SLOVAKIA AT GLANCE
The Minister of Labour, Social Affairs and Family of the Slovak Republic
For more than fifty years, the European project
has linked freedom and prosperity with a high
standard of social rights. However, today this
exceptional success of the Union is endangered
by social dumping, illegal work, and breaches of
existing legislative rules.
While there are already relevant institutions able
to address many of the problems affecting the
everyday life of Europeans, the key issue of free
movement of workers is still waiting for a proper
institutional anchoring. I am convinced that the
ability to offer a direct, fair and above all common
solution to these challenges will be decisive for
Europe’s future. For this reason, I welcome the
establishment of the European Labour Authority
and, on behalf of the Slovak Republic, would like
to offer this emerging institution the operational
background for its further work.
As a country integrated in the European Union
through membership in the eurozone and the
Schengen Area, the Slovak Republic, with its
strategic location in central Europe, undoubtedly
has all the prerequisites to facilitate cooperation
between the Member States regarding politically
polarizing topics.
The Slovak Republic takes into account the diverse
positions in the area of labour mobility. Our
country‘s ability to connect Member States has
been clearly demonstrated in the discussion on
the Posted Workers Directive. Slovakia is not only
a “posting” country, but also a country where
thousands of posted workers find jobs.
Thus, the location of the European Labour
Authority in the Slovak Republic can make a
significant contribution to strengthening cohesion
between the Member States in the Union.

The Prime Minister of the Slovak Republic
Since its beginnings, the European Union has
placed emphasis on developing the single market
with its four fundamental freedoms. Labour
mobility has been proven to be one of the most
important factors affecting the functioning of the
European Union.
We know today that well-managed and properly
regulated labour mobility supports the growth
of the economy and employment across the
European Union. It is more than likely that in the
coming years the further growth of the economy
and employment in the EU will be driven by the
fair functioning of the free movement of workers,
which should be the main subject of the new
authority‘s activity.
With respect to the increasing labour mobility
in the European Union, I am convinced of the
benefits and the need to create the European
Labour Authority.
The Slovak Republic is a fully qualified candidate
meeting all the prerequisites to host the European
Labour Authority in its capital. Our interest
undoubtedly also relates to Slovakia‘s ambition
to become a member of the Union with all the
experience and attributes that belong to it, and
we are equally ready to accelerate work on the
project of deeper integration of the eurozone
countries. The Slovak Republic is, however, the
only eurozone and Schengen Area country without
a European agency or institution.
I would like to emphasize that the Slovak Republic
gives priority to the topic of labour mobility,
with an interest in achieving an expert profile
on this topic, as evidenced by the fact that the
Government of the Slovak Republic has recently
adopted a comprehensive strategy for labour
mobility.
I strongly believe that the decision to place
the European Labour Authority in the Slovak
Republic will be a confirmation that Slovakia is a
responsible and constructive partner for the Union
in all activities aimed at mutual cooperation.

ELA in Slovakia. A good idea.Slovakia welcomes the ELA as an institution that will
address the priorities set in the European Pillar of
Social Rights. We are, however, convinced that ELA’s
added value stretches beyond assisting thousands
of mobile workers and enterprises. It represents
the commitment and the will of the Member States
to safeguard two of the four fundamental pillars of
the EU, the freedom of movement of persons and
services, and their enforcement under just conditions.
This is not a simple task. Yet, we are confident to
assert that if one were to look for a country that is in
the geographical and political position to endorse and
support ELA’s role in facilitating European dialogue,
one would hardly find a better match than Slovakia.
The country is among the most pro-European
Member States and has repeatedly shown a nuanced
appreciation of the historically and socially diverse
positions of the EU Member States.
We are offering experience and constructive
approach when it comes to addressing pressing
issues of the day, including the abuse of labour
mobility rules. In 2017, Slovakia initiated and hosted a
regional forum of the V4 countries and their extended
neighbourhood to strengthen their cooperation and
to prevent cases of illegal employment. The ambition
to host ELA is a logical next step in enhancing and
sharing these competences.
Bratislava might not be the home of the world’s most
famous art galleries, a place to savour fresh tapas, a
city to experience the world’s oldest tube or to watch
sunset over the coastline. And yet, one would be
hard-pressed to find a cosier cosmopolitan capital in
Europe to live and to work in.
Due to its comparably small size, Bratislava combines
the advantages of living in a capital city with a friendly
atmosphere. Bratislava is a city of unlikely synergies,
where history meets state-of-the-art urban design, all
of which is set in ancient vineyards and green forests.
Bratislavans are known for their dynamic and sporty
way of life, a taste for contemporary, hearty Central
European cuisine and exquisite local wines.
Bratislava, with its Central European flair, capacity
for dialogue and appreciation of diversity is looking
forward to welcoming ELA.

Slovakia has identified several suitable alternatives for ELA’s new seat in the central business district of
Bratislava. The final decision fell on the office building Landererova 12 (L12), which is, among other reasons,
being proposed for its convenient location. L12 is part of a wider business, residential, shopping and leisure
centre at the Danube riverfront, called the Eurovea City.
Eurovea City is a prime location for
working, living and recreation. The
development at Danube’s promenade
offers modern residential, office and retail
properties with high quality amenities. At
the same time, it provides venue for open-
air concerts, public assemblies, sporting
competitions and festivals ranging from food
to jazz. The new building of the Slovak National
Theatre is also an organic part of the complex.
Eurovea City‘s central location provides easy and quick
accessibility by public and private transportation. Numerous
direct bus lines connect it with all other parts of the city. Bratislava Old Town, the main bus station and the city‘s
extensive tram network is within walking distance. The area is well equipped with parking spaces and is also
accessible by boat via a dedicated pier on the Danube.
The proposed office building is just across the street from
the main bus station with direct connections to Bratislava
and Vienna airports and easy access to the main railway
station.
The closest highway exit allowing for easy access to other EU
capitals (Prague, Budapest, Vienna, etc.) is just across the bridge,
right next to L12.
L12 was finished in 2018 when it
welcomed its first tenants.
With its riverfront apartments, 5-star Sheraton Hotel,
a large shopping mall and ample options to dine,
life at Eurovea City never stops.
The proposed office location for the new ELA headquarters was
carefully selected to enable smooth start of its operations from
October 2019. L12 meets the ELA’s specific requirements
including the highest standards of accessibility, connectivity
and security.

Special attention has been paid to the design of public spaces at Eurovea City, such as the riverfront park
and the central square. This high-profile area is popular among Slovaks and visitors alike and will continue to
develop and expand in the coming years.
It is symbolic that ELA should reside in the area where Slovakia’s first ever Presidency of the Council of the European Union was publicly celebrated in 2016.
L12 is a newly-built modern office
centre designed to meet the
strictest contemporary workplace
requirements. L12’s location in a
mixed-used area means that a wide
array of amenities and facilities are
located in its immediate vicinity:
restaurants, cafés, shops, fitness
centres, post office, kindergardens,
schools, healthcare facilities, etc.
Adjacent Hotel Sheraton, with over
200 guest rooms, along with other
nearby hotels provide sufficient
accommodation capacity for visitors
to ELA. Additional conference
facilities at this nearby hotel are
also available.
In addition to its 500 sqm canteen
and 80 sqm café, the L12‘s roof
terrace is available to all tenants and
provides a hideaway from the city
centre‘s hustle. It is a good place for
socializing and work breaks, increasing
the building‘s attractiveness for potential
employees.

The first four floors provide parking for cars and motorcycles, including electric vehicle charging stations.
Facilities for bicycle commuters, such as bicycle storage, changing room and showers, are also available. The
building has excellent connections to nearby cycling paths as well as the Danube cycle route leading through
Austria, Slovakia and Hungary.
L12 was successfully granted the Gold
Leadership in Energy and Environmental
Design Certificate (LEED Gold) for green
buildings. It demonstrates that the L12
building was designed in line with
principles of environmental quality,
energy efficiency and sustainability.
Enhancing the comfort of individual
employees and opportunities for
community building were factors also
taken into account. L12 meets the
highest standards on the market.

accessibility for visitors, a
comfortable connection
to the city centre and

neighbourhood.

to the main server rooms, which are then connected to specific floors and tenants‘ server rooms with optical
single-mode connection.

Camera system monitors: building facades, entry

The fact that Bratislava with its size ranks among the smaller capitals brings some benefits, like an easily
understandable public transport system.
PUBLIC TRANSPORT
TRAMS
Trams are the most popular and fastest form of public
transport in the city. They are reliable, run on time
and generally operate from 5:00 am to 11:30 pm.
BUSES
Buses play a substantial role in the public
transport system. Limited-stop services run on
the longer routes through the city. Night buses
operate in Bratislava after midnight.
TROLLEY-BUSES
Some routes in the city centre, mainly in its hilly
parts are electrified and serviced by trolley-buses.
They have a long tradition in Bratislava and have
been operating here for more than 100 years.
BIKE-SHARING
A city-wide bike-sharing
project brings up to 550
yellow bikes to the streets
of the capital, utilizing 73
docking stations in 4 city
districts: Staré mesto, Nové
mesto, Ružinov and Petržalka. The
number of users has been continuously
rising since 2018 and bike-sharing has become a
popular alternative for daily commuting to work.
You can buy a public transportation ticket in
Bratislava, utilize it to travel to Vienna and use it in Vienna for
public transport, as well.

TWIN CITY LINER
From April to October you can travel between
Vienna and Bratislava by boat. The Twin
City Liner, as it is called, is popular among
passengers not only due to the short duration
of the trip, but also because you can admire the
beauty of the Danube and its surroundings while
traveling.
By Twin City Liner you can get easily directly to the
city centre of Vienna and Bratislava.

ELECTROMOBILITY
The charging station infrastructure in
Bratislava is well-developed and has
been growing constantly. You can find
public chargers mostly in shopping
centres, business centres and at petrol
stations. At present, there are
47 public charging stations in Bratislava.
However, the number is expected to grow
significantly in the coming years.

BRATISLAVA - STRATEGIC LOCATION IN THE HEART OF EUROPEDue to its strategic geographic location in central
Europe, Bratislava is easily accessible from all
European countries. The Slovak capital can be reached
from 3 EU Member States within one hour as it is
located at the Austrian borders, about 12 km from
Hungarian borders and 60 km from the borders of the
Czech Republic.
Bratislava is close to three EU capital cities – Vienna,
Budapest and Prague. The Slovak capital is directly
connected with these cities via a high-quality road and
rail infrastructure.
The neighbouring capitals can easily be reached by car.
Vienna and Budapest in 1 and 2 hours respectively,
Prague in 3h 20m. In case of Vienna, the short travel
time enables daily commuting between these two
cities. Bratislava and Vienna are actually among the
closest capital cities in the world (the closest among
EU Member States). With a mere 64 km between them,
they form part of the Vienna-Bratislava metropolitan
region.
A location within the heart of Europe for the new ELA
headquarters would be ideal for the efficient and
flexible operation, making it easier for ELA staff to visit
their home countries.
The excellent location of the Slovak capital is also
demonstrated by the fact that numerous international
companies have located their regional offices and
service centres here.
The capital of Slovakia combines the convenience and
comfort of living in a mid-sized city (approx. 450 000
permanent city residents and more than 620 000 in the
greater metropolitan area) with economic, social and
cultural possibilities of a large European agglomeration
(more than 12 million inhabitants live within two hours’
drive from Bratislava)

Bratislava is a significant international highway
node with direct access to capitals of the EU
Member States and other key cities. The three
major European corridors (Baltic-Adriatic,
Orient/East-Med and Rhine-Danube) pass
through Bratislava.

QUICK TRANSFER FROM THE AIRPORTS

When traveling to the proposed ELA seat from
Bratislava airport or Vienna airport, various cost
effective means of transport are available (cars,
taxis, buses as well as trains). The fastest option
is to drive by car or taxi. Trip from the Bratislava
airport lasts about 15 min and approx. 40 min
from the Vienna airport.
Bus connections, both local and international,
are another convenient and reliable mode of
transportation. Bus transport is operated by
the national operator, Slovak Lines, as well as a
variety of private and well-known international
providers.
Bratislava main bus station is the most common
destination for people traveling from Vienna
airport to Bratislava by bus. The station is only
few-minute walk from the proposed seat.

ACCOMODATING VISITORS
Bratislava has very good rail connections with the rest of Europe. There are numerous and frequent direct
services between Bratislava and other EU capitals.
When it comes to accommodating visitors to ELA, Bratislava hotels provide
a world-class quality at affordable prices. Visitors can choose from variety
of hotel offerings, ranging from luxury hotel chains to cosy boutique
hotels.
The Slovak capital is ready to accommodate the high number of
visitors to ELA in various hotel facilities. The Bratislava hotel
market is sufficiently large for ELA‘s needs.
Total capacity of Bratislava hotels is around 12 800 beds.
On average, about 3 000 hotel beds are unoccupied on
any given day.
As a second option, travellers to ELA can use train
connections to Vienna and then continue to Bratislava.

Bratislava currently has a fast-growing real estate market. All types of apartments are being added to the market
and most of them are well-suited for family life (3 and more room units).
Housing in Bratislava meets price variability requirements as all price options are available. Luxury villas and
high-end apartments are on offer as well as middle-class residential projects in the inner city or in the suburbs.

EUROVEA CITY SKY PARK
This project presents a contemporary
21st century architecture, high

The Slovak education system provides high-
quality education at all levels of the school
system. Education options include state-
funded public schools, private schools,
church schools and schools offering
international curricula. Public
schools in Slovakia provide primary
and secondary education free
of charge. State-run higher
education is also free for full-
time students, provided that the
standard length of study is not
exceeded.
Bratislava offers a wide range of
schooling facilities for bilingual or
multilingual children ranging from
preschools through primary and
secondary education. These schools
offer various recognized international
curricula in English. There are schools
teaching in German, Spanish, Italian and
French.
Capacity at nurseries, kindergardens and
primary schools is growing steadily and is ready to
accommodate the needs of ELA’s staff.
Slovakia has a strong tradition of extracurricular
activities for students at different types of schools.
These are provided by schools, or by various types of
school facilities, both state and private. Among the
most popular are art schools, which provide primary
and secondary art education, and language schools.
School facilities also include “school clubs” and “free
time centres”.
The Slovak education environment puts great
emphasis on healthy eating habits. There is a
rigorously planned and controlled dining system
aimed at providing appropriate nutritional value
and varied diet for students.

Capacity at nurseries and kindergardens is continuously
growing, and these offer about 22 000 places in the
Bratislava region and approximately 14 000 in Bratislava.
This represents approx. 5% annual growth indicating
this is a highly flexible market which will also be able
to accommodate children of the Authority’s staff.
Bratislava offers more than 140 public and
private nurseries and kindergardens. Learning
programmes focus mainly on the educational,
emotional and physical development and
teaching of international languages. There
are also 5 international private nurseries and
kindergardens offering English, German and French
tuition and Montessori programmes.
Capacity at primary schools in Bratislava is steadily growing at a similar
rate with about 45 000 school places in the Bratislava region, of which around 30 000 are in Bratislava.
Primary school tuition is provided by 6 international schools in a number of foreign languages. Most of
these schools also provide secondary education, so often there is no need to transfer to a different school.
Slovakia puts a lot of emphasis on the quality of secondary school education. There is a wide range of grammar schools and secondary schools with specialization (including arts and vocational programmes). Bratislava is the home of well-known international schools and top ranked bilingual schools. These institutes offer bilingual education with programmes in English, German, Spanish, French, Italian, but also the Bulgarian and Russian language.
The secondary school qualification of the adult Slovak population is the second highest in the OECD area according to OECD Data. Upper secondary graduation rates for young people aged 25 or under are among the highest in the OECD countries (Source: Education at a glance: Educational attainment and labour-force status, 2017).
For children of ELA staff, there are 7 international private high schools teaching international curricula. Most of these schools cater to the needs of bilingual or multilingual children and offer internationally recognized study programmes and diplomas, such as IB, AP, MYP programmes, German Abitur, etc. Their graduates often attend prestigious American and European universities.
Bilingual grammar schools in Bratislava offer more than 3 000 places for students (incl. 8-year grammar schools). For children from German-speaking background, there is the option to attend school facilities in neighbouring Austrian municipalities close to Bratislava.

COMENIUS UNIVERSITY, the largest university in
Slovakia, is celebrating its 100th anniversary this year.
The university is regularly ranked in the international
rankings of the best universities in the world. With
thirteen faculties, it offers the widest selection of
study programmes (over 800 programmes ranging
from liberal arts to medicine and science).
Bratislava also provides an excellent technical
university education through the SLOVAK UNIVERSITY OF TECHNOLOGY (STU). STU is a

Job opportunities for family members of ELA staff are abundant in the shared services & business process outsourcing centres, which are among the most important sectors in Slovakia. Currently, there are more than 60 such centres in Slovakia (mostly in Bratislava) employing more than 30 000 employees, 13% of which are non Slovaks. By definition, these centres require multilingual

Bratislava has always had a cosmopolitan character as evidenced by centuries of peaceful coexistence
between various ethnic and religious groups. It was home to Hungarians, Germans, Slovaks and other
nationalities, and it was common that Bratislavans spoke at least three languages. This cosmopolitan spirit is
still present here. Today, Bratislava is becoming increasingly popular among internationals. Currently, there
are about 35 000 employees from EU employed in Slovakia, of which 12 000 are employed in the Bratislava
region. Additionally, there are more than 10 000 international students studying at Slovak universities, mostly
in Bratislava. In total, there are more than 70 000 internationals living in Slovakia, 55% of which are citizens of
other EU Member States.
The most represented international communities in Bratislava are Polish, German, Italian, Austrian, English,
French and Spanish.
In comparison with other capital cities, Bratislava can be regarded as a very safe, quiet and less stressful.
The crime rate here is low.
Bratislava offers excellent quality of life at reasonable cost. According to the Mercer Quality of Life Survey,
Bratislava consistently ranks near the first third of 229 cities, and is improving its ranking each year.
The Global Peace Index ranked Slovakia as the 26th most peaceful country globally. Similarly, Slovakia scored
well on the 2018 Global Terrorism Index and was ranked 126th out of 138 countries, indicating one of the
lowest risks (impacts) of terrorism.

The Slovak system provides access to all branches of
social security to Slovak citizens as well as EU and third
country nationals on the basis of economic activity
or residence permit. Thus, the Slovak social security
system has sufficient capacity to cover children and
spouses of ELA staff in line with applicable national
and EU law.
Slovakia has a modern, reliable and extensive
healthcare system. It is characterized by unlimited
access to all levels of care and free choice of providers.
Slovak healthcare facilities are typically used by
international workers living in Slovakia, since doctors
and dentists in Bratislava generally have a good
command of English and the quality of service is at a
very good level.
The Slovak health care system is based on universal
coverage and compulsory health contributions paid
to a health insurance company of the employee’s
choice. Health insurance is mandatory for all Slovak
citizens and those having temporary and permanent
residence permit. All health insurance companies
issue the European Health Care Insurance Card to
their clients. Most services are
provided free-of-charge
or subsidized by
insurance.
Bratislava has a high concentration of hospitals. There
are 8 public hospitals and 21 separate clinics including
9 private medical centres. There are approximately
4 000 hospital beds catered to by more than 1 300
highly skilled doctors.
Bratislava is also a home to the largest hospital in
Slovakia - the University Hospital in Bratislava, which
comprises five hospitals providing about 57% of all
hospital beds in Bratislava. There are around 1 400
doctors, including those providing outpatient care.
Besides general hospitals there are also specialized
facilities in Bratislava. The National Institute for Cardiovascular Diseases is the top centre for
cardiovascular medicine in the Slovak Republic. The
Institute takes part in basic and applied cardiovascular
clinical research with subsequent application of
research findings into practice. In terms of medical
education, the Institute fulfils the role of a training
base for the Slovak Medical University and the Faculty
of Medicine of the Comenius University in Bratislava.
The National Cancer Institute (NCA) is a cancer-
specialized hospital for the provision of comprehensive
health care in the field of outpatient as well as
inpatient health care. It contains joint diagnostic and
treatment units and intensive health care facilities.

Slovakia is proud of its top quality local food, beverages and drinking water. Drinking water sources in the Slovak
Republic are of the highest quality. Both groundwater (82,2%) and surface water (17,8%) are exploited as drinking
water sources in Slovakia. Žitný ostrov is the biggest natural groundwater reservoir in central Europe. Solely
groundwater sources are used for abstraction of drinking water in the regions of Bratislava, Trnava and Nitra.
Access to clean drinking water supply is an important public health measure. According to the European
Commission, access to good quality water could reduce bottled water consumption by 17%. Less bottled
water would help people save money and also have a positive impact on the environment, by reducing CO2
emissions and plastic waste. Drinking tap water is cheap and environmentally friendly.

DEVÍN CASTLE
One of the most important landmarks of Slovakia is
located on the hill at the confluence of the Danube
and Morava rivers. The Devin castle remembers the
glory and fall of Great Moravia and was blown up
by Napoleon’s army. Later it was declared to be a
national cultural monument of Slovakia.

Bratislava’s rich history is showcased through the collections of some
50 museums and almost 20 galleries. Bratislava is also home to
numerous performing arts institutions including nearly 30 theatres,
philharmonic orchestra, chamber orchestras, etc.
SLOVAK NATIONAL THEATRE A Neo-Renaissance theatre building from the 19th
century located in Bratislava Old Town. The building
has housed Slovak National Theatre ensembles
since 1920 and is based on a design by the Viennese
architects Fellner & Helmer.
NEDBALKA GALLERY
Bratislava was the coronation city from 1563 to 1830 and it was in
St. Martin‘s Cathedral where ten monarchs were crowned (including
Maria Theresa). Bratislava commemorates its coronation history with

The biggest and most visited contemporary art festival

RED STONE CASTLE
This modern sporting and leisure resort is situated only 25 km
from Bratislava. In addition to top-class Olympic sports facilities,

The High Tatras National Park (TANAP),
situated in the north of Slovakia, was
founded in 1949. It covers the high-
mountain area of the Tatras and is a
unique protected area for flora and
fauna, contains more than 100 alpine
lakes and several waterfalls. The tallest
peak in Slovakia is located in the High
Tatras – Gerlachovský štít (2 655 m).
However, another peak located in the
High Tatras, Kriváň, is considered an
unofficial symbol of the country.
This castle dates back to the 13th century,
situated just several tens of kilometres from
Bratislava is one of the best preserved Slovak
Castles.

Located in the Slovenský raj area, it is one of

The Slovenský raj National Park (Slovak Paradise),
situated in the eastern part of Slovakia, contains
one of the biggest ice caves in Europe and an
attractive landscape of karstic plateaus, gorges,
waterfalls and caves. Animals are represented by
200 species, including bear, lynx, wolf, deer and
boar.
With a total length of more than 3 000 metres,
this cave is also known for its long tradition of
speleotherapy, a form of therapy carried out to
treat respiratory diseases.

town is one of the most beautiful towns
in Slovakia. It is a completely preserved
medieval town. The heart of the town is
the historical Trinity Square dominated by a
monumental plague column.
The castle is situated on a high rock above Orava river and the
village of Oravský Podzámok. It is considered to be one of the most
beautiful castles in Slovakia. The original design was in Romanesque
and Gothic style, it was later reconstructed as a Renaissance and Neo-
Gothic structure.
Slovakia is rich in deep underground springs with varying
thermal and mineral properties. There are more than 1 600
mineral springs registered in Slovakia. Mineral water from
springs is used either in spas or is bottled. Each year thousands
of visitor travel to the most popular spas in Piešťany,
Trenčianske Teplice or Bardejov to receive special treatments
with various kinds of mineral waters, or with mud, or just to
enjoy the wide range of wellness procedures.
