    Executive Summary

    This proposal is a resolve for Needs Analysis on the current and the future growth of the ESCOs andEnergy Conservation Behaviors. It highlights both the current needs that ESCOs are struggling with and

    the issues that could arise in future. Our mission here is to guide and assist ESCOs in achieving and

    growing their business goals. The proposal aims at providing a solution to the challenges as mentioned

    below

    Problem1: ESCOs do not use proactive business development and sales techniques for motivating local

    government building owners/managers to improve their properties operating costs.

    Problem 2: ESCOs are leaving available markets without service when they do not include other capital

    improvements requirements and costs into their cost-benefit analysis and pay-back ratio determination

    when justifying their patrons investments.

    Problem 3: ESCOs typically overlook the intermediary market segments where particular behavioral

    changes are necessary to achieve the Federal Energy Management Programs full objectives.

    Problem 4: ESCOs require an independent arm with the expertise and abilities to:

    Analyze and quantify energy and operational needs, use, and savings projections

    Facilitate operations and mechanical installation projects involving chiller and boiler plants,

    motors, VSDs, HVAC retrofit, building automation, energy conservation, or distributed

    generation projects

    Measure and verify, project cost accounting, and estimating deliverables

    Manage building modification simulations, and project desirable financial plans and budgets,

    with ability to present a viable business case desirable for the patrons to purchase.

    This proposal is an effort to cover all the researched opportunities possible, to arrive at a

    comprehensive business development plan and Energy Conservation Retrofitting Construction Projects

    Management Services for ESCOs. Rodwell Building Services principal has undertaken the horizontal and

    vertical analysis and the corresponding customer surveys for the services. The results suggest that the

    Write scopes of work for other trade subcontractors and prepare detailed improvement plansto retrofit energy conservation measures.

    Write detailed energy conservation measure descriptions to be included in proposal submissionsincluding EMS sequences of operation.

    Prepare long range maintenance and operation plans to survive the project and to manage thesystems beyond completion of the new life cycle.

    Operations Feasibility

    In todays rapidly increasing costs for facilities operations, construction and capitalization for buildingoperations, more property managers are in need of alternative and efficient methods of operating theirdevelopments and similar to the federal government, will want to use Performance Contracting tofinance the other improvements.

    Performance contracting is an important tool for financing energy efficiency improvements inbuildings, up until now, mainly in the public sector.     Project Management

    The following is the project management responsibilities RBS propose for the project of ESCO Account Management: Rodwell O. Smith is responsible for managing the communicationbetween Rodwell Building Services development team and ESCO. His responsibility is to keep theproject on schedule and avoid any problems related to the communication. He will also carry out theentire billing on the project and will raise the invoices on behalf of the ESCO/ESPC. Project management: Rodwell O. Smith is responsible for internally managing the project asper the set timelines and within the man hours quoted for the project. Team lead: All the Technical details for the project are managed through Rodwell O. Smith,the team lead. He ensures that the project meets the terms of the proposal and contract. The entirework on the project will be coordinated by him and all the members will be reporting directly to him.

    Implementation Plan

    Within three years RBS will place ESCO solutions the leader in building and construction information

    modeling provider. The implementation program consists of several interdependent projects startedsimultaneously yet run their courses concurrently. The Program Management tactic is referred to orotherwise known in the project engineering industry as Fast Tracking.

    To be dealt in details subsequent to Employment Agreement, the focus is to cultivate the market bydeveloping needs within all levels of the uses and demands for the ESCO Performance ContractsApplications. The following steps will be carefully implemented:

    IV. Travel Arrangements and Accommodations for marketing presentations and project monitoringat a minimum three trips per project.

    Qualifications

    Rodwell O. Smith principal of Rodwell Building Services is the conceiver, writer and presenter of thisProposal Plan and through its envisioned is uniquely qualified to see it to fruition. ESCOsconsiderations must include: a functional track record in successfully implementing similar solutions;experience preparing plans and audits for ISO 9000 certifications.     Costs

    The Consultant shall provide Energy Conservation Retrofitting Construction Projects ManagementServices in accordance with This Proposal and Subsequent Agreements to this document. The listedhours represent the Consultant estimate of the consultants support level required for the base year;the Consultant does not accept liability for the accuracy of the estimated hours.
