IITs the New Talent Pool for Electric Vehicles Sector
Good old Indian Institutes of Technology (IITs)
may have the answer to the shortage of talent
and new technologies faced by auto majors to
fuel their electric vehicles (EV) dreams.These
premier engineering institutes have their hands
full with cutting-edge technologies and are also
simultaneously rolling out new courses relevant
to EVs to churn out engineers in this new domain.
IITs are also becoming a popular hiring ground for
engineering talent for the auto firms.For starters, IIT Delhi is launching a
master’s degree programme on automotive and EVs on popular demand from
the industry. A highly placed source confirmed that this programme is in the
final stages of being launched in consultation with leading auto companies. “IITs
are known for reinventing their course to match the needs of the industry. This
master programme by IIT Delhi may start by next academic year,” said a highly
placed government official privy to this information.Many ace auto recruiters
are also making a beeline to the IITs for talent. For instance, major automobile
companies such as Mahindra & Mahindra, Tata Motors, Maruti Suzuki, Bajaj
Auto, among others, have been heavily recruiting students for research and
development work on EVs from IIT Roorkee. “In the last year, the number of
job offers in this sector increased by around 30%,” said Arup Kumar Das, faculty
advisor, Society of Automotive Engineers, IIT Roorkee Motorsports (students
group which works on electric vehicles and participates in Formula Student
competitions).Companies such as Tata Motors have partnerships in place with
engineering institutes like IIT Bombay, IIT-BHU, BITS Pilani, Thapars University,
College of Engineering Pune and NITs like Trichy, Jamshedpur etc. “We strive to
continuously develop talent, especially from the bright young talent crop we
hire from several leading engineering institutes every year,” said the Tata
Motors spokesperson.“These institutes help us not only in co-development of
some of the technologies but also identify talent in live development
environment while we strive to develop the industryready talent by co-creating
course curriculum and faculty development programme at these institutes,” he

said.As most electric auto/rickshaws currently manufactured are designed for
the plains and not suitable for the hills, IIT Mandi is working on EVs suitable for
the hills. “IIT Mandi is working with several leading manufacturers to monitor
and evaluate the performance of these e-auto/e-rickshaws in a hill terrain to
understand upgrades required in terms of power range and stability,” said
Shyamasree Dasgupta, assistant professor, school of humanities and social
sciences, IIT Mandi. “We are also aiming to develop an appropriate business
model for e-autos,” said Dasgupta.At its recently launched centre for battery
engineering and EVs or C-BEEV, IIT Madras is carrying out research along with
a number of companies that include Essel Green, Lohia, Kinetic India,
Electrotherm, Mahindra, Amara Raja, Exide, on public EV transport system.

Dutch start-up Three Wheels United bets big on e-auto
rickshaws
With growing public interest in electric vehicles, a Dutch start-up Three Wheels
United (TWU) is betting big on the electric autorickshaw market. The company
is offering loans to drivers to own electric autorickshaws, especially in south
and western India. “We are now looking to raise $1 million through equity and
debt to disburse first the 500 loans for electric autorickshaws,” said Tandong
Cedrick Neba, founder, TWU. The company, founded in 2016, has invested a
total of $1.5 million in India till now. So far, the company has disbursed loans in
India to 2,200 drivers for owning four-stroke less polluting vehicles (non e-
autorickshaws), in partnership with a nationalised bank. The company is
tapping the potential by partnering with Mahindra. “We will launch 500 electric
autorickshaws in November 2018 that will be available in Chennai, Bengaluru,
Hyderabad and Pune,” said Neba. TWU will enable drivers avail the loan and
take care of the repayment.
Attractive EV market- The loans are collected on a daily or weekly basis using
innovative technology to ensure low operational cost. The company has
partnered with the Microsoft Research and has developed a fintech app on
android (PRAYANA) applying behavioural science to make loan repayment

smart, and intuitive.The government has launched the National Electric
Mobility Mission Plan 2020 that envisages sale of 6 million electric and hybrid
vehicles in the country. This is giving impetus to the electric vehicle (EV) market
in India, which is attracting investments in the recent times.

Shifting gears to roll out electric vehicles
The global automotive industry is on the verge of a big disruption. Digitisation,
increasing automation, and new and emerging technologies would
revolutionise the way people move. The Indian automotive industry has begun
to feel the ripple effects of this global disruption. How prepared are automotive
stakeholders and consumers? With growing concerns towards sustainable
development and mitigating climate change, there is a need to shift from the
current unsustainable approach to a more sustainable effort. Urban passenger
mobility has undergone significant changes over the past few decades due to
rapid industrialisation and the boom of the IT sector. Travel patterns have
become increasingly complex and difficult to predict and manage. This has put
increasing pressure on bigger cities and their transport and infrastructure.
Challenges in India- According to McKinsey & Co, four technology-driven trends
— electrification, shared mobility, connectivity and autonomous driving — are
leading the automotive industry to this disruption. These trends will shift
markets and revenue pools, change mobility behaviour and build new avenues
for competition and cooperation. This would bring a shift in consumer
behaviour and their buying pattern, although it would be interesting to watch
how this trend changes geographically and across continents. Globally, revenue
pools from conventional sources such as one-time vehicle sales and
aftermarket sales could continue to grow at their current pace. How prepared
are we in India to look at sustainability as a larger issue and adopt newer and
alternative sources of technology, namely, electrified vehicles? The automotive
market in India is going through a rapid metamorphosis, offering many choices
to consumers beyond just internal combustion engine (petrol/diesel).

Electrification issues- Electrification of vehicles — a sustainable solution to
counter the growing levels of vehicle pollution in metros — is of particular
importance to India today. The automotive industry is already feeling the
effects of electrification or e-mobility, both globally and in India. By 2030,
electrification could lead to electrified vehicles holding a substantial share (up
to 50 per cent of new vehicle sales in a breakthrough scenario) of the global
automobile sector, according to McKinsey & Co. If India sees a similar
momentum, it will significantly impact manufacturers across the automotive
value chain. This would mean that the customer would be “spoilt for choices in
technologies”. With the narrowing price gap between petrol and diesel, and the
propensity to consume growing among urban families, no doubt the demand
for cars is increasing. Today, consumers are well read, more informed about the
new technologies which car manufacturers have to offer. Now the demand is
shifting more based on convenience and sophistication, not to forget the
awareness and inclination towards safety. Today, there are multiple options
available in each segment and consumers are educated to make comparisons
and decide for themselves. While global EV sales remain low, examples from
other countries indicate that various factors — a mix of push and pull — could
determine the pace of EV penetration in India. If we have to address the
challenges our country is facing – the increasing fuel import costs and pollution
— this can be managed with hybrids. We will have to work on it to see the
challenges and find solutions to resolve them. The main challenge with electric
vehicles is infrastructure, charging stations, charging time. Besides, the
challenge of import dependence for battery would not support ‘Make in India’.
The move to e-mobility is inevitable. Here, the pertinent question is the time
for the market to adopt. It brings with it challenges and opportunities for the
automotive industry and the broader ecosystem to capitalise on new
technologies; in the process, reap substantial economic benefits and reduce
dependence on fossil fuels, thereby reducing carbon footprints. Concerted
efforts by key stakeholders can help EVs and hybrids become a self-sustaining
and profitable market in the near future. As e-mobility penetrates worldwide,
the cost structure of vehicles is likely to change. The market for ICE (Internal
Combustion Engine) components like engine and transmission could shrink
gradually while key components and systems related to EV motors and battery,

charging technology, power electronics and EV software could see significant
growth. With evolving technology across key components, companies have
enough room to expand their play. While the western world and the developed
car markets are working hard on the next level of evolution — autonomous
driving and IoT sparking the growth of connected cars — as a country we need
to think what is sustainable for the nation. But the final word would be that of
the consumers.

पेट्र ोल-डीजल कारें 2030 तक बंद होगंी
भारत समेत 14 देश अगले दो दशकोों में पेट्र ोल-डीजल की कारोों की बिक्री को िोंद करने की तैयारी कर
रहे हैं। इलेक्ट्रर क कार या स्वच्छ ईोंधन से चलने वाली कारें इनकी जगह लेंगी। वैबिक सवेक्षण िीएनईएफ
में यह दावा बकया गया है। ररपोट्ट के अनुसार, सिसे पहले 2025 में ऑक्ट्रर या और नावे जीवाश्म ईोंधन से
चलने वाली कारोों को िोंद करें गे। ऑक्ट्रर यन एनवायरमेंट् एजेंसी ने अपनी ररपोट्ट में दावा बकया है बक उनके
देश में 2025 के िाद जीवाश्म ईोंधन से चलने वाले वाहनोों की बिक्री की इजाजत नही ों होगी। यबद ऐसा
होता है तो ऑक्ट्रर या पहला देश होगा, जो पेट्र ोल-डीजल की कारोों को प्रबतिोंबधत करेगा। ऑक्ट्रर या के साथ
नावे भी यह लक्ष्य हाबसल करेगा। भारत, चीन, बफनलैंड,आयरलैंड, जमटनी और स्लोवेबनया 2030 तक यह लक्ष्य
हाबसल कर लेंगे। लोंदन, लाोंस एजेंबलस, पेररस, रोम, केपट्ाउन, बू्रसेल्स, समेत 20 शहरोों में पेट्र ोल-डीजल की
कारें नही ों होोंगी। ररपोट्ट में इन देशोों द्वारा बवबभन्न मौकोों पर की गई घोषणाओों को आधार िनाया गया है।
भारत सरकार जल्द ई वाहन नीबत की घोषणा करेगी।

मेथेनॉल से चलने वाली बाइक का इंजन तैयार
अि आपकी िाइक पेट्र ोल से नही ों मेथेनॉल से भी फराटट्ा भर सकती है। इससे न तो मोंहगे पेट्र ोल से आपके
घर का िजट् बिगड़ेगा और न ही वातावरण प्रदूबषत होगा। आईआईट्ी कानपुर के प्रो. अबवनाश अग्रवाल
की ट्ीम ने ऐसा इोंजन तैयार बकया है, जो िाइक में लगने के िाद मेथेनॉल से चलेगा। िुलेट् पर सफल

ट्र ायल के िाद अि 125 सीसी इोंजन वाली िाइक पर इसका प्रयोग बकया जा रहा है। यह पेट्र ोल से तीन
गुना सस्ता होगा। बपछले तीन वषों की लगातार मेहनत के िाद आईआईट्ी कानपुर के मैकेबनकल इोंजीबनयररोंग
बवभाग के प्रो. अबवनाश अग्रवाल और उनकी ट्ीम ने ऐसा िाइक का इोंजन िनाया है बजसमें पेट्र ोल के
स्थान पर मेथेनॉल का सफाल इसे्तमाल बकया है। अभी तक सरकार पेट्र ोल में 10 से 15 फीसदी मेथेनॉल
बमलाकर पेट्र ोल की समस्या को कम करने की िात कह रही थी। जिबक प्रो. अग्रवाल ने 85 फीसदी
मेथेनॉल और 15 फीसदी पेट्र ोल या अन्य गैस को बमलाकर तैयार फू्यल से िाइक चलाने में कामयािी पायी
है। प्रो. अग्रवाल ने िताया बक सोंस्थान में बपछले एक वषट के दौरान 350 सीसी से 500 सीसी वाली िुलेट्
पर इसका प्रयोग बकया गया। करीि छह माह के ट्र ायल के दौरान बकसी तरह की कोई परेशानी नही ों
आई। गाड़ी का एवरेज भी पेट्र ोल के समान ही रहा तो उसकी गबत में भी कोई अोंतर नही ों आया। अि
इसका प्रयोग 125 सीसी इोंजन वाली िाइक में बकया जा रहा है। एक िड़ी िाइक बनमाटता कों पनी के साथ
इसका ट्र ायल चल रहा है। पूरी तरह सफल होने के िाद मेथेनॉल से चलने वाला इोंजन लगाकर ही िाइक
िाजार में उतारी जाएगी।
पेट्र ोल से तीन गुना सस्ता ईधंन- प्रो. अबवनाश ने िताया है बक पेट्र ोल की अपेक्षा मेथेनॉल काफी सस्ता है। मेथेनॉल
की कीमत करीि 20 रुपये प्रबत लीट्र के करीि आती है। साथ ही गाड़ी के एवरेज में भी कोई खास अोंतर नही ों आता है।
इससे िाइक चलाना करीि तीन गुना से अबधक सस्ता हो जाएगा।
मेथेनॉलक्या है ?
मेथेनॉल हल्का, वाष्पशील, रोंगहीन, ज्वलनशील द्रव है।
यह सिसे सरल अल्कोहल है। यह जैवईोंधन के उत्पादन में भी उपयोगी है।
यह प्राकृबतक गैस, कोयला एवों बवबभन्न प्रकार के पदाथों से िनता है।

Railways waiting for regulatory green signal to conduct trial run of LNG train
After a successful experimental run with compressed natural gas (CNG), Indian Railways has set its eyes on liquefied natural gas (LNG) as an alternative fuel option. The transporter is awaiting regulatory approvals for conducting trials. LNG requires less storage space than CNG which makes it a more efficient and convenient option. By storing LNG in the same space as CNG, trains can run for three times the distance, according to experts. The CNG experiment was conducted on 21 trains. LNG is being tried out in Russia, North America and Spain. The CNG experiment- Of the trains running on CNG, 20 are in the Northern Railways and one in South Central Railway. A decision on scaling up CNG train-run experiment depends on whether more refuelling A CNG experiment was conducted on 21 train’s stations can be set up. Theoretically, use of CNG resulted in 8-11 per cent savings against a similar train running on diesel.

However, in CNG-based trains, the Railways has fitted cascades, a group of cylinders, with storage space for CNG that takes away the space equivalent to a third of a full coach. Replacing the energy storages with seats, would have resulted in extra revenue for the Railways.Now, it wants to try out LNG as alternative fuel and estimate the savings it can make. LNG scores over CNG in several areas including space required for storage which means a train can run for a longer distance with the same quantity of LNG. “In the space allocated for CNG storage in trains, Railways can store LNG, which will generate three times the energy. In simple terms, same amount of LNG stored in the space meant for CNG can haul a train for a much longer distance without requiring refuelling, and thus without having to stop,” Subodh Kumar Sagar, Chief Mechanical Engineer, Indian Railways Organisation for Alternate Fuels (IROAF), said in a conference recently. Railways needs a regulatory mechanism to install the storage in trains and in terminals, from Lucknow-based Research Designs and Standards Organisation (RDSO) and Nagpur-based Petroleum Explosive Safety Organisation. The Railways now requires a network of LNG fuelling points to ensure refuelling capacity. Trial run- For the trials, the Railways mulls attaching an LNG tanker to a train which can be refuelled at the end of the journey. The cost-benefit analysis is yet to be finalised. Based on early estimates, a railway official explained, “Installing an LNG tanker will require 30 per cent higher capital expenditure than CNG, while the running cost of LNG will be cheaper by 40 per cent.” The biggest expenditure will be on the refueling infrastructure, which will have to be decided at a national level. The refueling infrastructure requires points for storage, retail, decantation, and filling the tanks. “Railways had increased its adoption of biodiesel in 201516 and 2016-17 which dropped in 2017-18. This dip can be attributed to GST implementation which impacted biodiesel makers. Biodiesel became more expensive than diesel,” said an official. Another alternative energy that Railways has started adopting is solar, both at stations and on trains... Flexi-solar panels for trains, developed by public sector unit Central Electronics Ltd, are able to generate enough power to meet the lighting and fan requirements of coaches.

Pollution plan in city from Oct. 15

generators banned in the Delhi-National
Capital Region (NCR) from Monday, when
officials plan to implement the so-called
Graded Response Action Plan (Grap), laying
down stringent measures and enforcing
restrictions to combat air pollution. The
announcement came as farmers said they will begin burning crop residue and
weather officials predicted a change in the wind direction – factors that can
significantly worsen air quality in the national capital and cities on its outskirts.
Grap, drawn up in response to an increasingly severe air quality crisis that has
hit the NCR in recent years during winter, will also trigger restrictions such as
the odd-even road rationing scheme and a ban on construction activity if the
air quality deteriorates to levels seen in 2016 and 2017 when pollution was
briefly considered a public health emergency. According to the Central
Pollution Control Board, which met on Thursday, the air quality index has been
in the ‘poor’ category since the first week of October and is likely to deteriorate
to ‘very poor’ later this month as atmospheric conditions change. For this time
of the year, officials said, the air quality has been marginally better than last
year as weather has been windier – which helps clear local pollution —and
farmers in Punjab and Haryana are yet to begin clearing their fields after paddy
harvest. The fields are often cleared by setting crop residue on fire, which sends
millions of tonnes particulate matter into the atmo–sphere that then drifts and
settles over Delhi and adjacent regions. “Harvest is very late this time because
of untimely rains in September. Government also direc–ted us to harvest late
because the crop was not ready in many parts. Fires will pick up now. Farmers
have no option but to burn stubble because 70% of them haven’t got farm
equipment to dispose stubble,” said HS Lakhowal, general secretary of the
Bharatiya Kisan Union, Punjab. According to the India Metrological
Department’s inputs to CPCB, wind direction will change to north-northwest
from Oct 12, which may bring in pollutants from Haryana and Punjab. The CPCB
asked the Haryana and Punjab governments on Thursday to enforce the ban
against stubble burning. This would mean taking action against farmers. “We

cannot share the comparative data on stubble burning because it’s a politically
sensitive matter,” said Prashant Gargava, member secretary, CPCB. The CPCB
has deployed 41 inspection teams that started monitoring air pollution sources
in Delhi-NCR from September 15, and they have found violations such as open
dumping of construction and demolition debris, open waste dumping and even
garbage burning. A senior official, who asked not to be named, said violations
were being reported and agencies will be asked to step up enforcement.

प्रदूषण से घरोों को सुरक्षा प्रदान करेगा और िाहर की जहरीली हवा क्ट्खड़की और दरवाजोों से अोंदर नही ों
आ पाएगी। आईआईट्ी के इनकू्यिेशन सेंट्र की मदद से पूवट छात् प्रतीक शमाट, तुषार व्यास और जबतन
केवलानी ने टै्क्सट्ाइल बवभाग के प्रोफेसर अिनी अग्रवाल और मोंजीत जप्पल के साथ बमलकर यह बवशेष
जाल तैयार बकया है। इसे नैसोबफल्टर पॉलू्यशन नेट् नाम बदया गया है। इस जाल को क्ट्खड़की या दरवाजोों
में लगाकर प्रदूषण को घर में घुसने से रोका जा सकता है। प्रतीक ने िताया बक नैनो तकनीक से तैयार
यह जाल हवा में मौजूद प्रदूषक कणोों को छाोंट्ने में सक्षम है। इसमें िहुत ही िाररक छेद हैं, जो प्रदूषण
के सिसे छोटे् कण पीएम 2.5 माइक्रो कू्यबिक को रोकने में कारगर हैं। यह जाल मच्छरोों को रोकने में
भी सहायक है। उन्ोोंने िताया बक इस जाल से आसानी से हवा अोंदर -िाहर आ-जा सकती है। प्रदूषक
कणोों के जमा हो जाने के िाद इसे आसानी से कपड़े के जररए भी साफ बकया जा सकता है। गौरतलि
हैबक बदल्ली में प्रदूषण की वजह से हर साल लाखोों लोग प्रभाबवत होते हैं।
बाहर के मुकाबले घरो ंमें अधधक प्रदूषण-घर में अगरित्ती, धूप जलने या बकचन से बनकलने वाले धूएों
के कारण पहले ही प्रदूषण ज्यादा होता है। वही ों िाहर से धूल या प्रदूषक कण भी अोंदर आ जाने से
प्रदूषण का स्तर िढ़ जाता है।पूवट में कई ऐसे अध्ययन आ चुके हैं, बजनमें कहा गया है बक बदल्ली में
िाहर की तुलना में घरोों के अोंदर 10 गुना प्रदूषण होता है।

हालात न सुधरे तो और कड़े उपाय करें गे : कोट्ट
सुप्रीम कोट्ट ने कें द्रीय प्रदूषण बनयोंत्ण िोडट (सीपीसीिी) और राज्य प्रदूषण िोडट से 14 बदनोों (बदवाली से
सात बदन पूवट तथा सात बदन िाद) का अध्ययन करने को कहा है। वे देखेंगे बक वातावरण में िेररयम,
अलु्यमीबनयम और आयरन तथा अन्य प्रदूषक तत्ोों का क्या स्तर है। ये सोंस्थाएों अपनी ररपोट्ट कोट्ट को देंगी
और इन पर सुनवाई 11 बदसोंिर को होगी। कोट्ट ने कहा, यबद हालात नही ों सुधरे तो और सख्त उपाय
बकए जाएों गे। जक्ट्रस एके सीकरी और जक्ट्रस अशोक भूषण की पीठ ने कहा बक अनुचे्छद 25 (धाबमटक
प्रथाओों की आजादी का अबधकार) को अनुचे्छद 21 (जीवन और व्यक्ट्िगत आजादी का अबधकार) के
बलए रास्ता देना होगा। कोट्ट ने कहा, हमें सोंतुलन िनाना होगा और देखना होगा बक क्या शतें लगाई जाएों
बजनका स्वास्थ्य पर नू्यनतम प्रभाव हो। पीठ ने कहा, ऐसी धाबमटक प्रथा जो लोगोों के स्वास्थ्य और जीवन को
खतरा पैदा कर रही है, उसे सोंबवधान के अनुचे्छद 25 का सोंरक्षण नही ों बदया जा सकता। पट्ाखोों के पक्ष
में इों बडक कलेक्ट्रव ने दलील दी थी बक बदवाली पर पट्ाखे जलाना धाबमटक प्रथा है, बजसे सोंबवधान के
अनुचे्छद 25 का सोंरक्षण प्राप्त है। कोट्ट ने इस दलील पर भी चचाट की बक पट्ाखोों पर प्रबतिोंध से लाखोों
लोगोों के रोजगार पर आोंच आएगी और सरकार को राजस्व का नुकसान होगा। कोट्ट ने कहा बक आबथटक
तोंगी का तकट लोगोों के स्वास्थ्य के क्ट्खलाफ बदया गया है। पट्ाखे जलाने से स्वास्थ्य का खतरा बवबभन्न
िीमाररयोों जैसे अस्थमा, ब्रोोंकाइबट्स, तोंबत्का तोंत् प्रणाली को कमजोर करने के रूप में सामने आता है। यबद

फैरररयोों और होट्ल-रेस्तराों पर गाज बगर सकती है। बदल्ली प्रदूषण बनयोंत्ण
सबमबत (डीपीसीसी) ने सभी उद्यमोों व होट्ल-रेस्तराों के बलए साफ ईोंधन के
इसे्तमाल के बलए 90 बदन की समय सीमा बनधाटररत की थी, जो 30 बसतोंिर
को समाप्त हो गई है। बदल्ली में खासतौर पर सबदटयोों के दौरान हवा में
प्रदूषण खतरनाक स्तर पर पहुोंच जाता है। पड़ोसी राज्योों में जलाई जाने
वाली पराली को इसके बलए मुख्यतौर पर बजमे्मदार माना जाता है। हालाोंबक,
स्थानीय वजहोों से भी अलग-अलग बकस्म का प्रदूषण हवा में घुलता है।
इसके बलए डीपीसीसी ने इस साल 29 जून को अनुमोबदत ईोंधनोों की सूची
जारी की थी। इसमें स्वच्छ ईोंधन में िीएस-4 के स्तर वाला डीजल, पेट्र ोल, प्राकृबतक गैस (सीएनजी-पीएनजी)
एलपीजी और िायोगैस शाबमल हैं। अबधसूचना में सभी उद्यमोों को 90 बदनोों के भीतर स्वच्छ ईोंधन का
इसे्तमाल करने के बनदेश बदए गए थे। उद्यमोों के बलए एलपीजी या पीएनजी (पाइप्ड नेचुरल गैस) का ईोंधन
के तौर पर इसे्तमाल आवश्यक हो गया है। इसके अलावा अन्य प्रकार के ईोंधन का इसे्तमाल करने वाले
उद्यमोों पर कारट वाई की जा सकती है। जिबक, कोयले का इसे्तमाल करने वाले होट्ल, रेस्तराों , िैंके्वट् हॉल,
भोजनालयोों या बफर तोंदूर इसे्तमाल करने वाले अन्य उपक्रम आबद पर भी कुछ पािोंदी लगाने की िात कही
गई है। कोयले का इसे्तमाल करने के बलए इन्ें कम उत्सजटन वाले कों ट्र ोल बसरम लगाने के बनदेश बदए
गए थे। शमशान और अन्य धाबमटक कायटक्रमोों के बलए लकड़ी का प्रयोग बकया जा सकता है। जिबक, इस्त्री
करने के बलए भी कोयले का प्रयोग बकया जा सकता है। अन्य प्रकार के ईोंधन के प्रयोग को पूरी तरह से
प्रबतिोंबधत बकया गया है। एक वररष्ठ अबधकारी के मुताबिक, बदल्ली में अनुमोबदत ईोंधन की सूची तीन महीने
पहले ही जारी कर दी गई थी। उद्योगोों, होट्ल, रेस्तराों आबद को इसके बलए बनदेश जारी बकए गए थे। िावजूद
इसके यहाों स्वच्छ ईोंधन का इसे्तमाल शुरू नही ों करने वालोों पर कारटवाई होगी।
िेिड़ो ंमें बैठ जाते हैं प्रदूषण के कण- बवशेषज्ोों के मुताबिक, फैरररयोों, होट्ल-रेस्तराों या अन्य जगहोों पर
इसे्तमाल बकए गए ईोंधन से कािटन का उत्सजटन होता है। यह उत्सजटन हवा में उड़ने वाले छोटे् धूल कणोों
पर िैठ जाते हैं। इससे उनके ऊपर हाबनकारक तत्ोों की परत जैसी जम जाती है। साोंस के जररए हमारे
फेफड़े में यह कण चले जाते हैं और इसके चलते स्वास्थ्य सोंिोंधी तमाम परेशाबनयाों पैदा होने लगती हैं।
इसबलए सुरबक्षत और स्वच्छ ईोंधन के इसे्तमाल को हमेशा ही िढ़ावा बदया जाता है।

Waste-to-energy plants polluting air, NGT told
The waste-to-energy plants at Okhla, Ghazipur and Bawana in the national
Capital are not complying with emission standards and are causing air pollution,
a committee has informed the National Green Tribunal A joint inspection
committee of Central Pollution Control Board (CPCB) and Delhi Pollution
Control Committee (DPCC) told a bench headed by NGT chairperson Justice A K
Goel that the three plants are not complying with the standards of the
particulate matter. Taking note of the report, the green court said if the project
proponents fail to maintain the standards, even after rectifying the deficiencies
noticed in the joint inspection report, the Central Pollution Control Board may
recommend imposition of fine for the environmental damage caused by them.
The NGT also directed the CPCB to send a copy of its report to the project
proponents of Okhla, Ghazipur and Bawana waste-to-energy plants for
compliance and conduct another inspection within a month in view of the fact
that the earlier inspection was carried out in February. “We do not find any
ground to accept the prayer for relieving the Central Pollution Control Board of
its requirement in monthly monitoring. If there is a manpower constraint, it is
for the CPCB to make appropriate arrangement for discharging its functions.
This cannot be a ground to avoid responsibility under the binding directions of
this tribunal,” the bench said. NGT had earlier directed the Delhi government
and the civic bodies to submit an action plan for identifying alternative landfill
sites and setting up waste-toenergy plants in the city. It had said that it was
unfortunate that at a time when Delhi was grappling with the huge quantum of
waste to the tune of 14,000 metric tonnes daily, the authorities were involved
in a “blame game” and showing an irresponsible attitude. With the rapid
development and massive urbanisation, the waste generation was increasing
daily which has resulted in the saturation of the existing landfill sites which can
handle only up to 7,000 metric tonnes of waste, the tribunal had said.

No honking on 60 stretches as cops wage war on noise
pollution
Traffic cops may flag you down from next week if you honk at Mandir Marg or
on Ring Road near Panchsheel Enclave. The police have come up with a list of
60 stretches, including some on the busy Ring Road, which have been marked
as no-honking zones. From next week, teams will be deployed on these
stretches to book drivers found honking. The nohonking rule will also be
enforced around 100 metres at 250 traffic signals. Joint commissioner (traffic)
Alok Kumar said the list had been uploaded on the Delhi Traffic Police website
a week in advance to make people aware about the step. “As honking also has
environmental concerns, we have taken it up as a drive to make people aware
about its ill effects,” said Kumar. A fine of Rs 100 is marked for these zones, but
cops agree that little can be done to enforce the law due to lack of equipment
to measure the decibels. The concept of a notolerance zone in Lutyens’ Delhi,
mooted by NDMC in 2013, could be only partially implemented on all 40
designated stretches. An RTI reply states the traffic police has only 15 noise
meters for the entire city. Police officers also admit that prosecutions for noise
pollution are low due to priority being given to checking other violations. During
a study last year, Central Pollution Control Board had found that incessant
honking was the biggest source of noise pollution in a city like Delhi. “The horn
is the potent weapon in a driver’s hand and he uses it more often than not. This,
obviously, creates stress, leading to aggression and road rage. As the capital has
expanded beyond Ring Road and Outer Ring Road, which earlier defined its
boundaries, colonies have come up right next to busy traffic corridors,” said a
senior police officer. Even the areas near schools and hospitals that are
supposed to be no-honking zones are not spared. Because of obstructive
parking and sheer numbers, the traffic flow gets hampered and noise levels go
up manifold, almost twice the permissible limit of about 55dbs. About 40
complaints come daily from congested residential areas during festive seasons.
Only a meagre fine of Rs 100 is imposed for a violation. It goes up to a maximum
of Rs 300 with subsequent offences.

week. A combination of satellite images
by NASA from October 3, 2017 (left) and October 3, 2018 show fewer red spots
signifying farm fires in northern India. Paddy harvest started on September 15
and famers have now started clearing their fields of stubble to ready it for
sowing wheat. Both states have banned stubble burning but farmers still do it
because they don’t have the agricultural equipment to clear the fields quickly
and manual field labour is expensive. Crop stubble burning is linked to a sharp
spike in air pollution levels in Delhi because it also coincides with the festive
season when there is heavy traffic, burning of firecrackers and northwesterly
winds, which bring pollution to Delhi from Punjab and Haryana. The exact
contribution of PM 2.5 from crop stubble burning to Delhi’s pollution levels has
not been assessed yet. The Centre allocated Rs 1140.3 crore in the Budget for
agricultural mechanisation. The new policy for in-situ management of crop
residue that includes combine harvesters with a separate straw management
system -- a cutter, spreader and a happy seeder for sowing of wheat. More
farmers now have access to the machinery compared to last year, which has
led to reduced fires. Moreover, paddy output in Haryana and Punjab has also
reduced because of untimely rains. In August, NASA sciences and exploration
directorate published highlights from an ongoing research on the link between
crop production, crop residue fires and air quality over northern India. The
study, authored by scientists Hiren Jethva and Omar Torres from the
Universities Space Research Association, used data from the agriculture
ministry to show that post-monsoon the rice production in north-western India
increased by 0.18 million tonnes per year between 2002 and 2016. The rise is
consistent with the rise in the number of crop fires in Punjab and Haryana, from
about 8,000 in 2002 to about 16,500 in 2016. Jethva also finds a parallel

increase in aerosol loading (air pollution particles) during these years. The
Central Pollution Control Board (CPCB) has just started receiving data on crop
fires in Punjab and Haryana. “The initial reports show fires are less this year.
There are reports of only eight fires from Haryana so far. Though the wind
direction is northwesterly there is no alert yet from Indian Meteorological
Department (IMD) on any significant deterioration in air quality in the next
couple of days. In fact, conditions will be favourable in Delhi for dispersal of
pollutants on October 5,” said V K Shukla, in-charge of CPCB’s air lab. This trend,
however, may change if all farmers have access to farm machinery or diversify
their crop by moving away from the paddy-wheat combination

NASA data to help monitor dust, smoke pollution in NCR
Beginning 2021, ‘speciated air pollution data’ from the National Aeronautics
and Space Administration’s (NASA) Multi-Angle Imager for Aerosols (MAIA)
satellite will be used by Delhi researchers to analyse how the health impact of
dust pollution differs from that of crop burning.Delhi and its neighbouring areas
are one of the 12 geographical locations for which the satellite will provide
speciated air pollution data. Of the 12 locations, three are in Asia -- Delhi,
Beijing and Israel.Set to be launched in 2021, the payloads aboard the MAIA
satellite will analyse electromagnetic radiations and waves to study the sizes,
compositions and quantities of particulate matter in the air.In Delhi — one of
the most polluted cities in the world — road dust, vehicular emission and crop
burning in neighbouring states are major sources of air pollution, especially in
winter months. “This is the first time any satellite is attempting to provide
speciated data, meaning we will be able to clearly tell whether it is the gaseous
components or the volatile organic compound leading to pollution,” said
Sangnik Dey, an international collaborator of the MAIA mission.Since the data
will be for a 400x400 sq km area for a few hours every day, Indian Institute of
Technology Delhi is working with a team of international collaborators on an
algorithm that combines the satellite feed, ground-based sensor inputs and a
chemical transport modelling to provide continuous 24-hour speciated

data.“The satellite will provide data on pollution and pollutants only for the
period that it is passing over India. Using this data, we will develop a chemical
transport modelling to see how the pollutants are dispersed over the day and
then combine this with data from ground-based sensors to have a dynamic
pollution data,” said Dey.The speciated data will be useful for policymakers to
identify and target different sources of air pollution on a real-time basis over
the entire geographical location without adding more ground-based sensors.
“If we have speciated data, we will be able to tell whether the pollution
particles are acidic or alkaline, whether they are radioactive, or whether they
are negatively or positively charged. This information will be crucial for studies
on impact of pollution on human health. Apart from that, it will also help us
identify the likely sources of pollution. The data will be as good as source
apportionment data and can help policymakers control specific sources of
pollution,” said D Saha, former head of Central Pollution Control Board’s air
quality lab. “Continuous speciated air pollution data is not available anywhere
in India. The isolated data available is from chemical analysis of the pollutants
in laboratory,” his added.Currently, data from satellites are able to tell the
particulate size alone. “Although ground-based sensors provide the best
pollution data, monitoring pollution using satellite is useful in a country as large
as India. It can present the whole picture without additional cost,” said Dey.

Green crackers for NCR, not for entire nation: SC
The Supreme Court clarified on Tuesday that its order on green crackers is only for
the national capital region for now and not for the whole country while also
modifying its directive to allow different timings for staggered bursting of crackers
in Tamil Nadu and Puducherry instead of the 8-10pm window it had fixed earlier.
However, the duration for bursting of crackers cannot exceed two hours a day, the
court said. A bench of Justices a K Sikri and Ashok Bhushan, which had banned
manufacture and sale of hazardous crackers, said its order was restricted to NCR
after it was pointed out by the manufacturers that many states had passed orders
to prohibit the sale of non-green crackers.

Rising pollution could hit monsoon rains: UN report
Rising air pollution in India is likely to impact rainfall patterns in the country and
decrease monsoon in long term, which can cause extensive financial losses,
warns a United Nations report released on Tuesday. “Air Pollution in Asia and
the Pacific: Science-based Solutions” presents a scientific assessment of air
pollution in Asia and the Pacific. Released in the World Health Organisation’s
(WHO) first global conference on air pollution and health in Geneva, the report
covers various pollution aspects which India is grappling with. The largest
impact of air pollution on the Indian monsoon will be a decrease in the amount
of rainfall, the report warns. “However, some parts can also witness high
precipitation depending on the topography. Pollution will also impact the
duration and distribution of rainfall,” said Nathan Borgford-Parnell, science
affairs adviser at Climate and Clean Air Coalition who coauthored the report.
The report states that the presence of particulate matter 2.5 (PM 2.5), a deadly
tiny pollutant, can affect precipitation patterns during monsoon in India. “A
weaker trend in the Indian monsoon precipitation has been linked to changes
in the emissions of particles and other pollutants from within and outside Asia,”
the report says. The report also has a word of praise for several mitigation
measures taken by the government. Recognising indoor air pollution as a major
health crisis in India, the report reveals that it is contributing as much as 22-
52% to the country’s ambient air pollution. Speaking exclusively to TOI, Andy
Haines, member of the scientific advisory panel of the Climate and Clean Air
Coalition, said from Geneva, “The muchneeded mitigation measure that India
needs to ensure is provision of clean household energy. Burning of fossil fuels
in households is a big health threat, especially for women and children.” UN
claims that if the suggested measures are implemented, annual premature
mortality associated with indoor air pollution can decline by 75%. This means
that about 2 million premature deaths per year can be avoided in countries like
India. The economic development data of 41 countries (in Asia and the Pacific)
shows that unlike many other nations who managed to control air pollution
with economic development, India’s air quality got worse with an increase in
Gross Domestic Product (GDP). A graph shows as India transitioned from a low-
income to a middle-income country between 1995 and 2014, levels of PM 2.5

increased significantly.Haines added that growing air pollution was affecting
the country’s health care, with an increase in ailments like heart attack, cancer
and other respiratory diseases.

Under test conditions, this technology cut PM2.5 by 90%
National Physical Laboratory of India (NPLI) on Tuesday certified a ground-level air
purifying technology that can improve air quality even in an open environment.
Therefore, it might be possible to have cleaner air at a bus stop or playground even
on a bad air day. The technology, which is called the ‘CleanAirZone’, has been
installed on a pilot basis at Gurdwara Rakabganj Sahib where the testing was
carried out earlier this month. NPLI says its utilisation could reduce PM2.5
concentration by up to 90%. Developed by Evergen Pvt Ltd, the machine could soon
be implemented by the end of the year with talks now ongoing with the state
government and corporations. “Since it is an open environment around us, the
machine is capable of creating a micro-environment of clean air like at a bus stop
or a playground. Open restaurants can even utilise it. The technology not only
purifies the air but ensures that the air stays trapped in the area where it is installed
and can be embedded in the existing infrastructure,” said Sukhbir Sidhu, CEO of
Evergen. Sidhu said the first such machine could be installed in the capital before
the end of the year, and depending on its success, more such machines could be
installed. The study carried out by NPLI analysed the pollution levels outdoors and
near the machine and saw an average reduction in PM2.5 levels by 30 micrograms
per cubic metre with the PM 2.5 readings dropping by up to 90%. “The testing was
done for two days continuously. This can be seen as a good improvement in an
outdoor environment,” said Shankar Agarwal of NPLI. The technology utilises a
combination of atmospheric chemistry and airflow engineering and makes use of
nano particles and a dual purifier system to trap gases and particulate matter. “We
were waiting for the certification process to finish. Now, agencies can utilise the
technology on the ground,” Sidhu said. Delhi’s air quality touched “severe” for the
first time this season on Tuesday with the AQI crossing 400 in the evening.

मुताबिक, धुएों बमली धुोंध यानी स्मॉग की वजह से प्रदूषक तत् वातावरण में काफी नीचे हैं। आने वाले तीन
बदनोों में प्रदूषण और िढ़ने के आसार हैं। मौसम पर नजर रखने वाली सोंस्था ‘सफर’ ने सलाह दी बक
प्रदूषण से िचने को घर में पूजा के बलए अगरित्ती या मोमित्ती जलाना तक िोंद कर देना चाबहए। कुछ

राजधानी में पहली बार हवा का हाल ‘गंभीर’-:
ग्रीन पट्ाखे चलाने के धलए जगहें तय हुई-ं सुप्रीम कोट्ट ने मोंगलवार को साफ बकया बक ग्रीन पट्ाखे का
आदेश बसफट बदल्ली-एनसीआर के बलए है। इसे देखते हुए तीनोों एमसीडी ने आदेश बदया है बक अगर तय
जगह के अलावा आबतशिाजी की गई या इकोफ्रें डली पट्ाखे नही ों फोड़े गए तो कारट वाई होगी। नॉथट एमसीडी
ने आबतशिाजी के बलए 119 हॉल और 3625 पाकट तय कर बदए हैं। साउथ में 2000 और ईर में 1000
जगहें तय की गई हैं।

कहा है बक जलवायु पररवतटन ऐसी गोंभीर समस्या है बजसका समाधान बनकालना िेहद जरूरी
है। उन्ोोंने कहा बक ऐसा नही ों करने पर जलवायु पररवतटन से 2050 तक पृथ्वी का तापमान इतना
िढ़ जाएगा बक गे्लबशयर बपघल जाएों गे। कािटन उत्सजटन की मात् पृथ्वी पर पाोंच गुना तक िढ़

पर बजतनी ठों डी जगहें हैं, वहाों कई जानलेवा िैरीररया एवों वायरस पनपते हैं। जलवायु पररवतटन
की वजह से गमी िढ़ेगी तो यह वायरस तेजी से फैलने लगेंगे। ठों डी जगहोों पर यह िैरीररया
जमे रहते हैं। जलवायु पररवतटन की वजह से ठों डी जगहोों पर गमी िढ़ेगी और यह िाहर बनकलने
लगेंगे। यह हवा के साथ एक से दूसरी जगह पर जा सकते हैं। उन्ोोंने कहा बक उष्णकबट्िोंधीय
इलाकोों में कई पक्षी एवों जानवर रहते हैं। गमी और िढ़ने से यह उतरी गोलाधट में पहुोंचने

एनसीआर के्षत् में मौजूद तीन हजार से ज्यादा ईोंट् भटे्ठ बदल्ली का दम घोोंट् रहे हैं। इन भट्ठोों से बनकलने
वाला धुआों बदल्ली की हवा को खराि कर रहा है। इसबलए सभी भट्ठोों को नई बजग-जैग तकनीक में िदलने
या बफर िोंद करने के बनदेश इपका (इन्वायरमेंट् पॉलू्यशन (प्रीवेंशन एों ड कों ट्र ोल) अथॉररट्ी) ने बदए हैं।
बदल्ली की हवा को प्रदूबषत करने में एनसीआर के्षत् में मौजूद ईोंट् भट्ठोों को भी बजमे्मदार माना जाता रहा
है। बवशेषज्ोों का अनुमान है बक राष्टर ीय राजधानी के्षत् के शहरोों में लगभग पाोंच हजार ईोंट् भटे्ठ मौजूद हैं।
यहाों िड़े पैमाने पर ईोंधन जलाया जाता है, बजससे पयाटवरण प्रदूबषत होता है। इसको रोकने के बलए इपका
ने इसी वषट जून में ईोंट् भट्ठोों को बजग-जैग तकनीक अपनाने के बनदेश बदए थे। अभी तक 35 फीसदी ईोंट्
भटे्ठ ही बजग जैग तकनीक में पररवबतटत हुए हैं। ईोंट् भट्ठोों से होने वाले प्रदूषण को कम करके बदल्ली की
हवा ज्यादा साफ-सुथरी िनाई जा सकती है। इसी के चलते उन्ें बजग जैग तकनीक में पररवबतटत होने के
बलए कहा गया है।

क्या है धजग जैग तकनीक - आमतौर पर ईोंट् भटे्ठ पुरानी और परोंपरागत तकनीक से िनाए गए हैं। इनमें
ईोंट्ोों को एक के ऊपर एक करके रखा जाता है। जिबक, ईोंधन के तौर पर भट्ठी में कुछ भी ऐसा डाल
बदया जाता है, जो जल सके। जिबक, बजग जैग तकनीक वाले भट्ठोों में ईोंट्ोों को रखने का तरीका िदल जाता
है। इसकी बचमनी छोट्ी व नए बडजाइन की होती है। इसमें एक्जार फैन भी लगा होता है। पुरानी तकनीक
वाले ईोंट् भट्ठोों की तुलना में इस तकनीक के ईोंट् भट्ठोों में 50 फीसदी तक कोयले की खपत कम होती है
और कम धुोंआ पैदा होता है। इसबलए इन्ें पयाटवरण के ज्यादा मुफीद माना जाता है।
प्रदूषण का सबसे बड़ा कारण है पराली - बदल्ली में जो भी प्रदूषण होता है, उसमें 70 फीसदी के बलए
िाहरी कारक बजमे्मदार हैं। इसमें हररयाणा और पोंजाि में धान की पराली जलाने को सिसे िड़े कारकोों में
शुमार बकया जाता है। हालाोंबक, यह साल के कुछ खास समय में ही होता है। इसके अलावा, एनसीआर के
शहरोों में ईोंट् भट्ठोों, डीजल द्वारा सोंचाबलत जेनरेट्र सेट्, डीजल वाहनोों की िड़ी सोंख्या, सड़कोों पर उड़ने वाली
धूल पर रोकथाम की कमी आबद को िड़े कारक माना जाता है। बदल्ली की अपेक्षा एनसीआर के शहरोों में
बवद्युत आपूबतट ज्यादा िाबधत होती है। इसके चलते यहाों पर जेनरेट्र सेट् का इसे्तमाल भी ज्यादा होता है।
हालाोंबक, ईोंट् भटे्ठ इसबलए ज्यादा बजमे्मदार माने जाते हैं, क्योोंबक इनकी ऊों ची बचमनी से बनकलने वाला धुआों
सीधे आसमान में जाता है और हवा के साथ उड़कर वह बदल्ली की ओर चला आता है।

धचमनी से धनकलती है हाधनकारक गैस- बवशेषज्ोों के मुताबिक, आमतौर पर 30 हजार ईोंट् िनाने के बलए
तीन से पाोंच ट्न कोयला जलाना पड़ता है। जिबक, इससे तमाम प्रकार की हाबनकारक गैस बनकलती हैं।
ईोंट् भटे्ठ से सल्फर गैस बनकलती है, बजससे आोंखोों में जलन पैदा होती है। कािटन मोनो आक्साइड और
कािटन डाई आक्साइड से तापमान में इजाफा होता है, जिबक नाइट्र ोजन गैस से फेफड़े और त्चा की
िीमाररयाों होने का खतरा रहता है।

NO2 का स्तर ज्यादा, बढ़ेगा स्मॉग का खतरा
सुप्रीम कोट्ट ने पट्ाखोों को सशतट के साथ मोंजूरी क्या दी, बदल्लीवालोों ने बदवाली से पहले ही बदवाली मना
ली। कई एररया में पट्ाखे जलाए गए। देर रात तक पट्ाखोों की आवाज गूोंजती रही। इसका असर यह रहा
बक एयर इोंडेक्स एक ही बदन में 74 पॉइोंट् िढ़ गया। न बसफट पीएम 10 और पीएम 2.5 का स्तर अबधक
रहा, िक्ट्ल्क नाइट्र ोजन डाइऑक्साइड का स्तर भी कई के्षत्ोों में सामान्य से काफी अबधक रहा। नाइट्र ोजन
डाइऑक्साइड फोट्ोकेबमकल स्मॉग िनने की िड़ी वजह है। ऐसे में अि बदल्ली में स्मॉग का खतरा भी िढ़
रहा है। िुधवार को राजधानी के कई के्षत्ोों में प्रदूषण की हल्की परत बदखाई दी। सीपीसीिी और स्काईमेट्
के अनुसार हवाओों की स्पीड कम हुई है, बजसकी वजह से प्रदूषण स्तर में इजाफा हुआ है। िुधवार को
कई के्षत्ोों में दोपहर के समय भी धूल और प्रदूषण का असर बदखाई बदया और माहौल में धुोंधलापन देखने
को बमला। एयर इोंडेक्स मोंगलवार को 254 था, जो िुधवार को िढ़कर 328 पर पहुोंच गया। मुोंडका में
पीएम 10 का स्तर 1077 एमजीसीएम यानी सामान्य से दस गुना तक अबधक रहा, जिबक बववेक बवहार में
पीएम 2.5 का स्तर 282 एमजीसीएम यानी सामान्य से लगभग 5 गुना रहा। एनओ-टू् का स्तर भी कई
जगहोों पर सामान्य से दो से तीन गुना तक दजट हुआ। एक्सपट्ट के अनुसार एनओ-2 का िढ़ना काफी
खतरनाक होता है। एक तय तापमान पर कई गैसोों के ररएक्शन से यह िनता है। इसकी वजह से
फोट्ोकेबमकल स्मॉग भी िनती है। बजसका लोगोों के स्वास्थ्य पर काफी खतरनाक असर होता है। नाइट्र ोजन
डाइऑक्साइड के िढ़ने की िड़ी वजह ते�
