WELCOME
CAC Role
The appointed CAC for the East of the River Park Master Plan shall: • Become knowledgeable about the project and its scope and advise MPRB staff and
consultants throughout the planning process.• Engage in an onboarding training including a racial equity training and MPRB 101 training.• Engage in working groups and subcommittees as needed.• Contribute to broad community engagement by acting as primary contact for the CAC’s
represented communities, and by enhancing the project’s interaction with a wide range of stakeholders.
• Assist with ongoing communication of technical plan elements to the general public.• Report back to appointers or appointing bodies, as requested, on the plan process,
information presented, and possible recommendations.• Make recommendations to the MPRB Commissioners on service area-wide vision, goals,
and principles.• Make recommendation to the MPRB Commissioners in support of individual park master
plans created through community-driven processes.

PREFERRED PARK CONCEPT RECOMMENDATION PROCESS
1) Present new/draft concepts and ask CAC if:a) more discussion/refinement is needed of the conceptb) concept is recommended as the final concept
2) Discussion with CAC and general public including report out from community survey
3) If we can reach consensus, we will move to the recommended pool4) If it needs more discussion, we discuss and suggest edits before approving.
RECOMMENDATION:Once we have moved all the concepts to “Recommend as Final Concept” we will take a final vote by the CAC to make ONE recommendation to the Board – majority rules.
GRAND ROUNDS MISSING LINK/BRIDAL VEIL REGIONAL TRAIL PRINCIPLES
Missing Link considerations:• Feasible• A vision founded on interagency coordination• MPRB Parkway typology whenever possible• Increase park space and regional trail access in underserved
areas of Minneapolis• Connect the river to St. Anthony Parkway• Consider importance of industry to the city • Mitigate environmental justice challenges in industrial areas
and corridors near freeways• Be an asset to the neighborhoods though which it passes
ENGAGEMENT
Staff from each of these agencies has been onboarded to the process, given input on the draft route, and will be asked to provide comment on the preferred concept. • CAC recommendation as Preferred and Alternate Routes• Ongoing interagency coordination• Feasibility studies: hazard study, cost analysis, acquisition study, environmental
analysis, RR crossing study, parking study• Additional community engagement as needed: Bike Advisory Committee and
Pedestrian Advisory Committee, presentations to neighborhood groups and Mid-City Industrial
• Draft Master Plan• Public Comment Period opens with East of the River parks in November• Seek letters of support from agency partners• Seek approval from MPRB• Seek approval from Met Council in Spring 2019 and funding in 2020
