About the CoverConnecticut’s eight counties are among the state’s oldest territorial designations outside municipal and village

boundaries. Fairfield, Hartford, and New Haven are the state’s most densely populated counties. The increasing prominence of gaming, entertainment, and research and development employment in New London County is changing the economic base from a manufacturing to service orientation; as a result, land use patterns are becoming more suburban and less rural. Litchfield and Windham Counties retain their rural characteristics--even as migration from more densely populated areas brings with it an increase in suburban development patterns--while Middlesex County is characterized by suburban land uses and development patterns. Tolland County is also becoming suburbanized as commuters to Hartford County increasingly choose to make their homes in Tolland County towns. County names and populations appear below.

IntroductionThe public employment system’s primary goal is putting people and jobs together. While the principle is simple,

putting it in practice is often complex. This Employment and Training Atlas is the Office for Performance Management’s attempt to gather some of the most important program, institutional, and human elements of the employment and training system and display them in a format that synthesizes disparate data into a coherent picture. These elements include service regions, public and private institutions that prepare people for work, and populations who benefit from the system.

The maps and tables in this atlas show territorial configurations, population characteristics, and service provider’s locations throughout Connecticut. This atlas should help its users understand the fundamentals of workforce investment areas and their workforce investment boards. It also shows where the state’s workforce is most heavily concentrated and suggests areas where service providers could direct their efforts toward more effectively provide client services.

Connecticut’s Workforce Investment AreasPublic Act 92-145* established the basis for designation of eight employment and training workforce investment areas (WIA.

From 1993 to 1997, the Connecticut Employment and Training Commission (CETC) and the state Department of Labor (CT DOL) negotiated agreements with the Regional Workforce Development Boards (RWDB) to deliver services mandated by the Job Training Partnership Act. These agreements fostered collaborative arrangements among public and private sector partners to develop and maintain a labor force that is responsive to employers’ needs. The Workforce Investment Act of 1998 (WIA), in affirming these arrangements, recognizes Connecticut’s employment and training system as a national model while dramatically expanding community participation in each regional board’s policy-making. Because of the WIA, the RWDB’s are now recognized as local workforce investment boards (LWIB).

Each LWIB agreed to: Assess needs and identify priorities for its employment and training programs Conduct planning for employment and training programs Coordinate programs to meet the needs of labor, business, and government Serve as a clearinghouse for its region’s employment and training programs Prepare and submit to the state labor commissioner an annual plan describing the its priorities, goals, objectives, and

policy alternatives for meeting its region’s employment and training needs Review grant proposals and plans submitted to state agencies for employment and training programs that directly affect

its region Report to the CETC and state agency partners on the results of its review Evaluate the effectiveness of employment and training programs toward meeting annual plan goals and objectives and Ensure the effective use of employment and training resources in the region

Connecticut’s Resident PopulationEvery autumn the state Department of Public Health (DPH) releases its annual estimate of Connecticut’s resident population.

DPH updates the statewide, county, and municipality estimates based on these vital measures and indicators of population change: Natural increase (births minus deaths compiled by the Vital Records section of DPH). Group quarters population—that is persons living in group settings such as college dormitories, prisons, and institutions

such as skilled nursing facilities. Using the US Census Bureau’s decennial census count as its foundation, DPH correlates changes in four statistical

areas: Motor vehicle registrations from the state department of motor vehicles Voter registrations from the Secretary of State’s office Elementary school enrollments from the state department of education and Housing units (available from the state Department of Economic and Community Development)

Connecticut’s Eligible Training ProvidersThe maps and tables in this section show the distribution of Connecticut’s employment and training programs

declared eligible for inclusion on the WIA-prescribed employment and training program list (ETPL) as well as the organizations that provide them. The ETPL is composed of courses and programs offered by organizations that applied for and received certification by one or more local workforce investment boards to provide education and training to persons awarded individual training accounts (ITA) under the WIA. Connecticut’s 12 community colleges, 17 regional vocational technical schools, four state universities, the University of Connecticut and its branches, and private colleges and universities are included in this 156-organization selection. In addition, proprietary schools that prepare their students for technical, office support, and paraprofessional occupations appear on the 1,100-program ETPL.

ETPL service providers represent a kaleidoscope of organizations. State, regional, and local governments, public-private partnerships, and for-profit as well as non-profit agencies have a hand in preparing the state’s workforce for the jobs of the new millennium. These establishments cater to a broad cross section of Connecticut’s population. Populations served include high school dropouts, college graduates, skilled tradespersons, first-time job seekers, persons with disabilities, and people with limited English-language skills.

Following the map that shows statewide distribution of program providers is a series of regional maps that display the distribution of approved programs within each workforce investment area. Programs are certified when their providers’ applications receive approval from a local workforce investment board and the Connecticut Department of Labor. Training providers' programs are subject to removal from the ETPL if they fail to maintain standards required for approval.

Local workforce investment boards, who obtained it directly from the training providers, supplied the information included on this list; the information’s accuracy is not guaranteed.

Connecticut’s Labor ForceThe Connecticut Department of Labor’s Office of Research, in partnership with the US Bureau of Labor Statistics, regularly

prepares data on the state’s resident workforce. Monthly updates of these statistics show the total workforce, number of persons employed, number of persons unemployed, and unemployment rate. These labor force statistics are compiled in five geographic contexts: state, labor market areas, county, workforce investment area, and municipality.

Connecticut’s RPO’s, RESC’s and LMA’s

The state Office of Policy and Management, CTDOL and the US Department of Labor monitor the activities and administer grants-in-aid to three region types in addition to the local workforce investment areas. They are:

The fifteen regional planning organizations (RPO) established by the Office of Policy and Management. These organizations include regional councils of governments, regional planning agencies, and regional councils of elected officials. These agencies, also know as metropolitan planning organizations, serve as planning regions for: Transportation planning and calculating federal transportation funds allocations Formulating statewide planning, conservation, and development policy guidelines Developing and implementing municipal planning, development, and growth policies where such

policies have regional impact Connecticut has an alliance of six Regional Educational Service Centers (RESC) to serve the needs of

Connecticut's school districts. Functions performed or supported by these organizations include: Grant writing and administration Program development and administration Audit functions

The federal government has delineated ten labor market areas (LMA) for Connecticut. These areas’ boundaries are based on commuting patterns and other labor market dynamics. Data organized by these regional configurations include: Labor force statistics Employment by economic activity

Measuring PerformanceAs a cornerstone of the WIA, performance measurement has received a great deal of attention from public and private

organizations responsible for delivering employment and training services. Introducing geography to performance measurement provides context and simplifies the display of sometimes confusing data. The final fifteen maps in this atlas represent the results of cooperative attempts among CTDOL and the eight workforce investment areas to establish realistic baselines and projections for measuring the success of E &T programs.

These maps and graphs display baseline and projected performance levels for four categories of WIA services recipients: Adult applicants Dislocated workers Older youth 19 to 21 years old Younger youth 14 to 18 years oldPerformance measures displayed within these categories include:

The baseline and target measures are the results of negotiations among the state and federal labor departments and Connecticut’s eight local workforce investment boards.

For the following maps, baseline (actual) performance measures are those observed in federal fiscal (FFY)* 1998 while projected measures are those taken for state fiscal years (SFY) 2000, 2001, and 2002.
