AgencyMissionChicanosPorLaCausa,Inc.(CPLC)isastatewidecommunitydevelopmentcorporationcommittedtobuildingstronger,healthiercommunitiesasaleadadvocate,coalitionbuilderanddirectserviceprovider.CPLCpromotespositivechangeandself-sufficiencytoenhancethequalityoflifeforthebenefitofthoseweserve.HistoryChicanosPorLaCausaEarlyChildhoodDevelopment(CPLCECD)programspromoteschoolreadinessforchildrenandfamiliesthroughoutArizona.CPLCECDisfocusedonmeetingtheeducationandchildcareneedsoffamiliesandfosteringfamilyself-sufficiencythroughtheprovisionofsupportivecareanddevelopmentallyappropriateearlychildhoodeducationservicestochildrenunderfiveyearsold.CPLC’sArizonaMigrantandSeasonalHeadStartProgramandEarlyHeadStartprogramsareadministeredthroughtheagency’sECDprogram.CPLC’sfirstHeadStartgrantwasawardedin1996whentheagencybecamethestatewidegranteeforMigrantandSeasonalHeadStartwith301fundedslots.In2000,theagencywonasecondgranttoprovideEarlyHeadStartservicesinSouthCentralPhoenixwith52fundedslots.Asoftoday,bothprogramshavegrownwithMigrantandSeasonalHeadStarthaving930fundedslotsandEarlyHeadStarthaving112fundedslots.CPLCECDrequestedareductioninEarlyHeadStartserviceslotsfrom124to112forthisprogramyear.Theslotreductionwasbasedonparentinput,self-assessmentoutcomes,andcommunityassessmentdatathatdeterminedECDhadaneedinmeetingappropriateteachingstaffandcoveragewithoutcompromisingtheservicequalityofourprogram.Inordertooperatewithinthisreduction,ECDeliminatedoneHomeVisitorpositionbytransferringthispositiontoserveasaFloaterTeacherposition,andreducedthehome-basedoptionslotsby12.Thetotalslotreductionwasreachedbyreducing10home-baseslotsfromourPhoenixandMurphylocationsandreducing2home-basedslotsfromourQueenCreeklocation.CPLCECDcontinuestoprovideasolidcontinuityofservicetochildrenformultipleyears,supportingtheideathatwecanservethemearlyonandthentransitionthemtoaHeadStartorPreschoolprogramastheycontinuetoprepareforKindergarten.

CPLCECD families representanunderservedpopulationwithmountingchallenges:poverty,housing shortages, unemployment, health concerns, hazardous working conditions, poornutrition,andahostofculturalandlanguagebarriers.CollaboratingwithcommunitypartnerswhoshareCPLC'scommitmentstoallfamiliesinneed,ECDturnsthetide,providinganarrayofservicestosupportthehealth,well-being,andfutureeducationalsuccessofyoungchildren.

WithinArizona’s agricultural communities,migrant and seasonal farmworking families faceadditional obstacles as they struggle to find access to health care, social services, housing,transportationandeducation.Manyfamiliesstruggletocareforchildrenwithdisabilitiesandmental health challenges. Therefore, CPLC ECD Migrant and Seasonal / Migrant and EarlyHeadStart(MSHSandMEHS)servicesareprovidedinthoseareaswherehandpickedandrowcrops are most prevalent. Program Centers provide full-day services and children aretransported to the centers daily on buses which meet Head Start Program PerformanceStandards (HSPPS) forsafety. CPLCECD is thesolegranteeforMigrantandSeasonalHeadStart in the state of Arizona, providing service to 930 children ages 0 to 5 years old in thecommunitiesofYuma,Somerton,SanLuis,Eloy,Willcox,SurpriseandQueenCreek.

CPLCECDEarlyHeadStart(EHS)isfundedtoserve112childrenages0-3withafocusonpregnantandparentingteens.TheserviceareaincludesthePhoenix,Murphy,WilsonandRooseveltelementaryschooldistrictsandthetownofQueenCreek.

ProgramNarrativesECDadministersEarlyHeadStartandtheirstatewideArizonaMigrantandSeasonalHeadStartPrograms,whichcombined,providesservicesforapproximately1,042childrenandfamiliesannually.ECDprovideseducational,health,nutrition,andsocialandemotionaldevelopmentservicestofamilieswhorepresentanunderservedpopulationwithmountingchallengesbyprovidingbraidedandcomprehensivepackageofsocial-humanservicesandeconomicdevelopmentopportunitiestoeconomicallydisadvantagedpopulation.EarlyHeadStart(EHS)isafederallyfundedcommunitybasedprogramsforlow-incomepregnantwomenandchildrensixweekstothreeyearsofage.EarlyHeadStartprogramspromotehealthyprenataloutcomesforpregnantwomen,enhancethedevelopmentofyoungchildrenandpromotehealthyfamilyfunctioningbyprovidingservices,whichmeettheeducationalandchildcareneedsoffamiliesandbyfosteringfamilyself-sufficiencythroughsupportivecareanddevelopmentallyappropriateearlychildhoodeducationservices.ECDEHSprovidesfull-day,full-yearprogrammingwhichissensitivetotheethnic,culturalandlinguisticheritageofthe112childrenandfamiliesbyprovidingcomprehensivechilddevelopmentandfamilysupportservicesinamanner,whicharedual-languageaccessibleandculturallysensitive.MigrantandSeasonalHeadStart-MigrantEarlyHeadStart(MSHS-MEHS)isafederallyfundedcommunitybasedprogramforchildrenfrommigrantandseasonalfarmworkingfamilieswhoarebetweensixweekstofiveyearsofage.MSHS-MEHSprovidescomprehensivechilddevelopment,familysupportservicesinamanner,whicharedual-languageaccessible,andculturallysensitive,designedtoensurethatprogramparticipants,enterthenextschoolsettinghealthyandreadytolearn.Thisprogramserves840childrenandtheirfamilieswith37weeksoffulldayservicesandtransportation.Inaddition,thisgrantincludesaFamilyChildCareHomeProviderOptionfor32ofthe840slotsfunding37weeksofservice.FamilyChildCarePartnersforthisprogramdonotincludetransportation.MigrantandSeasonalEarlyHeadStart-ChildCarePartnershipExpansion(MSEHS-CCP)isafederallyfundedcommunitybasedprogramwhosegoalistoincreasethesocialcompetenceandschoolreadinessofchildrenfromlow-incomefamiliesbyexpandingaccesstohighquality,comprehensiveserviceformigrantandseasonaleligibleinfants,toddlersandtheirfamilies.MSEHS-CCPprovidesservicestochildrensixweekstothreeyearsofagefromlow-incomemigrantandseasonalfamilies,withafocusonmobilemigrantasitshighestpriorityclientsinthecenter-basedandchildcarepartnershipsystem.MSEHS-CCPoffer90eligiblechildrenandtheirfamilieswith2lengthsofservicedependingifthefamilyisaSeasonalorMigranttypeofagriculturalworkingfamily.Seasonalfamiliesareprovidedwithfull-day,full-yearservicesandMigrantfamiliesareprovidedwith37weeksoffull-dayserviceswhicharesensitivetotheethnic,culturalandlinguisticheritageofthechildrenandfamiliesparticipatingbyprovidingcomprehensivechilddevelopmentandfamilysupportservicesinamanner,whicharedual-languageaccessibleandculturallysensitive.

EarlyChildhoodDevelopmentProgramOptionsCPLCECD’sHeadStartprogramsoffercomprehensiveeducationanddevelopmentprogramservices,whichprovidenutrition,health,disabilities,andeducationalservicestochildrenfrombirthtoagefive.CPLCECD’sHeadStartcentersarelocallyoperatedandfundedbyfederalgrants.CPLCECDoperatesdistinctHeadStartprograms:EarlyHeadStart(EHS)PopulationServedCurrentfundedenrollmentis112,whichinclude72center-basedslotsand40home-based/pregnantwomenslots.Thetargetpopulationischildrenages0-3withafocusonpregnantandparentingteensandfamilieswhomeettheEarlyHeadStarteligibilitycriteria.Ourprogramserved132eligiblechildren(18%over,ourfundedenrollment),reaching114families,forthisprogramyear.ThemonthlyattendanceforourEHSserviceswas89%ofourenrollment.EarlyHeadStartcentersarelocatedatthefollowingsites:

InformationaboutParentActivitiesCPLCEarlyChildhoodDevelopmentrecognizestheimportanceoftakingaholisticapproachtochilddevelopmentandestablishingpositive,ongoing,andgoalorientedrelationshipswithfamilies.Theprogramstrivestoempowerparentsandfamiliestorecognizethattheyarethefirstandmostimportantteacherintheirchild’slife.CPLCECDusestheFamilyandCommunityEngagementframeworktoreinforcetheessentialpartparents’playintheirchild’sschoolreadinessforfuturesuccess.TheprogramfacilitatesaParentCommitteetoprovideinputintotheservicedeliveryandcenterproceduresthroughtheirmonthlymeetings.ParentCommitteemeetingsareopenandareavailabletoallparentsorlegalguardian(s)ofenrolledchildrenareautomaticmembersoftheParentCommitteeatthecenterwheretheirchildattendsclassparticipatingparents.ThePresidentandVicePresidentoftheParentCommitteeserveontheCPLCHeadStartPolicyCouncil,whichisapolicy-makingauthoritycomprisedoftwentyparentsandfourcommunityrepresentativeswhomassistsinmakingprogrammaticdecisions.Thisprocesshelpstopromotefamiliesasadvocatesandleaders.OtheractivitiessuchasAbriendoPuertas,FatherEngagement,Parentworkshopsandtrainings,andgoaldevelopmentsessionsareofferedthroughourprograminorderforourfamiliestogainknowledge,whichcansupporttheirroleasparents,andhelpsthemtosupportandadvocatefortheirchild’slearninganddevelopment.

ProgramHighlights1.ChristmascelebrationwasmadepossiblethisyearwiththeassistanceofTheToysforTotsFoundationandthecenterparents.TheToysforTotsFoundationgenerouslydonatedseveralunwrappedgiftstothechildrenofSanLuisCandSanLuisDHeadStarCenters.ThecentersparentsjoinedtogethertoorganizeawonderfulholidaycelebrationforthecenterschildrenandtheirfamiliesbyassistingtheCenterteachersinwrappingthedonatedgifts,decoratingthecenterswithholidaycheer,andprovidingpiñatasforeachclassroom.Thecelebrationwasawonderfulcommunityeventwithgifts,goodcheerandfunmusicsuchasthechildrensinginganddancingtothesong“Dale,Dale,Dale”.Withthecoordinationofthisholidayevent,theparentsinvolvedhadtospendalotoftimeatthecenters,whichmanyparentsatthetimehadnotdone.Oncetheparentswereatthecentersandparticipatinginthecelebrationpreparationsseveralofparentsdisclosedhowhappytheyweretobethereandparticipatingwiththeirchildrenandthecenterstaff.Asaresult,parentinvolvementatbothcentersincreasedandthemomentumofparentalinvolvementhasnotceased.2.TheDysartCenterhostedandverysuccessfulDaddyandMeEventinApril,withtheassistanceofMr.WilliamJackfromourcommunitypartnersTheBenevillaFamilyResourceCenter.TheeventsthemewasSpringTimeFlowersandthechildrenandtheirfatherswerechargeswiththetaskofdesigningflowers,whichwentalongwithabookreadbyMr.Jack,whichwentalongwiththeactivity.Theflowersweretorepresentvariousfocusesinthechild’slife,lifetheirmothers,holidaysorseasons(springtime)etc.Communitypartnersdonatedthematerialusedbythechildrenandtheirfathersforthisevent.TheeventalsocombinedthefunofafatherengagementactivitywiththelessonsofDevelopmentandLearningLiteracy.

Chicanos Por La Causa was founded in 1967 to confront oppression facing Latinos in Phoenix, Arizona as part of the movement led by Cesar Chavez. Since then, we have become one of the largest Hispanic nonprofits in the country, promoting stronger and healthier communities throughout the southwestern US.

We provide direct services impacting more than 250,000 individuals annually in Arizona, Nevada, and New Mexico. As one of the largest community development corporations in Arizona, we focus on individuals and families with low to moderate income levels and complement our services with cultural and linguistic competencies.
