For more than 65 years, Enbridge has safely and reliably delivered the energy we all depend on to enjoy our quality of life. Enbridge is investing $5 billion in Minnesota to increase the capacity of Line 67, building the proposed new Sandpiper Pipeline and replacing Line 3. If approved by regulators, these important projects will create an anticipated 3,100 family-sustaining construction jobs, provide valuable tax revenue to counties along the route and will help address rail congestion issues in Minnesota. The Minnesota Projects, highlighted on the map and outlined in this newsletter will help deliver the energy we need to fuel vehicles, power manufacturing and grow jobs. Construction/Survey Update for the Summer of 2015 This summer, Enbridge will complete Phase 2 of the work to expand capacity on Line 67. We will once again conduct considerable environmental and civil survey work in the state. Enbridge will not begin constructing new pipelines in Minnesota in 2015. However, as part of our routine maintenance, Enbridge will continue to conduct maintenance work, including integrity digs, along our existing mainline corridor. Regulatory Notices and Meetings: We anticipate that the MPUC will host meetings on the Sandpiper route permit and Line 3 permits in 2015. Updates from the Sandpiper Pipeline Project

Enbridge is pleased with the Minnesota Public Utilities Commission’s unanimous decision to grant a Certificate of Need for the Sandpiper Pipeline Project. This recommendation is significant and will enable the Minnesota regulatory process to move forward in a timely manner.

Sandpiper has broad and deep support throughout Minnesota. We are grateful for the supporters who attended public hearings on the Project earlier this year and for the thousands of others — including 65 Minnesota legislators and the majority of the county commissions along the route — who have expressed their support of Sandpiper. Minnesotans sharing

their personal stories underscored the need for Sandpiper and provided numerous statements on the record validating the benefits Minnesota will receive from it. Likewise, North Dakota Pipeline Company LLC (NDPC) has secured easement agreements with 95 percent of private landowners.

Sandpiper is important for the state of Minnesota. It will help address rail congestion throughout the state by transporting increased Bakken oil supplies by pipeline. Sandpiper will benefit Northern Minnesota communities with economic stimulus by generating an estimated $25 million in annual property taxes. Sandpiper also will create 1,500 family-sustaining construction jobs while providing an economic boost to the region’s businesses during construction.

We will continue to work cooperatively with the regulatory and permitting authorities, state agencies, elected officials and the public as we proceed with the permitting process.

About the Sandpiper Pipeline Project The Sandpiper Project is an approximately 616-mile interstate crude oil pipeline that will bring growing supplies of North Dakota crude oil from our Beaver Lodge Station south of Tioga, N.D., to Clearbrook, Minn., and then into an existing Enbridge terminal in Superior, Wis. The Sandpiper Pipeline will follow NDPC’s existing Line 81 Pipeline to Clearbrook, then follow other existing pipelines and transmission lines south and east to Superior. Subject to receiving applicable permits, Sandpiper will be in service in 2017.

Existing Utility Corridor

Construction of the Sandpiper Pipeline Project is estimated to be twice the capital cost of the new Vikings’ football stadium and is being funded privately by NDPC without public taxpayer support.

The project will carry the equivalent of more than 4,000 trucks, reducing strain on roads and highways.

Sandpiper’s capacity of 225,000 barrels leaving North Dakota equals 1,710 rail cars every day. The Sandpiper pipeline will reduce the burden of crude oil transport by rail freeing up rail transportation capacity for agriculture and other industry needs.

NDPC will offset the energy consumed by the Sandpiper Project in Minnesota by purchasing or acquiring equal renewable energy credits.

Updates from the Line 3 Replacement Project

Enbridge is proposing to replace Line 3 (originally constructed in 1968 as part of Enbridge’s Lakehead System) to maintain our high safety standard, reduce future maintenance and disruptions to landowners, as well as to restore historical operating capabilities to deliver reliable and efficient supplies of North American crude oil. Enbridge filed our applications for Line 3 with the MPUC on April 24, 2015, beginning the official regulatory process.

The replacement pipeline will follow Enbridge’s existing Line 3 route from Joliette, N.D., to Clearbrook, Minn., and then follow the same route being proposed by the Sandpiper Pipeline Project from Clearbrook, Minn., to Superior, Wis. Once the replacement pipeline becomes operational, the existing Line 3 will be permanently deactivated. Although Line 3 will no longer be in use, Enbridge will monitor the deactivated pipeline and maintain the right-of-way.

We hope you had an opportunity to stop by one of the seven open houses held along the proposed route this past December in Hallock, Thief River Falls, Clearbrook, Park Rapids, Pine River, McGregor and Carlton, Minn. We appreciated the opportunity to visit with residents, landowners and other stakeholders, share project information, display maps and answer your questions.

In February, Enbridge notified landowners, elected officials and applicable agencies in Minnesota of its intention to file a Certificate of

Need and Route Permit for the Line 3 Replacement Project with the MPUC. Now that we have filed our application, as part of the regulatory process, the MPUC will host public information meetings in the project area later this year. Notification of the dates, times and locations of these meetings will be mailed to affected landowners and elected officials as well as be advertised in area newspapers.

The Line 3 Replacement Project team will continue to work with state regulators, landowners and community members as the Project progresses. We encourage you to contact us with questions.

About the Line 3 Replacement Project In the U.S., the replacement pipeline will follow Enbridge’s existing Line 3 route from Joliette, N.D., to Clearbrook, Minn., and then will follow a proposed new pipeline route of approximately 364 miles from Clearbrook, Minn., to Superior, WI (13 miles in ND, 337 miles in Minn. and 14 miles in Wis.). A new 36-inch pipeline will replace the existing 34-inch pipeline along most of the Line 3 route. Line 3 will continue to operate during the replacement work, and the replaced pipeline will be permanently removed from operation, or ‘deactivated,’ once the new pipeline is installed, tested, and commissioned for service. Pending receipt of regulatory and associated permit approvals, construction will begin in 2016 with Line 3 in service in 2017.

Did you know?The Line 3 Replacement Project will create 1,500 local, construction-related jobs.

In 2011, Enbridge paid $34 million in Minnesota property taxes. Once Line 3 is in service, Enbridge’s contributions will increase by as much as $19.5 million annually.

Construction of the $2.1 billion Line 3 Replacement is estimated to be four times the capital cost of Target Field and will be privately funded by Enbridge.

Enbridge has safely operated our pipeline system through environmentally sensitive areas such as this Mississippi River crossing (one of two in Minnesota) since 1949.

Even though we are reducing our consumption, the U.S. remains the largest consumer of oil products in the world.

We are investing $5 billion in Minnesota in new and improved pipeline infrastructure to safely and efficiently move oil from North Dakota and western Canada to market.

Updates from the Line 67 Upgrade Project

Following receipt of a Certificate of Need from the MPUC in late 2014, work is underway on the Line 67 Upgrade Project - Phase 2. Crews worked through the cold winter months, sometimes inside large heated tents, on pumps at our Donaldson, Plummer, Cass Lake and Floodwood, Minn. locations, and modifying 3 other pumps in Viking, Clearbrook and Deer River, Minn. The increase in capacity is expected to be completed and ready for service in 2015.

The U.S. Department of State has hired a third-party contractor to draft a Supplemental Environmental Impact Statement, which is necessary to amend the Presidential Permit issued for the original construction of Line 67 across the border to the first valve.

About the Line 67 Upgrade Project Enbridge is increasing the average annual capacity of Line 67 in two phases, from 450,000 barrels per day (bpd) to its full design capacity of 800,000 bpd. The Line 67 Upgrade Project does not require new pipeline outside of Enbridge facilities; Enbridge will only be adding pumping horsepower on the existing Line 67. Phase 1 of the Project was completed in 2014 and is now fully operating. Phase 2 will be ready for service in 2015.

Did you know?Enbridge recently purchased a specially designed AS-350B3e helicopter. Based out of Bemidji, Minn., the helicopter will support the aerial patrol program of our systems in Minnesota, North Dakota, Wisconsin and Montana.
