Now for some better news — in January our Road Project team reached a remarkable milestone in the completion of the Telok Melano-Sematan section of the Pan Borneo Highway, this is the 00.00 sector; ground zero or first works package of the Highway. It was well received by the various stakeholders. The launch was lauded on 26 January by the Chief Minister, YAB Datuk Patinggi (Dr) Abang Haji Abdul Rahman Zohari bin Tun Datuk Abang Haji Openg and our own Executive Chairman, Dato Sri Yaw Chee Ming. During the official launch, we also received awards for “Safety: 2 Million Working Hours without Accident” and “The 2018 Best Contractor of Pan Borneo -Sarawak” — congratulations to all!

As some of you may know, we are also involved in the second works package of the Pan Borneo Highway, namely the Sematan-Sg. Moyan section, which will be completed in June 2021.

In addition to the above Pan Borneo Highway project, the Sarawak Government has a number of infrastructure projects in the pipeline. One of these involves the development of the rural regions. Here, we foresee many opportunities and some of these can be substantial. We understand as much as RM3 billions worth of projects are reported to be earmarked for the development of these regions.

In connection with these opportunities, I would like to extend my congratulation to James Ho and his

team for securing some of these civil work projects to a tune of nearly RM250 million. Going forward,we see this as an important addition to our range of services. We certainly hope to participate in many more of these opportunities, especially those in our concession areas.

In Palm Oil, congratulations are in order for our Sabah Team who has managed to obtain the MSPO Certification, this marked a great start to 2019. I would like to thank Ratha, Han and his team for preparing the groundwork and for their relentless efforts in their journey towards getting certified, thereby establishing a blueprint for our other ongoing certification processes in Sarawak. Finally, we have obtained the MSPO Certification for Sabah Estates on 31 January 2019.

Another notable area worth highlighting in the Palm Oil sector is our company’s achievement in Indonesia, where we have a plantation in Bulungan, North Kalimantan with total planted areas of about 6,000 ha. We have also kickstarted the construction of a 45MT Palm Oil Mill this year (2019) and expect to commission the mill in the first half of 2021. In totality for Oil Palm, we plan to plant and grow our total acreage to 61,000 ha by 2020; yielding about 640,000MT of Fresh Fruit Bunches (FFB), doubling the amount achieved in 2012.

Last but not least I would like to bring to your attention, the Safety and Health aspects of our varied businesses. In Samling, we certainly value this highly, with a capital “S” and a capital “H”. With the embarking of many new businesses, we have to set the tone and foundation right, needless to say, at the outset of these businesses invariably pose higher risks in terms of safety and health. Hence, in one of the articles in this issue, we like to share with you “the implications arising from the concept of “so far as is practicable” stated under the Occupational Safety and Health Act 1994 (Act 514).

In conclusion we need to remain agile, stay focus and continue to produce innovative solutions for our businesses. As we progress along in 2019, the challenges and the market conditions are worrisome. Being innovative has to be the key to making an impact that matters, to be ahead of the game. We hope to achieve this through various means such as looking at new markets, new products, as well as new technologies through alliances. If we keep up our efforts to transform our businesses, rationalise costs, focus on quality and adopt new technologies, I am confident that Samling will rise up to the aforementioned challenges for “A Much Better Tomorrow’!

Time flies! And as you are reading this edition of Kata-Kata, we have entered 2019 with new resolutions in the midst of an uncertain world. And these factors unfortunately do

have adverse impact on our businesses.

As some of you may have read in the news, the Palm Oil industry has been hit by low CPO prices and the proposed ban on Palm Oil usage in biofuels by the Europeans. Our Timber industry is affected by the trade war between China and

the US , coupled with a slowing demand for tropical hardwood as a result of a downturn in the housing market in both Japan and China, the US picked up steam in much of 2018 and has since “lost steam” dramatically, we see log prices dropping like a “stone in water” in the last few months across the wood producing countries, as a consequence it has a cascading effect on all our wood products and worst of all, there is no end in sight in the coming months — so much for bad news!

ver the years, Crude Palm Oil (CPO) industry becomes increasingly important for Indonesia, the world’s largest CPO producer, given its enormous contribution for the country’s export and employment rate. In Indonesia, the industry is focused

on the upstream sector, or CPO production. This sector is dominated by private enterprises, followed by small planters, which include plasma farmers.

Oil palm plantations are currently concentrated in the Island of Sumatra, and historically were dated back to the Dutch colonial era. The development of the plantation and the related infrastructure in the island’s provinces, therefore, is relatively more advanced than those in other parts of Indonesia.

The plantation sector in Indonesia is a large contributor to national income. At the same time, it maintains quite a large sector of employment. For oil palm plantations, the continued growth in demand for palm oil over the past few decades had resulted in rapid expansion in the production of palm oil around the world. Led by the potential economic benefits from the increase in palm oil demand, palm oil plantations, particularly in tropical areas where the palm tree grows such as Indonesia, have also been expanding and attracting investors to invest their capital in this industry.

In view of the above, the Government of Indonesia has been putting efforts into improving the investment climate to attract more foreign investors into Indonesia, which among other things has included the issuance of new investment regulations.

Celebrating Independence Day Indonesian celebrated its independence day on 17 August every year. Normally, our company would officially celebrate this special day with a flag-raising ceremony followed by a telematch participated by all staff.

Celebrating Hari Raya Idul Adha Hari Raya Idul Adha is the most grandly celebrated festival by Muslims all over the world. In Indonesia, it is more commonly known as Hari Raya Korban or Hari Raya Haji. During the celebration, the sacrifice of animals such as lamb, goats and cows is conducted in accordance with the proper religious rites where the meat is then, distributed to the community. Every year, our company contribute the animals for the religious sacrificial purpose.

OAnnual DinnerThe Annual Dinner was held during the first quarter of the year as an initiative to strengthen ties and bridge differences amongst the employees. It allows the employees to get to know each other personally, not just as colleagues. During the event, the head of respective unit also thank all the employees for their hard work and job well done during the year. What’s more, some lucky ones also walked away with luck draw prizes. All in all, everyone has had wonderful time during the dinner.

Celebrating Labour DayLabour Day is celebrated worldwide in different countries to recognise the achievement of workers. It is also an annual celebration in our plantations on 1 of May, commemorating the hard work of our staff.

Our Team in JakartaOur Jakarta Regional Office has 16 staff, comprising staff from Finance, Purchasing, Human Resource and Administration, as well as Geographic Information System (GIS) and Internal Audit departments. In Indonesia, we have an oil palm plantation in Bulungan, North Kalimatan. We have total planted areas of about 6,000 ha.

Our Projects in IndonesiaOur project in North Kalimantan is situated in Bulungan and is about 45-minute drive from the nearest town, Tanjung Selor. The community in Bulungan consists mainly the local native, Dayaks, Bugis and Jawa. The oil palm plantation in Bulungan was kickstarted since 2011 and currently, we have planted oil palm in an area of 6,000 Ha.

In addition, the construction of a 45MT/HR Palm Oil Mill was kickstarted at the beginning of 2019 and is expected to commission the mill in first half of 2021.

Major Challenges: Land & Licensing Issues Similar to other plantations in Indonesia, our plantations also face loads of challenges such as land issue and tedious licensing process. The land issues are usually related to conflict with local communities on the ownership of the land caused by lack of clarity as to the land status and the legal land ownership.

Despite efforts taken by the Government, communities and other stakeholders, such land issues has remained a classic issue for years in Indonesia. Companies owning oil palm plantation also need to follow a quite lengthy and costly licensing process, which may take from months to years, in order to obtain the complete licenses for operating an oil palm plantation in Indonesia.

While residents of Desa ParkCity and visitors alike have been enjoying Plaza Arkadia, indulging in its lively F&B scene, making memories with family and friends or browsing and shopping for some months prior, Plaza Arkadia

had its official opening ceremony on 21 October.

Held at the open central courtyard, which was designed for such grand occasions, the event was officiated by the Minister of Federal Territories YB Tuan Haji Khalid Abdul Samad. While accompanied by ParkCity Group Executive Chairman, Datuk Seri Yaw Chee Siew and Group Chief Executive Officer Datuk Joseph Lau, the Datuk Bandar of KL, YBhg Dato’ Nor Hisham Bin Ahmad Dahlan and Executive Director (Planning) of DBKL YBhg Datuk Hj. Mahadi Che Ngah, YB Khalid Samad,

marked the momentous event with the signing of the plaque. The minister applauded ParkCity for an excellent job in creating a well-planned township in Kuala Lumpur. “It is indeed an exemplary township in Kuala Lumpur and what ParkCity has done is in line with the Federal Territories".

As a celebration, the students from International School @ ParkCity came together to perform a rendition of "Saya Anak Malaysia" by Malaysian artist Dr. Sam. The launch was doubly momentous with the annual Desa ParkCity Run kicking off for the first time at Plaza Arkadia. The event ended with an awards giving ceremony for the marathon winners and cheque handover to two charities - Sweet Care Welfare Society and Selangor Rasa Sayang Society.

Milestone 1: Establishing a Team Following the mandatory requirement by the government where all plantations need to obtain the Malaysian Sustainable Palm Oil (MSPO) Certification by June 2019, we too, have kickstarted our journey in pursuit of our MSPO certification.

Our journey towards obtaining MSPO certification was kickstarted on August 2017 where we have taken our very first step by establishing a team dedicated for this purpose. Due to lack of experience and guidance, our initial progress is considerably slow which made us realised that at such pace we may not be able to obtain our certification on time. Therefore, we have decided to seek the consultation of experts who are familiar with MSPO certification procedures.

Milestone 2: Engaging the ExpertsA new consultant firm, namely the Global Sustainable Solutions Sdn Bhd was engaged in early 2018 and we were back to the starting point again. As our consultant merely made 3 visits throughout the year of 2018, where each visit was limited to 3 days for the whole region of Sabah, our journey was not entirely a bed of roses. It is with the persistence and dedicated efforts that our team managed to race against time, besides dealing with our daily busy routine works, to achieve the MSPO certification by December 2018.

Milestone 3: Dealing with Loads of PaperworkFirst half of 2018 was spent on drafting paperwork incorporated with necessary training such as Social Impact Assessment (SIA), Environmental Impact Assessment (EIA), safe working procedures and so forth. In late March 2018, we faced many challenges in conducting EIA and SIA due to our lack of experience. As the template provided by our consultant was complicated, it took us a long time to comprehend all of the information in the given format. After two weeks, we finally managed to complete our SIA and EIA report for 2018 - 2019.

Milestone 4: Conducting Training SessionsOn 11 May 2018, we engaged a trainer from Malaysian Red Crescent Society to conduct a Basic First Aid Kit and Cardiopulmonary Resuscitation (CPR) training for two days followed by a Basic Life Support training in June 2018 for three days consecutively. A total of 28 employees were involved with the training from every centre within the Sabah region. Fire drill training was also conducted in June 2018 by engaging personnel from Balai Bomba Lahad Datu which involved all employees from every centre of the Sabah region. Follow-up training was then conducted for all employees.

Milestone 5: MSPO Audit During the initial stages of MSPO audit, we have encountered some challenges. The first stage of MSPO audit was done in August 2018 followed by the second stage audit in November 2018 with results of 10 Non-Compliances in total for the Sabah region. However, with the help from our consultant, we managed to resolve all the non-compliances within the stipulated time.

Final Destination Reached!On 31 January 2019, our long and winding one- and-a-half-year journey towards obtaining the MSPO certification has finally ended with a great success where our Sabah region officially received its first MSPO certificate. All in all, it was an exciting journey for the whole team where we have acquired lots of practical experience and learnings!

ccupational safety and health are crucial aspects that ought to receive extra attention, particularly for industry that involves high risks such as construction, real estate development as well as various manufacturing sectors. Under the

Occupational Safety and Health Act 1994 (Act 514), it is stated in Section 15(1) that “It shall be the duty of every employer and every self-employed person to ensure, so far as is practicable, the safety, health and welfare at work of all his employees.” Meanwhile, Section 17(1) of the same Act also covers the safety and health aspects of persons other than employees.

What does “so far as is practicable” imply?The term “so far as is practicable” is very important when it comes to the effort in ensuring the health, safety and welfare of employees as well as other non-employees at a work place or site. In a nutshell, it helps to objectively measure the challenges in compliance.

Let us explore further about the implication of the above mentioned clauses:

What does the severity of the hazard or risk in operation imply?Simply put, the risk and hazard refer to anything, situation and condition that has potential to harm, and as far as we are aware of it existing in the nature of our operation, we cannot ignore it, we must acknowledge it and document it and find solutions as to how to address it for the health, safety and welfare of our workers. Normally, the company would have to document it in the Hazard Identification, Risk Assessment and Risk Control (HIRARC) and use it to show their efforts in mitigation.

What does the state of knowledge about the hazard or risk and any way of removing or mitigating the hazard or risk imply?This is actually a self-explanatory statement which basically refers to the industry knowledge and industrial standards on how to remove or mitigate the hazards and risks.

What does the availability and suitability of ways to remove or mitigate the hazard or risk imply?In a nutshell, it refers to the standard practices and appropriate ways of mitigation and removal of risks which are available at the workplace or site. The HIRARC would normally record or document the existing mitigation or control features already used by the company.

What does the cost of removing or mitigating the hazard or risk imply?In short, this clause refers to the consideration of the efforts of removing or mitigating hazard or risk that is judged by the “economical cost”.

Hierarchy of ControlsThe above are the guiding concept when it comes to the question of how much effort is deemed to have been put in by an employer in the respect of its reasonable duty as an employer as stated in the Act. When it comes to safety and health management, knowing the elements of control that should be put to use is also crucial, which is known as the “hierarchy of controls”.

The layman would normally associate safety with Personal Protective Equipment (PPE). However, according to the hierarchy, PPE is the last control element to be put in place. In fact, the last line of defence, hence if PPE is given, you better use it diligently as it probably is the only thing that is left for you to count on to save your life in the event of an incident. If an incident occurs, it also means that the preferred control elements (as shown in the “Hierarchy of Control” chart) have all failed and the last resort is your PPE. Therefore, please be reminded that PPE is not merely to comply safety rules, but it is in fact, the last resort. Therefore, use PPE, even though it is troublesome to put on and maybe sometimes uncomfortable.

According to the interpretation in Section 3, “practicable” means practicable having regard to:

the severity of the hazard or risk in question;

the state of knowledge about the hazard or risk and any way of removing or mitigating the hazard or risk;

the availability and suitability of ways to remove or mitigate the hazard or risk; and

the cost of removing or mitigating the hazard or risk.

’m Chris Leong, a 35-year-old Kampung boy from Bahau, Negeri Sembilan. I joined Samling’s Corporate Finance Division in October 2011 and have been assigned to Oversea Plantations and Projects since January 2018. For the past seven and half years, I was involved in the

Group’s timber, oil palm and mining business ventures in oversea countries other than Malaysia such as China, Indonesia, Mongolia, Myanmar, Papua New Guinea and West Africa. I’m glad that I have had the opportunity to take part in these ventures which allows me to become more mature and flexible, which in turn has helped speed up my learning process, enabling me to independently dealt with tasks of various management levels across industries.

In terms of personal life, I have left my bachelor’s life and moved into a new phase of married life, now with 2 daughters. I am a person who is positive about every aspect of life. In terms of interest, I’m really into music and sports. I enjoy observing, learning, exploring and gaining new experience. I will always take some time to ponder about the good and bad things that happen in life, where I will train my resilience and improve myself to become a better person.

My parents have taught me that life is about making choices and that we shouldn’t blame others for the ups and downs of our life. It’s all about the choices we make. I have always believed that if I am willing to work hard to overcome the problems and difficulties, I can always amount to something.

To me, life doesn’t have to be complicated, and thus, let’s try to keep life simple. There are only 10 numerals, seven types of colours of rainbow and seven music notes, and look how have these simple things transformed into meaningful things in today’s world.

There is a rule of life that says you are either growing or dying. The tree is either growing or dying, so is the grass, marriage, business or a person. Of course, there’s never a right time to do the wrong thing and there’s never a wrong time to do the right thing, and we just have to do what’s right. I think it’s right to be honest. Stay focused with one’s own hopes, dreams and ambition, and never give up. Just enjoy life and have fun with what you are doing, wherever you are.

II recently watched a movie titled, “Bird Box”. This post-apocalyptic thriller is about a mother’s escape with her two children from a mysterious force that drives society to mass suicide. And the only way to survive is to make their journey to safety, blindfolded. I have had a pleasant viewing experience and was totally engrossed in the movie. The story portrays the scenes that recall the moments before the invasion and five years after the attack, and slowly closing the gap. I Love the story development and suspense, though the cause of the attack was never explained nor was the creature defeated, I can put aside these flaws. Overall, it is an excellent film, recommended for those who like psychological thriller and Sandra Bullock! Cheers.

Ms. Elaine Lee Pei Sze has been appointed as the General Counsel effective from 14 January 2019.

Elaine was with the Sime Darby Group, the largest plantation company in Malaysia, since September 2007 and her last held position was Vice President, Legal in the Plantations Division.

She has accumulated 18 years of experience; 16 of which in legal practice, in both legal firms and corporate, and 2 years in tax and accounting in Arthur Andersen. Elaine holds an LLB from the University of London and Master of Practising Accounting from Monash University, Melbourne.

TURNING SAMLING’S CORPORATE SOCIALRESPONSIBILITY AIMS INTO REALITYSamling Resources Sdn Bhd (SRSB) has recently turned one of its Corporate Social Responsibility (CSR) aims into reality. The presentation ceremony of souvenir to Sekolah Daif SK Paon Temaga located in Lundu, Sarawak in conjunction with the opening ceremony of the newly completed Telok Melano-Sematan Road on 26 January 2018 has marked another significant milestone for Samling in terms of implementation of its CSR project.

As the Work Package Contractor 01 for the Pan Borneo Sarawak, SRSB participated in the activities involving the upgrading work of the school, namely SK Paon located in Sematan, Sarawak. Guests of honour who were invited to grace the event include the Chief Minister of Sarawak, YAB Datuk Patinggi (Dr) Abang Haji Abdul Rahman Zohari bin Tun Datuk Abang Haji Openg, the Works Minister, YAB Tuan Baru Bian, Dato Sri Yaw Chee Ming, Datuk Joseph Lau, Dato’ Adrian Ching, as well as Mr. Peter Ho, Mr. Chung Kui Siang, and Mr. Ong Chee Kean.

One of the CSR objectives of SRSB in this project is to provide local students with a safe, stable and comfortable environment. All the while, SRSB has maintained a close relationship with LBU, JPNS and SK Paon to provide high quality education building for the local students to pursue their studies.

Previously, the classes were held in a rundown building where it was significantly overcrowded. SRSB firmly believes that by supporting the construction of the new buildings for this school, a safe and proper learning environment can be provided to these students. The new building comprises 4 classrooms of about 67.5 square metres each and a teachers’ quarters comprises a living room, three bedrooms, a kitchen and a washroom.

Throughout this CSR project, SRSB was involved in both the demolition of existing buildings and the construction of the new buildings. Apart from financing the entire project, SRSB has also provided support ranging from project management and construction costs to provision of building materials and school furniture for these new buildings.

The construction work has been kickstarted and to date, its physical work progress has reached almost 20 per cent of the entire project. This project is expected to be completed by April 2019. Upon completion of this new school buildings with new classrooms and teachers’ quarters, SRSB foresees another remarkable accomplishment where students within the Sematan community will be provided with a better environment to kickstart a better life and future.

OFFICIAL LAUNCH OF THE TELOK MELANO - SEMATANPAN BORNEO HIGHWAY

26 January 2019

The Chief Minister of Sarawak, YAB Datuk Patinggi (Dr) Abang Haji Abdul Rahman Zohari bin Tun Datuk Abang Haji Openg, and the Works Minister, YAB Tuan Baru Bian, jointly launched the Pan Borneo Highway for the Telok Melano- Sematan alignment.

Telok Melano is a traditional fishing village, which in the past was only accessible by sea. The village sits in one of the most beautiful bays in the area. When the new road opens, visitors need to take only a 30-minute drive to Telok Melano, described as a hidden tourism jewel. The completed package, one of the two undertaken by Miri- based Samling Resources Sdn Bhd, stretches 32.77km from Telok Melano to Sematan in southern Sarawak.

Pan Borneo Highway Sarawak project delivery partner Lebuhraya Borneo Utara Sdn Bhd (LBU) has issued the certificate of WPC completion to Samling Resources. This new road took about39 months to complete and Samling Resources together with the contractor HCH construction managed to complete and open to public, ahead of the completion date.

Although the construction of the Telok Melano-Sematan had posed various challenges to Samling Resources as the main contractor had to construct the alignment in a greenfield area criss-crossing six rivers and swamps, the company was able to overcome these major challenges.

In conjunction with this event, Samling Resources also took this opportunity to present a souvenir to Sekolah Daif SK Paon Temaga located in Lundu, Sarawak to commemorate the recent corporate social responsibility (CSR) project spearheaded by Samling Resources.

Subsequently, the event was followed by a "Flag-off" Visit of the guests of honours to Telok Melano, and ended with a lunch session for the guests of honour. The new road, from Telok Melano to Sematan of the Pan Borneo Highway of Sarawak was opened to public at 2.00 pm.

USHERING IN THE NEW YEAR, VIVA LA FIESTA! 27 January 2019

Around 400 staff from Wisma Samling, heads of business units from subsidiaries companies as well as major buyers have gathered on 27 January 2019 to celebrate Samling’s Staff Annual Dinner held at Eastwood Valley Golf & Country Club. Themed as “Viva La Fiesta” the dinner was organized by staff from various departments in Wisma Samling. Helmed by a young Chairman, the dinner committee strayed from the conventional tradition and practice of not inviting their spouse to this year’s dinner, aiming to encourage free interaction amongst the staff, particularly with staff from other business units. The event was graced by a pair of lion dance performance upon the arrival of the founder and owner of Samling Group, Tan Sri and Puan Sri Yaw Teck Seng. Our CEO, Mr. Lawrence Chia, gave an inspiring speech filled with insights for 2019.

The night dazzled with loads of excitements from the entertaining performances of Zhang Ai Ling with her evergreen songs. What’s more, our internal talents also took the opportunity to flaunt their talents with various entertaining performances. Influenced by the party mood, the audiences also jived and dance to the tunes of music on the dance floor.

All in all, it was a whale of a time with everyone getting an angpow ranging from RM20 to RM100 while three lucky winners headed home with grand cash prizes of RM1,888, RM2,888 and RM3,888 respectively.

Themed as “Classical China”, this year’s Samling and ParkCity Annual Dinner, the event was filled with glitters and glamour from the beginning with staff and guests dressed in their fine cheongsam and classic oriental costumes. Over 350 participants comprising staff and invited guests attended the dinner held at The Pavilion of The ParkCity Club located in Desa ParkCity, Kuala Lumpur. The dinner was graced by the lion dance performance by the Kwong Ngai Lion Dance troupe, featuring 8 auspicious lions. Loud cheers for a better year, abundance of prosperity, luck and health for everyone during the customary tossing of the “Lou Sang” filled The Pavilion before the dinner. All guests were also entertained by the rising star, Christine Chua (also an ex-member of Marina ParkCity sales team in Miri) and the Bling Voice live band. The Best Dressed competition brought plenty of laughter, with each shortlisted couple performing their creative cat walk on stage to win the prize of RM500 each for the Best Dressed Female and Male awards. The top three Grand Lucky Draw Winners walked away with trips to Tokyo Disneyland worth RM 8,000, Sydney, Australia worth RM 5,000 and Bangkok-Khao Yai worth RM4,000 respectively. Audiences were bedazzled for the rest of the night when members of the staff came together forming teams to flaunt their talents in the Talent Time competition. MINISTER OF FINANCE’S VISIT TOBARAMA COMPANY LIMITED 7 February 2019 marks another memorable day for Barama Company Limited (BCL), Land of Canaan East Bank Demerara, with the special visit of representative from the Government of Guyana, Hon. Minister of Finance, Mr. Winston Jordon, along with Public Relations Officers within the Ministry Office, namely Ms. Wanita Huburn, and Ms. Priya Bechan, as well as members of the media, Guyana Bauxite, General Workers Union Representatives and the management team of BCL and Samling Group.

Besides highlighting the needs for our company to gain support in terms of present and future government concessions, the event was part of the initiative to ensure that BCL remains an economically viable and relevant entity both locally and internationally. On behalf of BCL and Samling’s team, the General Manager, Mr. Mohindra Chand took the opportunity to compliment the visiting team of our company’s contribution to the local economy, for instance, G$800 million in log purchases from small loggers from various regions in a 20-month period. FLOOD IN JELALONG16 - 20 February 2019

For the past nine years, Jelalong East received on average 2,888mm of rain every year with the highest 3,659mm in 2017 and the lowest 2,121mm in 2016. The highest rain fall receives during monsoon season between October to March every year can reach up to 500mm in one month. All the area along Jelalong River, Merurong River, Bakan River, Mujan River, Pesu River and few other small streams, is prone to flood during monsoon season. Occasionally flood level will be about two feet above ground but can go up to 10 feet at certain time during this season.

As in the past, flood has become one of the major problems which affects the estate operations. Road access will be completely cut off during flood, while underpasses which were built to connect some fields along a few rivers become too dangerous for users due to the rapid current and rise of water level. This has negatively impacted the estate operation, particularly for some of the roads and underpasses were the only access. Besides the subsidiary roads, the flood also affected the main roads along the Jelalong River too, including the two main roads from Jelalong East to Jelalong West and at Pesu River at Jelalong 4, the lifeline for Jelalong as it is the only access in and out of the operating units. The damages can only be repaired after the monsoon season ended.

There are times where Jelalong is completely out of diesel supply due to hindrance of delivery if the flood prolongs. Sometimes, truckers who are stuck along the road will have to stay overnight for a few days before help comes. At times, estates will have to mobilise machines such as excavators, backhoe, tractor or motor grader for repair, towing and escort them out of this predicament. This situation applies to the other transporters too such as fertilizer lorries and CPO tankers. For low laying area along the river which was affected by flood, operation will be stopped and labour force will shift its operation to the unaffected field. Fertilizer applied at the affected area days before would be washed off, increasing the losses.

Since 2008, two major floods were recorded, namely in 2010 and 2015. This flood was recorded as high as 10 feet and almost completely submerge labour quarters along Payang River at Jelalong 1 (situated around 200 metres from Merurong River). Only the roof tops were visible. Many labour quarters were affected and the workers along with their family members were evacuated to safe places. Although there is no casualty, but the flood has caused various losses for the victims. For the estate, apart from damages to the houses, all the electrical outlets were not functioning. All these damages required major fixes and repair after the flood subsided.

BLESSING BY THE LION DANCE14 February 2019

In conjunction with the Chinese New Year, a blessing ceremony with echoes of loud drums and lion dance was held at the KL Office this year. The Lion Dance, one of the most important traditions of Chinese New Year, is believed to be able to bring abundance of prosperity and good luck for the upcoming year. Hence, the employees in the office also took the opportunity to get personal blessings by the lions with anticipation of abundance of wealth and luck for the entire year.

FLOOD IN BELAGA ESTATES17 February 2019

Belaga Estates was flooded on 17 February 2019 after continuous rain from the previous night. The most affected areas are two villages located at the lowest laying area in the entire Belaga Estates. The flood remained for about three to six days, and thus disrupted most of the daily field activities. Many terraces and roads were damaged and some wooden bridges were washed away by the rapid water flow. Such flood occurs every year from the month of November to February.

The Estate’s management needs to act fast in finding or constructing an alternative road for immediate crop evacuation to the mill and harvesting to continue in non-flooded areas during this period together with proper manuring for other field activities. If the main road was flooded and not passable by any vehicles, then the whole field operation will be stuck. In replanting areas of Belaga 1, the palms and cover crops will die if the water remains stagnant for a week, especially in flood-prone areas, and later, supplies of palms and replant of the cover crops are required, and thus, increasing the production costs.

STIDC MEDIA FAMILIARISATIONTRIP TO SAMLING

1 March 2019

Samling was given the honourable role as a host for the entourage from Sarawak Timber Industry Development Corporation (STIDC) and members of the local media on 1 March 2019. The visit to Samling was part of the six-day media familiarisation programme organised by STIDC in conjunction with its 45th anniversary.

Chief Operating Officer, Mr. James Ho gave a briefing on Samling’s upstream Sustainable Forest Management (SFM) certification and Corporate Social Responsibility’s activities of the group. Subsequently, the General Manager of Downstream Manufacturing, Mr. Yap Fui Fook talked about the downstream value-added wood products manufacturing and furniture made of Acacia wood.

After the talk ended, the group was guided to a factory tour to take a look at the manufacturing processes. The visitors were also brought to the showroom to look at the final range of products made out of Acacia wood. The group was treated to a luncheon before leaving for the airport to catch the flight for their next destination.

On February 20, the 2nd Season of Elegant Living Talents Final Competition held along with the Elegant Living's Magnificent Early Spring Night Festival at the company's basketball court, over 1,100 participants from Zhongshan and Nanlang manufacturing plants as well as the headquarters have participated in this major event.

The evening was kicked off with an exciting lion dance that marks the opening of the event. From dances and solo singing to music instrumental performances, the contestants flaunted their talents respectively and filled the event with lots of excitements. The floor was filled with long-lasting applause from the audience. In the end, Tang Jinqiu from the Department of Commerce Logistics , won the singing competition with her outstanding performance that showcases her singing talent.

The award ceremony was the climax of the event, filling the venue with thrills and excitements as well as innumerable clicks of “likes” on the social media. Shi Yafei and 10 other employees won the title of “Excellent Internal Trainer of the Year”, while 54 employees including, He Foqi, won the title of “Excellent Employee of the Year”. In addition to the rich cultural feast and awards ceremony, the Spring Festival series of activities also includes tug-of-war match, garden touring activities, community convenience services and many more. Not only did the diverse cultural and recreational activities as well as the friendly services made the atmosphere more exciting while enhancing the focuses of participants, it also made the family members of Elegant Living feel the warmth and cosiness.

MALAYSIAN INTERNATIONAL FURNITURE FAIR (MIFF) 2019AT PWTC AND MITECSamling Housing Products (SHP) exhibited their range of Acacia solid panels furniture at MIFF 2019, the largest furniture fair in Malaysia, from 8 to 11 March 2019. With their booth location at Malaysia International Trade & Exhibition Centre (MITEC), the new and largest exhibition space in Malaysia, supported by state-of-the-art facilities. Leveraging on this platform to connect the furniture manufacturers in the regions and worldwide, Samling presented the group’s wood supply chain with PEFC certification, right down to its own downstream finished products. Samling showcased their furniture brand "Aideas" featuring quality and contemporary designs at MIFF 2019. The SHP collection of bedroom series and Dining sets were also displayed during the exhibition. What’s more, a special promotion of a 5-piece dining set made entirely of Acacia solid wood was launched at the exhibition. Samling’s booth attracted visitors from various parts of the world such as USA, China, Canada, Europe, India, Philippines, Australia and many more. The Minister of Primary Industries, YB Teresa Kok officiated the opening of MIFF at MITEC and Samling’s booth was graced by her presence.

SEGAN FIRE21 - 24 March 2019

On 21 March 2019 around 4:30 pm, a fire was reported in coupe 6A, Segan (LPF0014), Ulu Sebauh, Bintulu. This peat swamp area makes fire-fighting very difficult as the fire can burn deep into the peat making it difficult and dangerous to access the area. To prevent severe damages to our tree plantation, it was critical to put out the fire as soon as possible. Upon receiving the distress call, the Plantation Manager, Mr. Pek Hing Lee, immediately mobilized his fire-fighting response team. After a quick assessment of the situation, the fire-fighting team set out to contain the fire. It was difficult to access the area during nightfall. The safety of the firefighting crew was prioritised and hence, the teams was assigned to monitor the situation from the main road. By midnight, the fire died down and the crews have withdrawn, while a few men stayed behind to monitor the situation.

The next morning, the situation was assessed and an action plan was drawn up. The weather forecast was not favourable as high temperatures with strong north-west wind was forecasted from noon which may cause the fire to be blown directly towards the plantation. 28 people from Segan’s R&D, Enumeration and Operations teams were deployed. A contractor with two excavators were also brought in to assist making a fire break as there was no road access to the said area. The fire was also reported to the local police and Natural Resources Environment Board (NREB) offices. By 11:00 am, the intensity of the fire picked up and spread faster. The team was split into two, to fight the fire from the two flanks. The drone operator, Mr. Prem Khumar from Miri assist in providing a bird’s-eye view to Pek, which greatly assisted him in planning the fire- fighting work.

The fire became less intense during the evening, however, the fire picked up again by midnight, but was still contained and it did not spread into the neighbouring blocks. The next day, the teams continued to pump water onto the affected areas. By 24 March afternoon, there was another flare-up and all resources were deployed to contain the fire. Blessed with the rainstorm around 5:00 pm which lasted almost 3 hours, the fire subsided. A small team remained there to monitor throughout the night. On 25 March morning and noon, no smoke was detected through the drone’s view. Fortunately, there was another round of rain at 2:30 pm which lasted for 40 minutes. Since no smoke was detected, the teams were withdrawn. Monitoring will continue for the next week to ensure no further flare up. Our security officer Mr. Abbas and native liaison officer Mr. Agan visited the surrounding longhouses to urge the residents’ assistance not to burn their rice fields during these adverse weather conditions. Fortunately, the affected area was not planted and only a very small portion of planted trees in the neighbouring block was damaged. Hats off to Pek and his team who were able to contain the fire and limit the losses to our planted trees.

STANDARD OPERATING PROCEDURE (SOP)TRAINING AT TIMORA PALM OIL MILL (TPOM)

1 - 30 March 2019

Standard Operating Procedure (SOP) training is one of the programmes in the Safety Campaign that involved all the workers. The training was conducted for the executives and staff. Different topics of SOP according to each station is presented daily at the mill’s laboratory, for instance, SOP for working in confined space, in elevated places, and safety procedures at the work site. Such training aims to avoid fatal accident and zero accident in the mill.

SOP training can help workers understand more about safety procedures that need to be practiced at workplace, which in turn can help foster a good discipline at the workplace. Besides adhering to the safety standards, caring for the safety of workers also reflects a good management.

POH KWONG QUARRY (PKQ)– FLOODED PIT LIMITING PRODUCTION OUTPUT

January - March 2019

Currently, in PKQ, we still face the difficulties with extraction of sufficient shot rocks from the existing quarry as most of the available areas are covered with pockets of overburden. As our main source of supply of raw materials, the quarry pit is not accessible for extraction of rocks as it is flooded with water due to incessant wet weather for most part of the last quarter of 2018 until the end of February 2019. This has had a significant impact on our highly saleable categories of products such as the ¾” aggregates, while quarry sand have limited output from the current production.

We have upgraded our pumping capacity through installation of four sets of 6” diameter REGALINE suction pumps of 100HP with maximum discharge speed of 3,600 litres per minute per pump. We shall commence aggressive pumping of the water once we are confident the wet season is over by the end of March 2019. By April 2019, we shall employ a contractor to take over the shovelling process at PKQ. Moving on, we intend to contract the hauling process as well. The piece-rate remuneration package offer by the contractor will be more appropriate and result-oriented. This is a preferred remuneration method as it is effective and creates higher productivity in our related Stigang Quarry that is currently undergoing a temporary restructuring process.
