Manlius Village Trustee Marc Baum formally asked the New York State Supreme Court on Friday to review the results of the March 15 village elections. He has hired At-

torney Natalie Miner, also a trustee on the Manlius Village Board, to represent him.

Baum was defeated by incumbent trustee Harold Hopkinson, 236 to 235. One of the absentee votes, however, was cast by Arnold Ferguson, who died Feb. 25. He was candidate Nancy Pfeiffer’s father.

According to Onondaga County Board of Elections Commissioner Helen Kiggins, the board did not catch the ineligible ballot before the recanvass the next day. If it had, it would have been pulled, she said, but once ballots are taken out of the envelopes

Area residents will have the op-portunity next month to learn what it takes to be a volunteer firefighter.

Between noon and 3 p.m. on Sat-urday April 9 and Sunday April 10, the Manlius Fire Department will conduct tours of its two stations on Stickley Drive and Pompey Center Road as part of a statewide program, Recruit NY, which launches during National Volunteer Week 2011.

“Over the last several years, it has been very tough for many fire departments throughout New York state to recruit and retain volunteers for a variety of reasons,” said Rich Gesler, recruitment chairman and vice president of the Manlius Vol-unteer Fire Company. “Like most volunteer fire departments, the Man-lius Fire Department needs to bolster its emergency responder numbers so it can continue to provide the optimum level of protection for its residents.”

Public meeting set for potential fire, eMS review

The public is encouraged to attend a public meeting that will review potential management and opera-tions improvements to fire and EMS services within the town of Manlius and the northern part of the town of Pompey.

Towpath Quilt Guild to hold two-day exhibit this weekend

More than 100 members of the Towpath Quilt Guild will display their work at its biennial show this weekend. Guests can view traditional, art and challenge quilts and also enjoy quilting demonstrations, a colors workshop, a silent auction, raffles and a retail boutique. The guild will raffle an 84-inch by 92-inch quilt, “Connections,” at 4 p.m. Saturday April 2. Tickets will be sold at the event.

Visiting vendors include Cottons, etc., of Wampsville; Priscilla Kibbe, of Wolcott; Mission Rose Quiltery, lo-cated in North Syracuse; Calico Gals, of Syracuse; Divine Threads, of Manlius; and Good Measure Fabric and Yarn, located in Locke.

The biennial show, which has attracted more than 600 people in past years, will take place Friday April 1 and Saturday April 2 at the Manlius Village Center.

Quilts tell many storiesAlmost 200 quilts will be showcased, and each quilter

has a unique tale to tell. One longtime guild member Gail Amidon Brennan shared her story of a quilt that took her 10 years to complete. She initially saw it on a magazine cover, then wrote to the author asking for the pattern.

Directions, spread over 20 pages, were incomplete or duplicated, some type was faint, some patterns were wrong, but Brennan forged ahead, deciding to “just make the quilt” without the benefit of a readable pattern, complete instructions or a photo.

Brennan would pull the quilt out from time to time to work on it between other projects, and ...

“Ten years and 26 days, 40 quilts, three strokes, two knee replacements later, I finally finished it,” Brennan said.

Her opus will be proudly displayed at the show.

a tribute to a quilter, leader, teacher, friend The Towpath Guild has a tradition of presenting a

quilt, produced collaboratively by its members, to any outgoing president. This year’s president, Georgia Foran, of Chittenango, died earlier this month, so her quilt will be donated to The Alzheimer’s Art Quilt Initiative, as she had requested.

“The mission of this organization – raising awareness and raising money for Alzheimer’s research – was very dear to her,” said event co-chair MarilynUrciuoli.

Other quilts dedicated to The Alzheimer’s Art Quilt Initiative will be on display in the Manlius Library Com-munity Room. They will be auctioned off on eBay by the charity, which has raised more than $519,000 since

January 2006. In addit ion,

there will be bas-kets set up for guests to drop off canned goods or make donations to the Sullivan Food Pantry, in memo-ry of Foran.

Service projectsA community-oriented group, The Towpath Quilt

Guild meets each January to work on designated service projects. Quilts have been made for Vera House, com-munity members with AIDS, the Golisano Children’s Hospital, and the McMahon Ryan Child Advocacy Center. Members have also made more than 200 place mats for Meals on Wheels.

Towpath Quilt Guild is a member of the New York State Quilter’s Consortium. Meetings are held on the second Tuesday of each month, September through June, at 9:30 a.m. in the United Methodist Church of Fayetteville, 601 E. Genesee St. in Fayetteville. Shamrock Celebration draws more than 300 supportersThe Shamrock Animal

Fund is proud to announce the success of Shamrock’s Celebration 2011 held March 19 at PJ’s Pub and Grill in Syracuse.

An overflow crowd of nearly 300 people packed into the two exposed brick and beam banquet rooms of the old warehouse build-ing that now houses this Armory Square night spot. The second annual benefit raised money to support the mission of the Shamrock Animal Fund of assisting with the cost of veterinary care for animals in need that have owners with dem-onstrated financial need.

“It was an evening of overwhelming support for the work being done by the Shamrock Animal Fund to help animals across the greater Central New York community,” said Co-founder and President Jamie Pomilio-Mulcahy.

“We couldn’t have asked for a better night,” said Co-founder and Vice President Matt Mulcahy. “The enthu-siasm from our supporters is only matched by the need in our community to help the animals and people feel-ing the effects of challeng-ing economic times.”

F u n d s u p p o r t e r s browsed auction items, sipped on wine and beer and nibbled on veggies and cheese as the din of conversation energized the room. Later they enjoyed the mashed potato bar and carving stations. The pro-cessional of the Emerald City Pipe Band highlighted the early entertainment. Paul Davie’s solo acoustic

rock carried on the party into its third and fourth hours.

Hostesses offered raffle tickets for sparkling jewelry from M. Lemp Jewelers and Cazenovia Jewelry. WSTM-TV news anchor Matt Mul-cahy turned live auctioneer to encourage the bidding on the Harvey Ellis rocker from Stickley and the au-tographed team Syracuse Orange basketball.

Key event sponsors Ed and Teri Perry received a special acknowledgement for a generous personal gift to the Shamrock Ani-mal Fund. Chris Geiger, president and general man-ager of CNYCentral, also

was singled out for the broadcaster’s backing of the Shamrock Animal Fund from its inception.

Photos played on a giant video screen throughout the evening. They showed the dogs, cats and owners who benefited from the fund this year. An emo-tional video titled “Thank you, Shamrock Animal Fund” put tears and smiles on the faces of everyone in the room.

The pursuit of happiness in Central New YorkA new study published

in the Atlantic Monthly attempts to quantify the amount of happiness people in various commu-nities feel, and Syracuse, it seems, is a little below average on the joy meter.

We’re happier than Uticans, who are near the bottom of the smile scale, but not as happy as those who hail from Rochester or Albany. No upstate cities are particularly cheery.

Of course, it’s March, and although the snow has mostly left, the biting winds and horizontal rains of our early spring are enough to make even the heartiest of Central New Yorkers wince a little bit. And with our collective pride wrapped so closely to the Syracuse Orange’s tourna-ment hopes, this season’s premature exit did little to brighten spirits in these parts.

So … I’ve noticed a collective grumpi-ness in the last few weeks.

But what’s interesting about the study are the similarities between grumpy

places and happy places.In a lot of cases, the

happy towns and Syracuse have quite a bit in common. Several are college towns (Lincoln, Neb., Burlington, Vt., Boulder, Colo.). And before you tell me that weather is the dominant fac-

tor, a look at the happy map would show that there are a lot of cold-weather cities that tip the smile scales, and a bunch of warm-weather locales where frowns ap-pear to be the norm.

Madison, Wis. is a happy place, ac-cording to this study. I was briefly there a few years ago and it reminded me of Syracuse. And by a demographic and climate standpoint, there are a lot of similarities.

Madison is bigger than Syracuse (208,000 people as opposed to 145,000), but like Syracuse, the focal point of the town is the university. It has a cleaner, nicer lake than Onondaga Lake, but the weather is similar (Madison is a little

colder, Syracuse is quite a bit snowier). Like Syracuse and many college towns, there are a number of arts and cultural attractions that are unavailable in other small cities. And similar to the place we call home, Madison seems to spill out of itself into a suburban sprawl that I found very familiar.

There are subtle differences. A higher percentage of Syracusans live as families, and more Madisonites live alone (solitary happiness?). Syracuse is a significantly more diverse place than Madison, which has a minority population of only 16 per-cent, compared with around 45 percent in Syracuse according to our most recent census.

But that doesn’t explain why they’re happier.

According to this study, it comes down to a few important things, which can be summed up in one word: money.

The median household income in Syracuse is $30,075. In Madison, it is $49,595.

Money can’t buy you happiness, but

the lack of it can create a whole lot of pain. When a community’s economy is hurting, it shows on the faces of its resi-dents. High unemployment, low wages and over-taxation don’t warm your heart.

I love the seasons and the snow and the camaraderie this community offers. Our long winters make our glorious late springs and summers all that much more enjoyable. We have friendly neighbor-hoods, many great schools, beautiful lakes and parks, and a diverse culture. I’ve never wanted to live anywhere else.

Nonetheless, there are economic barriers in Upstate New York that don’t exist in other parts of the nation. Until those barriers are removed and our state and local leaders adopt forward-think-ing economic policies, more and more people will take their pursuit of happi-ness elsewhere. And that won’t make anyone smile.

Oldest village in Onondaga County prepares to celebrate bicentennial The year 2013 is the 200th anniver-

sary of the founding of the village of Manlius, the first and oldest village in Onondaga County.

One of my first orders of business as mayor was to form our Bicentennial Committee. I am proud of the diversi-fied mix of both village and town resi-dents that comprise this exciting group of volunteers.

Kristen Hansen, our parks and recre-ation director, and Laurie Venditti, life-long Manlius resident, are the co-chairs.

There have been several sub-commit-tees formed, headed up by several of our Bicenten-nial Committee members: Fundraising Committee: Laurie Venditti and Karen Green; Outreach Com-mittee: Anne Menter; Events Committee: Kristen

Hansen, Les Ryon and Christine Co-lon, director of the Manlius Historical Society.

Our Promotion/Products and Public Relations Committee still needs volun-teers.

We welcome suggestions about what you would like to have or see as part of the Bicentennial year-long calendar of events in 2013.

The village of Manlius is preparing for a bicentennial celebration that will

involve everyone. In fact, seventh grade students at Eagle Hill are currently help-

ing by interviewing residents and capturing their memories of our village much like NPR’s “Story Core.” This has been organized by Anne Menter.

As mayor, I am proud of our residents who give

vitality not only to the village of Manlius, but to the county and surrounding areas beyond, just as our early settlers did in 1813. They created all the “firsts” that we remember as we look back 200 years: the first fire department, the first newspaper, the first pottery manufacturer, the first distillery and the first gun factory: all the essentials of pioneer life, all first in Manlius, the oldest village in Onondaga County.

Monthly yard and garden pickupResidents are encouraged to compost yard waste at home.

When that option is not viable or when material is too large to handle in a home situation, the town of DeWitt offers curbside yard and garden debris pick ups.

Once a month, the DeWitt Highway department will visit your neighborhood to collect yard and garden debris. Residents may place their materials curb-side for pickup the weekend before their scheduled week. To ensure your material is picked up, have materials curbside no later than Monday morning of your collection week. The truck route does change, and they make only one pass through the neighborhood, so be prepared! When there are Monday holidays, we will start the pick up on Tuesday. Proposed budget is a 1.93 percent increase in the tax levy, which is an additional $31.91 an-nually on home valued at $100,000.

Proposed reduction of 48.5 full time equivalent (FTE) positions, which includes 17.5 posi-tions reduced through attrition (eg. retirements).

Total spending reduced; substantial staff concessions help bridge gap

The extraordinary financial challenges facing school districts across the state must be met with thoughtful, yet substantial actions to preserve high-quality programs and services without burdening taxpayers.

Unfortunately, this poses a troubling dilemma. Strong districts like ours continue to deliver on the promise of student achievement through exceptional results; witness our recent listing on the College Board’s AP (Advanced Placement) Achievement List, and the fact that ESM students continue to receive significant recognition through achievement in academic competitions, the fine and performing arts, athletics, and numerous other facets of school life.

These results are due in large part to the unrelenting focus of our Strategic Plan, as well as to the significant ongoing support of our ESM community. Our district remains com-mitted to our priority of student learning and instructional programs while demonstrating our financial stewardship and responsibility to our taxpayers. Unfortunately, as revenue streams continue to deteriorate and anticipated expenditures increase, the magnitude of the budget gap necessitates dis-trict action that impacts our programs, services, operations and staffing. The challenge is to make sure these reductions do not compromise what our students need and what our community expects.

On March 21, I presented a proposed budget for the 2011-12 school year that calls for a reduction in total spend-ing over the current year’s budget, driven by significant cuts in revenues from the local, state, and federal governments. Our budget gap of $8.7 million was largely based on an expected 18 percent loss in state aid, reduction of local sales tax revenues, and a sunset of federal funding that was initi-ated two years ago, in addition to mandated employee benefit increases. Last year, our total budget was approximately $72

million. On March 21, I proposed a budget of approximately $71.5 million. The tax levy will increase under this proposed budget by 1.93 percent, or about $32 annually for a home valued at $100,000.

Our ability to deliver a budget that reduces spending year-over-year (along with a tax levy increase under the proposed 2 percent projected tax cap) was made possible, in part, by the commitment of hundreds of members of the ESM school community. This included wage concessions for next year by our ad-ministrators, teachers and custodial staff that saved roughly $700,000, and instructional restructuring that saved considerably more.

More than 15 instructional positions will be eliminated through attrition – meaning that open positions (e.g. due to retirement) will not be filled – but unfortunately, an addition-al 31 positions in both instructional and non-instructional areas will be eliminated to help close the budget gap. I report this with a heavy heart; these have been valuable members of our learning community.

Additional major efficiencies have been realized in non-personnel related items like printing services, postage, non-

mandated summer programs and transportation. Numerous additional areas have experienced more modest reductions.

How will this proposed budget impact our schools? I am of the belief that we are well positioned to weather this storm. Enormous strides and gains have been made by our district over the past several years and our continued upward trajec-tory will not waver. We have done our best to mitigate any significant direct impacts to our students with the proposed budget, and the loss of certain instructional positions will be accounted for through program restructuring and shifts in enrollment. But I must caution that cuts like this cannot be sustained in subsequent years without seriously compromis-ing the quality of our schools.

In summary, this budget preserves what is best for our students and community. And it ensures that the needs of our taxpayers are met in a thoughtful and responsible man-ner.

We look forward to a continued dialogue with our com-munity about this proposed budget and continuing to deliver great value for our students and residents.

TOPS, local community celebrate grand re-opening of dewitt locationTops Friendly Markets held a grand re-opening celebra-

tion March 22 to mark the completion of a major renovation of its Nottingham Road location in the town of Dewitt.

The 43,762 square-foot store originally opened as a Peter’s Groceries and was purchased by the Penn Traffic Company in 2004 when it reopened as P&C Foods.

During the past 14 months under Tops’ ownership, the Nottingham store has received a $2.5 million renovation,

including the change to the Tops banner, exterior and interior improvements along with an expanded product selection.

The ceremony featured the participation of Tops’ execu-tives, local store management, local dignitaries and represen-tatives from Syracuse University athletics department. The Say Yes to Education Syracuse Chapter, Jamesville Fire Department, town of Dewitt Police Department and the Syracuse University Student Association each received $500

from the Nottingham Road store management team as part of Tops’ strong commitment to the communities it serves.

Specific improvements to the store include a new inte-rior décor package with an array of warmer hues includ-ing the University’s colors – orange and blue, new aisle markers, the addition of a healthy, natural and organic department, new floral and bulk food departments as well as improvements to the store’s parking lot.

CNY Community Foundation awards Jowonio $20,000 grant

iC names winner of Mercedes Benz

The Central New York Community Foundation recently awarded Jowonio a $20,000 performance management capacity building grant.

The funds will be used to help document Jo-wonio’s model of inclusive education for sharing with other organizations, to more clearly define measurable indicators of success and to develop a database to track the progress of students and families. The grant will help Jowonio ensure the continuation, vibrancy and expansion of its pro-gramming. It will also help build competencies and confidence of par-ents, early educators and child care providers in addressing the increasing number of children with high needs.

Currently, the inability of early childhood provid-ers to cope with behavior-al and other concerns is resulting in children be-ing excluded from inclu-sive programming and/or being punitively man-aged. Jowonio is known for successfully working with diverse needs and is often the first referral for children that are asked to leave other centers.

For more than 40 years,

Jowonio has been trans-forming the lives of Cen-tral New York’s young people and their families. There is an abundance of information to support the fact that both children and families have very positive and sometimes life changing experiences f rom being a part of the Jowonio Community. This grant will help Jo-wonio improve its ability to communicate specific evidence based elements of the Jowonio model and how its impact will fur-ther increase our capacity for assisting those caring for young children with challenges.

Apricot Lane: The road to fashion New clothing franchise opens in Fayetteville

For Stephanie Chait, opening a retail clothing franchise was a natural fit.

After spending almost 20 years as a salesperson in corporate America, the Jamesville resident said she wanted a change.

“What girl doesn’t love to shop?” Chait said.

Apricot Lane Boutique opened in the village of Fayetteville March 10. It carries eclectic clothing that caters to women ranging from high school teens to the hippest of grandmas. And once a style sells out, you won’t see it again. Chait buys only six of each item, with the majority of these trendy, celebrity-inspired designs coming directly from Los Angeles and New York. Brands include Free People, Alternative Apparel, BB Dakota, Miss Me and Rock Revival. Accessories include costume jewelry, hats and handbags.

“I love when people come into the store and they buy things they don’t normally see [at a mall],” said Chait, whose originally from the NYC area. “I just want to keep that momentum going.”

is laid back and hands off allowing customers to browse the store without high sales pressure.

“I’m not pushy,” she said. “I give [my customers] suggestions. I’m fa-miliar with all the lines that I carry so I let them know what fits better, and I’m honest. I’m not going to sell a pair of jeans to someone just to sell them.”

Having had a career in business and sales, Chait has had no retail ex-perience until now. That’s one of the reasons why she chose this particular outfit. Apricot Lane has a proven con-cept and provides expertise in all areas of the retail industry, she said.

“They help you get started, get lines of credit, guide you and help with the buying and the merchandise … but they’re very liberal in terms of how you want to run your own business,” she said. Chait hired Freeville-based Artesan Construction to design her cashwrap and develop the store’s décor and color scheme. “[They] were really hands on throughout the process.”

Chait has also enjoyed support from her family and friends. The day before her grand opening, they came in to help steam and hang the clothes, she said. She’s hired three employees; two part-time and one full-time manager whom she counts on to help in choosing the right lines.

“I have someone in high school, one in college and a mom – so I have a wide variety of opinions and

I definitely want opinions,” she said. “What I might not like, Jordan, the college girl, might. When I hired them, I said I want their input. I value [their feedback].”

So far, people like what they see.“I haven’t had any negative feed-

back which is so good,” she said. “It makes me happy that I’m on the right path.”

“We should have caught it,” Kiggins said in an earlier interview. “I hate to see something like this [happen].”

Supreme Court Justice John C. Cherundolo of the Fifth Judicial Dis-trict has been assigned to Baum’s case. Cherundolo will review the election results and verify the process was com-pleted correctly.

“The judge may say there is nothing wrong in the way the elections board

handled the situation, however, when the Board of Elections and Commis-sioner Kiggins allowed a vote from a deceased person to be counted, they may have changed the outcome of an election,” Baum said. “We are not talk-ing about conjecture or hanging chads, we are talking about a vote that the BOE received three days after a person passed away.”

Baum said he believes the situation could be remedied in one of two ways: either by throwing out the absentee bal-

lots and recanvassing without them, or by ordering a two-way runoff election between the two candidates involved.

“No matter what the judge decides, I will accept the ruling and leave the process feeling that we have done all we can do,” Baum said.

The court date is set for 10 a.m.

“Over the last three years, the Manlius Fire Depart-ment has successfully recruited 46 new members,” Gesler said. “However, with a three-year average at-trition rate of 43 percent, that number has declined to 26 volunteers, which emphasizes the importance and need for a continued commitment to recruiting new volunteers.”

During Recruit NY weekend, visitors will be allowed to try on turnout gear and participate in activities at both fire stations. Fire members will conduct demon-strations as well as highlight the duties, benefits and rewards that come with being a volunteer firefighter.

Gesler, who just completed his fifth year as a member of the Manlius Fire Department, said the biggest reward for him as a firefighter has been the camaraderie shared between him and other members. He also enjoys the

chance to effect change, be it through recruitment or finding new ways to improve the fire service.

The Manlius Fire Department, comprised of both career members and volunteers, serves the entire vil-lage of Manlius as well as parts of the towns of Manlius and Pompey. Jowonio understands that direct firsthand experi-ences are more powerful than two-dimensional ones. Children are more likely to notice what’s around

them, take in information and understand it when they explore it through all of their senses. Teachers at Jowonio embed content before and after the field trips by reading books, taking photos, writing stories, exploring the space and using materials for follow up activities. Children who have a hard time with novelty can work through anxious feelings with the support of teachers and peers.

In today’s world, many children do not have the

opportunity to explore typical field trip locations with their families. Due to money constraints or lack of re-sources many families are unable to take their children to the zoo, local nature preserves, museums and many other desirable destinations. The opportunity to take field trips adds immeasurably to the richness of the Jowonio experience for children and the school is very grateful that they are able to continue this tradition.

J-D loses Federation semifinal to Long Island Lutheran

Even in a new venue, the Jamesville-DeWitt boys basketball team met the same frustrations in the New York State Federation Class A playoffs.

For the third year in a row, the Red Rams were beaten in the Federation event, this time taking a 75-71 loss to Long Island Lutheran in last Friday night’s semifinals at Albany’s Times Union Center.

To increase attendance for the event, the Federation tournament was moved from Glens Falls Civic Center. J-D had hoped the switch would give renewed vigor to its quest to follow up its fourth consecutive New York State Public High School Athletic Association title won in Glens Falls on March 20.

The Rams faced the same Long Island Lutheran squad it had lost to in the 2009 Federation final. The Crusaders fea-tured, among others, Acharaf Yacabou, a senior going to Villanova next fall.

Of course, J-D has its own big-time prospect in 6-10 center DaJuan Cole-man, and the newly-minted Central New York Player of the Year started to take over in the second quarter after LIL raced out to an early 17-12 lead.

With his wide variety of moves in the

paint, Coleman, along with fellow junior Tyler Cavanaugh, helped J-D outscore the Crusaders 19-6 the rest of the half to get a 31-23 lead at the break. Deep into the third quarter, the Rams kept a 41-34 lead.

Then, sparked by Brendan Alford’s pair of 3-pointers, LIL pulled within 50-47 by the end of the third period, then started the final quarter with a 12-1 run, most of its from Yacabou, who had 11 of his 19 points during the tear.

With 3:15 left, J-D was down by 13, but still it wasn’t over. Coleman and Ca-vanaugh pulled the Rams within 70-65, but five free throws from Shaun Lawton, who led the Crusaders with 23 points, finished the Rams off.

Coleman led both sides with 29 points and 13 rebounds, while Cava-naugh added 18 points. No other J-D player reached double figures as Deme-trius Mitchell and Pete Drescher each got eight points and Jafar Kinsey had six points.

Long Island Lutheran went on to smash St. Mary’s 78-51 in the Federation final Saturday night. J-D, meanwhile, returned home with a 20-4 season and a new quest – namely, to win an unprec-edented fifth straight state title in 2011-12 with Coleman, Cavanaugh, Drescher and Kinsey all set to return.

The first Americu Credit Union may soon be built in the town of Manlius.

The town board last week agreed to refer a two-acre zone change request to the planning board for further review in order to move forward with the pro-posed project. The land, located on North Burdick Street and the southwest corner of Medical Center Drive, is currently zoned Restricted Agricultural; it must be changed to Commercial A to build the eastern branch. Manlius town officials recently met with Onondaga County Comptroller Bob Antonacci regarding a county program called CSI Onondaga, or Consolidation, Shared Services and Integration. The program will provide the town with a study to determine the best way to op-erate its accounting system, be it with a comptroller, a CPA or with the town manager. Supervisor Ed Theobald said he anticipates the final recommendations by month’s end.

The board will next meet at 7 p.m. Wednesday April 6 at the Manlius Town Hall.

DeWitt fire chief attends landmark national summit

This year, in conjunction with its An-nual Earth Day Clean-up, the town of DeWitt will be holding its first Annual Earth Day Fair from 9 a.m. to noon Sat-urday April 30.

DeWitt Fire Chief Jason Green was selected to serve as a national repre-sentative to the National Fire Service summit hosted by the International As-sociation of Fire Chief ’s Volunteer and Combination Officers Section.

The goal of the Washington, D.C.-based summit was for fire and emer-gency service leaders to address the challenges facing the fire service today and explore ways to move volunteer and combination departments forward in the 21st century. Green was one of 125 fire and emergency service leaders from the US and Canada who participated in an unprecedented three-day gathering of public safety.

“Many fire service organizations are facing new challenges in light of the economy and its effect on service de-livery,” Green said. “Local and regional approaches to the way we do business have to be re-evaluated and the indus-try needs to consider what alternatives exist to allow us to meet the increasing

demand for emergency services. The fire service has been struggling with societal changes which, coupled with increased requirements, have impacted volunteer numbers for the past few decades. Use of the combination model is definitely on the rise nationwide and has allowed many communities to maintain the level of service once provided solely by volunteers.”

DeWitt is one of four departments in Onondaga County that operates with a combination of full-time and volunteer personnel.

Among the topics addressed at the summit included the impact of the new economy, recruitment and reten-tion, firefighter health and safety, lo-cal government relations and national legislative issues impacting fire service. Participants spent the majority of time in small group work sessions tasked with developing recommendations that will be incorporated into a national report issued by VCOS.

The newly confirmed commissioner of the New York State Department of En-vironmental Conservation, Joe Martens, will be giving the keynote address at the symposium, “Reducing Our Carbon Footprint – Taking the Right Path” to be held Friday April 8 at The Links at Erie Village in East Syracuse. His topic is “The State of the DEC,” which is most relevant with the recent drastic cuts to the agency.

Ebène Quartet to perform April 2The Paris-based Ebène String Quartet

will perform music by Mozart, Bartok and Debussy at 8 p.m. Saturday April 2

at Lincoln Middle School, 1613 James St. (just west of Teall Ave.) The concert is presented by Syracuse Friends of Chamber Music.

The Ebène’s announced program is drawn from the core repertoire for classi-cal string quartet. But if there is an encore, it might well be a jazz improvisation on “Miserlou” or the theme from the film “Pulp Fiction.”

The Ebène Quartet play the music of Debussy and Ravel as if they were born to it – which as a French quartet, they were. Two years ago the quartet released a CD of string quartets by Debussy, Ravel and Faure that was named record of the year by the prestigious “Gramophone” magazine. This same recording received five-star ratings from both BBC Music Magazine and London’s Sunday Times.

While the quartet has been invited to perform in many of the world’s most renowned festivals and concert halls, including the Mozarteum in Salzburg and New York’s Carnegie Hall, they are equally at home in top jazz clubs. Mem-bers of the quartet are violinists Pierre Colembet and Gabrel Le Magadure, violist Mathieu Herzog, and cellist Raphael Merlin.

All three pieces the Ebène have chosen to perform on April 2 broke

with tradition in its own time. Mozart’s String Quartet in C, K.465, is subtitled “Dissonance” because the opening har-monies had never been used before.

The String Quartet No.3 of Bela Bartok combines unity of structure with novel sound effects, such as strik-ing the strings with the wooden part of the bow.

The ever-shifting harmonies of Debussy’s Impressionist String Quartet in G minor were a clear break with the Classical and Romantic music that preceded it.

The April 2 concert will close the subscription series of the current

SFCM season, but it will not be the final SFCM concert this year. On Sun-day, April 10, SFCM will join with the Syracuse University School of Music in presenting a piano recital by Menahem Pressler, who for more than 50 years was pianist of the legendary Beaux Arts Trio.

Concert series continues with program of Bach, RutterThe Syracuse Symphony Orchestra

and DeWitt Community Church—celebrating their 50th and 200th anniversaries, respectively—con-tinue their joint concert series with a springtime program at 7 p.m. Sunday April 10 in the sanctuary of DCC, 3600 Erie Blvd. in DeWitt.

Guest conductor Rafaelle Ponti will lead SSO members in Bach’s Vio-lin Concerto No. 2 in E Major, BWV 1042, featuring SSO concertmaster Andrew Zaplatynsky, and in John Rutter’s “Requiem,” featuring soloists and the DCC Chancel Choir.

“This concert is arguably the high-water mark of our musical season,” said Mark Sommers, DCC’s senior minister. “We have assembled some of the area’s finest talent for a program of indescribable beauty. This concert, and the series, in general, speaks to the transformative power of music and to the vital role it plays it our community.”

The SSO and DCC have a long shared history. In addition to per-forming at DCC, the SSO has often rehearsed there. Robert Allen, SSO’s

education manager and ensemble manager, recalls many instances dur-ing the 1980s and 1990s when sched-uling conflicts with Mulroy Civic Center led to the orchestra needing an alternate rehearsal location.

“We have utilized the DCC gym-nasium as a rehearsal space for many years,” he said. “The church has been a life-saver for us.”

Allen is DCC’s former music minister.

The series concludes with a free outdoor concert (weather permitting) by the SSO Percussion Ensemble at 7 p.m. Monday July 25.

John Patrick Liddy, 67, of Man-lius, formerly of Utica, passed away after a long illness on March 17, 2011. John graduated from Colgate Uni-versity in 1965 with a degree in econom-ics and was a proud member of the DKE fraternity. A long-time em-ployee of Kemper Insurance, John retired from his position as the Northeast Marketing Manager after 32 years and was actively involved in the

Juvenile Diabetes As-sociation, the Oxford Street Inn Shelter for the Homeless, and St. Andrew’s Church.

In addition to his wife of 17 years, Sha-ron Moynihan Lid-dy, John is survived by his son, John D. Liddy (Jennifer) of Syracuse, daughter,

Suzanne Terry (Michael) of Charlotte, NC, and daughter, Jennifer H. Liddy of Syracuse. His four grandsons are Cor-mac & Nolan Terry, Owen Gette and Jack Liddy.

John Nicholas Levidy, 87, of Fay-etteville, passed away on Monday March 21, 2011, following a brief ill-ness. John was born on May 30, 1923, in the Bronx and lived his early years within walking distance of Yankee Stadium, becoming an avid lifelong fan of baseball and the New York Yankees.

He served in the Navy during WWII as a member of the Seabees. He saw action in some of the major battles of the South Pacific theatre, including Guadalcanal, Bougainvile and Pelilu.

After leaving the service, John received a bachelor’s degree in in-dustrial engineering from Syracuse University in 1950. Upon graduation, he went to work for General Electric in Electronics Park in Syracuse where he spent his entire working career of 42 years. He traveled extensively for his job, including to Japan, China, India and Malaysia.

John enjoyed reading, exercising and visiting family in his retirement.

He read a newspaper or two every day and several periodicals each week. He rarely went

more than a few days without a visit to the gym for a workout.

John was outgoing and personable, always quick to engage in interesting conversation. He leaves behind a legacy of fond memories for friends and family alike.

He is survived by his wife of 60 years, Ria Gagas Levidy; a son, Nicholas John Levidy (wife Margaret), grandsons, John and Michael Levidy; a daughter, Lynn Levidy Adams (hus-band Charles), grandson, Paul Adams and granddaughter, Corinne Henak. Services: will be held at noon on Friday, March 25th at St. Sophia’s Greek Orthodox Church, 325

Geraldine C. Coons, 91, formerly of Broadfield Road, Manlius, died on Monday March 21, 2011, at Otterbein-St. Marys (OH) Retirement Community, having lived to a good old age. She was born on Valentine’s Day 1920 in Johnstown NY to W. Harold and Jennie (Woolrich) Calde-rwood. On March 1, 1947, she married James S. Coons in Syracuse and he died in 1980.

Jerry is survived by two sons: James Jr. (Sheryl) in New Bremen OH, and John in California; two grandsons; and by two brothers: Richard (Deb) of Scotia NY and Don-ald in Clayton NY.

She was valedictorian of her high school class and

graduated from the Syracuse University College of Nurs-ing. She worked for many years as a school nurse in the Fayetteville-Manlius Schools before retiring to Roswell NM in 1973. She was a member of the Manlius United Method-ist Church for 25 years and sang in the F-M Community Chorus.

She requested that her body be donated to the Boon-shoft School of Medicine at Wright State University.

A memorial service will be held at Otterbein-St. Marys at a later date.

Memorial contributions may be made to the Otter-bein-St. Marys Benevolent Care Fund, 11230 State Route 364, St. Marys OH 45885.

Evelyn M. Touchette, 77, of Manlius, passed away on Wednes-day March 23, 2011, at St. Joseph’s Hospital. She was born in Syracuse on Jan. 22, 1934, the daughter of the late Bertram and Emma Hall Finn. Evelyn graduated from Central High School and later from Crouse Irving Hospital School of Nursing in 1955.

Evelyn enjoyed cooking, playing the piano, gardening, bowling, SU basketball, crossword puzzles and

slot machines. Most of all she enjoyed spending time with her family.

Evelyn was devoted to nursing and caring for others. Over the years, she worked as a registered nurse, a school nurse and most recently a RN supervisor at Loretto Geriatrics. She was the quintes-sential wife, mother, grandmother, great grandmother and friend who always put others first. She touched many lives and everyone who knew

her loved her. Evelyn was predeceased by a son Mi-

chael Touchette, and two grandchildren, Kalah and Joshua Touchette in 1991.

She is survived by her husband of 55 years, John; nine children, Jacquelyn (Charles) Plumpton of Fayetteville, Carolyn (Thomas) Gaulin of Louisville, CO, Cath-erine (Craig) Spicer of Fabius, John (Kath-ryn) Touchette of Tully, Mary (Michael) Giles of Fayetteville, Thomas Touchette of Manlius, David Touchette of Fayetteville,

James Touchette of Jamesville, and Jason Touchette of Manlius; a brother, Robert (Mary D.) Finn of Marcellus; 21 grandchil-dren; four great grandchildren; and several nieces and nephews.

Jeffrey David Riddle, of Fayetteville, died peacefully at home on Friday March 18, 2011. A native of Fayetteville, he graduated from Fayette-ville-Manlius High School and Syracuse University. He devoted his career to the automotive aftermarket distribution busi-ness. He was co-owner, with his brother Greg, of Dave Riddle Inc., a business started by their father, David Riddle, in 1965.

He was an avid Syracuse University fan, a golfer, an ac-tive contract bridge player. He was a longtime member of the Manlius Rod and Gun Club and Ducks Unlimited.

Jeff was devoted to his fam-ily and friends and is survived by his brother Greg and his wife Carol Riddle of Mohawk, NY; his sisters, Wendy Riddle of California and Sandra Riddle

of Connecticut; two nieces, Sarah Davis

Nicholas S. Erard, 90, of Minoa, entered unto rest on Saturday March 19, 2011. He retired from Penn Cen-tral after many years as an electrician. Nick was a life member of the Minoa Fire Department having joined in April of 1952. He served as a firefighter and in his later years was active with the fire police. He most recently re-ceived the Brit Vannauker Award as the oldest member of the fire depart-ment. He also served as an Onon-

daga County Special Deputy, a police officer for the Village of Minoa and in the Army during WWII. Nick enjoyed bowling in many leagues. He was predeceased by his daughter Catherine in 1996. WHEREAS, the TownBoard now wishes toappropriate funds for theProject and to authorize theissuance of the Town=s serialbonds or bond anticipationnotes to finance saidappropriation.

THE TOWN BOARD OFTHE TOWN OF MANLIUS,ONONDAGA COUNTY,NEW YORK (the “Town”)HEREBY RESOLVES (by theaffirmative vote of not less thantwo-thirds of all the membersof such body), ASFOLLOWS:

Section 1. The Town ishereby authorized to issue upto $220,000 principal amountof serial bonds (including,without limitation, statutoryinstallment bonds) pursuantto the provisions of the LocalFinance Law, constitutingChapter 33-a of theConsolidated Laws of theState of New York (the “Law”)to finance the estimated cost ofthe Project.

Section 2. It is herebydetermined that the maximumestimated cost of theaforementioned specific objector purpose is $220,000 saidamount is hereby appropriatedtherefore and the plan for thefinancing thereof shall consistof (i) the issuance of up to$220,000 in serial bonds ofthe Town authorized to beissued pursuant to Section 1of this resolution, or bondanticipation notes issued inanticipation of such serialbonds and (ii) the partialrepayment of such serial bondsor bond anticipation noteswith grant monies in theamount of $75,000 expectedto be received by the Townfrom the State of New York.

Section 3. It is herebydetermined that the period ofprobable usefulness of theaforementioned specificobjects or purposes is fifteen(15) years, pursuant toparagraph (a)(2) ofsubdivision 12 of Section11.00 of the Law.

Section 4. The finalmaturity of the bonds hereinauthorized to be issued shallnot be in excess of five (5) yearsmeasured from the date ofissuance of the first serial bondor bond anticipation noteissued pursuant to Section 1of this bond resolution.

Section 5. Current fundsare not required to be providedprior to the issuance of thebonds authorized by this bondresolution or any bondanticipation notes issued inanticipation thereof, pursuantto Section 107.00(d)(4) of theLaw.

Section 6. The temporaryuse of available funds of theTown, not immediatelyrequired for the purpose orpurposes for which the samewere borrowed, raised orotherwise created, is herebyauthorized pursuant toSection 165.10 of the Law, forthe capital purposes describedin Section 1 of this bondresolution. The Town shallreimburse such expenditureswith the proceeds of the bondsor bond anticipation notesauthorized by Section 1 of thisbond resolution. This bondresolution shall constitute adeclaration of official intent toreimburse the expendituresauthorized by Section 1 hereofwith the proceeds of the bondsand bond anticipation notesauthorized herein, as requiredby United States TreasuryRegulations Section 1.150-2.

Section 7. Each of theserial bonds authorized bythis bond resolution and anybond anticipation notesissued in anticipation of saidbonds shall contain the recitalof validity prescribed bySection 52.00 of the Law andsaid serial bonds and any bondanticipation notes issued inanticipation of said bondsshall be general obligationsof the Town, payable as to bothprincipal and interest by ageneral tax upon all the realproperty within the Town

without legal orconstitutional limitation as torate or amount. The faith andcredit of the Town are herebyirrevocably pledged to thepunctual payment of theprincipal and interest on saidserial bonds and bondanticipation notes andprovisions shall be madeannually in the budget of theTown by appropriation for (a)the amortization andredemption of the bonds andbond anticipation notes tomature in such year and (b) thepayment of interest to be dueand payable in such year.

Section 8. Subject to theprovisions of this bondresolution and of the Law,pursuant to the provisions ofSection 30.00 relative to theauthorization of the issuanceof bond anticipation notes orthe renewals of saidobligations and of Section21.00, Section 50.00, Section54.90, Sections 56.00 through60.00 and Sections 62.10 and63.00 of the Law, the powersand duties of the Town Boardrelative to authorizing serialbonds and bond anticipationnotes and prescribing terms,form and contents as to the saleand issuance of bonds hereinauthorized, including withoutlimitation the determination ofwhether to issue bonds havingsubstantially level ordeclining debt service and allmatters relating thereto, and ofany bond anticipation notesissued in anticipation of saidbonds, and the renewals ofsaid bond anticipation notes,are hereby delegated to theSupervisor of the Town, thechief fiscal officer of the Town(the “Town Supervisor”). Further, pursuant tosubdivision b. of Section11.00 of the Law, in the eventthat bonds to be issued for oneor more of the objects orpurposes authorized by thisbond resolution are combinedfor sale, pursuant tosubdivision c. of Section57.00 of the Law, with bondsto be issued for one or moreobjects or purposesauthorized by otherresolutions of the Town ofManlius, then the power of theTown Board to determine the“weighted average period ofprobable usefulness” (withinthe meaning of subdivision a.of Section 11.00 of the Law)for such combined objects orpurposes is hereby delegatedto the Town Supervisor, as thechief fiscal officer of the Town.

Section 9. The TownSupervisor is hereby furtherauthorized to take suchactions and execute suchdocuments as may be necessaryto ensure the continued statusof the interest on the bondsauthorized by this bondresolution and any notesissued in anticipation thereof,as excludable from grossincome for federal income taxpurposes pursuant to Section103 of the Internal RevenueCode of 1986, as amended (the“Code”) and to designate thebonds authorized by this bondresolution and any notesissued in anticipating thereof,if applicable, as Aqualifiedtax-exempt bonds@inaccordance with Section265(b)(3)(B)(i) of the Code.

Section 10. The TownSupervisor is furtherauthorized to enter into acontinuing disclosureundertaking with or for thebenefit of the initial purchaserof the bonds or notes incompliance with theprovisions of Rule 15c2-12,promulgated by the Securitiesand Exchange Commissionpursuant to the SecuritiesExchange Act of 1934.

Section 11. The intent ofthis bond resolution is to givethe Town Supervisor sufficientauthority to execute thoseapplications, agreements andinstruments, or to do anysimilar acts necessary to effectthe issuance of the aforesaidserial bonds or bondanticipation notes withoutresorting to further action ofthis Town Board.

Section 12. The TownClerk is hereby authorized anddirected to cause a copy of thisbond resolution to bepublished in full in the officialnewspaper of the Town for suchpurpose, together with anotice of the Town Clerk insubstantially the formprovided in Section 81.00 ofthe Law.

Binghamton University student Katelyn S. Lavrich, of Manlius, was recently inducted into Phi Eta Sigma, the nation’s oldest and largest honor society for first-year students.

Founded in 1923, Phi Eta Sigma seeks to encourage and reward academi excellence among fresh-men in all disciplines. Only 350 campuses across the United States have chartered Phi Eta Sigma chapters.

Membership in Phi Eta Sigma at Binghamton University is restricted to those who have a cumulative grade-point average of at least 3.5 at the end of any first year, full-time curricular period, provided they have carried a normal academic load acceptable toward a bachelor’s degree and rank in the upper 20 percent of their class.
