1. INTRODUCTION AND ANALYSIS OF THE LOCAL SITUATION

The European Commission has funded a number of projects aimed at promo-ting sustainable development and renewable energy, with the aim of providing practical tools for implementing the Kyoto Protocol. The City of Modena ta-kes part in many of these programs, as well as partner and leader, through several European projects. These projects are parts of a program at Euro-pean scale aimed at developing strategies to increase the European citizens awareness about climate change, the need for measures to promote the low-energy impact development, within a framework of programs promoted by the European Union and with the cooperation of the European Association of Local authorities, Energy Cities.

Since the early 2000ies, the City of Modena joined several campaigns (Di-splay, RACES, Connect), included the participation in the project Belief, which also supported the local administration to build and approve its Municipal Energy Action Plan (PEC - 2007).

The City of Modena supported the theme of environmental sustainability pro-moted by the European Union, taking part to to the Covenant of Mayors (2010) and by drafting and approving the Sustainable Energy Action Plan (SEAP - 2011) within a time horizon 2020. In 2012, in order to carry on this action, the Municipality of Modena joined the project IMAGINE - Low Energy Cities (INTERREG IVC) whose main objective is the preparation of a Local Energy Road Map to 2050 for the city of Modena.IMAGINE Project involves 8 European Cities and a scientific partner as sup-porter of the project. In order to support the project, several scientific instru-ments has been developed as the Assessment Grid (created by Hafen City Universitat, scientific partner of the project).

ASSESSMENT GRIDThe Assessment Grid is a matrix of technical components useful to evaluate the cities and their progressive levels of possible impacts on sustainability processes. The Assessment Grid was an useful tool and it has allowed Mo-dena’s staff to measure the state of the art of the city of Modena regarding its sustainable development, based on more than 60 key indicators. Furthermore, this evaluation was useful to measure the time evolution of the city from now up to 2050. An other useful tool was the Case Study Analysis (with the input of HCU), which allowed us to focus on the point of view of the main local stakeholders on the issues of the transition process that the city of Modena intends to im-plement in the near future. Afterwards, a communication project has been implemented with aim at imagining the city of Modena in 2050 by involving several local stakeholders. Within dedicated thematic forums and seminars, several local initiatives were developed. The core of these initiatives was the collection of different stakeholders contributions, with the final objective of preparing the Energy Local Road Map to 2050 of the city of Modena.

2. PROJECT TEAM

The project staff was selected both inside and outside the City administration on basis of scientific and professional expertise in the specific field of energy and sustainability policies, as well as by their successful experiences in pre-vious European projects, in order to involve the city and to disseminate the outputs of the project.The major difficulties were met in the involvement of other City Departments not directly involved in the project (urban planning, economic policies, social services, etc.), The difficulties have been encountered in the involvement of other sectors of the City not directly involved in the project (urban planning, economic policies, social services, etc.) due to insufficient sharing of the vision in the long term, as well as the difficulties arising from the constant workload on by the City Offices.

AT POLITICAL LEVEL:

• Town Councilor for Environment for her political role and mission, her belief in the project and for her sharing of objectives to be achieved.

• Town Councilor for European Policies has always been active in the city of Modena by participating in programs and projects of cooperation on main European issues.

• The Department in charge of Smart City for the aspects related to the development of networks and the opportunities offered to the City by digi-talization.

3. STAKEHOLDER ENGAGED

The first phase of IMAGINE project was characterized by the identification of Modena’s stakeholders, in order to share with the city the objectives of the project. These stakeholders were actively involved in defining the content and the lines of action of the Local Energy Road Map.

In particular, stakeholders have been grouped in quite homogeneous “families” (or “groups”) in terms of background, areas of interest, sensitivity to the same problems, in order to be able to achieve the greatest degree of involve-ment and participation in the project. For this purpose, some specific meetings (discussion forums) were organized in form of workshops (in particular OST - Open Space Technology technique) or seminars, targeted to each groups

of stakeholders and during which they were asked to contribute with their ideas for Modena 2050 vision.With a deep approach were selected the following stakeholder groups, afterwards involved in Imagine initiatives:• schools and families;

• associations and artisan enterprises;

• traders and small medium enterprises,

• research institutions/universities;

• professionals and self-employed workers.The main challenge that the working group had to overcome was to submit the ideas of each stakeholder beyond the current period and the current situation, characterized by a phase of uncertainty and economic recession, during which stakeholders focus on short-term solutions and a scepticism about long-term policies. Instead, the stakeholder group “Schools and Fami-lies” led to a number of ideas, visions and ideas freely and frankly expressed towards a more sustainable future, more enjoyable, less energy-intensive, and marked by a higher social welfare.

4. SUMMARY OF ACTIVITIES CARRIED OUT

Based on a common program to all partner cities of IMAGINE project, Mode-na’s staff has defined a strategy and an activities plan that were best suited to the Italian and local context.

Here after, the main activities and initiatives undertaken and implemented by the staff of the City of Modena are reported, developing a brief description and indicating the date, the stakeholder target and the main objective of the activities.

Some of the events (local forums and seminars) were planned and funded un-der the European project, while other initiatives were organized in addition in order to improve the effectiveness of work, always to collect ideas and also to communicate and to publicize the project.

Furthermore, it was considered appropriate to connect the IMAGINE project with other European or National events, that were relevant for the communi-cation and dissemination of the culture of environmental protection and su-stainability education. Therefore, the dates of the forums have often coincide with days or events of public interest.

4.1 1°Local Forum UNESCO week (whole Citizenship)

November 24th, 2012

The launch of the IMAGINE project at local level took place at Galleria Europa (EUROPE Gallery) by City Hall, with an opening workshop during which staff described the entire project and asked to citizens to provide ideas and pro-posals. In parallel, in the near by XX Settembre Square, the staff involved citizens and families, through collection of ideas with interviews and photos and the delivery of gadgets and informative material. The event at XX Set-tembre Square was also animated by a theatre group named Koine that in-volved citizens with cultural stimulations and provocations on the sustainable future of our city. Among the activities offered to children and families, the Consumable Game was included. The initiative is collected in a video.

4.2 2°Local Forum Imagine Modena at 2050(Schools and Families)

March - June 2013

On March 12th, 2013 during the inauguration of the exhibition “EnergETI-Cally” the competition “Imagine with schools. Imagine Modena at 2050” was illustrated. The project involved 12 local schools, nearly 600 students and 30 teachers, engaged in drawing up concrete proposals on sustainable development; in particular, the participants in the competition (organized in groups or indivi-dually) worked on various issues related to sustainable development (mobili-ty, urban planning, energy saving, construction, etc.) by submitting projects in the form of models, drawings, websites, presentations and videos. The best entries were selected by a jury consisting of some outside experts and project staff, built on defined and shared criteria, based on different age groups. The first three winners of each school were rewarded during the IMAGINE International Seminar on June 5th, 2013. The initiative has achie-ved great success and the ideas presented were characterized by imagina-tion, creativity as well as feasibility and real substance.

4.3 3°Local Forum Ideas from entrepreneurs and energy scenarios

May 9th, 2013

The workshop involved small and medium enterprises, start-ups, tradesmen and freelancers and its objective was the collection of ideas and contributions aimed at defining energy policy proposals of Modena, consistent with the strategic objectives of the European project.

4.4 Modena Imagine International Seminar (Partners of the project)

June 5-7th, 2013The International Seminar was an opportunity for discussion and debate among Imagine partners and local stakeholders (industrial, scientific and professional representatives) on ideas for a 2050 vision of the City. The round-tables was conducted with Italian and European experts on the is-sues of economy, culture, education and urban planning. This was followed by four thematic workshops aimed at collecting ideas for the definition of the Local Energy Road Map to 2050 to Modena. Main results of the workshops are considerations on culture, education, involvement of citizen, economic growth, technologies, sustainable development, environment, sharing time and ideas.

The European Seminar “Imagine” started Wednesday, June 5th in the conference room of the Multicentro educativo MEMO (Educational Multicentre Me-Mo) in Modena with the official welcome of Simona Arletti, Town Councilor in charge of Environmental Policies, and the presentation of some pilot projects on sustainable cities. Among speakers were included Vanni Bulgarelli of the National Board Local Agenda 21, Gianluca Avella, of Modena Agency for Energy and Sustainable Development (AESS-MO); Paolo Tartarini – Prof. University of Modena e Reggio Emilia – EELab Energy Efficiency Laboratory Director, etc.. Furthermore, during the first day was celebrated the awards ceremony of the competition for the schools of Modena, “Imagine Modena at 2050”.

On June 6th, the appointment was at the City Hall - City Council Hall – and it was introduced by the Mayor, Giorgio Pighi; followed the debate on sustainable development of European cities attended by the city mayors of the Mode-na province. In addition, they held some interesting scientific interventions coordinated by Richard Elelman, Expert and NETWERC H2O at Fundaciò CTM Manresa Director.

In the afternoon there was a round table with the contri-bution of Italian and European experts on the economy, culture, education and urban planning, followed by four workshops aimed at collecting ideas for the definition of Modena Local Energy Roadmap for 2050, later discus-sed in a private meeting with the project partners the next day.

4.5 European bio-architecture week (Professionals and self employed workers)

November 18th - 22nd, 2013

The IMAGINE project staff took part in the ini-tiative presiding almost each day of the week of bio-architecture with a full dedicated stand for the collection of contributions and material distribution. The project was presented in one of the conferences organized in the framework of the initiative.

4.6 Training for teacher and exhibition(schools)

February 2014The exhibition was hosted by a junior high school and has been divided into two parts with about 50 posters and two videos: the first part “ITALIAN PIONEERS of solar energy,” developed the issues of pioneers, technologies, machines and solar systems that marked the fundamental stages in the de-velopment of solar technologies, with photographs and unpublished stories that were retrieved from archives and collections, sometimes forgotten. The second part of the path, “SOLAR ENERGY FROM THE PAST TO THE FUTURE,”

drew the attention of the general public on the use of energy on Earth, combining history, art, science and technology. The initiative involved students of primary and secondary schools of Modena and in conclusion a conference open to the public audience was organized on 1st march 2014.

4.7 ModenaSmart city & Digital community

December 2013 - February 2014

The Imagine project was partner of Smart City-Modena Digital Community initiative by contributing to the event organization and to the sharing of con-tents. In particular, five evening appointments have been organized during which opportunities provided by a spread of distributed ICT, digitalization of bureaucratic procedures and the development of free networks and open source applications to the city for improving jobs and free-time use and col-lective services were discussed.

4.8 The sustainable city: a changing city Let’s Imagine together Modena of the future Ideas from professionals and researchers

20th February 2014The Workshop “The sustainable city - a changing city – Let’s Imagine together Modena of the future” allowed the identification of innovative ideas to draw an Energy Road map to 2050 “through discussions with professionals, com-panies, start-ups and rapidly changing realities in the territory of Modena, coordinated by a journalist. The forum was held in the formula of workshop and brainstorming of ideas and proposals to 2050. The chairman (Maurizio Melis a professional journalist and science writer) stimulated the audience to speak on projection needs, and especially proposals, each in its field of appli-cation. In parallel the initiative provided a stand space on central square of Modena to local startups. These companies and organizations have brought to the knowledge of the areas in which they operate and the potential for inno-vation that their work allows for the near future, primarily aimed at qualified and trained young people wishing to develop innovative ideas in technology and processes.

5. INSTRUMENTS AND METHODOLOGY TO SUPPORT INITIATIVE

All the initiatives that have been implemented were supported effectively by means of communication and dissemination of results. A dedicated web site has been created http://www.comune.modena.it/imagine) on which a blog is available (http://www.comune.modena.it/imagine/blog) for technical debate and discussion according to thematic rooms, moreover supported effectively social sites were created facebook and twitter: (https://m.facebook.com/lowenergycities?id=100002196767173&_rdr https://mobile.twitter.com/Modena2050)Within the site, IMAGINE Modena has implemented the section dedicated to the blog-structured into the following thematic areas:• URBAN PLANNING

• ENERGY – SMART CITY

• LIFE STYLE AND WELL-BEING

These tools have been implemented for the promotion of the events them-selves as well as dissemination of results; they also represent a permanent virtual platform within which stakeholders could incorporate the ideas and contributions. Another technical instrument, the Assessment Grid (set-up by the scientific partners Hafen City University- Hamburg), was implemented at international level within the framework of the project.

• School Awards: In Modena there is a long tradition of teaching environmental and sustainability issues. The scho-ol competitions helped involve the children, but also the families. The program was focusing mostly on energy efficiency, waste and visions for the future.

• Website dedicated to stakeholders, including a blog where stakeholders can provide inputs, comments, sugge-stions for the 2050 Roadmap.

The main results of this actions were:An effective showcase of the project: sharing of objectives, in-volvement of stakeholders in the project events, dissemination of result;

Exchange of points of view and opinions regarding energy effi-ciency, mobility, smart city, waste management;

Collections of ideas and proposal for the development of the city, for the definition of the political strategies and for the set-up of the local Roadmap to 2050.

6. LOCAL ENERGY ROAD MAP

The path developed within the project Imagine, in these two years has allowed the coordination group to gather and synthesize a series of concrete propo-sals to get a road map which has the objective to drive the initiatives on the sustainable development of the city of Modena to 2050.

The design outlined in this Local Energy Road Map will be submitted in order to share content and to confront with the political forces through the tools available by the city council, with the goal.

The objectives of the Road Map for the energy that the Municipality of Mode-na aims to achieve by 2050 are those listed below, structured according to the five distinct areas that were identify previously:

URBAN PLANNING • Promote urban planning that allows a growth and development of the urban

fabric with zero increase in land use, starting from 2030.

• Increase population density favoring the integration of urban destinations and reducing urban sprawl.

• Exploit residual areas for the cultivation of biomass for effective environ-mental mitigation and energy exploitation.

• Mapping the energy consumption in the territory in order to obtain infor-mation about the energy class of all buildings.

CONSTRUCTION AND BUILT ENVIRONMENT • Encourage the redevelopment of existing built environment with the aim of reducing the consumption of fossil

fuels and to achieve the highest number of passive houses (buildings to nearly zero consumption).

• Promote the construction of homes active for all new buildings.

MOBILITY AND TRANSPORT • Encourage the dissemination and use of electric vehicles and clean fuels (eg. Hydrogen).

• Encourage mobility with low environmental impact by encouraging the widespread use of bicycles for traveling a short distance and the public transport in general and the collective mobility (car pooling, car sharing), discou-raging the use of private vehicles.

• Convert public transport by using vehicle with zero impact.• Review the urban mobility, by encouraging the mobility of pedestrians and cyclists at the expense of motor vehi-

cles.

• Identify alternative methods for the logistics of goods within the city (drones transport, intermodal hubs inter-change, etc.).

• Increase the efficiency of intermodal public transport.

• Redefining the time , the mobility and the manner of living individual and collective differentiating the organiza-tion of job and leisure

ENERGY - SMART COMMUNITY - SMART CITY • Stimulating plant systems that allow you to heat the rooms through the use of alternative energies alone (target

100% renewable energy).

• Achieving the goal of 100% renewable energy.

• Encourage the creation and development of companies/research centers to identify renewable energy systems more efficient than the current technologies (gasification of biomass energy utilization of lightning,cold fusion, etc.), as well as the exploitation of waste energy (wind winds artificial biomass from cuttings, agricultural by-products, etc.).

• Encourage energy audits of production activities (Energy and Mobility business managers).

• Total conversion of public lighting in terms of technology (eg. LEDs) and its management.

• Encourage the generation of electricity and thermal energy distributed at the expense of that centralized.

• Exploit the potential offered by information networks and digitization of the administrative and bureaucratic pro-cedures or the use of open source procedures for citizens

• Develop ICT systems on public networks and smart applications for everyone.

LIFE STYLE AND WELL-BEING• Encourage use of potable water from aqueduct in order to dwindle the purchase of bottled water

• encourage the dissemination of food products from organic farming.

• Promote actions to sustainability education and civic education in school curricula in order to increase aware-ness on environmental issues.

• Disseminate best practices of sustainability (environmental, cultural, economic and social) made by the public bodies

• To inform and to raise awareness towards new technologies and use them to improve the quality of life.

• Identify new socio-economic indicators useful to measure the well-being of the community.

• Encourage the diffusion of space-sharing for working people (co-working) and the areas of co-housing.

• Develop the comprehension of the environment as an economic factor, making explicit the external costs of envi-ronmental processes induced by unsustainable practices.

• Encourage and reward behavior environmentally and energy virtuous of the citizens by using several systems to monetize and/or taxation of energy waste and unsustainable behavior (creating a “bank” of credits / debits environment).

• Develop the concept of time-sharing and time value of sustainability against the economic value (Time is more important than money. We can live better with less and sharing resources and experiences - Create place to share. Create time to share.

• Necessity of time to achieve the objectives of sustainable development: citizens need to know how the garden and even a play take time to be implemented and ponder after seeing it)

• Find out a way to provide economic incentives for environmentally and energetically in order to reward virtuous behaviors of citizens and monetize / taxing energy waste and unsustainable behavior.

7. IMPLEMENTATION PLAN OF ENERGY ROAD MAP

The Road Map can be a political choice at the moment it represents a com-mitment for the next Plans of perspective (eg. Urban planning, mobility, etc.) to share a strategy to develop highly sustainable urban planning.

The Road Map is both the final objective that thread to be followed in the choice of economic, social, territorial, urban planning, construction, energy that the city will have to give in the coming years.

The road map becomes a shared project by the population at a time when every citizen is committed to sign it and the implementation of one or more points of it.

This action will be initiated by subsequent communications projects and tea-ching focus on the student population that is more than any other citizen of the future and at the same recipients of the choices in the city. This action helps to ensure continuity to the topics covered in the project Imagine and the contents in the Road Map.
