PASA Students• PASA or PSSA is decided by the IEP teamTo be eligible to participate in PASA, students must…

– Be in grade 3 through 8 or 11 by September 1 of the school year in which assessment is to be accomplished; and

– Have significant cognitive disabilities; and– Require intensive instruction to learn; and– Require extensive adaptation and support to perform and meaningfully

participate in the activities; and– Require substantial modifications of general education curriculum; and– Participate in general education curriculum in a substantially different way

than most other students.

approximately 2.5 hours

• Administer sections in sequence

• Complete most of testing during 1st week of window

PDE Policy – Test Security• The assessments rely on the measurement of individual

achievement. Any deviation from assessment procedures is strictly prohibited and will be considered a violation of test security.

• School administrators, teachers and any other education personnel who are involved in the assessment program must maintain the security of all assessment materials at all times.

• Because the assessment must remain secure, teachers/Test Administrators should not have assessment materials in their possession at any time other than during the actual assessment administration.

Test Security • Standardized assessments are

measurements of individual student achievement whose results are used to inform instruction.

• Any deviation from the prescribed assessment procedures meant to ensure validity and security is prohibited and considered to be a violation of test security.

• Violating test security invalidates the assessment results and the use of those results to inform instruction.

PSSA Test Security• School District of Philadelphia staff will be monitoring the

testing sessions during the PSSA. Monitoring forms will be turned in to the Office of Assessment.

• Any reported violations of test security will be investigated by the Office of Assessment. Reported violations include those on monitoring forms, phone calls and emails to Superintendent and other central administration staff. Reports are made by monitors, teachers, students, administrators and parents.

• PDE also monitors the PSSA independently of the district.• Teachers and staff who are found to be in violation

of the test security code will be liable for dismissal and possible forfeiture of their state license.

The TerraNova/Supera Assessments will be administered for Grades 1 and 2 from April 13 to 24, 2009. The PSSA Science Assessment will be administered for Grades 4, 8 and 11 from April 27 to May 8, 2009. As in the past, the Office of Assessment has requested that members of the Central Administration visit schools to monitor the administration of these exams. Additionally, members of the Regional Offices will also be monitoring the assessments. Monitors will be visiting schools during the PSSA and the TerraNova/Supera assessment administration and will be spending one entire testing session unobtrusively observing the test administration and completing an observation form. This year, assessment monitors will not be contacting individual schools prior to their visit. Many, but not all, of the schools administering these tests will be visited. Schools should assume that they might be monitored on any given day during the testing window. Monitors have been instructed to arrive at their school ahead of the assessment starting time, to report to the main office and to meet with the principal or their assessment designee. DATE: February 6, 2009 TO: Regional Superintendents All Principals FROM: SUBJECT: Pennsylvania Department of EducationÕs 2009 PSSA Monitoring, Training of PSSA Test Administrators This year the Pennsylvania Department of Education (PDE) will be making unannounced, random test security-monitoring visits to SDP schools prior, during and after the PSSA Reading and Math assessment window (test window is March 16-27, 2009). During this visit, the monitor will review documented procedures and interview staff for the following: test security, form tracking, test administration, and accommodations. PDEÕs test security monitoring program is separate from the School DistrictÕs own test security program that is still in place. As in past years, your school should develop a PSSA assessment plan. Developing this plan is critical but something that each school already does and therefore not an additional task related to assessment preparations. In order to assist schools, the Office of Assessment has prepared the attached Assessment Plan reference sheet that includes a brief description of each of the planÕs components. Your schoolÕs PSSA assessment plan should include the following information, much of which is contained in the PSSA Assessment Coordinator Handbook: training schedule for all test administrators, assessment schedule and room assignments, preparation of test booklets (labels, etc.), test materials distribution, break/disruption policy during test administration, parental request for test review procedures, accommodation procedures for IEP and ELL students, covering of instructional aids in assessment rooms, test material collection and storage procedures (all tests must be collected and secured after each session), make-up policy, packing plan, and any other relevant information. When completed, the PSSA assessment plan should be available for examination in either the principalÕs or the test coordinatorÕs office in the event that a PDE monitor requests to review it. Additionally PDE monitors may ask to see evidence that low incidence students that are e ligible to take an alternative writing exam have been administered such an assessment (there is no PASA for writing).

1. As a monitor, you will be assigned a school or schools during the training session. 2. Plan to arr ive in time to park and allow for at least 15 minutes before testing is

scheduled to begin (8:30 for K-8 schools, 8:15 for High Schools). Please bring your SDP ID with you. You need to be in the classroom when testing starts.

3. Report to the office and explain that you are there to monitor the PSSA or the

TerraNova/Supera Assessment. 4. If there are a number of sessions of the grades you are to observe, select one at

random (Schools should give you a choice of classes to monitor). 5. When you get to the classroom, ask the teacher to introduce you as a School District

representative who is there to observe the standardized assessment program. 6. Try to position yourself in the classroom where you will not be a distraction to the

students and remain in the classroom until that testing session is completed. 7. Fill in the monitoring form. After the session is over, thank the teacher. 8. Return the completed form to the Office of Assessment Š 2nd Floor in care of Darryl
