1. Your offer for the above work for Rs. 41,36,27,718/‐ (RUPEES FORTY ONE CRORE THIRTY SIX LAKH TWENTY SEVEN THOUSAND SEVEN HUNDRED AND EIGHTEEN ONLY ) is accepted by the competent authority. The accepted schedule of items showing the rates and quantities is enclosed herewith. The completion period of the work is 18 (EIGHTEEN) months from the date of issue of this letter. This Letter of Acceptance constitutes a binding contract between you and the Railway Administration. Please quote UCC in all further correspondence.
2. The Security Deposit (SD) for the contract is Rs. 2,06,81,386/‐ (RUPEES TWO CRORE SIX LAKH EIGHTY ONE
THOUSAND THREE HUNDRED AND EIGHTY SIX ONLY). The Earnest Money Deposit of Rs. 19,46,870/- remitted by you along with the offer is adjusted towards a part of the SD. The balance SD of Rs. 1,87,34,516/-will be recovered from the running bills of the contract @ 10% of bill amount from each bill. Please note that no interest will accrue on the Security Deposit.
3. A Performance Guarantee (PG) for Rs. 2,06,81,386/‐ (RUPEES TWO CRORE SIX LAKH EIGHTY ONE THOUSAND THREE
HUNDRED AND EIGHTY SIX ONLY) is to be submitted by you within 30 (thirty) days from the date of issue of this letter in the forms mentioned in clause 4.0 (b) of Special Conditions of Contract. The PG shall be valid up to 60 days beyond the stipulated date of completion.
4. Please report to Dy. Chief Engineer/CN/DVG along with the detailed programme of work. Other conditions, details and
milestones are mentioned overleaf. This letter consists of three enclosures as given below. Please acknowledge the receipt of this letter.

Other conditions and details: 1. Extension of time for submission of PG beyond 30 (thirty) days and up to 60 (sixty) days from the date of issue of this letter may be accorded by the Contract Agreement signing Authority. However, a penal interest of 15% per annum shall be charged for the delay beyond 30 (thirty) days on a daily basis i.e., from 31st day of the date of issue of LOA. In case you fail to submit the requisite PG even after 60 days from the date of issue of LOA, the contract shall be terminated duly forfeiting the EMD and other dues, if any payable against the contract and you shall also be debarred from participating in re‐tender for the work. The PG will be released after satisfactory completion of the work as per the contract conditions. 2. You shall execute an agreement for the work within seven days from the date of receipt of notice by Railways regarding readiness of the agreement. 3. The EMD submitted vide DD No. 340439 dated 06/01/2016 (Revalidated on 15/06/2016) issued by Union Bank of India, Miraj , is adjusted towards SD as mentioned in para 2 of page 1. 4. If the contract is rescinded, the SD shall be forfeited and, the PG shall also be encashed. Further, you will be debarred from participating in the tender for executing the balance work. 5. The detailed programme of work to be submitted by you shall be as stipulated in the special conditions. The programme shall indicate the time schedule of various items of works in the form of Bar Chart/PERT Chart/CPM Chart. The programme should also include the details of organization (in terms of labour and supervisors), plant and machinery intended to be utilized from time to time for execution of the work within the stipulated date of completion. In case of non‐submission of acceptable programme of work within 15 days of issue of this letter, you are liable for penal action including levying fine up to Rs. 50,000/‐.

Blanketing of formation: Manufacturing, supplying, transporting to site, spreading in layers,compacting the blanketing material and dressing/finishing the formation to profile as per RDSOspecification No.GE:G‐1 with upto date correction slips conforming to upper blanket layer guidingenveloping curves as per sketch B RDSO's Drawing No.GT/SD/0011/ Rev.2/2001 of the saidspecification including spreading and compacting with vibratory rollers of adequate capacity,duly sprinkling water/ allowing to dry to achieve optimum moisture content as specified,complete in all respects and as directed by Engineer‐in‐charge. Rate includes all materials, transporting/leading/unloading, spreading, labour, manufacturing, mixing & blending by any means, all tests on materials, to obtain the specified gradation, leads, lifts, assent, dissent,crossing of nalla /stream and all other obstructions, all machinery, tools and plants, handling andre‐handling of the materials, fuel, royalty, octroi, licensing charges, incidentals, etc, complete. Note:(i) The blanket material should be manufactured, if necessary, for the purpose of achievingthe distribution curve, by blending various materials such as crushed stone aggregates, naturallyavailable mineral materials such as gravel/river sand/soil of various gradations. (ii): Blanket material produced should generally conform to following specifications: (a) It should be coarse, granular and well graded (b) Skip graded material is not permitted. (c) Non‐plastic fines (particles of size less than 75 micron) are limited maximum to 12% whereasplastic fines (particles of size less than 2 micron) are limited maximum to 5%. (d) The blanket material should have particle size distribution curve within upper layer of enveloping curves shown in sketch B (RDSO's Drawing No.GT/SD/0011/Rev.2/2001). (e) The material should be well graded with Cu and Cc as under: Uniformity coefficient,Cu=D60/D10 > 4 Co‐efficient of curvature, Cc = D302/D60xD10 between 1 & 3 (iii) The net payable blanketing quantity will be based on cross section measurements and whatis within the required profile of blanketing. (iv) The tenderer must ensure following before submitting his offer: (a) The tenderer shouldsurvey the work area, quarries for the raw materials for blanketing and all relevant factorsaffecting the progress of work. (b) The tenderer should complete the testing, work out themodalities of producing blanketing material as per specification and the required progress, submit the types of materials and their proportions required for mixing to get the desiredmaterial. (v) Blending by mechanical means by using pug mill is preferable to achieve uniformity of thefinished blanket material. Extra payment for mechanical blending by using pug mill will be paid @ 10% of the quoted rate against this item. (vi) If the quantity of blanketing is more than 30,000 cum, then the work of blending shall beexecuted by mechanical means using pug mill only. No other means will be permitted for blending of blanketing material. Additional payment @ 10% of the quoted rate against this itemfor mechanized blending work with pug mill shall be applicable in this case as per item no.5 ofthe note.
