Introduction  

 Festival   One has   an   obligation   to   ensure   the   health   and   safety   of   their   employees,   volunteers,  contractors,   providers   and   the   public   in   any   place   of   work   under   their   control.     Employees,  volunteers,  contractors  and  providers  also  have  an  obligation  to  act  in  a  safe  manner  and  to  comply  with  safety  policies,  procedures  and  instructions  in  place  for  the  place  of  work  they  are  in.  

 The  content  of  this  handbook  will  provide  you  with  a  useful  guide  to  ensuring  your  safety  and  you  are  urged  to  read  it  and  refer  to  it  regularly.            This  handbook  does  not  cover  every  aspect  of  safety,  and  reference  should  be  made  to  Festival  One  Event  Safety  Plan  (contact  your  Manager).    This  handbook  will  help  to  achieve  the  following  objectives:    § Provide  and  maintain  a  safe  working  environment  § Reduce  accidents,  incidents  and  injuries  § Ensure  that  personnel  are  adequately  trained  and  understand  their  responsibilities  § Reduce  hazards  and  potential  hazards  so  they  do  not  cause  serious  harm  to  any  other  person  § Ensure  all  legislative  requirements  are  met.

Health  and  Safety  Policy    

The  team  at  Festival  One  take  the  management  of  Health  and  Safety  Risk  of  themselves,  contractors,  suppliers,  volunteers  and  the  public  very  seriously.    Festival  One  is  committed  to  providing  a  healthy  and  safe  environment  and  we  will  take  all  practicable  steps  to:  § Ensure   the   health   and   safety   of   all   our   employees,   contractors,   suppliers,   volunteers   and   the  

public  § Protect  others  from  harm  resulting  from  our  activities  § Protect  property  from  accidental  damage  § Actively   encourage   the   accurate   and   timely   reporting   and   recording   of   all   incidents   including  

near  miss  and  injuries  § Investigate   all   reported   near   miss,   property   damage   and   injury   incidents   to   ensure   all  

contributing   factors   are   identified   and,   where   appropriate,   plans   are   formulated   to   take  corrective  action  

§ Identify  all  existing  and  new  hazards  and  take  all  practicable  steps  to  identify  the  level  of  risk  and  to  eliminate  or  minimise  the  exposure  to  any  hazards  deemed  to  be  significant  

§ Ensure  that  all  personnel  are  made  aware  of  the  hazards  in  their  work  area  and  are  adequately  trained  to  enable  them  to  perform  their  duties  in  a  safe  manner  

§ Encourage   contractor,   supplier   and   volunteer   consultation   and   participation   in   all   matters  relating  to  health  and  safety  

§ Ensure   that   every   manager   is   aware   of   their   responsibilities   for   the   health   and   safety   of  contractors,  suppliers,  volunteers  and  the  public    

 

We  will   also   ensure   that   all   our   contractors,   suppliers   and   volunteers   are   equally   committed   to   a  healthy  and  safe  environment  by  ensuring  that  every  person  is:  § Appropriately  trained  and  competent  to  work  safely  and  effectively  § Involved  in  identifying  and  controlling  hazards  in  our  work  place  § Informed  about  what  to  do  to  avoid  being  harmed  by  hazards  § Informed  about  all  relevant  personal  safety  clothing  and  equipment  and  their  use    § Informed  about  emergency  procedures  § Supervised  (when  necessary)  in  carrying  out  their  duties  § Aware   of   their   responsibilities   for   the   safety   of   themselves,   other   employee,   contractors,  

suppliers,  volunteers,  players  and  officials  and  the  general  public  § Observing  all  safe  work  procedures,  rules  and  instruction  § The  early  reporting  of  any  pain  or  discomfort  § Ensuring  that  all  near  miss,   injury  and  property  damage  incidents,  and  hazards  are  reported  to  

the  appropriate  person.

Drug  and  Alcohol  Policy    The  use  of  alcohol  or  non-­‐prescription  drugs  while  working  will  not  be  tolerated  for  any  Festival  One  Employee,  Contractor,  Volunteer  or  other  provider.      When  at  work:  

§ Festival  One  will  not  allow  any  Employee,  Contractor,  Volunteer  or  other  provider  to  report  for  work   in   such  a   condition   that   they  are  unable   to  perform  his/her  duties  properly   and  safely.    An  individual  who  attempts  to  function  while  under  the  influence  of  drugs  or  alcohol  risks  their  own  safety  and  the  safety  of  others  

§ Where  the  health  or  safety  of  an  individual  is  endangered  a  manager  may  choose  to  remove  an  employee  from  a  work  place  

§ Any  Employee,  Contractor,  Volunteer  or  other  provider  found  to  be  under  the  influence  of  alcohol  or  non-­‐prescription  drugs,  may  be  subject  to  disciplinary  procedures  for  misconduct  

§ If  you  suspect  that  prescription  drugs  may  affect/be  affecting  your  work  performance,  you  must  notify  your  manager  as  soon  as  possible  

§ Any   Employee,   Contractor,   Volunteer   or   other   provider   that   brings   or   consumes   non-­‐prescribed   drugs,   or   intoxicating   liquors   on   to   company   premises  without  management’s  consent  may  be  subject  to  disciplinary  procedures  for  serious  misconduct  

§ When   the   possession   or   consumption   of   non-­‐prescription   drugs   is   suspected   on   event  premises,  property  or  time,  the  matter  will  also  be  treated  as  a  security  issue  

§ For   further   details,   managers   should   contact   the   Festival   One   Operations   Manager   or  Delegate.

Consultation    It   is   important   that  all  Employees  and  Volunteers  have  an  opportunity   to  be   involved  with  health  and  safety   issues   in   the  workplace.  Festival  One   recognises   that  Employee  and  Volunteer   input   is  invaluable   for   ensuring   superior   health   and   safety   performance,   and   effective   participation   in  hazard   management.   Moreover,   Employees   and   Volunteers   can   provide   solutions   and   control  measures  for  ongoing  hazards.  Health  and  safety  consultation  is  promoted  at  Festival  One  by:  

§ Holding  regular  meetings  where  safety  is  discussed  § Consultation  on  the  health  and  safety  impact  of  any  significant  changes  and  processes.  

 Your  personal   input   is  welcome.  Make  sure  that   if  you  have  any  questions  or  concerns  relating  to  health  and  safety  in  the  workplace,  ideas  you  have  for  improving  aspects  of  health  and  safety,  or  if  you  have  identified  a  hazard  that  does  not  seem  to  have  an  established  control  of  its  risk,  speak  to  your  Manager.  Your  participation  will  be  most  welcome.      

Smoking  at  Work      

In   the   interests   of   health   and  safety,  Festival  One  are  committed  to   providing   a   smoke   free  environment  for  all  people.      In   general,   all   Employees   and  Volunteers   will   follow   a   Smoke  Free   policy   while   working   at  Mystery  Creek.

Hazard  Management    It  is  very  important  that  any  hazard  that  could  cause  harm  to  any  person  is  managed  and  reported  immediately  to  your  supervisor  or  manager.    Some  simple  steps  are:    

1. Make  the  situation  safe  2. Tell  others  in  the  area  or  put  up  a  barricade  or  warning  sign  3. Report  it  to  your  Manager.      

 

   

Incidents,  Accidents  &  Investigation      All   incidents,   accidents   and   potential   accidents   (near   hits)   must   be   reported   to   your   manager  immediately.    It  needs  to  be  recorded  and  investigated  without  delay.    Where  an  injury  has  occurred  make  sure  first  aid  treatment  is  given  without  delay  (even  for  minor  injuries).  Failure  to  treat  and  report  an  injury  immediately  could  lead  to  complications  of  the  injury  and  possible  delay  in  the  acceptance  of  the  injury  by  ACC.    Incident  investigation  is  very  important  as   it  provides  an  opportunity  to  find  out  the  root  cause  of  the  accident  and  to  recommend  corrective  actions  to  prevent  it  happening  again.

General  Safety  Rules    

It  is  important  to  be  aware  of  the  following  potential  hazards:    

Manual   Handling   –   for   example   lifting   sporting   or   activity  equipment,   boxes   of   photocopy   paper,   unloading   vehicles,  carrying  items  into  the  building,  upstairs  etc.    It  is  important  to  have  training  in  and  be  familiar  with  safe  lifting  techniques.      Identify  handling  requirements  prior  to  starting  work  (e.g.  do  you  need  a  trolley  to  make  it  easier?).    If  it  is  too  heavy  for  you  to  lift  safely  by  yourself,  don’t  do  it.    Get  or  arrange  assistance  from  another  person,   fetch  a   trolley  or  break   the   load  down  into  smaller  parts.  

 

Reporting   –   report   any   hazards,   unsafe   equipment   or  conditions  and/or  injuries  to  your  manager  immediately.  

 Power   Tools/Electrical   Equipment   –   damaged   electrical  equipment   can   cause   electric   shock   and   serious   injury   or  death.    All  fixed  and  portable  plant  and  equipment  that  plugs  into  the  mains  should  be  checked  regularly,  tested  and  have  a  current   tag.   Never   use   damaged   equipment.     Take   it   out   of  service  until  it  has  been  repaired  or  replaced.      Ensure  you  are  competent  to  use  them.  Ensure  all  guards  are  fitted  and  working  properly.  

 

Housekeeping   -­‐   keep  work   areas   tidy   and   free   from  hazards  that  may   cause   slips,   trips   and   falls.     Ensure   that   entrances,  fire   exits   and   passageways   are   kept   clear   and   fire-­‐fighting  equipment  and  electrical  switchboards  can  be  accessed   in  an  emergency.  

 

Building   /   Area   Occupants   or   Contractors   -­‐   be   aware   of  occupants   working   in   the   same   work   area,   and   how   your  hazards  may  affect  them.      § Always   check   the   work   area   and   discuss   safety  

requirements  with   the   occupants   before   you   start  work;  and    

§ Discuss  health  and  safety  as  required.

Driving   on   site   –   Only   people   with   a   current   New   Zealand  Drivers  Licence  can  drive  Festival  One  vehicles  on  site.    Safety  requirements  include:  § Drive  to  the  Conditions  § Do   not   drive   vehicles   on   site   during   the   event   unless  

approved  by  the  Operations  Manager  or  delegate  § If   driving   through   a   crowd,   have   a   person   walking   front  

(more  than  3m)  and  back  for  safety;  and  § Properly  secure  loads.  

 

Golf  Carts  –  Only  people  with  a  current  New  Zealand  Drivers  Licence  can  drive  Golf  Carts.    Safety  requirements  include:  § Drive  to  the  Conditions;  § Properly  secure  loads;  and  § Drive  at  a  speed  no  more  than  walking  pace  § If   driving   through   a   crowd,   have   a   person   walking   front  

(more  than  3m)  and  back  for  safety.  

Fire  –  know  your  evacuation  procedure  for  the  building  /  work  area.     Identify   your   Assembly   Point   in   the   event   of   an  emergency  evacuation.  If   you   come  across   a   fire,   notify   others,  Dial   111  and  ask   for  Fire,  ensure  an  evacuation  is  underway.  Do  not  try  and  put  the  fire  out!!  

 

First  aid  –  know  what  to  do  in  the  event  of  an  injury  i.e.  who  your  first  aiders  are  and  where  the  first  aid  station  is.    If   someone   is   seriously   injured,   make   the   scene   safe,  commence  first  aid,  dial  111  and  ask  for  an  ambulance.    

Competency  –  We  will  be  erecting,  managing,  setting  up  a  lot  of   various,   equipment   (e.g.   Scaffolding,   Seating,   Electrical  Equipment   etc.).     Only   approved,   trained   and   competent  persons   approved   by   Festival   One are   allowed   to   operate  carryout  hazardous  work  such  as  this.    

Car  Parking  –  Ensure  all  vehicles  are  parked  in  designated  car  parks,   do   not   create   a   danger   to   others,   and   drive   at   a   safe  speed  in  the  parking  areas.    Watch  out  for  pedestrians.    

Accreditation  –  Make  sure  you  have  the  correct  accreditation  when  entering  and  moving  about  the  site.

§ Discuss   safety   requirements   for   visitors   and   contractors   coming   into   work  areas.
