WELCOME TO ECHO AVENTURA!

Congratulations on your new residence at Echo Aventura. We are very pleased to meet and

greet you.

Now that you have closed and own your new home at Echo you are also now a member of the

Echo Condominium Association, Inc.

This Welcome Book contains information regarding your new home, the amenities, services, the

Condominium Association and a summary of rules and regulations that have been implemented

by your Association to make life more enjoyable for all unit owners. We are excited to present to

you this brief overview that will provide you with important information in an easy to use format.

Please keep in mind this Welcome Book does not replace the information included in your

Condominium Documents. The Condominium Documents should be carefully reviewed as it

may be amended from time to time and ultimately, the provisions of the Condominium

Documents shall govern if they are in conflict with this guidebook.

KW Property Management & Consulting “KWPM” with the “General Manager” has been retained

by your Association to oversee day-to-day operations. KWPM has the experience, knowledge

and training necessary to operate and maintain your community to the highest standards.

KWPM’s personnel are dedicated professionals who work with you, your Board of Directors and

contracted service providers (e.g., valet and security) to help “amplify” your quality of living, as

well as preserve, protect and enhance your investment.

Your Management Team will be on-site Monday through Friday and can be reached during

office hours of 8:30 a.m. to 5:00 p.m. by calling (305) 932-ECHO(3246).

In cases of emergency, such as for fire or flood, your General Manager and Building Chief

Engineer are available 24 hours a day, 7 days a week, by contacting the Echo Front Desk. The

number for your Echo Condominium 24/7 Front Desk is (305) 932-ECHO (3246). Please call

911 if your are experiencing a medical or life threatening emergency before calling the front

desk.

Should you require additional information, or if we can offer assistance, please do not hesitate to

Please include the coupon with your payment and indicate your property address on the memo section of your check. We encourage you to register for automatic withdrawal from your bank account. If you are interested, enclosed you will find a registration form to facilitate your enrollment. Please complete the authorization form and mail to the address printed on the form along with an original voided check. Furthermore, as an alternative payment method, you are able to pay your assessment dues online via credit card through our website, www.kwpropertymanagement.com. By using this payment

MOVING IN AND DELIVERY POLICY

During the initial time of occupancy, hours for move-ins are from 8:30 a.m. to 4:30 p.m., Monday through Friday. Move-in requests are handled on a first come, first serve basis and must be scheduled with the Management Office in advance. Movers are not permitted to begin after 3:00 p.m. and move-in activities will not be allowed to continue after 4:30 p.m. Please notify your movers so they can plan accordingly. Your name and unit number should be clearly marked on all moving boxes and cartons. Please arrange to be in your unit or have someone available to admit your authorized movers and/or workers. The Manager and Management staff is not permitted to provide entry to your unit for move-ins and are prohibited from accepting deliveries. When your movers unpack, please advise them to be as tidy as possible, fitting packing materials and smaller cartons inside larger ones. Arrange to have your mover(s) take all unpacked cartons. Boxes unpacked after your move should be transition broken down and disposed of in the recycling container located at the receiving area. Please feel free to contact the Management office for disposal assistance.

***PLEASE DO NOT USE THE TRASH CHUTE FOR DISPOSAL OF BOXES ***

We know that as a resident of Echo, you will take as much pride as we do in the elegant

surroundings. Please remind your movers and workers of your concern for the common areas,

and alert them to use extra care when using the elevators and when moving large items through

the building. Since you will be responsible for any damage these workers might cause, it is

required that you contract with companies and workers who are fully bonded, licensed, insured

and adequately supervised. All companies and workers are required to submit a Certificate of

Liability Insurance to the Management Office requiring a minimum of $1mil of General Liability

and Workers Compensation. In addition, the certificates shall have the Echo Condominium

Association., and KW Property Management & Consulting, LLC listed as an Additional Insured.

YOUR MOVING CHECKLIST The following checklist will be helpful in making your move as smooth and efficient as possible. PRIOR TO YOUR MOVE:

Telephone the Management Office at (305) 932-ECHO (3246) to schedule your move date. You will be required 72 hours in advance (3 days) to complete a move-in and elevator reservation form before your move-in date can be confirmed. A $1,500.00 elevator and common area deposit will be required at the time of scheduling. All deposit checks will be deposited and can take up to 2 weeks after approval to be refunded.

Please provide the Association with a Certificate of Insurance and Worker’s Compensation of at

least $1 million in liability coverage from your moving company (if applicable) showing Echo Condominium Association, Inc., and KW Property Management & Consulting, LLC, Property Marketing Group as additional Insured.

***SCHEDULING IS ON A FIRST COME, FIRST SERVE BASIS. MOVING VANS THAT SHOW UP WITHOUT BEING SCHEDULED WILL BE TURNED AWAY***

Update your personal data, telephone numbers, etc., and submit to Echo Management Office. Call your insurance agent to purchase “Florida HO-6” policy for property coverage inside your

Unit, liability coverage for you and your co-owners and loss assessment coverage. Contact FP&L (800) 226-3545 to set up your electric.

Contact Atlantic Broadband (888) 752-4222 to set up your phone, internet and cable television service – (for additional details please see included Atlantic Broadband introduction letter).

Arrange to have your utilities such as telephone, electricity, water & sewer and cable television disconnected at your old address.

Give your new address to the post office and send change of address notices for all your

newspaper and magazine subscriptions. Set up delivery services to your new address:

ELEVATORS

To preserve the beauty of our public areas of your home and others home, your delivery people will be required to observe safety and weight precautions while transporting flooring and articles into your Unit. Unit Owners are responsible for any damage or service interruption occurring through the misuse or negligence of their contractors. The designated service elevator will be the only elevator permitted for use by contractors, movers and by those delivering equipment and supplies to your Unit. All move-ins must occur through the receiving area. Moving vans must park in the receiving area (which will only be available when reserved in advance). The loading area has a maximum height restriction. If you require additional space in the service elevator for items larger than the specifications of the cab, please contact the Management Office. APPROXIMATE ELEVATOR DIMENSIONS: Door Opening Interior Cab Height: 8’0” 10’0” Depth: 5’4” Width: 3’5” 6’7” Weight Capacity: (Service Elevators only) 3500 lbs. (Please verify all service elevator dimensions prior to scheduling deliveries).

In the event you have an item or items that exceed the dimensions mentioned above, please see management as there are alternatives available. No unauthorized persons will be permitted on the premises. Any tradesperson who fails to abide by the procedures established will be prohibited access to the building. For repeat offenders, denial of access may be permanent at Management’s discretion on behalf of the Board of Directors. Elevator doors may not be jammed or held in the open position during move-in. This may cause serious damage to the mechanics of the elevator operations. Repairs of elevators and any other Association property is the financial responsibility of the Unit Owner. Unit Owners may have contingencies to obtain reimbursement from their movers, contractors or other agents, but this does not relieve Unit Owner responsibility to the Association.

UTILITIES

ELECTRICITY Electrical service is provided by Florida Power & Light Co. (FP&L). You are responsible for setting up your account and paying for electrical service to your Unit. Please set up your FP&L account prior to closing by calling (800) 226-3545, (305) 442-8770 or online at www.fpl.com. To guarantee that service is not interrupted, you should arrange to transfer electrical service to your account beginning the day of, or the day after your closing. Unit temperature, whether or not occupied, should be maintained at temperatures around 77 degrees Fahrenheit to minimize humidity in the Unit. Excessive moisture can lead to dangerous and damaging and environmental circumstances. TELEPHONE Telephone service is available from Atlantic Broadband. Please call (888) 752-4222 to initiate telephone service. (Please provide Management with your new home telephone number as soon as your telephone number is received.) CABLE TELEVISION The Echo Condominium Association has entered into a building Bulk service agreement for all the residences (included in your monthly maintenance assessment payment to the Association). The channel and service list is included with the forms of this handbook. When you are ready to activate your cable television service or if premium channels are desired please contact Atlantic Broadband at (888)752-4222. WATER SERVICE Domestic water for your unit is included in your monthly maintenance assessment payment to the Association. You will not have a water bill for your residence. TRASH COLLECTION Trash pick up service from the building is also included in your monthly maintenance assessment payment to the Association. For your convenience a trash chute is located in the service suite of your Unit. Please place all household trash in plastic bags before disposal. The trash chute system will also accommodate recyclable items. Please bring cardboard boxes and other oversize containers to the trash room at the receiving area for disposal or for assistance please call the Management Office. Do not use the trash chute to dispose of these items – oversized items very often unfold and then cause a clog in the trash system. Contractors and movers may not use the trash chute system under no circumstances and are responsible for removing construction debris, boxes and trash.

***EXCITING NEWS*** Dear Residents of Echo Aventura Condominium Association, the Association has entered into an agreement with Atlantic Broadband to provide the following Bulk services & equipment per unit:

Value programming Digital Tier programming One (1) TiVo T-6 High-definition Digital Video Recorder One (1) TiVo Mini. (HD DVR) per unit. 40/3Mbps Bulk Plus Internet service per unit – equipment included Wireless Home Networking – equipment included. Wire Maintenance.

Effective July 2015 individual statements / accounts will reflect the appropriate bulk covered service(s) / equipment listed above and rate change(s). Please contact our Customer Care Department at 1-888-752-4222 to schedule your “standard no charge” installation of equipment. The “standard no charge” installation or swap of / for the bulk covered equipment will be available until July 2016. Unit Owner and/or their authorized representative must be in the unit at the time of installation to show ID and provide signature. Atlantic Broadband is not authorized to move any furniture or customer owned equipment. Residents are to make the necessary access to own equipment connections (back of TV, power outlets, etc) upon installer arrival. RESIDENCE IMPROVEMENT DECORATING OR REMODELING YOUR UNIT Echo Residences are Furniture delivery ready. When you are ready to remodel your unit please review your Condominium Documents and the “Architectural Modification forms” for Construction and Remodeling for important information. Your Condominium Documents require that you register your contractors, receive Association approval of certain items, including sound abatement material and conform to specific architectural guidelines. Prior to commencing any improvements, modifications, alterations or changes to the Unit, the Limited Common Elements, or any Common Elements of the Condominium Property, you will need written consent via the Management Office from the Board of Directors plus all required governmental approvals and permits. Please thoroughly review your Condominium Documents for detailed information. The City of Aventura will require you to submit two (2) copies of plans with specifications, and Echo Condominium Association Approval letter to the City. Through the Management Office, a Professional Engineering approval may be required, for example, if your plans contemplate any attachments to the building envelope and/or limited common areas; structural changes within the unit; or modifications to the mechanical, electrical, plumbing, telecommunications, architectural, structural system or life safety system (including sprinkler heads). Any such review fees expenses related to your application and construction activity shall be responsibility of the owner and remitted to the Association prior to Echo Condominium Association Approval.

***ALL EXTERIOR, STRUCTURAL AND LIFE SAFETY MODIFICATIONS MUST BE APPROVED BY THE BOARD OF DIRECTORS PRIOR TO THE

COMMENCEMENT OF ANY WORK. PLEASE REQUEST AN ARCHITECTURAL MODIFICATION FORM FROM THE MANAGEMENT OFFICE***

The Condominium building is a complex structure. Behind the walls are vertical pipes, including domestic water, sanitary disposal and rain leaders from the roof. When nailing into walls, penetrations to these pipes can cause severe water damage to your Unit and units directly below.

***THE CONSTRUCTION OF THE BUILDING IS POST TENSION SLAB. IT IS CRITICAL THAT YOU UNDERSTAND THAT UNDER NO CIRCUMSTANCES SHOULD

YOU ATTEMPT TO ATTACH CEILING TREATMENTS DIRECTLY INTO THE BOTTOM OF

THE SLAB ABOVE. IF A NAIL PENETRATES AND SNAPS ONE OF THE TENSION CABLES, IT CAN RESULT IN SERIOUS DAMAGE TO THE STRUCTURE AND

POTENTIAL INJURY OR DEATH.**

IMPORTANT REMINDERS Installation of hard or heavy surfaced floor coverings (wood, marble and tile) must comply with the Association’s specifications for sound and impact control insulation 55. Please refer to the Architectural Modification form for General Guidelines for Construction and Remodeling. BEFORE BEGINNING ANY WORK IN YOUR UNIT Provide Management with a complete list of architects, subcontractors, decorators and others who will be working in your Unit. Please ensure your contractors, subcontractors, and decorators, submit all required forms, permits (if required), professional licenses and proof of insurance with required evidence of additional insured endorsements to the Management Office. This information is crucial to the Association’s efforts to manage the security and safety of all residents. The information is used in controlling access to common and public areas by tradespersons, and in permitting access to your decorator, subcontractors, delivery persons, housekeepers, and others authorized to perform specified work in your Unit. For security reasons, access to the building will be denied if we do not receive this information. On-site management personnel of Echo Aventura are not permitted to admit anyone into your Unit. Please make arrangements and pre-approve all contractors/workers via the pre-authorization form located in the Architectural Modification package. It is the responsibility of the Unit owner to provide them with keys in advance. The Condominium Documents and General Guidelines for Construction and Remodeling state the rules for decorators, contractors and subcontractors working for the Association and for Unit Owners. Please ensure that your workers are familiar with Association procedures and that all applicable information and documentation is submitted in advance of work to be performed. Following this procedure will reduce delays during improvements to your Unit. Notify the Management Office when construction work in your Unit is completed and update your authorization list accordingly. If you change unit locks, please make certain that a new key is furnished to the Management office. The Condominium Documents require Management to retain a key to your Unit at all times for emergency access purposes. Please feel free to contact the Management Office if you need any assistance with procedures or have any questions concerning your improvements.

MAINTENANCE FEES / ASSESSMENTS By purchasing at Echo, you have chosen an elegant community. Along with the privacy of your own “home,” you have a common share of ownership in your Condominium Association and their respective common elements. All Owners share a square footage percentage of ownership in the Association and its annual budget. Budget payments are based on monthly assessments and are due on the first (1st) day of each calendar month. Late fees and finance charges apply after the tenth (10th) day of the month. All new owners will be mailed a maintenance coupon book however; Unit Owners are responsible for timely payments. Please if you do not receive your coupon book please notify the Management office as soon as possible, owners are committed to such payments. Whether you are paying by a U.S bank check or money order, be sure to include the correct coupon in the envelope, include your unit account number and mail it to the lockbox billing address shown on the coupon. GENERAL INFORMATION & SUMMARY OF USE RESTRICTIONS

The Condominium Documents include rules, regulations, restrictions and other conditions of owning and living at Echo Aventura. The following General Information & Summary of Use Restrictions is for convenient reference, but does not replace or override the Condominium Documents. BALCONIES Your balconies are an important part of the overall aesthetics and the protective envelope of Echo. To ensure that the property remains attractive and protected, the following must be observed: All modifications to balconies must be approved by the Board of Directors (through the General Manager) prior to commencement of work (i.e., flooring, fixtures, fans,) including, but not limited to, attachment of anything to the exterior walls. Personal articles such as linens, clothing, swimwear, rugs, mops or laundry of any kind may not be draped or stored on balconies. Personal property must be stored inside the unit or in the designated storage areas. This includes bicycles, skateboards, scooters, etc. Please do not permit anything to run off or be thrown from balconies (i.e. water from cleaning or plant maintenance, cigarette butts or any other objects). If you are not in your residence during the hurricane season (June 1st through November 30th) you should place all movable objects indoors. Pets may not be left unattended on balconies. CHILDREN Parents are responsible for their children at all times while on the property. For their safety, as well as the comfort of your neighbors, children may not play in the elevators, stairways and other common areas. An adult must accompany all children under the age of 16 while at the recreational/pool facilities. Please review the Condominium Documents, including rules and regulations for further clarification of other common area usage, as well as other policies established concerning children. Certain other restrictions may apply for the well-being of the children and enjoyment of other Unit Owners. DELIVERIES Receipt of all deliveries is the responsibility of the Unit Owner and not the Association or Manager. All deliveries must be delivered and company must provide proof of insurance before delivery.

DESTRUCTION OF PROPERTY Residents are financially responsible for damage to any part of the building caused by themselves, their dependants, contractors or guests. Damage is not limited to, but includes defacing and engraving the walls, floors or other parts of the building. Please report any damage of the common area to the Management Office. ELEVATORS Each elevator serving Echo is equipped with a telephone that is monitored 24 hours a day. All elevators and garage elevator foyers are controlled by key fobs. Law prohibits smoking in the elevators. Please extinguish any cigarettes, cigars or pipes prior to entering the elevators, lobby area or any other common area. LEASING Residences may be leased for a minimum leasing period of six (6) consecutive months. A copy of the Rules and Regulations must be given to the tenants and, guests by the Owner or the Owner’s agent. Tenants must fully comply with the covenants, terms, conditions and restrictions of the Declaration of Condominium and with all Rules and Regulations adopted by the Association. All persons occupying the residences, other than owners, must be registered with the Management Office before the time of their occupancy and must participate in a new tenant orientation with Management. No Unit Owner may sell, lease, give or otherwise transfer of unit ownership of a Unit without the prior written approval of the Association. MAIL SERVICE Your mail is delivered to your mailbox located in the residential lobbies. Your mailbox key is issued along with your Unit key, access FOB and gate clicker at your orientation by Management. NOISE In order to ensure that the rights of all residents are respected, the Association requests that between the hours of 10:00 p.m. and 9:00 a.m., you lower the volume of your radios, televisions and stereos. Other high-level noise should also be avoided during these hours. PARKING Parking spaces are assigned to respective units at closing. All vehicles must be registered and have a decal. Two (2) gate transmitter (device to open perimeter gate arms) will be issued per

unit. No automobile may be parked in a manner which blocks the ingress or egress of other vehicles. All guests visiting the condominium units must use the complimentary valet parking service. Unit owners are responsible for compliance of the rules by their employees, guests, visitors, tenants and invitees. PETS Commonly accepted household pets such as dogs and domesticated cats are permitted limited to two (2). If you own a dog or cat, you must immediately pick up all solid waste from your pet. Pets must be on a leash not more than six (6) feet long, while on Common Elements. Please register pets with the Management Office. Health Department rules and regulations prohibit pets in the pool area (leashed or unleashed), The Board of Directors may require, after written notice is given, that the pet be permanently removed from the Condominium property. Please refer to pet use restrictions in the Echo Aventura Condominium Association documents. TRASH A trash chute is located just outside your unit in the service corridor. Please place garbage and trash in sealed plastic bags. Boxes and bulky items must be carried down to the trash room on the ground level. No construction or packing materials, flammable materials, lighted cigarettes or cigars may be thrown down the chutes. SAFETY Unit owner cooperation is essential to help enhance safety and privacy in the building. Keys, codes and access devices are the responsibility of the unit owner who should contact the management office anytime one of these is lost, stolen or reassigned to another authorized resident or visitor in their unit. Management should be notified immediately of any emergency or security violation. Do not leave, or permit workers or guests to leave any common area door propped open. SMOKING The Florida Clean Air Act prohibits smoking in common areas of condominiums. Please observe the law in ALL common areas. SWIMMING POOL Pool hours are from dawn to dusk. Excessive noise is prohibited in the pool area at all times. All persons using the pool do so at their own risk. Unit Owners are responsible for the actions of their children and guests. Persons using the amenities must comply with all rules and regulations promulgated by county health officials. No glass of any kind is permitted in the pool

area. Children under the age of 16 may not use the pool and tennis court unless accompanied by an adult. Proper cover-up attire should be worn while using the amenities. Nude sunbathing or swimming is not permitted.

INSURANCE

ASSOCIATION INSURANCE

The Association’s insurance policies cover the Buildings, structures and any equipment serving the Building. This includes elevators, lobbies, stairways, guest suites, recreation facilities, common element area furnishings, signs, etc. It also provides liability insurance in the event someone is injured on common property. Please be aware that the policies do not insure flooring, wall or ceiling coverings, improvements (i.e., carpet, paneling, tiles, wallpaper, fixtures, equipment serving the Unit) which are part of the individual unit. You may contact the management office if you need a Certificate of Insurance (COI) for these policies to provide to your mortgage lender, attorney or financial advisor.

HOMEOWNER’S INSURANCE

Although liability and property insurance on the building and common areas is maintained, it is the responsibility of each condominium resident to arrange for their own insurance coverage (Florida HO-6) policy. This coverage is to protect the condominium Unit, your personal property and your personal liability. The HO-6 policy may also cover living expenses incurred if the condominium is uninhabitable. Coverage should be in effect on the date of closing.

Your individual policy should cover anything in the unit that is not covered by the policies discussed above, such as carpet, flooring, wallpaper, cabinets, fixtures and built-in additions. Windstorm and flood insurance must also be considered to provide coverage for damage to your residence due to water intrusion.

A loss assessment rider will cover some of the expenses if a special assessment is levied in the event of an uninsured or catastrophic loss incurred by the Association. Please consult with your insurance agent for specific coverage information.

An insurance agent or attorney should review your Condominium Documents to help determine exactly what should be covered by your individual policy. Remember that no significant risk should be left uncovered, and Unit Owners should make sure they are aware of what property they are responsible for insuring.

DRIVER’S LICENSE If Florida will be your primary residence, you should apply for a Florida Driver’s License. Application may be made at any Florida Division of Driver’s License branch or online at www.hsmv.state.fl.us AUTO INSURANCE Compulsory no-fault (PIP) insurance is required for all vehicles registered in Florida. Proof of this insurance coverage must be carried in the vehicle at all times. For details, contact your insurance agent. AUTO REGISTRATION Registration of all vehicles may be made at any State of Florida Department of Highway Safety & Motor Vehicles office or at any private Auto Tag Agency of your choice. A list of locations is available online at www.hsmv.state.fl.us. VOTER’S REGISTRATION With Florida residency, you may register to vote at any Division of Driver’s License branch or online at www.hsmv.state.fl.us. HOMESTEAD EXEMPTION If your home in Florida is your primary residence, you may file for Homestead Exemption. This exempts the first $50,000 of assessed value of your home, from property taxes. Additional exemptions are available for persons with disabilities, widows and persons 65 years or older. EMERGENCY PLANNING INFORMATION

FIRE Every residence and hallway in the building is equipped with a sprinkler system, which is intended to activate automatically in the event of a fire. If you should see or suspect fire anywhere in the building, pull the handle on any fire alarm. If you are in your residence when the fire alarm is activated, the following are steps which are highly recommended:

IF YOU ARE ABLE TO EVACUTE:

Proceed to the closest fire exit.

Before leaving your unit, check that the front door is not hot and that smoke is not coming from under the door. If either of these two occurs, DO NOT OPEN THE DOOR.

Call 911 and follow the dispatcher’s instructions.

IN THE EVENT OF A FIRE, DO NOT USE THE ELEVATORS. Use the nearest fire exit stairway and stay to the right-hand side so that firemen can have easy access. To exit the building quickly, remove high heels while descending the stairway. Stay low to the ground to avoid smoke inhalation and try to remain in a group.

Exit the building and provide information to the fire department. Do not try to re-enter your residence or use any stairwell until approval is given by the Fire Department.

IF YOU ARE UNABLE TO EVACUATE YOUR UNIT:

Call 911.

Fill the bathtub with water.

Keep a wet cloth over your nose and mouth. Use wet towels and sheets to block cracks around the front door.

Turn off air-conditioning vents in the unit.

If the doors and walls, hallway or adjacent units become hot, throw water on them. Keep away from walls next to the hallway.

HURRICANES

Unit Owners should consider the following recommendations:

Remove all furniture, potted plants and loose objects from your balconies and/or terraces. Items left out could be swept away by wind, causing injury and property damage.

Close and firmly lock all sliding glass doors and windows.

Place towels at the bottom of all doors leading to the balconies to limit water intrusion.

Check all faucets to determine that they are in the closed position

For additional safety, you can turn off the main water supply to your unit.

Check stove and oven to be certain that they are turned off.

Fill vehicles with gasoline as soon as a Hurricane Watch is issued. Make arrangements to have vehicles moved to a safe location. Any vehicles remaining on the property may be damaged by flooding or high winds.

Turn off air conditioning units to protect them from power surges.

Be aware that, prior to leaving the property, your building staff will lock elevators on a high floor to protect them from damage and will leave garage gates in the open position.

Prepare for the loss of utility services. (You will be much more comfortable if you make prior arrangements to stay with a friend or in a hotel.)

If you do not reside in the Unit during hurricane season, you should take many of the precautions listed above before leaving the unit for extended periods of time or arrange ahead of time for a hurricane caretaker to prepare the unit in your absence. It is imperative that Management be provided with the name and phone number of your hurricane caretaker.

BY-LAWS

RULES AND REGULATIONS OF

ECHO CONDOMINIUM ASSOCIATION, INC. The Rules and Regulations hereinafter enumerated as to the Condominium Property, the Common Elements, the Limited Common Elements, the Condominium Units, and the Condominium in general shall apply to and be binding upon all Unit Owners. The Unit Owners shall at all times obey said Rules and Regulations and shall use their best efforts to see that they are faithfully observed by their families, guests, invitees, servants, lessees, persons for whom they are responsible and persons over whom they exercise control and supervision. Violation of these Rules and Regulations may subject the violator to any and all remedies available to the Association and other Unit Owners pursuant to the terms of the Declaration of Condominium, the Articles of Incorporation of the Association and the By-Laws of the Association. Violations may be remedied by the Association by injunction or other legal means, and the Association shall be entitled to recover in said actions any and all court costs incurred by it, fines together with reasonable attorneys' fees against any person violating the Rules and Regulations , or the Declaration of Condominium and any of the Exhibits attached thereto. Any waivers, consents or approvals given under these Rules and Regulations by the Board of Directors shall be revocable at any time and shall not be considered as a waiver, consent or approval of identical or similar situations unless notified in writing by the Board of Directors. THE RULES AND REGULATIONS ARE AS FOLLOWS: As used in these Rules and Regulations, unless the context requires otherwise, the defined terms shall have the meanings or definitions listed in the Declaration. All other terms used in these Rules and Regulations shall be assumed to have the meanings attributed to said terms by the Act. 1. RULES AND REGULATIONS:

1.1 Violations should be reported to the Board of Directors or to the officers of the Association or to any designees thereof.

1.2 Violations will be called to the attention of the violating Owner by the Board of Directors and the Board of Directors will also notify the appropriate committee of the Board of Directors, if any.

1.3 Disagreements concerning violations will be presented to and be judged by the Board of Directors or the appropriate committee, if any, who will take appropriate action.

1.4 Unit owners are responsible for compliance by their guests, family members, employees, agents, visitors, licensees and lessees with these Rules and Regulations.

2. FACILITIES: The walk-ways, open spaces, recreational facilities, sidewalks, driveways, parking facilities, and other Common Elements of Echo, A Condominium shall be maintained and administered by the Association for the use and benefit of the Owners of the Condominium Units in Echo, A Condominium. 3. OBSTRUCTIONS: Sidewalks, entrances, driveways, passages, patios, courts, elevators, vestibules, stairways, corridors, walkways and all Common Elements shall be kept open and shall not be obstructed in any manner. Rugs or mats must not be placed outside of doors in walkways or corridors. No sign, notice or advertisement shall be inscribed or exposed on or at any window or any part of a Unit, except such as shall have been approved in writing by the Association. Nothing shall be projected out of any window in the Condominium without similar approval by the Association. No radio or television aerial or antenna shall be attached to, or hung from the exterior of the Condominium or the roof thereof, without the consent of the Board of Directors, except that the Developer shall not need the consent of the Board of Directors. 4. CHILDREN: Children shall not play in the corridors, driveways, lounge or stairways or interfere with the operation of the elevators. Reasonable supervision must be exercised when children are playing on the grounds. 5. DESTRUCTION OF PROPERTY: Neither Unit Owners, their lessees, nor guests shall mark, mar, damage, destroy, deface or engrave any part of the Building or Common Elements. Unit Owners shall be financially responsible for any such damage. 6. EXTERIOR APPEARANCE: The exterior of the Condominium and all other areas appurtenant to the Condominium shall not be painted, decorated or modified by any Unit Owner in any manner without the prior consent of the Association, which consent may be withheld on purely aesthetic grounds within the sole discretion of the Association. No awnings, window guards, light reflective material, hurricane or storm shutters, ventilators, fans or air conditioning devices shall be used in or about the Condominium except as shall have been approved by the Association, which approval may be withheld on purely aesthetic grounds within the sole discretion of the Association. All shutters, if any, must be uniform in appearance. The Association may not refuse the request of a Unit Owner for a reasonable accommodation for the attachment on the mantel or frame of the door of the unit owner of a religious object not to exceed three (3) inches wide, six (6) inches high, and one and one half (1.5) inches deep. 7. CLEANLINESS: All garbage and refuse from the Condominium shall be deposited with care in garbage containers or trash chutes intended for such purpose at such times and in such manner as the Association shall direct. 8. BALCONIES, LANAIS, PATIOS AND ROOFTOP TERRACES: No hot tubs or other bathing apparatus may be kept on balconies, patios, lanais or rooftop terraces (collectively referred to in this Rule as "Balconies"), other than those provided by the Developer on Penthouse rooftop terraces . Plants, pots, receptacles and other movable objects must not be kept, placed or maintained on ledges of Balconies or upon any roof areas. No objects shall be hung from Balconies, patios or window sills. No cloth,

clothing, rugs or mops shall be hung open or shaken from windows, doors, Balconies, walkways or terraces. Unit Owners shall remove all loose objects or movable objects from the Balconies, walkways and terraces during the hurricane season. Unit Owners shall not throw cigars, cigarettes or any other object from Balconies, walkways or terraces. To the extent prohibited by municipal laws or regulations, no cooking shall be permitted on any Balcony, walkway, terrace or roof area of a Unit or the Condominium . Unit Owners shall not allow anything to be thrown or to fall from windows, doors, Balconies, walkways or terraces. No sweepings or other substances shall be permitted to escape to the exterior of the building from the windows, doors, Balconies or terraces of individual Units. No Balconies may be enclosed or screened. Unit Owners are responsible for maintaining the waterproofing and finishings (at Unit Owner's cost) on their Unit's Balconies and roof terrace, if any. No open flame or charcoal grilling shall be permitted on any Balcony, however, this restriction shall not affect the Penthouse roof terraces, if permitted by law. 9. EMERGENCY ENTRY: In case of any emergency originating in or threatening any dwelling, regardless of whether the Unit Owner is present at the time of such emergency, the Board of Directors of the Association, or any other person authorized by it, or any management firm, shall have the right to enter such dwelling for the purpose of remedying or abating the cause of such emergency. 10. ATTIRE: Unit Owners, their lessees, their families and guests shall not appear in or use the Common Areas except in appropriate attire. 11. PLUMBING : Water closets and other plumbing shall not be used for any other purposes than those for which they are constructed, and no sweepings, rubbish, rags or other foreign substances shall be thrown therein. The cost of any damage resulting from misuse of same shall be borne by the Unit Owner causing the damage. 12. TRASH CHUTE: All refuse, waste, bottles, cans, etc. placed in the trash chute, shall be securely wrapped in plastic garbage bags and sent down the trash chute in a container not exceeding the diameter of the chute. Use of trash chutes shall comply with all posted instructions and may be used only between 8:00 A.M. and 10:00 P.M. Heavy items intended for disposal shall be placed in the trash room, or other designated area, and not thrown down the trash chute. 13. EMPLOYEES : Neither employees of the Association nor employees of any management firm shall be sent off the Condominium Property by any Unit Owner, except in the Unit Owner's capacity as an officer or director of the Association. Except where authorized by the Association or Board of Directors, no Unit Owner or resident shall direct, supervise or in any manner attempt to assert any control over the employees of the Association and/or any management firm. Employees of the Association shall not be sent out by Unit Owners for personal errands, and shall not perform work for Unit Owners in the Units or perform personal services during their working hours, except for work or services authorized by the Board of Directors of the Association, or its agents. In the event that any Association employee does perform such personal services for a Unit Owner (regardless of when they are performed) , such performance shall be deemed outside of the scope of their employment by the

Association and the Association shall not be responsible in any manner for such employees (including, without limitation, their tortious acts, injuries and remuneration). 14. COMMERCIAL PROHIBITION: No Unit may be occupied or used for any commercial or business purpose; however, offices as an ancillary use shall be permitted to the extent allowed by applicable zoning regulations. 15. COMMON FACILITIES: Unit Owners shall cooperate with the Association or any management firm in the use of common facilities where more than one organized activity is scheduled for the same time. 16. HURRICANE PREPARATIONS: Unit Owners and lessees who plan to be absent from their Unit during the hurricane season must prepare their Unit prior to departure by:

16.1 Removing all furniture and plants from the Unit's patio, balcony or roof terrace.

16.2. Designating a responsible firm or individual to care for their Unit during their absence in the event that the Unit should suffer hurricane damage, and furnish the Association, any management firm or other designate with the name of such firm or individual. The designated firm or individual shall contact the Association, any management firm or other designate for permission to install or to remove hurricane shutters. 17. GUESTS: Unit Owners and lessees shall notify the Association or any management firm, in advance by written notice, of the arrival and departure dates of guests who have permission to occupy the Unit in the absence of Unit Owners and lessees. Unit Owners and lessees should have such guests check in at the management office upon arrival in order that service can be extended to them in the way of telephone calls coming into the management office, incoming mail or any emergency which might arise. 18. COMPLIANCE WITH GOVERNMENTAL REGULATIONS: Owners will maintain their Units at all times in compliance with all laws, zoning ordinances and regulations of all governmental authorities having jurisdiction over the Property . 19. REPAIR WORK: No repairs will be performed within a Unit by an Owner, contractor, or subcontractor prior to 8:00 A.M. or subsequent to 6:00 P.M. No work will be performed on Sunday. The foregoing shall not apply to the Developer for so long as the Developer is holding Units for sale in the ordinary course of business. 20. WINDOWS: No Unit shall have aluminum foil placed in any window or glass door or any reflective or tinting substance placed on any glass, except such as may be approved by the Board for energy conservation purposes. No unsightly materials may be placed on any exterior window or glass door or be visible through such window or glass door. Curtains and drapes (or linings thereof) which face on exterior windows or glass doors shall be white or off­ white and are subject to disapproval l by the Board, in which case they shall be removed and replaced with acceptable items.

21. PASS-KEY: The Association may retain a pass-key to all Units. No Unit Owner shall alter any lock, nor install a new lock, without the prior written consent of the Board. Where such consent is given, the Unit Owner shall provide the Association with an additional key. 22. SIGNS AND FLAGS: No sign, advertisement, flag, notice or other lettering shall be exhibited, displayed , inscribed, painted or affixed in, on or upon any part of the Condominium Property, except signs and flags used by the Developer. However, any Unit Owner may display one portable, removable United States flag in a respectful way and, on Armed Forces Day, Memorial Day, Flag Day, Independence Day, and Veterans Day, may display in a respectful way portable, removable official flags, not larger than four and one half (41/2) feet by six (6) feet, that represent the United States Army, Navy, Air Force, Marine Corps, or Coast Guard. A Unit Owner may attach on the mantel or door frame of his or her Unit a religious object not to exceed 3 inches wide, 6 inches high, and 1.5 inches deep. 23. STORAGE: The personal property of Unit Owners must be stored in their respective units or in assigned storage spaces, if any. Unit Owners are responsible to see that nothing is placed in the storage areas which would create a fire hazard. Nothing will be done or kept in a Unit which will either increase the Association's cost of insurance or result in the insurance being cancelled. 24. STRUCTURAL MODIFICATIONS: No Unit Owner will permit any structural modification or alteration to be made within a Unit without first obtaining the written consent of the Association , which consent may be withheld in the event a majority of the Directors determine, in their sole discretion, that such structural modification or alteration would affect or in any manner endanger the Condominium Property. If the modification or alteration desired by the Unit Owner involves the removal of any permanent interior partition, the Association will have the right to permit such removal so long as the permanent interior partition to be removed is not a load bearing partition and so long as the removal thereof would in no manner affect or interfere with the providing of utility services constituting Common Elements. 25. FIRE DOORS: Unit Owners shall not use fire doors for ingress and egress except during an emergency. 26. LIMIT ON OCCUPANTS: No Unit may be occupied on a permanent basis by more persons than two (2) per bedroom. 27. COMPLIANCE. Every Owner and occupant shall comply with these Rules and Regulations as set forth herein, any and all rules and regulations which from time to time may be adopted, and the provisions of the Declaration and By-Laws of the Association, as amended from time to time. Failure of an Owner or occupant to so comply shall be grounds for action which may include, without limitation, an action to recover sums due for damages, injunctive relief, or any combination thereof. In addition to all other remedies, in the sole discretion of the Board of Directors of the Association, a fine or fines may be imposed µpon an owner for failure of an owner, his family, guests, invitees, lessees 'or employees, to comply with any covenant, restriction, rule or regulation herein or in the Declaration, or By-Laws,

provided the Owner or occupant is afforded an opportunity for a hearing before a Unit Owners' committee established by the Board of Directors, and the following procedures are adhered to:

27.1 Notice : The Association shall at least fourteen (14) days prior to the hearing, notify the Owner or occupant of the time and place of the next Unit Owners' committee hearing and a statement of the provisions of the Declaration, By-Laws, or rules that have been allegedly violated.

27.2 Hearing: The party against whom the fine may be levied shall have an opportunity to respond, to present evidence, and to provide written and oral argument on all issues involved and shall have an opportunity at the hearing to review, challenge, and respond to any material considered by the Association. The hearing must be held before a committee of other unit owners who are neither board members nor persons residing in a board member’s household. A written decision of the committee shall be submitted to the Owner occupant not later than twenty-one (21) days after the meeting.

27.3 Fines: The Board of Directors may impose fines against the applicable Unit up to the maximum amount of One Hundred Dollars ($100.00) (or such greater amount as may be permitted by law from time to time). Notwithstanding the foregoing, if the committee of Unit Owners described above does not agree with the fine, the fine may not be levied.

27.4 Violations: Each separate incident which is grounds for a fine shall be the basis of one separate fine. No fines shall exceed One Hundred Dollars ($100.00) per violation or One Thousand Dollars ($1,000.00) in the aggregate (or such greater amount as may be permitted by law form time to time). In the case of continuing violations, each continuation of same after a notice thereof is given shall be deemed a separate incident.

27.5 Payment of Fines: Fines shall be paid not later than thirty (30) days after notice of the imposition thereof.

27.6 Application of Fines: All monies received from fines shall be allocated as directed by the Board of Directors. Non-exclusive Remedy: These fines shall not be construed to be exclusive and shall exist in addition to all other rights and remedies to which the Association may be otherwise legally entitled; however, any penalty paid by the offending owner or occupant shall be deducted from or offset against any damages which the Association may otherwise be entitled to recover by law from such owner or occupant. 28. PETS: All pets may only be walked in designated paths and areas for such purposes. Pit Bull, Doberman, Fila Brasileiro, Akita, Dogo Argentino, Presa Canario and Rottweiler dogs are not permitted, and the Association may prohibit other breeds of dogs in the future, in its sole discretion. Unit Owners shall be permitted to keep cats and dogs, limited to either one (1) or two (2) cats, or one (1) or two (2) dogs, or one (1) cat and one (1) dog, and fish and birds, provided that they are not kept, bred or maintained for any commercial purpose, that they do not become a nuisance or annoyance to neighbors, and that they are first registered with the Association. The Association may restrict the size of

the aquarium(s) that may be kept in a Unit. Pets shall never be allowed to run freely upon any of the Condominium Property except within a Unit, and when outside of a Unit shall be leashed and in the company of an individual willing and able to fully control them. No pets may be kept on balconies when the Owner is not in the Unit. Any Owner maintaining a pet upon the Condominium Property, or whose guests, lessees or invitees bring any animal upon the Condominium Property, shall be fully responsible for, and shall bear the expense of, any damage to persons or property resulting therefrom . Any such damage shall be determined by the Board of Directors of the Association and collected by the Association . The Association may promulgate rules restricting the areas within the Condominium Property where pets can be walked. Each Owner shall be responsible for the actions of each pet and for cleaning up after it. In the event that any pet kept on the premises should constitute a nuisance in the opinion of a majority of the Board of Directors, then the Owner, when so notified in writing, shall be required to immediately remove said pet from the premises. Unit Owners must pick up all solid wastes of their pets and dispose of such wastes appropriately. All pets (including cats) must be carried or kept on a leash no more than six (6) feet in length at all times when outside the Unit. Without limiting the generality of Section 18 hereof, violation of the provisions of this paragraph shall entitle the Association to all of its rights and remedies, including, but not limited to, the right to fine Unit Owners (as provided in any applicable rules and regulations) and/or to require any pet to be permanently removed from the Condominium Property upon three (3) days' notice. Pets shall be prohibited from any air conditioned Common Elements, including but not limited to the fitness center, event room, breakfast room and restrooms , except that Unit Owners and residents may bring a pet through the Lobby for ingress and egress into the Building. Pets shall be prohibited from entering the pool deck, pool and pool area. 30. PARKING: The use of the parking facilities is subject to these Rules and Regulations, as amended from time to time, and violations will result in the denial of access to the parking facilities.

30.1 No vehicle will be permitted to be self-parked in the parking facilities which has not been registered with the Association, and no vehicle will be permitted to park in any space except the space it has been registered to.

30.2 Self-parking in assigned parking is reserved for the exclusive use of the owners and tenants of the Units to which parking spaces have been assigned. All guests and invitees of Unit Owners and their tenants must valet park.

30.3 Nothing other than permitted vehicles may be placed or stored in parking spaces.

30.4 No vehicle maintenance of any type may be performed in the parking facilities. 30.5 Assigned parking spaces must be kept clean and dry, and vehicles parked in them must

be kept in good operating condition free of leaks. The Condominium Association reserves the right to inspect any parking space and any vehicle within them at any time.

30.6 No parking space may be used or occupied for any purpose other than parking approved vehicles, including but not limited to cooking, sleeping and storage.

30.7 No flammable, combustible or explosive fuel, fluid, chemical, hazardous waste, or

substance shall be kept on any portion of the parking facilities. The foregoing Rules and Regulations are designed to make living for all Unit Owners pleasant and comfortable. The restrictions imposed are for the mutual benefit of all. Violations of these Rules are to be reported to the Association who will call the matter to the attention of the violating Unit Owner, lessee or guest for corrective action. Any disagreement over the violation will be reported to the Association for subsequent judgment by the Board of Directors. The foregoing Rules and Regulations are subject to amendment as provided in the Declaration of Condominium of Echo, A Condominium, and the By-Laws of the Association. These rules and regulations shall not apply to the Developer, its agents, its employees, its contractors, or to the Units owned by the Developer.

4. All visitors and any unregistered vehicles must park valet.

5. Acknowledge that additional gate transmitters will be billed at $50.00. (A check payable

6. All rental vehicles must use the valet parking services. If resident wishes to self park; the

vehicle must be registered with the Management office.

7. All unregistered or improperly parked vehicles are subject to being booted or towed at
