ECHS Blueprint

The ECHS Blueprint is intended to serve as a road map for initiating, implementing, and exemplar ECHS campuses. This document is a “work in progress.” The ECHS Blueprint incorporates six benchmarks and today we will be discussing Student Data Systems and how they relate to Benchmarks 2, 4, and 5.

Benchmark 2Partnership Agreement

The ECHS shall have a current, signed MOU that defines the partnership between the school district and an institution of higher education (IHE).

The ECHS shall define an active partnership between the school district and an IHE that includes provisions for collecting, sharing, and reviewing program and student data to assess the progress of the ECHS.

Benchmark 4Curriculum and Support

The ECHS shall provide a rigorous course of study that enables a participating student to receive a high school diploma and complete the THECB core curriculum (as defined by Texas Administrative Code 4.28) or an associates degree or at least 60 credit hours toward a baccalaureate degree during grades 9-12. The ECHS shall provide students with academic, social, and emotional support in their course of study.

Benchmark 5Academic Rigor and Readiness

The ECHS shall administer a Texas Success Initiative (TSI) college placement exam to all accepted students to assess college readiness, design individual instructional plans, and enable students to begin college courses based on performance.

Purpose of Webinar

• Explain why student data management systems are important• Identify when student progress must be monitored • Relate student data systems to student support services• Identify data points that maybe monitored• Suggest how the ISD and IHE can collaborate to develop these

systems

Why

Texas is dedicated to ensuring that the ECHS target population completes the THECB’s Core Curriculum or an associate’s degree or at least 60 college hours toward a baccalaureate degree; a student data management system is vital to the success of the ECHS program.

When

College-readiness supports must be implemented and students’ progress intentionally monitored and reported to facilitate student access to dual enrollment at the earliest point.

Student Support

Data should drive the academic, emotional, and social supports provided for ECHS students to ensure success.

Data

Student Data Management systems may include the following:

– Student demographic background data – Assessment scores on STAAR, EOC, and/or TSI– Academic progress in relation to high school and

college courses – Grades– Attendance– FAFSA

How

• ECHS and IHE collaborate to establish systems and protocols for sharing student performance data in a timely manner and at regular intervals including:– Attendance (very important at the beginning of a course)– Drops, withdraws, and fails (impact “Satisfactory Academic

Progress” and can jeopardize a student’s financial aid eligibility upon graduation)

– Course grades, GPA, and course selection– Excess credit hours (can also impact financial aid eligibility)– All indicators of college readiness (TSI, STAAR/EOC, SAT, ACT, etc.)

How

• Establish protocols for the following stakeholders to communicate with college instructors:– Principal, counselor, and students– Parent or guardian

DATA S H A R I N G O B J E C T I V ES

Generally, schools must have written permission from the parent or eligible student in order to release any information from a student's education record. However, FERPA allows schools to disclose those records, without consent, to the following parties or under the following conditions (34 CFR §99.31):

School officials with legitimate educational interest;Other schools to which a student is transferring;Specified officials for audit or evaluation purposes;Appropriate parties in connection with financial aid to a student;Organizations conducting certain studies for or on behalf of the school;Accrediting organizations;To comply with a judicial order or lawfully issued subpoena;Appropriate officials in cases of health and safety emergencies; andState and local authorities, within a juvenile justice system, pursuant to specific State law.
