Like a town waking from a slumber, the heart of Pemagat-shel was suddenly bustling yes-terday with people from various parts of the dzongkhag flocking to the area.

Nabbed for dealing tobaccoBhutan Narcotics Control Agency, trade and police officials caught two individuals selling tobacco in Thimphu yesterday.

They raided three shops above taxi parking area at 3.30pm following a tip off from an informer.

The woman, 35, was caught selling 1,410 grams of chewing tobacco, 182 pieces of cigarettes and 600 sticks of bidi.

The officials seized 14 sticks of cigarettes, 5 tins of snuff and 175 sticks of bidis were retrieved from the man, 25.

time indoors yesterday, away from the downpour, preparing for the debate that was the last for this election.

The noise that filled the hall as people snatched chairs from one another, exchanging gimlet eyes as they did so, also went quiet as candidates took their seats beside the podium, amplifying the sound of the lone lazily spinning fan on one corner of the damp hall.

Jigmi Y Thinley began with his speech, undeniable smooth and composed, which bor-dered around his reminiscence of DPT government’s five-year tenure, which he did in a chro-nology and ease expected of a seasoned stump speaker. Pulled out from his campaign speech, Jigmi Y Thinley spoke about how his government laid a firm foundation for democra-cy, secured the country’s soul, its sovereignty, unity among its people and the laws it crafted.

He took the last one minute of the 10 he was allocated for his introductory speech to en-sure the audience at the hall, thousands watching live tel-ecast of the debate and thou-sand others listening to it on the radio, that the loans the country had taken for its de-velopment would be cleared within a year or so of the coun-try’s many projects taking off.

Pema Wangchuk, who struggled for the first few min-utes of his rather stiff and stag-gered speech, emphasised more on decentralisation of power to the grassroots and how that was characteristic of a democracy, which he said was something the DPT government failed to do in its five-year tenure.

If there ought to be change in the country, through govern-ance, he said candidates had to change as had to the political party taking the helm, which should it not happen, people in future would loath to take part

opponent that at a young age he was put through the elec-toral process thrice during the council elections, primaries and now the general one, and what knowledge and experi-ence he had gained.

Pema Wangchuk said he did not jump at the opportunity PDP proffered him instantly but consulted the kenchosuum and believing his third shot at the process was redolent of a chance, he joined in.

Pema Wangchuk’s ques-tion to his opponent was on the weakening of Indo-Bhutan relations evidenced by the nu-merous media reports.

Jigmi Y Thinley said people ought to know who wrote the stories when a media carried such stories, which media it was and who owned them, or what they bore in mind to plant such articles during the peak electoral process.

At the end of the debate, people at the audience said the questions people asked from the floor to candidates were too pointed.

“It’s like a heavy load is being lifted off of our shoulders with the whole process near-ing its end,” a Pemagatshel shopkeeper said, adding the election process had grown suffocating ever since it began. “I can’t wait to vote and putting an end to this election.”

‘‘Smuggled sandalwood seized in Paro

Yeshey Dema, Paro

Forest officials in Paro seized, over the weekend, 900kg of sandalwood smuggled in from India.

Forest officials said they received a tip off and caught the truck carrying the load at Lango at around 10:40pm on Sunday night.

The sandalwood was hid-den under a load of red bricks.

The offender said the sandalwood was smuggled from the border town of Ali-pur, India. The fine for a kg of smuggled sandalwood is Nu 750.

“There are 771kg of real sandalwood and 112kg are fake,” forest officials said.

“The smuggled timber will be handed over to the forest head office in Thimphu, as we have no laws of tendering it.”

This is the first case of smuggled sandalwood Paro forest officials dealt with.

It is suspected that the bootleg product was to be sold in China.

these issues can be addressed so long it’s accepted that these issues exist. “We need to discuss these issues and solve them and if we’re given a chance, we make sure that all these issues are addressed,” he said.

His opponent, Druk Phuen-sum Tshogpa’s Dorji Tsherin-gla, also had nothing new to say nor did he get into these issues except during the question an-swer session. Perhaps being a new face, the former teacher and principal reminded the people on why he joined the party and spoke on the party’s manifesto of connecting Som-baykha with a road to Samste, among others.

The public debate was far from a “debate” and more of a forum for both the candidates to clarify, justify and remind-ing the people once again about the issues and pledges that they need to weigh before casting

their votes. Dorji Tsheringla was his usual self while Tsher-ing Tobgay deliberately avoided being aggressive.

An article in the Hindu newspaper on Indo-Bhutan relations stole some airtime of the debate with both the can-didates explaining to the people what the article talked about.

While remaining calm, Tshering Tobagy also snapped at his opponent with sarcasm by asking Dago Tsheringla to be specific with his question on bribery allegations. Bring-ing back the issues confronting Bhutan, he asked Dago Tsher-ingla how DPT would go about making Bhutan self reliant in seven years.

“Works have begun to make Bhutan self reliant and we can do it, but if it’s the wrong party that forms the government, then that can’t be done,” Dago Tsheringla said. “The debt that has been made can be cleared and, if we form the government,

clearing that debt would be our responsibility.”

Tshering Tobgay said that PDP’s pledges together, includ-ing power tillers and helicopters and Boleros would cost about Nu 3B, which is more than the debt the country is in.  “When I meet people, they say that the way the government func-tions need to change,” he said. “They’re asking for change.”

PDP Khamaed-Lunana candidate reported againstTenzin Namgyel, Gasa

Returning officer of Khamaed-Lunana, one of the two con-stituencies in remote Gasa, has written to the People’s Demo-cratic party candidate to report to election commission for fail-ing to attend the live telecast of public debate on July 7.

Returning officer Tandin Dorji’s letter said failure to report to the commission may result in severe consequences, including disqualification of candidature.

If his reason to stay away from the public debate was found “not genuine”, Pema Drukpa could be disqualified, while also having to reimburse campaign fund of Nu 130,000.

The public election fund Act stated, unless specifically exempted by the election com-mission, the non-participating party or candidate shall be ineli-gible to receive funds and liable to refund the funds received for the election.

One of the election officials said, unless a candidate is hospi-talised or if a death has occurred, his candidature may not be con-sidered.

The candidate is on his way back from Lunana, where he had gone for the campaign.

Yesterday, he was reported to have reached at Jaziphu, which is officially a four-day walk from the office of the returning officer

at Khamaed gewog centre.Pema Drukpa’s reason for

missing the debate was on the health ground but, on the con-trary, a letter to the commission by the PDP stated that their can-didate was still campaigning in Lunana, a major vote bank that has 482 eligible voters. Khamaed gewog has 458.

Returning officer, Tandin Dorji said Pema Drukpa’s reason to stay back didn’t match with their party’s letter. “I couldn’t believe on him,” he said.

Pema Drukpa campaigning without election officials’ pres-ence has drawn suspicion from DPT candidate, Kinley Dorji.

Kinley Dorji said his oppo-nent declining to accompany the election team during their visit to Lunana for the common forum could be to woo voters by using illegitimate ways and means.

As proposed by Pema Drukpa, the returning officer approved the schedule to visit the remote gewog to conduct the common forum for the can-didates but, when they actually started the journey on June 17, he did not turn up.

Like the public debate, Kinley Dorji was doing one-man show in Lunana as well.

Pema Drukpa left for Lunana on his own without the surveil-lance of election team a few days after the election team and DPT’s candidate left for Lunana.

Election officials said given

a proper time for the common forum. “It was sad when one didn’t turn up,” said the official.

However, Pema Drukpa could not be reached for the in-formation.

MY COUNTRY, MY TOWN

The exodus has begun. For the past few days, the electorate has been leaving in droves from the main urban centres for their hometowns and vil-

lages all across the country to cast their vote in the country’s second general election.

In another three days, Bhutan will have chosen one of the political parties to form the country’s second elected government, five years after it transited to a parliamen-tary system of governance.

It is definitely not the best time to be on the road, with the monsoon in full blast, and most of the national highways across the country reporting roadblocks, mudslides, falling boulders and stranded passengers.

For some voters, it is excitement mingled with worry, as they head off to their villages to cast their vote. From the literate voter in the towns to the farmer tilling the earth, eve-ryone just wants this election to end once and for all.

So much has happened in the past few weeks that have made a lot of people quite uncomfortable with the whole election proc-ess and the mud slinging. The most recent campaign issue has been on Indo-Bhutan relations that were sparked off by news re-ports in the Indian media, followed by the removal of subsidy on gas and kerosene.

The timing was such that it became a new election issue, although it had been simmer-ing in the background and waiting to flare up.

More recent reports in the Indian media say that, while the timing of removing the subsidies was off, there was no political mes-sage in the removal of subsidies, nor is there a preference for any political party to form the government.

Never has there been so much open debate and discussion on Indo-Bhutan relations as in the past few days and this is a change from the past when Indo-Bhutan relations were ‘sensitive’.

This can only be good for both coun-tries in the long run. The relationship will strengthen on the new openness and build on the foundations of the past. As it is, In-do-Bhutan relations are evolving to become an economic one, built on trust and mutual respect between two sovereign nations.

The reaction in Bhutan, in recent days, some foreign policy hawks say, has been displayed by other smaller countries in the region that live in the shadow of a large neighbour.

If Indo-Bhutan relations do sway votes, it will be because of worry what the friend and neighbour might do next to affect living, or because of the need to express sovereignty despite all.

Sir,In this democratic system every citizen has fundamental right of freedom of speech and expression. But it does not mean one can speak anything without weighing the conse-quences.

The right of a person to swing his arm ends at a point where the other person’s nose begins.

In this great land of ours, there had been strife and turmoil, a magnitude suiting our size. Yet we are still united as one nation and one people through the hundred years of Monarchy. And the active re-alization of this sense of one-ness of heart and soul by each and every one of us is a sign of

national integration. However, some pes-

simistic politicians and their supporters, who are trying to garner votes, are trying to cre-ate divisions and regionalism. Such forces disturb our peace and unity.

Bhutan is a small coun-try and no region is more important than the other.

We have to understand and learn to live as we did in the past and inculcate a spirit of unity, co-operation, mutual goodwill and integrity among our children. No matter which political party comes to power we have to live together as neighbours, and Bhutanese.

Although the people in the south-ern border district of Sarpang are engaged in paddy transplanta-tion, they try and attend party campaign meetings that happen every two to three days.

That is because the people of the seven gewogs say their choice is more for the party than the can-didates. Those, who attend the campaign meetings, say they do it as a formality.

DPT’s Karma Donnen Wang-di, 43, and PDP’s Gopal Gurung, 46, people say, come to them with many promises, but doubt if they will live up to them or represent them.

Voters say the DPT candidate did not do much during his ten-ure as a National Council mem-ber in the past five years. He did not visit villages to discuss mat-ters with them.

But PDP’s candidate, voters say, is equally not promising. He not only has a communication problem in the national language,

but also does not know what the party manifesto contains.

“So many of us here decided that we’d base our votes either on what the party manifesto has to offer or on the party leadership,” Harilal, 76, from Chuzergang said.

A 67-year-old man in Serzhong, a small community of about 60 households, said his family would base their vote on the party and its leadership.

“I’ll vote for DPT, as the party name indicates that it’s a party of peace and happiness and it has a dynamic leader,” he said.

But his neighbour, a 33-year-old woman prefers PDP as the party has a promising young president. “We have to give PDP a chance to prove that they’re equally capable,” she said.

In Chuzergang, where peo-ple are busy transplanting paddy, people say they do not believe DPT’s promise to construct a bridge over Maokhola, or PDP’s promise to provide 100 percent employment and shifting Gel-ephu dungkhag to their place.

“We know that whichever party forms the government, it’ll

have no direct benefits to indi-viduals,” a 52-year-old woman said. She attended party cam-paign meeting about five times in the past two weeks.

Meanwhile, Karma Donnen Wangdi, who is accompanied by his parents, uncle and aunt and party supporters, said his prom-ise of a bridge over Maokhola is for real, and people living on the other side of Maokhola should believe him.

In his campaign meeting in Serzhong community lha-khang, he explained to people that things are not as bad as por-trayed by the other party.

With his good command over Dzongkha and frequent usage of parliamentary terms, he could connect to the people. His father, a retired army major and dzongda, speaks Sharchopkha and Khengkha to get the mes-sage across. DPT’s dzongkhag coordinator, DB Suberi, 78, also delivers speeches in Lhotsam-kha to connect to the Lhotsham people.

Karma Donnen Wangdi’s parents settled in Gelephu after his father retired as a dzongda,

and he is more known to the re-tired civil servants in the locality. Many Lhotsham people refer to him as their ‘Joing’ meaning ‘in-law’.

Retired major Gopal Gurung, who recently returned from a seven-day campaign in Gong, campaigns with four to five sup-porters tagging along.

In his typical army tone, he keeps his campaign speeches short and to the point, and lets his supporters do most of the talking.

“I’m an army man and I don’t know how to woo voters,” he said.

Resettled in Gelephu after his father retired from the army, Gopal Gurung said he did not know much about Gelephu, al-though he came once a year in

his 22 years of service in army to spend time with his family.

He said his chance of win-ning is very high, as people are aware of politics and electoral process.

Less buses, more travellersTshering Wangdi

It is excitement rippling among people for the upcoming general elections polling no doubt, but this is also coming with a few dis-gruntled lot, particularly visible at the Thimphu bus terminal, who are bound to places for reasons other than elections.

As of 3pm yesterday, most of the ticket counters at the terminal were empty. However, a lot of people were still waiting for the ticket dispatchers to get back, just “in case”.

According to the base in-charge, Ngawang Gyeltshen, with the road safety and transport au-thority (RSTA), tickets for every

bus leaving the terminal is sold out until July 15.

“For the eastern dzongkhags, all tickets were already booked a few days ago,” he said, adding that even the cabs leaving for distant dzongkhags are already on their way.

While there were also 20 standby buses booked by the election commission, all seats went full three days back.

Ngawang Gyeltshen said that most of the standby buses were allocated for Trashigang.

Tashi, who has to leave for

Bumthang for a personal work, had been waiting for ticket dis-patcher for almost three hours.

“I have to reach back home as soon as possible, since one of my relatives is sick. I’m looking for July 14 ticket, but things aren’t working out,” he said. “I hope the

elections get over soon.” Some students, who had

come for quick visit to their relatives in Thimphu during the break, were also in the queue. They were worried they would miss out the first day at school when it reopens on July 15.

The office of the base in-charge has also been keeping busy, with a lot of people com-ing to enquire for an alternative. Ngawang Gyeltshen said they don’t have any other options.

The situation outside of the RSTA building is no different. A lot of people were requesting ei-ther the drivers or conductors to give them a ride.

On the contrary, it’s the taxi drivers, who are trying to make the best of this situation and mint good money, unlike most times.

Although the government of Indian meant well, the timing of subsidy removal on cooking gas and kerosene was “unfor-tunate” and alarmed many Bhutanese, senior members of Druk Phuensum Tshogpa (DPT) said.

The members, while in-teracting with the media after they met with Thimphu’s busi-ness community to explain the party’s economic action plan, said an article that featured in The Hindu, bringing to light India’s stand on issues, cleared doubts lingering in many minds.

A senior official of Indian government was quoted in the paper saying subsidy

withdrawal was a coincidence, and that there was no political message in it.

One of the senior mem-bers of DPT, former minister Yeshey Zimba said that it was unfortunate, because subsidy withdrawal came at a time, when the other party was mak-ing a point for electoral gain that government of India was disappointed with DPT.

“Nonetheless, we believe that what the paper has quoted is genuine, and things will fall in line, if we form the govern-ment,” he said. “We can pick from where we left with a friendly note.”

Yeshey Zimba, said peo-ple, mostly DPT members, were alarmed, when DPT was bombarded with accusations of damaging relations with India.

“That’s why all our senior member came to Thimphu, leaving our campaign half way at this crucial time,” he said, referring to the meeting of the senior DPT members held on July 4.

According to him, DPT felt that, if the party is really a

threat to Bhutan-India friend-ship, and therefore to the future security of the nation, the party is in a position to look into all the options before them, as to what has to be done.

This is also why he said DPT took it up with the interim government, calling up on the chief advisor for immediate solution, since it was going to create a lot of problem for the people at the moment.

“It’s something we can re-solve later, but we didn’t want to see our own people being subjected to this,” he said.

He also said the way things were happening, the Times of India article, which blamed DPT leadership for ruining relations with India, appeared “planted”.

On the other hand, he also said our own people put flesh to the story.

“It’s so natural that Time of India or any other media fol-lowing events in Bhutan will report, because it’s happening in public forums and live de-bates, with candidates talking about this issue all the way,” he said.

People’s Democratic Party (PDP) president Tshering Tobgay, while campaigning in dzongkhags in eastern Bhutan, vouched that his party has high chances of win-ning the elections and forming government this year.

Besides, promising a mini-mum of five ministers from east, the campaign strategy was such that the party could solicit enough constituencies to form the government.

“With voters’ increased sup-port shown across the country for my party, PDP fancies high chances of forming the govern-ment in 2013,” Tshering Tobgay said.

PDP’s chances to form the government eventually forced DPT to worry and slur their pledges.

“If DPT is criticising our pledges, it’s because we’re re-ceiving immense support from the people,” he said in Sam-drupjongkhar, where he last campaigned before returning to

Haa for his public debate. “Un-like DPT, we’ve never tried to criticise its pledges.”

He also kept accusing DPT of lying to people that DPT would form the government.

“DPT is trying to steal votes by blatantly lying to people that it is forming the government, and PDP would end up as opposi-tion,” Tshering Tobgay said.

PDP already won 13 con-stituencies and, if the party took ownership of the two constituen-cies that voted for Druk Nyam-rup Tshogpa, it had 15.

In the east, the party targets 11 constituencies, which could have them secure 26 seats, a ma-jority to form government.

The party offered DPT stronghold areas, including Radhi-Sakteng, Thrimshing-Kangpar, Kanglung-Samkhar and Dewathang-Gomdar, a minister each.

Promise of six ministers in the east is viewed as a strategy to win 11 of the total 17 constituen-cies in the east.

A voter from Martshala said, at a time when people in remote areas like Dewathang- Gom-dar are disgruntled with lack of

development, such a strategy could work.

“Moreover, PDP giving us a minister from our constituency is something we never expect from DPT’s candidates,” an-other voter from Martshala said.

PDP’s promise of three min-isters from Trashigang alone, however, comes in contraven-tion of the Constitution.

Article 17, section 5 of the constitution pronounces that

not more than two members elected from the electoral con-stituencies of the same dzong-khag shall be entitled to be ap-pointed as ministers.

Tshering Tobgay also pledged in the east that country needs a party like his to form the government in 2013 to address economic crisis.

“PDP is happy whether you give us a chance in 2018 or 2023, but we need that opportunity now more than ever because of country’s economic situation,” he said.

If given the chance, PDP said that its government could transpire people’s aspirations of

greater change into reality. “If you’ve waited for a new party, elect PDP for it’s the change you wished for,” Tshering Tobgay said.

The party president reiter-ated that PDP needs a chance because addressing rupee crisis, reinstating LPG and kerosene subsidies, mobilising money for 11th five-year plan and growing debt are beyond DPT govern-ment’s abilities.

“It’s only PDP who could now mend the strained Indo-Bhutan relations, for DPT lacks that bilateral strategy,” the presi-dent said.

Pursuant to amendment of clause 22.3.1 of ‘the Bhutan Medical & Health Council Regulation-2005’, the Bhutan Medical and Health Council hereby notifies that in order to pursue MBBS undergraduate training program, the minimum entry qualification requirement of a prospective candidate shall be a minimum of 50% marks in each of science subjects (Biology, Physics and Chemistry) and English in class 12 board examination or has passed 3 years of ‘pre-medical’ course at the university level in case of entry to medical school without basic science.

Therefore, all the individuals seeking admissions to MBBS course with effect from 2013 session shall comply with this notification.

Bhutan-India relations – Sailing in troubled waters

As a Bhu-tanese citizen, never for a moment

did I imagine that the grav-est threat to our foreign policy would arise from within our own borders, from the entrails of our own hitherto united and intel-ligent people. Looking at how Bhutan-India relations have been politicised today, and the spate of strange and disconcerting developments unfurling in the country, I am simply stunned, lost and scandalised.

It is in this mood and light that I hereby set forth to put the disturbing and (what increasingly appears to be) an unintelligible issue of purportedly strained Bhutan-India relations into some focus, so that we can understand its implications.

Historical backgroundBhutan-India relations

have been founded on the understanding and accept-ance of geopolitical realities of the region – that Bhutan and India are geopolitical Siamese twins and, con-joined together as we are,

we have no choice but to accept and live with this reality and to endeavour to benefit from it.

The 1910 Treaty of Puna-kha firmly laid the founda-tions of this geopolitical equation. Subsequently, the 1949 Indo-Bhutan Treaty, signed on 8 August 1949, in Darjeeling, became the basis of Bhutan-India rela-tions for more than half a century. The historic India-Bhutan Friendship Treaty of 2007, signed on 8 February in New Delhi, updated the treaty of 1949 and ushered in a new era of friendship and economic cooperation.

The most significant feature of this treaty, one of the many shining legacies of His Majesty the Fourth Druk Gyalpo, is the removal of the provision entrusting the guidance of Bhutan’s foreign policy to India, and not requiring Bhutan to obtain India’s permission over arms imports. This was a blot on Bhutan as well as India, which both countries could ill-afford to be tagged with in the 21st century. The removal of this clause indeed exemplifies and ele-vates the trust and maturity

of the relationship between the two countries.

DPT and Indo-Bhutan Relations

DPT’s foreign policy direction hinged consist-ently on the unquestionable and inextinguishable reality that India would always be the cornerstone of Bhutan’s foreign policy matrix. The DPT government, therefore, did everything possible to expand, deepen, elevate and secure Bhutan-India rela-tions in the past five years. This was evident from the fact that Jigmi Y Thinley visited India nine times in five years, more than any other Bhutanese leader be-fore him, with the exception of Their Majesties. In fact, Jigmi Y Thinley’s first over-seas visit as prime minister of democratic Bhutan was to India, barely a month after assuming office. His last official overseas visit, when leaving office, was also to India, in February 2013. 

Jigmi Y Thinley inter-acted with Indian leaders at all levels from a wide social and political spectrum dur-ing his tenure as prime min-ister. His visit to Bihar re-sulted in the granting of two acres of land by the Bihar government to Bhutan at Rajghir, Bodhgaya, to build a Bhutanese temple and guesthouse. He also met the chief minister of Andhra Pradesh, and was in Madhya Pradesh in the capacity of chief guest at a Buddhist University. He hosted the chief minister of Assam in Bhutan and met Mamata Banerjee, the West Bengal chief minister. Further, he was invited by the govern-ment of India to deliver the prestigious Hiren Mukher-jee memorial address to the Lok Sabha.  He was also the keynote speaker at PAN IIT congress of the prestigious IIT, besides meeting Indian corporate leaders twice in

Mumbai and Kolkata. Similarly, other Bhuta-

nese cabinet ministers met Indian leaders, including the prime minister, in India, as well as at every interna-tional fora outside of India.

The visit of Indian lead-ers to Bhutan was also un-precedented during the ten-ure of the DPT government. The Indian prime minister, Dr Manmohan Singh, came to Bhutan twice, first on a state visit and second for the 16th SAARC summit hosted for the first time in Bhutan. The opposition leader, Susma Swaraj, also visited Bhutan, besides parliamen-tarians and leaders from all political walks. 

It looks highly implausi-ble that, after such intense and friendly interactions between the two govern-ments and nation states in the past five years, that India should harbour any doubt and suspicion at all of the royal government’s commitment to Bhutan-India relations.

If it is indeed true that India is still offended by the routine, harmless and friendly overture extended by Bhutan under the DPT government to China, as it did to so many other countries and heads of gov-ernment at the Rio Earth summit, and is choosing to implicate DPT (and consequently Bhutan) with culpability at such a cru-cial point in the elections, I must confess that I am totally baffled and con-founded.

Politicisation and brinkmanship

Bhutan-India relations came to the fore as an issue during the 90-day election period. In fact, it intensi-fied as campaign fodder after the primary round of elections, which gave the DPT a clear advantage and majority over the other

party. The appearance of two

articles, subsequently in the Times of India, whip-ping up an old issue, came like a bolt out of the blue. Our friends in India, un-wittingly ensnared in this game of political brinks-manship, must remember that such inadvertent, mercenary and gravely in-jurious attitudes and moves do not bode well at all for Bhutan-India friendship in the long run.

For the discerning Bhu-tanese, alarm bells should start ringing, given the timing of the withdrawal of subsidies and other very strange posturing from certain quarters and indi-viduals here in the country. I am inclined to believe that the interest groups are resorting to desperate pres-sure tactics to leverage New Delhi’s influence in Bhutan to not only induce, but perhaps blatantly rig, the electoral outcome.

eign right and responsibil-ity of the people of Bhutan and, even more so, of the political parties that are the backbone of any democ-racy.

Please remember that the fallout from the kind of desperate political ma-noeuvrings and brinksman-ship that is at play currently will be directly on our peo-ple and the country.

Let us not dig our own grave.

Polling officials for the remotest polling stations in Trashigang, Khashateng and Khiliphoog in Merak gewog, are already on their way to make it on time to conduct the general elections poll on July 13.

The team for Khashateng left via Samdrupjongkhar to Jomotsangkha on July 7.

“The Khashateng team is expected to reach their desti-nation either on July 10 or 11,” Radhi-Sakteng returning of-ficer (RO), Pem Tshewang said.

Dzongkhag had decided to send polling officials via Samdrupjongkhar, en-route to Jomotsangkha because of impending danger from cross-ing Jomori river on foot from Merak.

During the primary round, polling officials returned from Khashateng via Jomotsangkha and Samdrupjongkhar after the bridge over Jomori river was washed away.

“All the tiny wooden bridges built over Jomori river might have been washed away by now,” an official from Merak said. “Moreover, landslides and erosion also poses threat to of-ficials’ lives.”

The officials have to cross Jomori river down-stream around ten times, while trekking from Merak to Khashateng.

“Khiliphoog team, who left yesterday is expected to have reached Merak,” Pem Tshewang said. The team will leave Merak today morning and is expected to reach Khi-lophoog tomorrow evening.

Both the teams have been allocated with a health official each.

Polling officials for Sakteng and proper Merak are leaving tomorrow to the respective polling stations.

In Trashiyangtse, all the polling officials are leaving today. “They’ve been given the refresher’s course, so they’ll disperse from today,” Bumde-ling-Jamkhar RO, Namgang Tshering, said.

There are over 171 polling officials in Bumdeling-Jamkhar constituency including secu-rity personnel and lady friskers. Tarphel is the furthest polling officials in Bumdeling.

Thrimshing-Kangpar con-stituency in Trashigang is also deploying its officials from today. “The officials are to leave on July 11 but we’re also planning to send them by today evening if possible,” RO Tsher-ing Wangdi said.

Merdha in Kangpar and Berdengphu in Thrimshing are the furthest polling stations in Thrimshing-Kangpar constitu-ency.

The issue of housing shortage is a long-standing one in the dzongkhag. How would you solve that?By re-opening loan schemes to business communities. There are 28 shop-keepers in Lhuentse in want of loan to construct buildings. If elected we will be making the loans available

Bhutan’s biggest challenge today and why?Corruption and nepotism, because these are everywhere, people know about it but do not have the guts to open up. It’s my responsibility to fight corruption

Your priority for the constituency?The Shingkhar-Gorgan highway

1. The Government of Bhutan has received a grant fund from the International Development Association towards the cost of Thimphu Strategic Cultural Heritage and Sustainable Tourism Plan and Implementation of Priority Actions and intends to apply a part of the funds to cover eligible payments under contracts for construction works as detailed below. Bidding is open to all bidders from eligible source countries as defined in the IBRD Guidelines for Procurement. Bidders from Bhutan should, however, be registered with the Royal Government of Bhutan. Bidders are advised to note the minimum qualification criteria specified in Clause 4 of the Instructions to bidders to qualify for the award of the contract.

2. The Executive Secretary, Thimphu Thromde invites bids for the construction of works detailed in the table. The bidders may submit bids for the following work.

3. Bidding documents (and additional copies) may be purchased from the office of the Executive Secretary, Thimphu Thromde upon payment of a non-refundable fee of Nu.500 from 11/07/2013 to 11/08/2013 between 900hours to 1600hours on any working day in the form of cash or demand draft on any scheduled bank payable at Bhutan in favour of the Executive Secretary, Thimphu Thromde. Interested bidders may obtain further information at the same address. Bidding documents requested by mail will be despatched by registered/speed post on payment of an extra amount of Nu.500. The Executive Secretary, Thimphu Thromde will not be held responsible for the postal delay, if any, in the delivery of the documents or non-receipt of the same.

4. Bids must be accompanied by security of the amount specified for the work in the table below drawn in favour of the Executive Secretary, Thimphu Thromde. Bid security will have to be in any one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid.

5. Bids must be delivered to the Executive Secretary, Thimphu Thromde on or before 13:00hrs on 12/08/2013 an will be opened on the same day at 1400hours in the presence of the bidders who wish to attend. If the office happens to be closed on the date of receipt of the bids as specified, the bids will be received and opened on the next working day at the same time and venue.

6. A pre-bid meeting will be held on 24/07/2013 at 10:00hrs at the office of the Executive Secretary, Thimphu Thromde to clarify the issues and to answer questions on any matter that may be raised at that stages as stated in Clause 9.2 of ‘Instruction to bidders’ of the bidding document.
