Interested persons are hereby notified that the Federal Emergency Man-agement Agency (FEMA)/Department of Homeland Security (DHS), in coop-eration with the Bureau of Indian Affairs (BIA) and U.S. Environmental Pro-tection Agency (USEPA), and the Chippewa Cree Tribe of the Rocky Boy’s Reservation, Montana are preparing an Environ-mental Assessment (EA) for the proposed reloca-tion of two wastewater lagoon cells. Funding would be provided through the Hazard Mitigation Grant Program, which funds long-term hazard mitigation measures after a major disaster declara-tion. In accordance with the National Environmen-tal Policy Act (NEPA) of 1969 and the implement-ing regulations of FEMA, an EA is being prepared to assess the potential impacts of each of the proposed alternatives on the human and natural environment. This also provides public notice to invite public comments on the proposed project in ac-cordance with the National Historic Preservation Act (NHPA) of 1966, Executive Order 11988, Floodplain Management, and Execu-tive Order 11990, Protec-tion of Wetlands. The Chippewa Cree Tribe has identified the need to reduce damage to local critical, essential, and nec-essary assets of the Tribe and minimize economic losses sustained by the Tribe by relocating two wastewater treatment cells to maintain a functioning treatment facility. The Proposed Action would consist of the installation of three duplex lift stations, placement of approxi-mately 22,500 linear feet of force main, and the construction of two lined facultative lagoons. Ad-ditionally, the action would include boring under Box Elder Creek, wetlands, and roadways; pavement replacement; revegetation of disturbed areas; and reclamation of the existing Agency Lagoon Cell 3.A public comment period related to the Proposed Action will remain open for 15 days following publication of this notice. If no substantive com-ments are received by the above deadline, the draft EA will become final and associated Finding of No Significant Impact (FONSI) will be issued by FEMA. Substantive comments will be addressed as appropri-ate in the final documents.The draft Environmental Assessment will be avail-
