsianStudiesAssociationofAustralia(ASAA),eventsandoutreachinrecentyearshasbeenonadeclineandtoaminimum.Currently,CurtinUniversity,MonashUniversity,andSwinburneUniversityofTechnologymaintainaninternationalbranchcampusinMalaysia:CurtinUniversityMalaysiainMiri,Sarawak,MonashUniversityMalaysiainSunway,Selangor,andSwinburneUniversityMalaysiainKuching,Sarawak.

    StudentMobility

    ExchangePartnerships

    Currently,thereare24Australianuniversitiesthatofferexchangeprogramsto23Malaysianhighereducationinstitutions.StudentexchangeprogramsandpartnerinstitutesplayanimportantroleinengagingstudentsaboutMalaysia.Studyabroadopportunitiesprovideanimportantplatformtofosterpeople-to-peopleengagementbetweenAustralianstudentsandhighereducationinstitutions,withtheirMalaysiancounterparts.Taylor’sUniversityprovidesthehighestnumberofhighereducationinstitutionallinkagestoAustraliawithpartnershipstoeightAustralianuniversities.Conversely,theAustralianCatholicUniversityprovidesthemostchoicesforstudentstoattendfivedifferenteducationalinstitutionsinMalaysia.Furthermore,almostallexchangeopportunitiesareopentostudentsfromalldisciplinesallowinggreateraccessibilityforstudentstotakeontheseopportunities.AlthoughitisunlikelythatmanyofthestudentsthatparticipateinexchangeopportunitiestoMalaysiawillbecomeMalaysianStudiesspecialistsinthefuture,theseopportunitieshaveanindirecteffectofexposingAustralianstudentstoMalaysiainsomeform.ThiseffectcanalsobeappliedtostudentscomingfromMalaysiatostudyinAustralianuniversities.

    NewColomboPlanTheDepartmentofForeignAffairsandTrade’sNewColomboPlanprogramdemonstratesagrowinginvestmentbytheAustraliangovernmentforgreaterpeople-to-peopleandeducationallinkagestoMalaysia.Since2015,whenMalaysiajoinedtheNewColomboPlandestinations,825studentshaveundertakenstudyandinternshipinthecountryaspartoftheprogram.ThegrowingcommitmenttoinvestinginprogramstoMalaysiaishighlightedbythegrowingnumberofstudentsbeingofferedsponsoredprogramstoMalaysia.In2016,

    thenumberofstudentsawardedNewColomboPlanmobilitygrantstoMalaysiawas272,thisnumbergrewto390in2017,andestimatedtogrowto835by2018.Thelargeincreaseinfundingbetweenthe2017and2018roundscanbeattributedtotwoareas.Thefirst,theDepartmentofForeignAffairsandTradeisoverallincreasingfundingtothemobilityofstudentstotheIndo-Pacificregion.Second,theformationof‘consortiums’thatbidformobilitygrantsfromacombinationofmultipleuniversities.Forinstance,theconsortiumcomprisedofLaTrobeUniversity,DeakinUniversity,MonashUniversity,RMITUniversity,SwinburneUniversityofTechnology,UniversityofMelbourne,andVictoriaUniversity,werecollectivelyawarded150mobilitygrantstoMalaysiaonthe“InternationalTeachingProfessionalExperienceMalaysia(ITPEM)”course.In2018,5universitieswillofferMobilityGrantfundingtostudentsundertakingsemesterlongstudyexchangeinMalaysianUniversities,while23ofthefundedopportunitiestoMalaysiaentailinternshipplacementsatvariousorganisationsandinstitutionsinMalaysia.Furthermore,theNewColomboPlanScholarshipprovides“opportunitiesforAustralianundergraduatestudentstoundertakesemester-basedstudyandinternshipsormentorshipsinparticipatingIndo-Pacificlocations.”4ScholarshiprecipientsactasambassadorsforAustraliaintheirhostcountry.IntheyearofMalaysia’sinclusionin2015,4studentswereawardedscholarshipstostudyandinterninMalaysia;in2016,6,andin2017,4.

    ResearchersThedataforresearcherscontains100MalaysianstudiesspecialistsofvariousdisciplinesandlevelsofengagementwithMalaysiafromanumberofuniversitiesaroundAustralia.SurveyswereconductedononlinedatabasesfromtheuniversitiesofANU,Curtin,Monash,Murdoch,Adelaide,Melbourne,UNSW,Newcastle,Queensland,Sydney,andWesternAustralia.InitialfindingsfoundthatresearchersonMalaysianstudieswerelargelyinthesocialsciencesdiscipline(46%)withthenextlargestdisciplinebeingeconomics(10%).Furthermore,thedatafoundthat65%ofresearchershadasecondaryregionalfocus,withIndonesiaas35%asecondaryfocus.ThetopicsofIslamandMalaysianhistoryalsofeaturedprominentlyasresearchtopicswithinthesocialsciencedisciplineofwhich11%and9%ofresearchers,respectively.ThespreadofMalaysianstudiesresearchersislargelydominatedinthesocialsciencesasaresultofthenatureofthediscipline.Inthesocialsciencediscipline,thereisagreaterconcentrationofarea-definedstudies,whileinotherdisciplines,suchaslaw,science,and

    economics,thereisatendencytobaseresearchontheoreticallinesthatrequireatheoreticalfoundation,whichisthenappliedtocasestudiesonMalaysia.Whileregionalstudiesaretypicallyengagedwithinthesocialsciencesdiscipline,thedataindicatesagrowingnumberofspecialistsinMalaysiastudiesinnon-traditionaldisciplinessuchashealth,IT,economics,andenvironmentalscience.Table2–NumberofresearchersinMalaysianStudiesaccordingtodiscipline

    FactorsContributingtoCurrentLevelsofEngagementThereareseveralfactorsthatcontributetothecurrentlevelsofengagementwithMalaysianstudiesinAustralianuniversities.Financialissues,generalinterest,shiftinpriority,andfactorsfacedbyresearchersandstudentsallplayarole.

    GeneralInterest

    Overall,interviewees5articulatedthattherewasanoveralldeclineininterestinMalaysianstudies.Inparticular,fundingandinterestinAsianstudiesinuniversitieshasseenashifttowardsprioritisingstudiesofEastAsiaandIndonesia.

    ProfessorRobertCribbpaintsableakpictureofAsianstudiesinAustralia,arguingthatit“hashistoricallybeensubjecttoaboom-bustcycle.”Thatistosay,investmentintoAsianStudiesandprioritisingdifferentareastudieshasfluctuated,andisnotreadilysustained.Forinstance,engagementwithdifferentareastudiescanbereflectedbyAustralia’schangingsecurityconcernsandpriorities.Duringthe1960sandColdWarera,therewasastronginterestinVietnamstudies,however,bythe1990s,thesecurityparadigmhadshiftedtoIndonesia.Currently,interestinIndonesiavis-à-visMalaysiaishighlytiltedtowardsIndonesianstudies.IndonesiaislargelyseenasbeingapotentialsecuritythreatduetoitsgeopoliticsandproximitytoAustralia,butisalsoseenasasourceofeconomicbenefitandopportunity.WithinAustraliandiscourse,thereisaconceptualfearthattheIndonesiangovernmentandIndonesiannon-stateactorsconstituteasourceofsecurityconcern,andthatIndonesiaisawildcardthatrequirescaution.Conversely,Malaysiaisseenasamorepoliticallyandeconomicallystablecountry,andisreflectedinthecontrastinglylessdiplomaticandacademicattentiondevotedtoit.

    FinanceAcoredifficultywithsustainingandexpandingMalaysianstudiesisthefinancingofstaff,fundingofMalaysia-specificcoursesinuniversities,availabilityoffundinggrantsforresearch,andfinancialbackingofresearchinstitutes.ThereisnosingleMalaysianstudiesspecificfinancialgrantinAustraliatopursueMalaysianstudies.Therefore,researchersmustrelyongrantsfromuniversitiesandthegovernmentthatcompeteagainstotherdisciplines.ComparedtoIndonesianstudies,MalaysianstudiesstruggletoattainfinancialsupportfromtheAustraliangovernment.TheAustralianGovernmentcannotdirectlysponsorMalaysianstudiesbecauseMalaysiaisnotanaidrecipient,whichlimitsscopeforfundsthroughDFAT.Subsequently,theonlysufficientsourceoffundingforMalaysianstudiesisthroughtheAustralianResearchCouncilgrants,EndeavourScholarshipsandFellowships,andAustralia-ASEANCouncilGrants.ItisalsoimportanttonotethattheDepartmentofForeignAffairsandTrade’sincreaseinfundingforstudentmobilitygrantstoMalaysiamaysuggestarenewedinteresttopushbytheAustraliangovernmentforgreaterstudentlinkagesandengagementwithMalaysia.

    Researchers

    Forresearchers,thereisalackofopportunitiesandincentivestopursuededicatedresearchinMalaysianstudies.Asaforementioned,financingresearchisakeydifficulty,butagreaterlimitationisalackofstructuralsupportforMalaysianstudies.Withinuniversities,structuresforarea-basedspecialisationarenothighlysupported,butratherresearchersexistin

    AsiaSociety),EvangelineSharman(CollegeofAsiaandthePacificStudents’Society)andcasualquestionnairesconductedwith18students.

    disciplinebasedcategorisation,thusresultinginalackofanationalstructurethatcandrawMalaysianstudiesspecialiststogethertoaggregateandsupportresearchoutcomes.ResearchersinMalaysianstudiesareoftenfacedwiththeissueofself-censorshipandfearofcriticismofbacklashfromtheMalaysiangovernment,resultinginanissueofpoliticalparalysis.Formanyresearchers,especiallythoseinthefieldofpoliticalscience,thereisaninstitutionalnervousnesstoproduceworkthatmayappeartoosupportiveortoocriticalofthegovernment’sactions.Thus,actingasalimitationforresearcherstopursueMalaysianstudies.

    ANUMalaysianStudentsGenerally,studentsfromMalaysiaexpresseddisinterestinstudyingMalaysianstudiesinAustralianuniversities.Foronepart,MalaysianstudentsstudyinginAustraliaareeithersponsored(scholarshipsfromtheMalaysiangovernmentorastate-backedprivatecompany)ornon-sponsored(self-paying).Forthesponsoredstudents,thereisatendencytonotbecomeinvolvedinactivitiesthatmayseempoliticalorcriticalofthegovernment.Forexample,in2014,anANUstudentthatparticipatedinapaneldiscussionwithamemberoftheoppositiongovernmentwasissuedawarningbyMalaysianauthoritiesforallegedseditiousbehaviourandthereforeinbreachofhisscholarshipagreement.6Furthermore,sponsoredstudentsareoftengivenscholarshipsinprogramsthatupskillthetechnicaleconomyofMalaysia,suchasthedisciplinesofengineering,business,andmedicine.Conversely,fornon-sponsoredstudentsthetrendissimilar,however,thereisatendencyforasmallminoritytoenrolinthehumanitiesandlaw.AtANU,enrolmentnumbersreflectthistrend,andstudentshaveatendencytostudyindisciplinebasedstudiesratherthanareastudiessuchasMalaysianstudies.Table3–EnrolmentsofMalaysianstudentsinANUbyCollegePROGRAMCOLLEGE 2016 2017(09

    RecommendationsTheabsenceofanyothersolelyMalaysianstudiesrelatedcentreinAustraliameansthattheANUMalaysiaInstitutehasacrucialopportunitytoestablishitselfasaprominentcentreonMalaysiarelatedresearchinAustraliaandoutsideoftheSoutheastAsiaregion.ItisimportantthattheInstitutetaketheleadinfosteringacommunityandnetworkofMalaysiastudiesscholars,whilepromotinganimagetoundergraduateandpostgraduatestudents,anduniversitiesthatMalaysianstudiesisaviableinvestmentthatcanbepursued;inordertopromotelong-terminterestandengagementofMalaysianstudiesinAustralia.

    Recommendation1:Seekalternativesourcesoffinance

    ThisreportrecommendsthattheANUMalaysiaInstituteshouldmoveawayfromrelyingfinanciallysolelyontheANUCollegeofAsiaandthePacific,sothatadditionalfundscanbeusedtofinancefurtherinitiativesandbuilduptheInstitute’simageasaleadingresearchcentreonMalaysia.TheAustralia-ASEANCouncilgrantprovidesfinancialassistancetopromoteeducationalcompetencyandeducationallinks.Inthe2017-2018grantround,Malaysiawasidentifiedasaprioritycountrygiventhe60thAnniversaryofIndependenceandDiplomaticRelationswithAustralia,makingthegrantadesirablesourceoffundingfortheInstitute.Additionally,fundingfromprivatesourcesshouldbeidentified,suchasANUalumni,keystakeholdersinMalaysianaffairs,andcorporatefundingwithinteresttiestoMalaysia.GiventheANUdoesnothaveasolidbaseofMalaysiaspecialists,theadditionalfundingcanbeusedtocreateanationalorinternationalstructuretofosterconnectionsandcollaborationsamongMalaysianstudiesscholars;asanactivecommunitydoesnotcurrentlyexist.Forinstance,aMalaysianstudiesconference,think-tankdiscussions,joint-research

    HigherEducationinstitutionsTheANU’sstrongresearchcapabilitiesinAsianstudiesisaresultofitspeople-to-peopleengagementwithAsia.ByfacilitatingpartnershipswithMalaysianinstitutions,theInstitutewilldirectlybenefitfromengagementwithMalaysia.Currently,theANUhasamemorandumofunderstandingwiththeNationalUniversityofMalaysia.TheInstituteshouldcapitaliseonthisagreementandincreaseengagementwiththeNationalUniversityofMalaysiathroughresearchcollaborationsorscholarlyexchanges.Otheruniversitiestonoteforpossiblepartnershipsare:UniversityofMalaya(foritsstrongresearchcapabilities),HELPUniversity(foritspre-existingpartnershipwithacourseofferedattheANU),Taylor’sUniversity(foritsdemonstratedwillingnesstoconnectwithAustralianuniversities).

    MalaysianstudiestoleadtheInstituteAfull-timepaidmemberfocusedonMalaysianstudieswillensurethelongevityoftheInstitutebyensuringthegoalsandfunctionsoftheInstituteareoffirstpriority.TheprovisionofadedicatedMalaysianstudiesspecialistatthecoreoftheInstitutewillensurethecredibilityoftheInstituteasarespectedcentreofMalaysianstudies.Whilerecognisingthefinancialconstraintsthatsuchrecommendationmaybeunrealistic,aprogramsimilartotheTunRazakChairatOhioUniversityintheUnitedStatesmaybeanalternativepathway,thatprovidesaMalaysianstudiesspecialistfundedbytheMalaysiangovernmentforatwo-yearterm.7

    Recommendation8:PromoteinterdisciplinarycollaborationThisreportrecognisestheimpactoftheANUMalaysiaInstituteinpromotinginterdisciplinarystudiesanditsworkonco-ordinatingworkonMalaysiainvariousdepartments.However,moreneedstobedonetopromoteasystematicarrayofspecialists,andbringtogetherstaffmemberswhomightotherwisehavenoinstitutionalcontactswitheachother.TheInstituteshoulddrawininterdisciplinarystudies,particularlyinthefieldsoflaw,science,andbusiness,andutilisetheMalaysiaUpdatetopromotethequalityofnon-traditionalpanels.

    ConclusionUltimately,thisreportidentifiedvariedlevelsofengagementwithMalaysianstudiesinAustralianuniversities.ThereisalowlevelofengagementwithMalaysianstudiesinregardtocourseofferingsandgovernmentfundingforresearchgrants.OnlyonecourseinAustraliawasidentifiedinthedatacollectedthatwasMalaysia-specificoutof66coursesthatfeaturedMalaysiatosomedegreeinitslearningcontent.Thereis,however,astronglevelofengagementwithAustralianstudentmobilitytoMalaysia.IncreasinginvestmentandsupportfromtheAustraliangovernment’sNewColomboPlanMobilityindicatedastrongcommitmenttoprovidingstudentsanopportunitytoundertakestudyorinternshipinMalaysia,witharecord835studentsin2018.Similarly,morethanhalfofAustralianuniversitieshavebuiltupinstitutionalpartnershipswiththeirMalaysiancounterpartsintheformofstudentexchangeagreements,indicatinganestablishedareaforpeople-to-peopledevelopmentswithstudentstoMalaysia.Amongresearchers,thereisastrongtrendtopursueMalaysianstudiesinthesocialsciencediscipline,followedbyeconomics.ThereisatendencyamongresearcherswhostudyMalaysianstudies,tospecialiseinanothergeographicalfocus,particularlyinIndonesianstudies.Generally,thefactorsthatcontributetothislevelofengagementarelargelyduetoalackofspecificfinancialsupportforMalaysianstudiesresearchers,lackofinterestinthearea-study,andshiftinprioritytotheacademicsupportofIndonesiavis-à-visMalaysia.Amongresearchers,thereisalackofincentivesandopportunitiestopursueMalaysianstudies,aswellas,aninstitutionalnervousnesstoresearchsensitivetopics.AmongANUMalaysianstudents,thereisageneraldisinterestinpursuingMalaysianstudies.Formanysponsoredstudents,theypursuealevelofself-censorshipinengagingwithMalaysianstudiesparticularlyinsensitivetopics.Additionally,thereisapreferenceforstudyintheoreticaldisciplinesofengineering,business,andmedicine,ratherthanMalaysian-studies-heavydisciplineofsocialscience.AmongstANUstudents,anabsenceofdedicatedcoursesandlecturersonMalaysia,lackofexchangeagreementswithuniversitiesinMalaysia,andtheabsenceofMalaylanguageandMalaysia-relatedteachingcontentinrelevantcourses,hasledtoagenerallowinterestinpursuingorenteringthestudyofMalaysia.GiventhefacttherearenootherMalaysianstudiesspecificcentresinAustralia,otherthantheANUMalaysiaInstitute,therecommendationsprovidedinthisreportaimtoaddresstwoareasinatimeofimportantopportunity.Thefirst,istoestablishtheInstituteasaprominentcentreonMalaysiarelatedresearchinAustraliaandoutsideoftheSoutheastAsiaregion,andsecondly,tofosteracommunityandnetworkofMalaysiastudiesscholarsamongcurrentresearchers,andpotentialundergraduateandpostgraduatestudents.Thegoaloftheserecommendationsistopromotelong-terminterestandengagementofMalaysianstudiesinAustralia.
