Adityapur Industrial Area - Location

Adityapur – Part of Jamshedpur Urban Agglomeration - JUAconsisting of Industrial and Residential precincts spanning over49 sq.km (of 149 sq.km of JUA)

AIADA - An autonomous body under the aegis of theDepartment of Industries, GoJ with a command area of nearly33,970 acres is the owner and regulator of this land

The Industrial area houses around 1000 active Medium andsmall scale industries

AIA caters to large industries like Usha Martin, Tata Motorsand Tata Steel

Adityapur Industrial Area (AIA) is broadly divided into sevenphases with each phase having direct approach from the statehighway

• More than 900 active industries engaged in Engineering, Chemical, Food and Beverages sectors

• 25 of these units are Export Oriented Units

• Auto Electronics – Presence of Tata Motors and a largenumber of ancillary units to it provides immenseopportunities for auto electronic componentsmanufacturing

• Industrial Electronics – The demand for industrialelectronics is high due to presence of TISCO, UshaMartin, Bokaro Steel Plant, several power plants andHEC in the state

• Kyocera CTC Precision Tools Private Limited - a manufacturingcompany jointly established by Kyocera Asia Pacific PrivateLimited and CTC (India) Private Limited at Adityapur

• Products - Industrial cutting tool manufacturer focusing on themanufacture of micro drills for printed circuit boards andhole-making tools called Micro Industrial Tools

• Start of construction - November 2012• Start of trial operation - December 2013• Manufacturing plant size• Lot area: approx. 8,000m2

Floor space: approx. 7,000m2 (2-story building)• Production targets:Begin producing 100,000 inserts per month

AIADA has undertaken development of an ElectronicManufacturing Cluster (EMC) within AIA in order to:

In a scenario of widening demand supply gap in theElectronics sector AIADA wants to contribute to the nationaleffort of achieving desirous level of Electronics Manufacturing

Develop the state’s economy by attracting investment in theESDM Sector and provide employment opportunities

Attract and retain entrepreneurial talent

EMC at Adityapur – Proposed Developments

An application under the Electronics Manufacturing Scheme wasmade to the Govt. of India to develop a Greenfield ElectronicsManufacturing Cluster on 82.49 acre

The estimated project cost for infrastructure development withinthe EMC is Rs. 116 crore

The Site is adjacent to Adityapur Auto Cluster’s High Tech TestingLaboratory as well as the proposed STPI facility providingdevelopmental synergies

Incentives available in EMC @ AdityapurFollowing Special Incentives will be allowed for the Electronics Manufacturing units by GoI

Under M-SIPS – Reimbursement of 25% of the Capital expenditure + Excise/CVD oncapital equipments to individual units by DeitY

Following Incentives will be allowed for the Electronics Manufacturing units by GoJ

• Comprehensive Project Investment Subsidy (CPIS) to be given at the rate of 7%, 10% and

15% (depending on area) to all industries other than Mega for investment in Plant and

Machinery, Pollution Control Equipment, Alternative Power Generation and Employees

Welfare.

• Maximum amount of subsidy will be Rs 5 crore for an industrial unit.

• ST/SC/Women/Handicapped Entrepreneurs to get 5% additional benefit under CPIS.

• Industries implementing State Government reservation policy in direct employment will

be eligible for 5% additional incentive under CPIS.

• Non-mineral based new industrial units located in extremist infested blocks (5 kms

beyond municipal boundary) with minimum investment of Rs 5 crore in plant and

machinery and providing direct employment to minimum 100 persons shall be eligible for

additional incentive of 5% under CPIS.

VAT SUBSIDY

• Apparel, Textile, Food Processing, Automobiles, IT-ITES / Bio-Tech/industries using fly ash or blast furnace slag to be reimbursed75% of Net VAT paid per annum (Max. – 75% of total fixed capitalinvestment) for five to nine years depending on locations.

CLUSTER DEVELOPMENT

• Minimum grant of 10% of total approved project cost ofclusters approved by GOI for the State.

STAMP DUTY AND REGISTRATION

• 50% reimbursement of stamp duty and registration fee formanufacturing units with direct employment of 100 persons.

• 100% reimbursement for industries offering 100 directemployment per acre of land bought.

• 50% reimbursement of registration fee of industrial parks.

• First time 100% reimbursement and second time 50%reimbursement to the units of IT/ITES (excluding land of IADAs).

PATENT REGISTRATION

Financial Assistance of 50% of expenditure incurred upto a

maximum of Rs 2 lakh per patent.

Quality Certification• High priority is being accorded by the State government for

improvement of quality of the output of industrial units and willbe provided with assistance for obtaining quality certificationfrom B.I.S. and other internationally recognized institutions @50% of the expenditure incurred up to maximum of Rs 2.00lakh.

• Green Energy Certificate.

• Bureau of Energy Efficiency (BEE) Certificate.

• LEED Certification in New and renewable Energy.

• Internationally accredited eco-labels OKE-TEX 100 etc

• Any other internationally accredited certification that will enablebetter market positioning.

• (b) An Enterprise can avail the facility for more than onecertification during the policy period subject to maximum limitof assistance.

• (c) Incentives for quality certification (ISO-9000, ISO-14000 etc.)are also being given by Government of India. State Governmentwill promote and facilitate the Unit getting such benefits onpriority basis.

• Units obtaining certification / accreditation under any of thefollowing internationally recognized / accepted standards will beeligible for the benefit :

• ISO-9000 Quality Management System

• ISO-14000 Environmental Management System

• ISO-18000 Occupational Health and Safety Standards.

• BIS certification

• Social Accountability Standards.

Incentives available in EMC @ Adityapur• IT/ITES, Electronics and Telecommunication firms are declared “Public Utility

Services” for the purpose of application of provisions under Chapter-V(related to strikes and lock-outs) of the Industrial Disputes Act 1947.

• IT/ITES, Electronics and Telecommunication firms being “Public UtilityServices” are exempted from the provisions of Chapter VI of Factories Act1948 (working hours of Adults).

• Self-certification for purposes of compliance of the following Acts:a) Factories Act

b) Employment Exchange (Notification of vacancies) Act

c) Payment of Wages Act

d) Minimum Wages Act

e) Contract Labour (Regulation and Abolition) Act

f) Workmen Compensation Act.

g) Shops and Establishments Act
