    and Meeting ScheduleAt the January 21 HMOA meeting, HMOA Presi-

    dent Dawn Plaskon nominated Roger Schaufler toserve as vice president of HMOA. In a unanimousvote, Roger was appointed to the office.

    During the January 21 meeting, the body dis-cussed the formation of a Candidate ReviewCommittee. This committee will assess candidatesrunning for the Hayward City Council this year andwill provide the membership with endorsementrecommendations.

    Four HMOA members experienced in Haywardpolitics have agreed to serve on the committee.The committee members are Kathy Morris, CarolFriesen, Twanna Rogers and Roger Schaufler. Citycouncil candidates seeking HMOAs endorse-ment will be interviewed by the committee.

    Each candidate will be evaluated to assesstheir capacity to serve the city as well as theirfriendliness towards the interests of the mobilehome community.

    At the March 17 HMOA meeting, the commit-tee will report their endorsement recommenda-tions to the HMOA membership. Following the

    committee report, the meeting will be opened fordiscussion prior to a vote on the endorsement rec-ommendations. A budget of $500.00 for printingand mailing costs was approved.

    You may have noticed thatthere has been some patch workon the roads accomplished in therear of your community. This ispreliminary work to help get usthrough the winter months untilwarm and dry weather returns inthe spring. It is anticipated that

    during the spring and/or summermonths, schedules permitting, thatthe actual resurfacing work willbe started in the rear of the park(phase two).

    During the time that the actualresurfacing work is being accom-plished, we recommend that, whilewalking your dogs, you walk awayfrom the areas being worked on foryour own safety and the safety ofyour dogs.

    Did someone mention dogs???

    we have noticed that an increas-ing number of dog walkers ARENOT picking up the dog feces andthis is becoming a real problem.

    Also we have noticed that some petowners, while walking their dogs,are not monitoring their animalsand allowing them into other res-idents lawn and yard areas. Thisis trespassing onto someone elsesproperty.

    Speaking of trespassing onother residents property, we havereceived several complaints recent-ly about individuals taking shortcuts through others property.Please remind all those in yourhome that this is a NO NO. Thankyou.

    We really dont want to con-tinue to appear so negative aboutthe activity in our community, butfrankly the excessive speed in thepark is becoming a real challengeand we are fearful that eventu-ally someone is going to be hurtbadly. Please examine your driv-

    ing behavior (speed???) and thoseof your guests within the confinesof your community and make anyadjustments necessary.

    It is almost spring time, theflowers will be blooming, the beesbuzzing and the warm days willbe here once againand one otherthing lot inspections. So, as theweather permits, please start get-ting a head start on the outdoormaintenance of your home and

    space. Please pay attention to yourgutter areas. There are some thathave grass growing about two feetin height. Check your home andsee if you have some grass in thegutters.

    The gate at the rear of the

    property has been repaired andguess what It has been hit again(twice). The good news is that bothtimes the gate was simply knockedoff the tracks. Please help us withtracking down the parties involved.It has been reported that someonethat is using the ranch for a shortcut is the guilty party. If you seesomeone in the park that you dontfeel belongs here, take their licenseplate number down and turn it intothe office.

    We just had some very cold

    weather during the last part ofDecember through January.Everyones heating bills were high-er than normal. Some individualsopted to use electric space heatersto keep their homes warm, butgenerally speaking, electric spaceheaters are not the most efficientway to heat your home.

    Guillermo would like to remindall Spanish Ranch residents thatit is a Federal Offense, a State

    Offense and a County Offense todump motor oil onto the ground orinto the storm sewer system. Guesswhat, the City of Hayward does notmuch like it either.

    We have noticed an increaseof individuals that are using thecar wash areas as their own per-sonal dumping ground for theirused motor oil. Notice to residents,motor oil can be recycled for freethroughout the City of Hayward.

    Also, it is against the Rules and

    Regulations of Spanish Ranch tochange your motor oil on this prop-erty. If you need help locating arecycling outlet, just contact theoffice.

    Please report taggers (graffiti)to the office.

    Please continue to clean thegutters in the front of your home ofleaves and debris.

    3 boxes and a trash bagDonna Christner-Lile explains her simple methodfor downsizing as part of life transitions, and decluttering (dejunking) any space.

    DeJunking getting rid ofclutteris mostly dumping it wouldseem, according to an entertainingpresentation by downsizing expertDonna Christner-Lile. Illustratinghow it can be done with three boxesand a trash bag, she encouragedher listeners to devote an hour aday, plus 10 minutes for puttingthings away, to getting rid of theclutter in their home or office.

    (Recycling was understood aspart of the dumping process.)

    For each session, have threelabeled boxesPut Away (needs togo somewhere else); Give Away orSell (when this is full take it to your

    storage area and start another);Storage, and a black garbage sack.Keep only current and the previ-

    ous months issues of any maga-zines you get and dump the rest.Throw out out-dated coupons andfile the rest by expiration date inan index box. Throw out hotel pens

    promotional materials never haveenough ink and scratch pads ifthey arent at least 3x5. Keep only5 grocery bags and half a dozentwist ties. Dump odd socks. Tearout only that article you wanted to

    save, start a file folder and recyclethe rest of the paper. Better yet,scan them and store as digital files.Get rid of all those instructions thatcame with your coffee pot or what-ever you know how to use it.

    Donna suggests: weed out cas-sette tapes and CDs If you haventlistened to, or watched these for oneyear, throw them away! If you arenot sure what is on the tape, stackthem next to the TV. Preview one aday until you have disposed of them

    OR marked them to store.For the stuff youre going to

    store: most efficient is to have boxesthat are all the same size (she sug-gests produce boxes that have lidsand hand holds). As you fill a boxof keep after being ruthless, per-haps with the help of a friend, aboutwhat you HAVE to keep, then listthe contents of the box on a card orin the computer, give it a number,put the corresponding number onthe box and stack it away.

    Make separate boxes for holi-days. then forgotten items discov-ered later can be quickly put intothe correct box. You shouldnt haveanything seasonal in the main liv-ing area of the house unless it is inseason, Donna scolds.

    Donna, who has a special crewthat will help families downsizeseniors from the family home tosmaller quarters, or clear out hous-es after the old folks die, spoke fromexperience when she urged listen-ers to do a reality check about theirstuff. Nobody wants 10 years ofyour saved National Geographics,she said. Your photos, either, shesaid, suggesting you label them and

    parcel them out to your family wellin advance of any move.

    u Set the furnace thermostatat 68 degrees or lower, and the air-conditioner thermostat at 78 degreesor higher, health permitting. 3 percentto 5 percent more energy is used foreach degree the furnace is set above68 degrees and for each degree the airconditioner is set below 78 degrees

    u Use compact fluorescent lamps.You can lower your lighting bill by con-verting to energy-efficient low-watt-age compact fluorescent lighting andfixtures.

    u Replace old windows with newhigh performance dual pane windows.

    u Clean or replace furnace andair-conditioner filters regularly, fol-lowing manufacturers instructions.

    u Set the water heater ther-mostat at 140 degrees or normal. If

    you have a dishwasher. Otherwise, setit at 120 degrees or low. Check yourdishwasher to see if you can use 120degree water. Follow the manufactur-ers direction on yearly maintenance toextend the life of your unit.

    u Fix defective plumbing or drip-ping faucets. A single dripping hot

    water faucet can waste 212 gallons ofwater a month. That not only increaseswater bills, but also increases the gasor electric bill for heating the water.

    u Wash only full loads in a dish-washer and use the shortest cycle thatwill get your dishes clean. If operat-ing instructions allow, turn off thedishwasher before the drying cycle,open the door and let the dishes drynaturally.

    u Install shades, awnings or sun-

    screens on windows facing south and/or west to block summer light. In win-ter, open shades on sunny days to helpwarm rooms.

    u Close the damper when thefireplace is not being used. Try not touse the fireplace and central heatingsystem at the same time.

    Article III MembershipSECTION 1: All legal residents of Spanish Ranch 1 Mobile

    Home Park are automatically members of the Association,without levy, upon establishment of residence. Legal residentsshall be defined as those residents who are registered with themanagement of the park and of legal voting age as defined bythe State of California.

    Article IV Elected Officers

    SECTION 1: The elected officers of the Association shallbe the President, Vice-President, Secretary and Treasurer. Theoffice of President shall be filled by one person but any two ofthe remaining three offices may be held concurrently by a singleindividual.

    SECTION 2: The term of office shall be for one year based

    upon a fiscal year beginning May 1 and ending April 30. Themaximum term of service for any office shall be two consecutiveterms.

    SECTION 3: The Duties of the elected Officers shall be asfollows:

    a. PRESIDENT: The President shall preside at the Associationmeetings, Board of Directors meetings, and when the

    Association feels necessary, meet with Management to rep-resent the residents of the park and their concerns to fosterand maintain unity and cooperation within the park. ThePresident will only vote as a tiebreaker and will make surethat all Association by-laws are adhered to.

    b. VICE-PRESIDENT: The Vice-President shall assume theduties of the president when the President is unavailable. He/

    She shall assist the President as requested by the President.The Vice-President shall be a de facto member of all commit-tees and shall assist all committees as necessary.

    c. SECRETARY: The Secretary shall record and publish theMinutes of the meetings of the Association and the monthlymeetings of the Board of Directors in the El Toro. Shouldneither the President nor the Vice-President be available,the Secretary shall assume the duties of the Presidentof the Association. The Secretary will also receive, fileand send correspondence as directed by the Association.Recommendations and reports from the Board of Directorsmonthly meeting will be included in the published minutes forreview by the residents.

    d. TREASURER: The Treasurer shall receive, deposit and dispenseAssociation funds as directed by the Association members. TheTreasurer will keep written records of all transactions and willreport the status of the Associations funds at the Boardsmonthly meetings. At any meeting which the treasurer cannotattend, a Treasurers Report will be supplied to the membersand read by the President. The treasurer will provide a monthlyaccounting for publication in the El Toro detailing income andexpenses. The Treasurer shall also prepare an annual budgetand present it to the May Board meeting for approval and thenfor publication in the El Toro by the deadline for the July issue.Residents seeking to question or contest Board expendituresshould attend and do so at the monthly Board meeting.

    The February 2, 2012 Meeting of Spanish Ranch1 Association was called to order at 7 p.m. by VicePresident Judy Allen-Rodgers. All officers and boardmembers were present, except Dawn and Patty whowere out of town and excused. One guest was pres-

    ent. The pledge of allegiance was said.Minutes

    The minutes of the January 2012 meeting wereapproved as published.

    Treasurers Report

    Treasurer Peggy Nichols reported that there hasbeen no activity this month so a balance of $1,031.57carries over.

    Committee Reports:

    Helping Hand Marvin reported one call. He

    encouraged everyone to spread the suggestion thatright now, just after rains, is the best time to tackle theweeds in the yards as they pull up easily. He pointedout that if you are in trouble if you wait until thingsdry out, and itll be even worse if you wait until theinspection. A separate notice will run in the El Toroabout the weeds.

    Disaster Regional manager Greg OHagan stillhas not responded to a request for dates to meetwith the parks representatives to discuss his plan.

    Community Reports:

    HMOA The next meeting is March 17 atContinental Mobile Home Park. Renewal notices forHMOA were prepared by their membership coordi-nator and distributed to representatives of each parkat the January meeting. The renewal notices for ourpark along with a flyer about the special communityevent Dejunking with Donna were distributed park-wide by Jeanie.

    Neighborhood Watch Peggy Nichols, PattyLittle and Clint Dean, SR1 residents qualified as BlockCaptains by the City of Hayward have agreed to

    run Neighborhood Watch as a team. The first meet-ing of the newly configured group was rescheduledto Tuesday, February 21, to avoid a conflict withValentines Day.

    El Toro Publication was delivered to the parkthe same afternoon as the board meeting making itnecessary to distribute minutes electronically whichwas done a few days before.

    Old Business

    Vendor Event: Judy, reporting for Patty, reportedthat the Home Pro Expo has half a dozen prospec-tive participants.

    Flea Market Planning: Saturday, March 24 isconfirmed with setup on Friday the 23rd. A flyer isplanned for the week of March 15 to be distributedat the same time as an announcement of the April 5membership meeting and election, to remind peopleof both events. Ruth will ask the Bingo coordinator forpermission to use their tables to supplement the fleamarket offerings. The Association will have a tableto sell items people contribute. Judy volunteered tohelp Dawn with the planned snack bar.

    Elections planning: No one would volunteer tohead a nominating committee so all board mem-bers were enjoined to seek nominees. There wasmuch discussion about the fact that the board doesnot reflect the ethnic makeup of the community.The need for bilingual representation, hispanic inparticular, was emphasized. Jeanie will do a flyerannouncing the upcoming elections and generalmeeting, and asking people to step forward and getinvolved.

    Weekdays, going to South Hayward BART, board thebus across the street at Tampa / Folsom (where the park is)hourly from 6:32am until 8:32pm, arriving at BART at 6:46amuntil 8:46pm. Weekends / Holidays, service is from 6:32amuntil 6:32pm.

    Weekdays, returning from South Hayward BART, boardthe counter-clockwise, Tampa directional bus hourlyfrom 6:30amuntil 8:30pm, arriving Spanish Ranch at 6:42amuntil 8:42pm. Weekends and Holidays, service is from 6:00am

    until 6:00pm.Weekdays, going to Union Landing, board the bus at

    the corner in front of the 2 houses at Tampa / Folsom hourlyfrom 6:37am until 8:37pm, arriving at Union Landing at 6:54amuntil 8:54pm. On Weekends/ Holidays, service is from 6:37amuntil 6:37pm

    Busses now leave the Spanish Ranch Clubhouse at10:10, 10:55, 11:40am, 12:25, 1:10, and 1:55pm and arrive atSouthland Mall at 10:35, 11:20am, 12:05, 12:50, 1:35, and2:20pm. NOTE The last trip leaving Spanish Ranch at 1:55pmwhich arrives at Southland Mall at 2:20pm has no directreturn trip back to Spanish Ranch.

    Return trips leave Southland Mall at 10:42, 11:27am,12:12, 12:57 and 1:42pm, arriving back at Spanish Ranch at10:55, 11:40am, 12:25, 1:10, and 1:55pm.

    Route 22: For those who wish to walk to/from TennysonAve, on weekdays route 22 will go to the South Hayward

    BART station every 30 minutes from 6:22am until 11:22pmweekdays, and hourly on weekends and holidays from6:22am until 11:22pm. From the South Hayward BART sta-tion going down Tennyson will leave every 30 minutes from6:04am until 11:04pm weekdays, and hourly on weekendsand holidays from 6:17am until 11:17pm.

    Route 22 is a circular route, serving Tennyson, Hesperian(both Chabot College and Southland Mall), Winton, andboth Hayward and South Hayward BART stations alongMission Blvd. Visit AC Transits web site at www.actransit.orgfor more information.
