The European Union

European institutions

The European Parliament represents the European

Union’s citizens and is composed of 736 Members

of Parliament elected democratically by direct

universal suffrage every five years. Together with

the Council, it adopts laws proposed by the Euro-

pean Commission, and also adopts the European

budget. In addition, the European Parliament acts

as a means of democratic scrutiny. Its headquar-

ters are in Strasbourg, but it also works in Brussels

and Luxembourg.

The European Council brings together the Heads of

State or Government of the Member States of the

European Union and the President of the European

Commission. It has a President, who is elected for

a term of two and a half years, which is renewable

once. The European Council gives general guide-

lines for the Union’s actions. It does not exercise

any legislative function. The headquarters of the

European Council are in Brussels.

The Council of the European Union (or Council) is

made up of ministers from the Member States who

meet according to the subject areas on the agenda

(foreign affairs, finance, transport, agriculture,

etc.). Together with the European Parliament, it

adopts laws and the European budget. The Mem-

ber States take it in turn to chair the Council for

a period of six months. The headquarters of the

Council are in Brussels.

The European Commission is made up of 27 Com-

missioners, one from each Member State. It is an

independent body: the Commissioners defend the

general interests of the European Union and not

the specific interests of their own country. The

Commission proposes laws to the European Parlia-

ment and to the Council, executes their decisions

and sees that the laws and treaties are respected

by the Member States and their citizens. The head-

quarters of the Commission are in Brussels.

The Court of Justice of the European Union com-

prises one judge from each Member State. It

reviews the legality of acts of the EU institutions

and ensures that Member States comply with the

treaties. It also interprets European law at the

request of national judges, and ensures its uni-

form application. The headquarters of the Court

of Justice are in Luxembourg.

The European Central Bank controls the euro and

manages monetary policy in the euro-area coun-

tries. Its main task is to maintain price stability

in the euro area and thus to protect purchasing

power. The euro area comprises the 17 European

Union countries that have introduced the euro

since 1999. The headquarters of the European

Central Bank are in Frankfurt.

The Court of Auditors audits the Union’s finances.

It ensures the proper use of European funds, and

helps the Parliament and the Council to oversee

the European budget. Its headquarters are in

Luxembourg.

Political system: monarchy

Belgium is a bicameral parliamentary mon-archy. The Parliament is made up of the House of Representatives (150 members) and the Senate (71 senators, of whom 40 are directly elected, 21 are appointed by the Community parliaments and 10 are co-opted). Members of the House of Representatives and senators are elected by direct universal suff rage for four years. The King is the Head of State, but has no political power. The Prime Minister runs the federal state. The Belgian state is a three-tier

federal state. The upper tier is made up of the federal state, the communities and the regions, which act on an equal footing, but each in their own areas of competence. The middle tier is made up of the provinces, with the communes forming the base.

Bulgaria has a unicameral parliamentary sys-tem. The National Assembly (Narodno Sobra-nie) has 240 members elected for four years. The Head of State is the President of the Repub-lic, elected for fi ve years, but the main execu-tive power lies with the Council of Ministers.

The bicameral parliament is composed of the Chamber of Deputies (Poslanecká sněmovna), which has 200 members elected for four years, and the Senate, which has 81 sen-ators elected by direct universal suff rage for six years, with one third of the seats renewed every two years. The President of the Republic is elected by the Parliament every fi ve years. The President appoints the Prime Minister, who exercises executive power together with the government.

Denmark has a unicameral parliamentary system. The People’s Assembly (Folketinget) is composed of 179 members elected for four years. The Queen is the Head of State and appoints the Prime Minister, but has no political power. Denmark has two autono-mous regions — Greenland and the Faroe Islands — which are part of it.

Federal Republic of Germany

Political system: republic

The bicameral parliament is made up of the Federal Assembly (Bundestag: around 600 members elected for four years) and the Federal Council (Bundesrat: 69 members appointed by the governments of the federal states, or Länder. Each federal state appoints between three and six members depending on the size of its population). The Head of State is the President of the Republic. The President is elected by indirect suff rage for a term of fi ve years, renewable once, but the role is essen-tially honorary and representative, as execu-tive power is in fact exercised by the Federal Chancellor.

Germany is a decentralised state, made up of federal states, districts and municipalities. Power is shared between the Federal Govern-ment and the Länder.
