1. Registered as NGO/Trust/ Pvt. Ltd. Or Public Ltd Company/ Partnership bodies or Individuals with sufficient experience in marketing and organising of training programmes.2. The average annual turnover of the applicant should be of minimum `25 Lakhs (Twenty Five Lakhs) for last three consecutive years.3. Should have sufficient experience in marketing/ organizing of Skill Development/ Capacity Building Programmes related to Food Processing or in allied field. Preference will be given to those who have organised training programme for Central Govt. / Public sector undertaking/ State Govt. / International organizations.Scope of Work:-The activities to be undertaken shall broadly cover:

1. To assist in mobilizing participants for STTP as well as other training Programmes/ Outreach Programmes to be conducted on PAN India basis.2. Tie-up for making all logistic arrangement for the trainings at various locations in India which also includes the development of Resource persons on PAN India basis.

3. Linkages with the industry for placements of the trainees.4. To assist in conducting outreach programmes.

5. To organize STTP/ EDPs/ SME Development Programmes/ Outreach Programmes on behalf of NIFTEM anywhere in India.

Those interested should submit their bid in two envelopes separately named as Technical and Financial Bid.

Criteria of Evaluation of Bids

1. A two stage procedure will be adopted for evaluation of proposals i.e. technical and financial evaluation. Selection of Firms/Organizations/NGOs/ Partnership bodies/Individuals for marketing of its Skill Development and SME Development shall be based on Quality-cum-Cost Based Selection (QCBS) criteria. This takes into account both the technical capability of the Firms/Organizations/NGOs/ Partnership bodies/Individuals as well as the cost of services. The Technical and Financial Proposal will be given 70:30 weightage respectively.

2. The Evaluation Committee will review the technical bids to determine whether the technical bids are substantially responsive. Bids that are not substantially responsive are liable to be disqualified.

3. The evaluation Committee will assign marks to the technically qualified Firms/Organizations/NGOs/ Partnership bodies/Individuals based on the technical evaluation criterion approved by the Committee. The Financial bids for the technically qualified Firms/Organizations/NGOs/ Partnership bodies/Individuals will then be opened and reviewed to determine whether the financial bids are substantially responsive.4. Conditional bids are liable to be rejected.

Criteria for technical bids:

1. The average annual turnover of the applicant should be ` 25 Lakhs (Twenty Five Lakhs) for last three consecutive years.

2. The Firms/Organizations/NGOs/ Partnership bodies/Individuals must have experience of advising at least one Government/Public Sector client in Skill Development /SME Development in India specifically demonstrating an understanding of this domain. The credential document detailing any such experience along with supporting documents (Work Order / Purchase Order / Completion Certificate) must be included in the technical proposal. In case the project is completed, they must provide the credential document along with Completion Certificate of the project duly signed by the client.3. The Firms/Organizations/NGOs/ Partnership bodies/Individuals should not be blacklisted by any Central/State Government institution. An undertaking (self certificate) that the Firms/Organizations/NGOs/ Partnership bodies/Individuals hasnt been blacklisted by a central/state Government institution and they have not been blacklisted by any government institution must be submitted.Technical bid should contain: -

1. Registration with statutory bodies,

2. A copy of Income Tax (PAN)

3. Service Tax registration,

4. Copy of Audited Balance Sheet with Profit & Loss Account for last three years, with Income tax Assessment order and

5. Proof of having marketed/organized Short term training programmes/ Outreach programmes in the past with address of the organization( photocopy of the letter should be attached).

(a) Experience in providing assistance for conducting Short term training programmes/ outreach programmes.

(b) Experience in undertaking similar kind of work in Food sector in India.

Those shortlisted will have to make a presentation before a Technical Evaluation committee.

Financial Bids of short listed agencies securing at least 50% points will be opened after technical presentation & evaluation.

The Financial Bid should contain the total cost of all services, proposed to be charged by the Bidder including all the expenses and taxes. Formula to determine the scores for the Financial Proposals shall be as follows:

Sf = (FL / F), where

Sf is the Financial Score

FL is the value of lowest Commercial Bid

F is the price quoted in the bid under consideration.

After adding up the scores obtained in the technical competence and financial quote, the agency which secures the Highest Marks (H1) will be awarded the project for the work. The selected agency will have to complete the work as decided by NIFTEM.

Last date for submission of Bid: - 27th December, 2012 along with processing fee of Rs. 5000/- in form of DD, favour of NIFTEM payable at SBI Kundli Branch, Sonepat (Haryana).
