1 GENERA

The European Investment Bank (EIB) is launching its first Call for Expression of Interest (Call for EoI)to identify and select up to thirty (30) European microcredit providers (Beneficiaries) that ill !enefitfrom Ea"I Technical #ssistance services$ These services% previously covered under the "'IEinitiative% are integrated under fi-compass hich is a platform for advisory services on financialinstruments under the European "tructural and Investment unds (E"I) and microfinance under theE* programme for Employment and "ocial Innovation (Ea"I)$ fi-compass is implemented !y the EIBand funded !y the EC$

#ll applications for such technical assistance su!mitted to the EIB shall conform to this Call for EoI$

Interested microcredit providers should express their interest !y completing and su!mitting anExpression of Interest as per the template (#nnex +) included in the Call for EoI$ ,ou ill needto fill in% sign and return to the EIB all the documents listed in #nnex +$ 'ore detail is providedin "ections - and . of this Call for EoI$

• Institutional #ssessment

#ssessments particularly targets younger and emerging institutions that ish to clearly identify their strengths and eaknesses% single out areas for improvement% in order to improve their institutionalstrength and to strengthen their social impact% and to prioritie and channel relevant technicalassistance in the form of tailored trainings$ #n #ssessment is a detailed analysis of the institutionsinternal policies and procedures and comparison ith internationally recognised !est practices inmicrofinance$ The focus is on the organisational and 9ualitative aspects of a 'icrocredit rovider$ Thespecific aim is to assess the level of development of the 'icrocredit rovider and to identify the maininternal eaknesses and external threats 5ointly ith the existing opportunities for the institution$ Theoutput of this analysis serves as an operational tool hich aims at helping the executive managementand the governance organs of the institution to strengthen its operational capacity and to improve itsinternal policies and procedures$ The conclusions of each assessment exercise ill !e summarised inan #ssessment ?eport that ill !e delivered !y the "ervice rovider to the Beneficiary$

• 'icrofinance Institutional ?ating

?atings are tailored for mature 'icrocredit roviders that ish to o!tain ne financing% to have acomprehensive assessment of their risk profile and social impact and to enhance their internationalvisi!ility$ # rating exercise is a detailed and complete assessment of the financial and operationalperformance and of the most relevant risk areas of the Beneficiary% according to recognisedinternational standards$ # final rating grade and an appraisal of the institutions a!ility to a!sor! nefunds ill !e evidenced through a rating report$ 'icrofinance rating is an effective tool for any'icrocredit rovider to access ne sources of funds and to improve its operational and riskmanagement performances$ The conclusions of each rating exercise ill !e summarised in a ?ating?eport that ill !e delivered !y the "ervice rovider to the Beneficiary% and is communicated as areferential product to investors$
