Most PG halls’ residents were required to pay an amount in the neighborhood of Rs. 1500. The electricity consumption not just varies from hall to hall, it also varies within a hall among the residents. The individual electricity consumption of students in the halls varies over a large range depending on electrical appliances used and hours a student spent in their rooms. The usage of heaters and coolers does have significant effects on the consumed units of electricity. The HECs do not have the machinery to exactly check the usage additional electrical appliances in individual rooms. Keeping such disparities in mind we find the current model is impractical for implementation. Page No:

This proposal was made to collect the electricity charges from individual halls according to the electricity usage.

But, the complications of implementation of ‘Model-II’ became clear only once the electricity bills for the month of January were received by the students. Most PG halls’ residents were required to pay an amount in the neighborhood of Rs. 1500.

Keeping such disparities in mind we find the current model is impractical for implementation.

For example, Individual room wise meters are installed in the SBRA, where the electricity charges of previous January months were varying between Rs. 239 and Rs. 4768 with an average of Rs.916. Similarly, meter based payment in the RA Tower also shows a variation between Rs. 239 to Rs. 2936 with an average of Rs. 721.  The huge standard deviation in these halls (Rs. 557 in RA tower and Rs.718 in SBRA) for the month of January indicates that the present single amount for a single hall does not capture the huge variation of electricity consumption on person to person level.

The various surveys conducted at hall level shows that the student community is completely unhappy with the current model of collection of electricity bills and believe that individual meters are the only sustainable solution.

Models of how to implement the individual meters at hall level, have already been proposed to the institute. But these proposals are still under considerations by the authority since then.

By considering the above disparities and opinions of the hall residents we the following Hall elected committee members along with the hall residents are requesting you to implement the following four modifications in the existing electricity model in the proposed time period.

1. Keeping in mind the financial burden of the institute, the students would immediately pay the same amount which they were paying under the heads of ‘Electricity charges’ and ‘Supplementary Electricity charges’ till last semester.

2. Students feeling that nearby amount of Rs.1500 for the month of January is unjustifiably high and cannot pay any amount greater than of Rs.800 as electricity bill for the month of January.

3. As the financial burden on student tremendously increasing with time, the implementation of electric meter in individual room should be initiated in ground level before summer registration and the status can be informed to respective HEC on or before 10th may 2016. The remaining electricity dues till the dates of summer registration (14th may 2016) after revising the January bill can be paid by the student as soon as the installation of individual electric meter being started in hall level.

4. If there are issues with the manpower for IWD to install electric meter in individual room of each hostel, HEC’s of respective halls should be given permission for implementing meters.
