Court after the filing of an appropri-ate petition and proper notice of hearing.

BOARD OF COMMISSIONERSCOUNTY OF SCOTT

JUNE 18, 2013(1) The Board of Commissioners,

in and for the County of Scott, Minnesota, met in the Courthouse Board Room in the City of Shakopee, Minnesota, and convened at 9:00 a.m., with the following members present: Commissioner Wolf, presiding, Commissioner Wagner, Commissioner Menden, Commissioner Marschall, and Commissioner ulrich.

(2) On a motion by Commissioner ulrich, seconded by Commissioner Wagner, the Minutes of june 4, 2013 were approved.

(3) Recognition of Interested Citizens:

Health and Human Services Director judith Brumfield intro-duced Community Corrections Director Tim Cleveland to the Board of Commissioners.

(4) Consent Agenda:Commissioner Wagner requested

that Agenda Item 5.22 to approve an Amendment to the Royalty Agreement between Scott County and Great Plains Sand, LLC be pulled from the consent agenda for separate consideration.

On a motion by Commissioner ulrich, seconded by Commissioner Wagner, the following actions were approved unanimously. All resolu-tions are available in the office of the County Administrator and are made a part of this record by reference.

A. Approve the renewal of the Service Agreement with Dr. Monika Heller effective july 1, 2013 through june 30, 2014 to provide child psy-chiatric consultation.

B. Approve the renewal of the Service Agreement with Libra Support Services, LLC effective july 1, 2013 through june 30, 2015 for support services authorized by case managers for clients based on indi-vidual client needs, specifically home and community based services.

C. Approve the Amendment to the Service Agreement between Scott County and Loren E. Novak, Scott County jail Programs originally approved on january 8, 2013 and effective january 1, 2013 through December 31, 2014.

D. Approve the renewal of the Service Agreement with uCare Minnesota for mental health targeted case management services effective September 1, 2013 and continuing until terminated by either party.

E. Approve the renewal of the Contract with the State of Minnesota effective july 1, 2013 through june 30, 2015 for the Sentence to Service program in Scott County for adult and juvenile offenders.

f. Authorize staff to issue a Solid Waste Recycling facility License to Dem-Con Companies operating in Louisville Township.

G. Authorize staff to issue a Yard Waste and Tree Waste Processing facility License to full Circle Organics and Paul Deopke operating in jackson Township.

H. Approve a joint Powers Agreement with the State of Minnesota effective july 1, 2013 through june 30, 2014 for work release services.

I. Approve a Second Amendment with Securus Technologies, Inc. for an inmate phone system to provide voice messaging and continuous voice verification services.

j. Adopt Resolution No. 2013-110; Authorizing Entering Into a Construction Cooperative Agreement With Three Rivers Park District for Improvements at Clearly Lake Regional Park.

K. Adopt Resolution No. 2013-111; Authorizing Entering Into an Agreement With Wold Architects and Engineers for a facility Assessment and Inventory to be Completed During 2013.

L. Adopt Resolution No. 2013-108; Awarding Contract to Asphalt Surface Technologies Corporation aka ASTECH Corp. for the 2013 Micro Surface Projects.

M. Adopt Resolution No. 2013-109; Authorizing Entering Into a Cooperative Agreement With the City of Elko New Market for Cost Participation on a Trail Connection Project in the City of Elko New Market.

N. Adopt Resolution No. 2013-112; Authorizing final Payment for the Improvements to County Highway 17 at the Intersection of County Highway 42 in the City of Shakopee to S.M. Hentges & Sons, Inc. in the Amount of $1,500.

O. Adopt Resolution No. 2013-114; Authorizing final Payment for the Bridge Replacement and Bridge Removal Projects on County

R. Approve the 2013 Renewal Application for a 3.2 Malt Liquor License for Scott Carver Threshers in St. Lawrence Township.

S. Adopt Resolution No. 2013-105; Approving the Application and Awarding Scott Watershed Management Organization Cost Share funds to Maynard Schmidt for filter Strips in the Amount of $26,550.

T. Adopt Resolution No. 2013-106; Approving the Application and Awarding Scott Watershed Management Organization Cost Share funds to Ben Zweber for filter Strips in the Amount of $26,400.

u. Adopt Resolution No. 2013-113; Authorizing Entering Into a Grant Agreement With the Minnesota Pollution Control Agency for a Clean Water Partnership Grant in the Amount of $225,000 for Implementing the Credit River Protection Plan Project.

V. Approve the record of disburse-ments and approve the claims made to Scott County from May 1, 2013 through May 31, 2013 in the sum of $28,937.493.39.

W. Adopt Resolution No. 2013-116; Appointing julie Hanson as the Scott County Drivers License Agent and the Scott County Deputy Registrar for the Offices Located in Shakopee and Elko New Market.

X. Separation of employment for jennifer Deschaine, fT Health & Public Services Director, Health and Human Services Division, effective 06/28/13. Separation of employ-ment for jessica Barnick, fT field Probation Officer, Health and Human Services Division, effective 07/01/13. Separation of employment for Matthew Hedrick, fT Probationary 911 Dispatcher, Sheriff’s Office, effective 05/31/13. PT Temporary (88% fTE) employment for Gregory jindra, unclassified Driver, Community Services Division, effec-tive 06/10/13. Intermittent (5% fTE) employment for jennifer Halko, unclassified Library Associate, Community Services Division, effec-tive 05/29/13. The recognition of the following individuals as volunteers which will enable them to be covered for liability insurance purposes in accordance with the insurance con-tracts currently in force with Scott County: Claudia Ward, Michael Wittrock, jennifer Deschaine, and Pamela Weidendorf.

(5) Assure Long Term fiscal Stability:

Commissioner Wagner moved, seconded by Commission Menden to table the request to approve an Amendment to the Royalty Agreement between Scott County and Great Plains Sand, LLC dated july 9, 2012. The motion carried unanimously.

(6) Provide a Supportive Organizational Culture:

Chair Wolf and Vice Chair Wagner recognized Health and Public Services Director jennifer Deschaine in honor of her upcoming retirement from her employment with Scott County.

Chair Wolf recessed the meeting at 9:37 a.m. for a reception honoring Ms. Deschaine and reconvened the meeting at 9:59 a.m.

(7) Manage Challenges and Create Opportunities:

A. Commissioner Marschall moved, seconded by Commissioner Menden to approve an Amendment to two Robert Half International Agreements to extend the dollar amount from $118,000 to $227,000 through December 31, 2013. The motion carried unanimously.

B. Commissioner Marschall moved, seconded by Commissioner Menden to adopt Resolution No. 2013-107; Reporting Progress on the Standard Measures Program Developed by the Council on Local Results and Innovation. A copy of the resolu-tion is available in the office of the County Administrator and is made a part of this record by reference. The motion carried unanimously.

Scott County to Have Historical Scavenger Hunt at BBQ Days

The Scott County Historical Society will hold an Amazing Belle Plaine History Race as part of Bar-B-Q Days on Satur-day, july 20 from 10-11 a.m.The free event will allow par-

ticipants to learn more about Belle Plaine’s history as they race to solve clues. You can compete in teams of 2-5 people to solve clues about different locations in downtown Belle Plaine. Teams race on foot to

each location and take a photo of at least one team member at each site.Prizes will be awarded to the

three fastest teams that correct-ly solve all the clues.Registration, which is re-

Scott County Giving Back to Twin Cities Hope Lodge

The Relay for Life of Scott County is collecting donations for the Twin Cities Hope Lodge in the Education and Advocacy area. All donations collected will be delivered to the local Hope Lodge for cancer patients and caregivers to use during their stay.The organization is collect-

ing toilet paper, paper towels and napkins. feel free to bring a donation on the day of Relay

caregivers and those support-ive of a cure are encouraged to attend the 16th Annual Scott County Relay for Life july 12-13 at Shakopee junior High West.The opening ceremony is slat-

ception hosted by the Shakopee Rotary. Entertainment planned

for all ages. A luminary cer-emony begins at 10 p.m.Survivors and a caregiver are

West State Street asked police at 1:56 p.m. to unlock a vehi-cle.A person on Cobblestone Lane

logged a pyrotechnics protest at 9:56 p.m. The homeowner’s remaining fireworks were com-mandeered.A person on West State Street

logged a fireworks complaint at 10:18 p.m. The homeown-er’s remaining fireworks were seized. Friday, July 5A homeowner on farmers

Ridge violating the city’s lawn watering restrictions was re-ported at 3:14 p.m. A $50 fine will be added to the homeown-er’s next sewer/water bill.A person on the 200 block of

North Meridian Street reported at 8:41 p.m. someone damaged a soda pop machine. Suspects were identified on surveillance cameras opening the machine and taking money from it. Charges are pending.Saturday, July 6A woman was stopped near the

intersection of Highway 169 and Old Highway 169 Boule-vard at 11:12 a.m. for a speed-ing violation. She was also cited for driving with an invalid license and failing to renew the vehicle’s registration.Sunday, July 7Police cited three children

walking near the intersection of East Church and North Merid-ian streets at 2:40 a.m. for cur-few violations.Vandalism – spray-painted

graffiti – on the Highway 25 bridge was reported at 8:39 a.m.At 6:12 p.m., a man on the

500 block of East Main Street reported vandalism. A pool was slashed with a pointed object.An assault involving two in-

toxicated men was reported at 11:25 p.m. by a person on the 100 block of North Meridian Street. Both combatants were too inebriated to provide a statement. Additional inquiry is ongoing with criminal charges expected.

Belle Plaine Police Report

Sibley East OKsIncrease to Activity Participation FeesThe Sibley East School Dis-

trict recently increased the cost of participation in school-approved activities, generating additional revenue that will cover the increased cost of ath-letic trainers from Sibley Medi-cal Center.The Sibley East School Board

OK’d increasing activities fees for varsity sports from $100 to $110. The Arlington Enterprise recently reported junior high school sports will increase from $80 to $90. The fees for activi-ties like school plays, speech, knowledge bow, DECA, band and choir increases from $25 to $30.By comparison, Sibley East’s

participation fees are lower than fees at Belle Plaine High School. The fee for football at BPHS is $130. The partici-pation fee for other sports is $105.Sibley East students on free-

and-reduced meals plans will see fees jump by $5 to $75 for

high school athletics, $60 for junior high athletics. That’s slightly higher than Belle Plaine charges students on the free-and-reduced fee schedule. The Sibley East family maxi-mum will increase by $50 to $450 for athletic participation. At BPHS, the family maximum is $300 for one child, $450 for two children and $510 for three or more children.Sibley East is not at the top or

bottom of the Minnesota River Conference regarding the fees it charges students for partici-pation in athletics and activi-ties, according to Randy Walsh, Sibley East’s activities director.Sibley East School Board

Director Missy Weber argued against the increases, noting that parents are financially challenged by the cost of equip-ping students for athletics. She said the district should try and increase the number of students participating before increasing participation fees.
