Colleagues
The past week has past so quickly that it is difficult to believe that I am writing another foreword to
another weekly bulletin. But, so much has happened since last week, that it is important you have an
update from me directly.
Attached with this bulletin today is a consultation document that explains our approach to the
Recovery Phase for our schools and centres. I am sure that you will all read it with interest. It
contains detailed information about our proposed approach to Phase 1 of the national recovery
programme, which we anticipate will be announced by the First Minister on Thursday. It should be
said that these plans are evolving and are subject to wider consultation with stakeholders. It is also
important to say that they may change subject to any specific guidance provided by the Scottish
Government this week.
Naturally, it is a fine balance to strike in anticipating announcements and making concrete plans,
which why I am taking the step of publishing fairly comprehensive material for people to consider. I
am also reminding everyone that since we are potentially preparing for a return of teaching and
support staff in June, a survey has been sent to head teachers which must be returned by Thursday
evening, to help us work out how many of our teachers will potentially wish to access childcare at
our Community Hubs. Please type the following into the web browser to access the survey -

I am asking for everyone’s understanding that in June, as teachers return we will have to all be
flexible and use common sense to get through that important first phase of activity. Returning
teachers and support staff, involves planning at school level and we are mindful that we will need to
provide clear advice and guidance for people who are shielding due to having serious underlying
conditions.
However, the most important conversations we will all be involved in June relate to how our
curriculum is likely to be shaped in August, when we are likely to be operating what has been
termed a ‘blended model’ with ‘partial in school delivery’. This, of course, will be hugely challenging,
but it is also an opportunity for us to think and plan together.
I am concluding tomorrow the last of my consultation meetings with head teachers, after which I will
be a lot clearer about what August might look like. But, it is hugely important to the central team
that we find a way to work through the challenges we will face together, in a manner that
demonstrates our collegiate approach. This approach, from my point of view, was very much in
evidence in our Joint Consultative / Joint Negotiating Committee discussion yesterday with trade
union representatives from both teaching and single status trade unions.
I am also taking the step of writing to all parents today to outline the approach we are taking to
recovery. This letter is part of wider parental consultation that is taking place. A copy of the letter is
attached.
Whilst the current situation and planning process for the future remains complex and challenge,
every day I have numerous reminders of the wonderful people who work in Education and Families
and other services who support us in North Lanarkshire Council. I am also ever aware of the great
responsibility we all have in planning for our children’s future. I am sure we have the attitude and
aptitude for what is coming next.
I look forward to exploring these matters with as many of you as I can in the forthcoming weeks and
months.

Good News Stories
Into Headship – Cohort 4 We are delighted to announce that the following staff from North Lanarkshire have achieved the Into Headship award. Brian Gilmour – DHT Fir Park Secondary School. David Gardiner – DHT Braidhurst High School. Jodie McGraw – HT Bellshill Academy. Karen McLelland – HT St Mary’s Primary School (Coatbridge). Mary Reid – Acting HT New Monkland Primary School. Tracy Hurst – DHT Lawmuir Primary School. Aileen Mullen – DHT Chryston High School.
They will receive formal recognition during an online ceremony on 3rd June which is being organised by Education Scotland in conjunction with the GTCS. “I am delighted that all 7 of you have successfully completed your studies and are being awarded the recognition you deserve. You have worked exceptionally hard to gain this award. North Lanarkshire Council ‘Education and Families’ holds the Into Headship programme in the highest regard. We look forward to continue supporting and working with you over the coming years on your professional journey.” (Derek Brown) We are in a very strong position in North Lanarkshire with 19 candidates about to embark on the programme in the coming session.
Mary Reid, Acting HT at New Monkland PS, has given a brief message to those who are about to undertake the programme. "Into Headship has been one of the best lifelong learning programmes I have undertaken. It has given me the knowledge base and confidence to undertake the role of HT. Into Headship helps you see the bigger picture of why we do what we do at school level. The programme also allowed us to meet a great group of colleagues and build an incredible network of support. We have now formed friendships that will last a lifetime as the friends/colleagues you meet during ‘Into Headship’ will get you through to the end. My hope for the future is to undertake ‘In Headship’ and then ‘Excellence in Headship’ as it really does open up the pathway in Educational Leadership. Good luck to all future candidates undertaking ‘Into Headship’ and remember, it is YOUR learning journey."
Coltness High School
Coltness High School, like many within North Lanarkshire wanted their pupils to know they were
missing them. The school inspired by local families decided to link this with fundraising for Made 4U,
a local charity that the school has a history of working in partnership with. They asked staff to video
themselves dancing/lip synching to ‘I Gotta Feeling’.
In all around 20 staff and our school chaplain all contributed to the video. We also got a bit of a help
from a couple of celebrities by way of Gina McKee of Go Radio and David Turnbull of Motherwell FC.
The video also contained a "pregnancy reveal"!
As things stand they have raised around £1200 which is a phenomenal figure. We'd originally set a
target figure of £1000 but we have now upped this to £2000 and the fund will remain open until the
pupils return to school. The video has been viewed over 6000 times in around three weeks.
In response to our video a group of our pupils also posted a reply in video format to say thanks for
our video but in general to say thanks for what we are doing for them.
On the back of this work we were delighted to be on the receiving end of a parliamentary motion
put forward by our local MSP Clare Adamson as follows:

Coltness High School Raising Money Easy-Peasy
That the Parliament commends the work of Coltness High School staff who covered pop song, I Got A
Feeling, by the Black Eyed Peas, in an effort to raise funds for the local organisation, Made4U in ML2,
and welcomes that the virtual performance has already raised over £1,000 for Made4U in ML2,
which it considers will in turn have a positive impact on the community in Wishaw during the ongoing
COVID-19 pandemic.

Dear Colleague
We continue to receive regular updates and new web links in relation to COVID-19 and health and social care.
This edition includes links to online bullying, image sharing and responses to COVID-19. A concern during this time is the impact of poverty related issues and there have been collective calls to the Scottish Government for increased income for families on low incomes. We hope the information provided proves useful and as before, please feel free to use the newsletter for sharing with other networks.
As we highlighted in our last edition, the focus of public protection professionals is now turning towards recovery. The focus of recovery has been highlighted in both the national meeting of Adult Support and Protection Convenors’ meeting in Scotland last week and at the West of Scotland Consortium of Child Protection Chairs’ meeting. As part of the planning, we are focussed upon the challenges that may be presented after lockdown and this will be a key focus going forward.

Parent Club Communications Toolkit and Campaign activity
Parent Club has created a COVID-19 Communications Toolkit to provide guidance on the latest Scottish Government updates and what they mean for children and their parents and carers. The toolkit aims to help those working to support children and families to be aware of the official advice from the Scottish Government to parents, while supplying ready-made assets, to save time and help parents.
Supporting resources include:
A dedicated Coronavirus Hub with information as well as advice and tips from other parents on a range of topics and age groups.

Legislation Update
The Children (Equal Protection from Assault) (Scotland) Act 2019
The Act will remove the common law defence of “reasonable chastisement” from the law of Scotland. This will make all physical punishment of children in Scotland unlawful, and this will come into effect on 7 November 2020.
Keep Eyes and Ears Open
We featured the Eyes and Ears open campaign in an earlier edition but, with a number of new subscribers, it’s worth highlighting again.
With the closure of schools and nurseries during the COVID-19 crisis, Child Protection Scotland is urging everyone to keep their eyes and ears open for children who may be at risk during this time.
It’s more important than ever that we all keep our eyes and ears open. If you see or hear something that doesn’t sound right, take action. If you’re at all concerned about a child’s welfare, it’s much better to say something than do nothing.
If you’re worried, don’t hesitate to contact your local authority social work department, or call the police on 101. If you think that a child is in immediate danger you should call the police on 999 right away.

Campaigners call for emergency cash boost to prevent child poverty crisis
Over 100 children's charities, faith groups, academics, think tanks, poverty campaigners and trade unions have written an open letter to the First Minister calling for a direct financial boost for all families living on low incomes to support them through the coronavirus crisis.

Children’s Hearings Scotland publishes new Strategic Outlook
On 15 May 2020, Children’s Hearings Scotland (CHS) published its new three year Strategic Outlook for 2020-23.
CHS has identified four key areas to focus its efforts on:
Better protection and upholding of the rights of children
Delivering consistently high quality hearings
Continuing to build an empathetic and effective panel that is well-supported
Being well-informed and influential in its environment and communities, including working collaboratively with partners
CHS will also explore and implement change based on the recommendations made by the Independent Care Review earlier this year, including the reimagining of the hearings system to ensure it better serves the needs of infants, children, young people and their families.
Mental Health Awareness Week
Last week was mental health awareness week.
It’s important to remember that feeling worried and anxious is perfectly normal, particularly while our lives are so different at the moment. Visit https://clearyourhead.scot/ for information and support.
The National Wellbeing Hub
The National Wellbeing Hub went live on the 11 of May 2020, created by organisations from across Scotland working together to create a new platform to help health and social care workers and carers look after their physical and mental health.
The hub is the first of its kind in the UK and its content has been created by trauma specialists and other specialists in Scotland.
The launch follows the £3.8 million extra funding announced in March to increase the capacity of NHS 24’s mental health helpline services and expand digital therapies.
Violence Against Women Strategic Group
Coronavirus (COVID-19): guidance on domestic abuse
This guidance supports the Coronavirus Regulations and is intended to highlight that the reference to escaping a risk of ‘harm’ includes escaping any form of domestic abuse.
Therefore, it is a good reason to leave your home in order to escape domestic abuse.
Additional support to women involved in prostitution
The Encompass Network’s mission is to “share and develop good practice in preventing commercial sexual exploitation, in supporting those involved in selling or exchanging sexual activity and in supporting those planning to exit/exiting”. Along with the Scottish Government they consider prostitution to be a form of violence against women.
This week the Scottish Government provided over £60,000 to agencies in the Encompass Network to support women involved in prostitution during the COVID-19 pandemic.
Intimate Image Abuse
Current restrictions on movement due to coronavirus have led to a surge in the number of people contacting the Revenge Porn Helpline.
The Scottish Government is running a campaign to remind people that sharing, or threatening to share, intimate images without consent is a crime that can come with a five year prison sentence, and should be reported.

Active Schools Update
Supporting Sports Students to achieve in this academic year The Active Schools team has been working with staff and Sports students from New College Lanarkshire's Broadwood Campus to assist students in completing their academic year to enable them to move on to the next stage of their education or career pathway. Working together to reduce the impact of COVID-19 on the current cohort of students has been a key focus for the Active Schools Team during lockdown. The Active Schools Team has provided guidance, assessment and feedback reports on students to enable them to meet the SQA criteria and pass their respective courses. Throughout the year there is a strong partnership between New College Lanarkshire's Broadwood Campus and Active Schools to support and develop students undertaking courses in HNC Sports Coaching and Development and HNC Football Performance and Coaching. All students receive play and sport specific training then each student undertakes a placement of delivering up to 6 hours per week within primary schools across the Chryston, Cumbernauld and Kilsyth areas. The programme enables the delivery of play and sport to 1800 children and the delivery of football to 600 children throughout the academic year. This programme is instrumental in increasing the opportunities and physical activity levels of local school children. Students also help at a variety of events and festivals throughout the year including sports hall athletics, football festivals, netball festivals and play events by providing guidance, coaching and encouragement to all participants. Active schools are continuing to working closely with College staff in order to adapt existing programmes in accordance with Covid-19 guidelines.

CCK North Lanarkshire Active Schools
Virtual Relay Challenge
The North Active Schools team is challenging all their primaries to get out walking/ running/ cycling
on Friday 5th of June between 7am and 7pm. They are asking the families to download any free app
that can track the route to allow them to see what distance they have covered. Linking in with
teachers in the schools, the families can send in their distance to allow the school to collate the total
distance travelled from their pupils. The school will then link in with the Active Schools Coordinator
who will be able to produce a visual and show the school how far they virtually travelled and what
city they managed to reach. To encourage as many pupils as possible to take part they will all be
active on twitter and encourage families to tweet pictures whilst out on their route. They can make
this into a friendly competition by comparing all the schools totals within Cumbernauld Chryston and
Kilsyth and see which school managed to travel the furthest.
Social Media Update
It’s been a very busy week on the Active Schools twitter
and Instagram pages this week. The team ended last
week with a special #ThankYouThursday video – this was
to thank all of the amazing senior pupils for their support
before lockdown. The team work with Young
Ambassadors, Sports Leaders, Sports Councils and
volunteers within schools. They have received many
different training courses, and have provided a huge
number of sporting opportunities for the young people of
North Lanarkshire – after school clubs, transition clubs
and events, cluster and regional events to name a few.
The Cycling campaign began on Sunday. We would
like to engage the local young people, schools and
families to engage in daily exercise – and we’re
asking to hear their cycling stories. We want to know
if young people have learned to ride their bikes, have
been enjoying family bike rides, or have just found a
love of cycling. So far we’ve had stories from primary
aged children, teachers and families which we are
sharing and hoping to inspire more people to get on
their bike!
On Monday we had the launch of the Young Peoples Sports Panel
Recruitment. Emma Green, a current member of the Panel from
Chryston, has created a promotional video which we hope will
recruit some fabulous new members. The post has been shared to
all local High Schools, who are then sharing it with their young
people. Closing date is the 12th June and we hope to have some
exciting new recruits for the summer.
Wednesday was national #ThankATeacher Day! We released a
video to thank all of the amazing teachers in North Lanarkshire
who go above and beyond to help keep our young people active. In
term 1 – 180 teachers delivered extra curricular clubs, which led to
an amazing 1,886 hours of delivery!
Our #NLCLubChallenge videos were this week brought to us by
Melanie McCready, School of Dance and Crossfit Airdrie. These
amazing local clubs have challenged our young people to
complete a dance routine and a fitness challenge. Two big
priorities is to keep our young people active and support our local
clubs – and being able to keep that link during this time is great!
Our final social media push of the week is regarding our annual Sports
Awards. The nominations have all been shortlisted and the results of
this will be announced on twitter on the 29th May. We’ve informed all
of the nominees and nominators. The Sports Awards are hugely
important to the Active Schools team. We work with a fantastic
network of clubs, volunteers, coaches, schools and young people –
and this process allows us to show thanks and give these people the
recognition they deserve.
North Lanarkshire Community Sports Hubs
Child Wellbeing & Protection in Sport
Community Sport Hubs are developed with the focus of aiming to make sport accessible to all and
encourage the participation in safe and secure environments led by proactive and passionate
people.
Despite COVID-19, members of Chryston Community Sports Hub highlighted the need for additional
training for their coaches to ensure quality activity provision across the region when they were able
to resume. In addition to this, they saw the lockdown as an opportunity to hone their skills and
knowledge, training to become quality providers in what they do.
In a bid to support this, Chryston Community Sports Hub hosted online Child Wellbeing and
Protection in Sport webinars for clubs to join in partnership with Active Advantage.
The course had a full cohort of 11 people, slimmed down from the original face-to-face 20 capacity
to ensure quality delivery. Alongside this, it was adapted to be split across two 1.5 hour sessions for
the benefit of the learners. All of the learners passed.
This course also compliments clubs and groups who are accredited under the North Lanarkshire Club
Accreditation Scheme as it is a pre-requisite to ensure that all clubs are safe. To ensure this, their
deliverers must have attended this course and therefore, by delivering courses like this during this
period of uncertainty, we can ensure that quality delivery and great coaching can hit the ground
running.
The Child Wellbeing and Protection in Sport course is administered by sportscotland and is a 3 hour
workshop that anyone, regardless of coaching experience, can attend. The course aims to build on
child protection knowledge and what challenges may arise as a coach or deliverer working with
children in a sporting context.

North Lanarkshire Virtual Primary School Sport Competition The North Lanarkshire Active Schools team is determined to ensure that all children in North Lanarkshire remain active and continue to reap the benefits that sport and physical activity can bring particularly in these challenging times. With all sporting events and competitions unable to go ahead in their usual format we are here to ensure that the joy of competing continues. A range of virtual sporting events are being created by the Active Schools Coordinators to allow all schools, and more importantly, all pupils in North Lanarkshire to challenge themselves in a variety of sports and activities. The virtual events will be structured to allow a number of competitions to take place from pupils competing with themselves to improve their own scores over a month, to schools competing against each other in age groups and / or as a whole school. Each month a new sporting competition will be launched with winners announced on completion of the event. By the end of the academic year we hope to have a virtual school sport champion with points going towards schools and individuals for 1) taking part in the events (the more you enter the more points you get). 2) Winning a monthly challenge 3) Raising awareness of the benefits of sport and physical activity within their school. Cluster Improvement and Integration
Lead Posts
An exciting opportunity has arisen within Education and Families, with the introduction of the new Cluster Improvement and Integration Lead (CIIL) posts. Education and Families are currently in the process of integrating a cluster and locality based improvement operating model and this new post will play a pivotal role to help embed and evolve this approach. Each post will support Cluster Chairs and have responsibility of developing a strategic approach to cluster improvement by coordinating effective and strategic planning in order to develop and embed improvement capacity within the system, in line with local and national priorities. Excellent leadership skills are crucial to key to this role and crucial in driving forward cluster improvement. This is a great opportunity for a suitably qualified teacher, preferably with previous experience of leading on a range of initiatives that have improved outcomes for children and young people at a local and national level. Update on Planning for Digital Learning
Digital School
Education and families is progressing the work of a Digital School, which will support the delivery of
learning digitally in the blended model of education referred to by the Scottish Government in their
documentation A Strategic Framework for Reopening of Schools, Early Learning and Child Care
provision in Scotland. This is a very important area of development and a significant amount of work
is taking place to ensure that the Digital School fulfils expectations. Consultation with stakeholders
will be a crucial part of the shaping of our new North Lanarkshire Digital School.
Surveys have taken place with Head Teachers and families and once we have further detail on these
from our research teams this will be issued to all schools.
Issuing devices
The early stages of planning for the issuing of devices has included a survey to families in receipt of
free school meals and to those young people who are working with the virtual school. If young
people at your school have been identified as needing a device then Officers from the centre will be
in contact with Head Teachers to issue guidance and procedures which will outline how devices
currently within your schools will be made ready for issuing to families. This process will be
undertaken in partnership with Secondary Technicians and Technical support officers.
Champions of Digital Learning
To support the digital developments across Education and Families and, Head Teachers are asked to
nominate a Champion of Digital Learning from every school and establishment. This person not need
to be a member of the formal leadership team, it can be any member of the teaching staff. It should,
however, be someone who has a genuine interest in digital learning where possible, as they will be
participating in additional digital training.
Head Teachers should communicate with all staff about this opportunity, including those who are
shielding, as digital learning can of course be developed across a school and cluster remotely.

Glow Accounts
A number of school administrators have created manual accounts for staff and students. All Glow
accounts for students and staff are derived from SEEMiS Click and Go. To avoid any security access
issues, please ensure that all accounts have been created from SEEMiS. Where accounts have been
manually created, please notify staff of their SEEMiS created Glow account and arrange to have the
manual accounts deleted. General circular 152-18 provides instructions on how to ensure staff work
records are enabled for data sharing.

Teams – Online Learning
Many schools will now be developing their use of Teams and the functions of Office 365 within
Glow. There are two apps on Glow to support your development, Glow help and Microsoft Educator.
The Microsoft Educator Community has all sorts of training. Two of the top training for educators we
picked are:
Getting started with remote learning in Office 365
Office 365 Teacher Academy
Microsoft also has a Youtube channel, https://www.youtube.com/user/Microsoftedu this has a wide range of short videos to support all aspects of using the tools within Office 365.
Schools are now finding that they can successfully engage with learners through both real time teaching and recorded teaching through Teams. This is a learning environment and should be managed by the teacher.
Staff should make use of effects such as changing the background when using video conferencing on Teams. Learners should also be encouraged not to use football badges to identify their account on Glow.
Team Settings: When you set up your team please make sure that it is set as Private. This will ensure it is only people who you want join it. If you already have a team that is set as public, you can go into settings and change this.
Video Chat Teams
Some young people have very cleverly found a way to show their video on Teams. If this occurs
during a class session, please be assured they have not hacked the product. The method only allows
one student on screen. To do this during a class meet the pupil can share the screen and turn their
video on. If this occurs please ask the young person to stop sharing their screen.
Phones For Schools
There is a scheme in North Lanarkshire for schools to purchase a mobile phone. This phone is for text and call purposes, however this may be of use when making remote contact with families. If you wish one of these phones for your school the process is: Log a call with the service desk The information required will be- quantity and cost centre The costs are a one off £35 per phone device (Alcatel) and the £1.50 per month for voice calls and texts.
Delivery takes around 2 weeks. The Head Teacher will be advised when the phone is available for collection. The device should then be collected from the computer centre.
First Class
We have now begun the review of NLC workspaces within First Class.
A Child Protection Teams has been set up and the joining code sent to all Head Teachers and Child
Protection coordinators. If you do not have the code to join, please contact Lindsey Mitchell
([email protected] ). The child protection folder on First Class will be removed week
beginning 1st June 2020.
The SAM Group are in the process of moving all their resources in First Class to Glow. The two areas
they have set up can be found at:
