1. Inside the nation

1.1 UAE hosts Syria investment forum

The inaugural UAE-Syria Private Sector Forum took place in Abu Dhabi on January20th, organised by the UAE Federation of the Chambers of Commerce and Industry, inpartnership with the Abu Dhabi Chamber of Commerce and Industry.

As the host of the private-sector forum, the UAE encouraged Emirati businesses toinvest in Syria in a number of sectors, including trade, infrastructure, agriculture,tourism, logistics and renewable energy. The hosting of the event indicates a continuingshift in the UAE's international policy towards Syria. Abu Dhabi had previously backedopponents of the Syrian president, Bashar al- Assad, after the Syrian civil war began in2011, but in 2018 the UAE's foreign minister of state, Anwar Gargash, noted that theUAE's policy of indirect military intervention in the conflict had not worked and called fora "political solution".

In late December the UAE reopened its embassy in the Syrian capital, Damascus,which it had shut in 2012, owing to the conflict and deteriorating diplomatic relations.The UAE is the first member state of the Arab League, which expelled Syria in 2011, tohave re-established a diplomatic presence in Syria. With the Syrian civil war windingdown in most of the country, the Gulf Arab states now consider it as increasinglyimportant to become more active in the Syrian economy, in an effort to negate thestrengthening position of regional competitors there, such as Iran and Turkey.

The investment forum took place just a week after the visit of US secretary of state,Mike Pompeo to five Gulf Arab capitals, including Abu Dhabi, who used the trip toreiterate US backing for the Gulf Arab states' stance against Iran and confirmed theUS's continued commitment to the Middle East, despite the recent announcement bythe US President, Donald Trump, to withdraw troops from Syria. Mr Assad has beenvery publicly supported by Iran, and despite efforts by the UAE and other Gulf Arabstates to increase their investment, they are unlikely to negate Iran's growing influencein Syria.

1.2 Dubai reveals details of 2019 budget

Sheikh Mohammed bin Rashid al-Maktoum, the Vice-President and Prime Minister ofthe UAE and the Ruler of Dubai, approved the 2019 budget, with total expenditureremaining almost flat at Dh56.8bn (US$15.46bn) in 2019, up from Dh56.6bn in 2018.Infrastructure spending is projected to be Dh9.2bn, most of which is related to ongoingprojects for the World Expo 2020. However, this is down by 22% year on year, following

an estimated 50% year-on-year increase in 2018, as most of the projects for the Expohave been completed. In line with overall policy in the UAE, which is focused onimproving public services, the Dubai government has allocated 33% of its plannedspending for housing, welfare and education.

The budget envisages revenue reaching Dh51bn in 2019, an increase of just 1.2% yearon year as there are no plans to introduce new taxes or raise the existing 5% value-added tax (VAT) that is applied on some products. Non-tax revenue, which constitutesalmost 60% of total revenue, is also likely to grow only modestly in 2019 as Dubai hasreduced the fees for business licences and the Dubai Electricity and Water Authorityannounced on December 3rd that it would waive new connection charges forcommercial customers over the next two years. Such measures will ease the burden oncompanies and start-ups, and support business competitiveness at a time when theUAE, and Dubai in particular, has acquired the reputation of being an expensivebusiness destination in the Middle East, following the introduction of a VAT in January2018. Overall, as revenue is growing slightly faster than spending, Dubai's budget deficitwill narrow to Dh5.8bn in 2019 compared with an estimated Dh6.2bn in 2018.

1.3 Abu Dhabi exempts certain imports from customs duties

The Abu Dhabi Department of Economic Development (DED) and the GeneralAdministration of Customs announced that several industrial inputs imported by AbuDhabi will be exempted from customs duties from January 15th, in a move designed toboost the emirate's industrial sector.

The exempted imports include items such as raw materials, machinery, equipment andspare parts. The move forms part of the Abu Dhabi government's Dh50bn (US$13.5bn)three-year economic stimulus programme announced in 2018, which envisages non-oilsectors playing a more prominent role in driving economic growth. The new waivers willapply largely to goods headed for the emirate's industrial free zones, such as the KhalifaIndustrial Zone and the Khalifa Port Free Trade Zone.

Many existing industrial imports already benefit from customs duty waivers, whichamounted to about 26,000 transactions worth a total of Dh1.5bn in 2017. Theexemptions will reduce costs for local manufacturers, and enhance the competitivenessof manufacturing goods in Abu Dhabi. According to the DED, 37 projects covered byindustrial licences entered into production in Abu Dhabi in 2017—an 85% increase inyearonyear terms—and the recent measures to exempt certain imports from customsduties indicate that the authorities intend to support manufacturing growth.

The tax exemptions are in line with other recent measures announced by the Abu Dhabigovernment that exempted all new economic licences from local fees for two years

(2019-20). However, the industrial import duty waivers could serve another purpose, byhelping Abu Dhabi exporters to gain exemptions for their exports from US tariffsimposed in March. Abu Dhabi's industrial holding company, Senaat, which has interestsin steel and aluminium, has announced plans to procure waivers from the US for itscommodities businesses. Its subsidiary, Emirates Steel, has been affected by the USgovernment's imposition of a 25% steel tariff. However, the effect of the tariffs is lessmarked for Abu Dhabi and the UAE economy than for major steel producers globally, asjust 5% of Emirates Steel's exports go to the US. The import waivers for industrial goodswill help to boost short-term economic growth, and if the UAE is able to gain exemptionfor steel exports (not our central scenario), this will be an additional benefit for themanufacturing sector.

2.1.1 Indusfood

Trade Promotion Council of India (TPCI) in cooperation with the Department ofCommerce and Ministry of External Affairs, organized the second edition ofINDUSFOOD at India Expo Mart, Greater Noida from 14-15 January 2019. A 9 memberhigh level delegation from Food Security Center, Abu Dhabi headed by Mr. Khalifa M. AlAli, Director General participated in the event. On the side- lines of INDUSFOOD, G2GRound-table Dialogue between Government of India Officials and the UAE delegationwas organized wherein ways to procure basic commodities such as cereals, meat,edible oil etc. directly through Government channel/body, etc were discussed.

2.1.2 Partnership Summit 2019

Partnership Summit 2019 - organised by the Confederation of Indian Industries (CII) inpartnership with the Department of Industrial Policy and Promotion, Ministry ofCommerce and Industry, Government of India and the State Government ofMaharashtra was held from 12-13 January 2019 at Mumbai. H.E. Eng. Sultan BinSaeed Al Mansoori, UAE Minister of Economy led a delegation consist of leading UAEgovernment officials and businessmen to India for the said summit.

2.1.3 Visit of IRCON delegation to UAE

A 6-member delegation from IRCON headed by Mr S K Chaudhary, CMD visited AbuDhabi 2-3 January 2019. The delegation met Etihad Rail officials and discussed theparticipation of IRCON in Etihad Rail Project.

2.1.4 Fashion Show on Khadi

Embassy of India in collaboration with Khadi and Village Industries Commission (KVIC),Apparel Group and Indian Business & Professional Group (IBPG), Abu Dhabi organizeda khadi fashion show during the 70th Republic Day celebration of India at EtihadJumeirah Hotel, Abu Dhabi on January 26, 2019 to popularize Khadi on the occasion of150th birth anniversary of Mahatma Gandhi. At the event, two eminent fashiondesigners - Sunaina Suneja from India and Feryal Al Bastaki from UAE showcased theircollections highlighting the opulent legacy of Indian fabric khadi and Emirati designs.

2.1.5 Workshop on Khadi

Embassy of India and General Women's Union (GWU) in collaboration with Khadi andVillage Industries Commission (KVIC) and the Indian Business Professional Group( IBPG) conducted a workshop on Khadi with the participation of two eminent fashiondesigners from India and UAE (Ms Sunaina Suneja & Ms Feryal Al Bastaki) on 27thJanuary 2019 at General Women’s Union, Abu Dhabi. H.E Noora Khalifa Al Suwaidi,Secretary General GWU was the Chief Guest. Mrs. Smita Pant, Deputy Chief of Missionrepresented the Embassy. Mr. S.N Shukla, Dy CEO KVIC & Mr. B.R. Shetty, Chairman-IBPG etc. also attended the event along with Emiratis, Diplomats, Business Groupmembers etc. The workshop showcased the khadi fabric with emirati design and culturalheritage of the India and UAE.

2.1.6 Business Meeting

Embassy of India in association with Khadi & Village Industries Commission (KVIC)organized a Business Meeting on 27th January 2019 at Embassy to discuss aboutpromoting retail business of Khadi products in UAE. The event was attended by therepresentatives from the major textile group in UAE (Lulu Group, KM Trading Group,Landmark Group, Apparel Group).

2.1.7 Khadi Promotion at the mall

Embassy in association with Lulu Group conducted a Khadi promotion programme(Khadi – Celebrating the fabric of India) on 28th January 2019 at Lulu Hypermarket, AlWahda Mall, Abu Dhabi. The event was attended by members of Indian communityassociations, Embassy officials and Lulu customers from different nationalities whichhelped in generating interest in Khadi products.

2.1.8 Vibrant Gujarat Global Summit 2019

State Government of Gujarat organized Vibrant Gujarat Global Summit 2019 fromJanuary 17-22 in Gandhinagar, Gujarat. Dr. Thani Ahmed Al Zeyoudi, UAE Minister ofClimate Change and Environment and Dr. Ahmed Al Banna, UAE Ambassador in Indiaalong with number of senior officials participated in the summit. Sharjah FDI Office(Invest in Sharjah) also participated as part of the UAE pavilion wherein they exploredkey investment opportunities in India mainly in the state of Gujarat.

2.1.9 Arabplast 2019

ARABPLAST, a show for the plastics sector in the Middle East Region was held inDubai at DWTC from 5th to 8th January. Around 82 Indian companies exhibited at theIndia Pavilion which was organized by the Plastics Export Promotion Council of India.Consul Economic from CGI, Dubai visited the pavilion and interacted with the Indianexhibitors.

2.1.10 Food Sector Meeting

The Consulate General of India, Dubai hosted a seminar on 17 th January, 2019 on‘Food safety issues faced by food imports from India’. The seminar was attended by themajor food importers based in UAE. Mr. Mohammed Ahmed Abdulmajid, Head of LandPorts Units – Food Safety Department, Dubai Municipality, addressed the gathering andgave a presentation. The officials of Dubai Municipality informed the importers about therequirements needed to be fulfilled by the food consignments. The seminar was aimedat sensitizing the importers of food items from India about these requirements so as toreduce the contraventions.

2.1.11 Dawoodi Bohra Trade Expo 2019

The Dawoodi Bohra Community held its first international trade expo at Sharjah ExpoCentre from 17-19 January, 2019. The objective of the expo was to redefine business,promote trade and exhibit the various products manufactured and traded worldwide bythe community. Consul General inaugurated the Expo on 17 th Jan and met theexhibitors at their stalls. Consul Economic also visited the Expo and interacted with theexhibitors on 18th Jan.

2.1.12 INTERSEC 2019

Indian Chamber of Commerce (ICC) organized the India Pavilion at Intersec 2019during 20 – 22 January, 2019 at the Dubai International Convention & Exhibition Centre,Dubai. Intersec is the leading international meeting platform for the security & safetyindustry. India Trade Promotion Organization (ITPO) also organized India’s participationat the event. ITPO brought 28 companies from India who displayed a wide range ofmonitoring systems, surveillance, CCTV, DVR, video management & analytics, access/entrance control, biometrics/RFID, perimeter protection systems, guarding services,personal protection equipment (PPE), health at work, environmental protection at workand wearable security/ smart clothing etc. Consul Commerce visited the Indian pavilionand interacted with the exhibitors.

2.1.13 Arab Health 2019

EEPC India, Pharmexcil and SEPC participated at Arab Health 2019 from 28 – 31 Janat Dubai International Convention and Exhibition Centre with more than 100 companies.EEPC India, Pharmexcil and SEPC have been consistently working towards promotionof Indian medical devices and pharma machinery globally. Dubai acts as a majorgateway for Indian medical devices to the the entire Gulf and Northern Africa region.IBEF was the branding partner for India’s participation. The India pavilion wasinaugurated by Consul Economic on 28th January.

2.1.14 Republic Day by IBPC

Consul General addressed a gathering of about 200 prominent Indian business andprofessionals on January 28th at a function organized by Indian Business & ProfessionalCouncil (IBPC), Dubai to mark the Republic Day. The CEO of DP World alsoparticipated in the event. Consul General spoke about the tremendous growth in India –UAE trade & investment relations in the past four years.

2.5 Meetings and other trade activities by this Mission during the month

Total 57 trade enquiries were received and promptly replied during the month by theEmbassy of India, Abu Dhabi.

Trade Disputes The Mission received seven trade complaints during the month, which are beingpursued with local firms and the concerned authorities.

Tender details Four tender documents received during the month by this Embassy from Indianorganizations were disseminated to the Chambers of Commerce and Indian BusinessCouncils in UAE for their members participation.

3. Market Watch

3.1 UAE confirms financial support to Pakistan

The main outcome of the visit was to confirm a previous pledge to offer theadministration in Pakistan a financial package worth US$6.2bn, comprising loans anddeferred payment for oil imports from the UAE. The package is designed to helpPakistan to address its ongoing balance- of-payments difficulties. The deal is similar toone struck between Pakistan and Saudi Arabia in October 2018.

The UAE is a key ally of Pakistan. It hosts a large Pakistani expatriate population and isa major source of foreign-exchange remittances as well as investment. Pakistanaccounted for almost 3% of the UAE's total exports in 2017 and is the tenth-largestexport market for the UAE. The two countries also collaborate closely on regionalissues, particularly those relating to security. This was illustrated in December, when theUAE played host to Pakistan-brokered peace talks between US officials andrepresentatives of the Afghan Taliban.

Such co-operation is likely to continue, and the crown prince's visit will serve tostrengthen bilateral relations. At the same time, the UAE is also likely to build itseconomic and political relations with India, Pakistan's main regional rival. We expect theUAE to maintain a balance in its ties with Asian partners, including India, China andPakistan and try to avoid becoming embroiled in the geopolitical tensions among thesenations, instead focusing on the economic benefits of improving trade and investment.

The UAE, like some of other Gulf Arab nations, will continue to financially supportPakistan and both nations will continue to foster strong economic and diplomaticrelations during our 2019-23 forecast period. In the meantime, Pakistan will alsomaintain a neutral stance on some key issues, such as the ongoing dispute between theUAE, Saudi Arabia, Egypt and Bahrain on one side and Qatar on the other.

3.2 UAE, Oman and Bahrain to resume flights to Syria

According to Shafaa al-Nouri, the director of state-owned Syrian Arab Airlines, the UAE,Bahrain and Oman are making plans to resume civilian flights to the Syrian capital,Damascas. Officials from Syrian Arab Airlines (SyrianAir) at Damascus InternationalAirport briefed an Oman Air delegation in early January on preparations for theresumption of flights. International airlines suspended scheduled flights to the airportsoon after the outbreak of civil war in Syria in 2011.

According to SyrianAir, Bahrain's Gulf Air and the UAE's Etihad Airways are alsoconsidering the resumption of flights to the Syrian capital. This reflects a growing

consensus among Arab governments that the time has come to rebuild relations withthe government of the Syrian president, Bashar al-Assad. Increased air traffic is likely toprove beneficial for both the Syrian economy and Gulf airlines.

Unlike its Gulf neighbours, Oman has maintained diplomatic relations with the Syriangovernment throughout the conflict, and its embassy in Damascus has remained open.In keeping with its long-held foreign policy stance of non-interference, the sultanate'ssupport for both sides in the conflict has been strictly humanitarian. Now, however,other Gulf states have made moves to re- establish bilateral ties with Syria. InDecember 2018 the UAE reopened its embassy in the Syrian capital, and Bahrain willreopen its own embassy in the coming weeks. We believe that the Arab League is likelyto start formal moves to readmit Syria soon.

With the Syrian civil war winding down in most of the country, the Gulf Arab statesprobably consider it increasingly important to become more active in the Syrianeconomy, in an effort to negate the strengthening position there of two of the mainregional competitors, Iran and Turkey. However, although this is the case, resumingflights to Syria presents a degree of risk, either from the accidental shooting-down of anaircraft approaching the airport by Syrian surface-to-air missiles targeting Israeli aircraft,or collateral damage to aircraft on the ground by mortar or rocket fire by militants orIsraeli air strikes. Nonetheless, Gulf airlines are likely to have liaised with Israel toprevent such events from occurring.
