    areclosingtheachievementgapSpringassessmentsshowsteadygrowth

    DETROITMay28,2013TheEducationAchievementAuthorityofMichigan(EAA)announced

    todaythatanewroundoftestsmeasuringtheindividualgrowthofEAAstudentsinreadingand

    mathshowsthattheirlearninghasacceleratedunderthenewstudentcenteredapproach

    implementedinEAAschools.

    Thetests,administeredinlateAprilandearlyMayinthe12directrunEAAschools,showthat

    56percentofstudentsalreadyhaveachievedoneormoreyearsgrowthinreadingand44

    percenthaveachievedtwoormoreyearsgrowth. Inmath,65percentofstudentsachieved

    onefullyearsgrowth,and48percentachievedtwofullyearsgrowth. Thisisanincreasefrom

    thegrowthexperiencedbystudentsintheearliertestsadministeredinlateJanuaryandearly

    Februarywhen27percentofstudentshadachievedoneormoreyearsgrowthinreadingand

    22percentinmathematics.

    Studentshaverespondedenthusiasticallytothenewblended,studentcenteredapproachto

    education,saidEAAChancellorDr.JohnWm.Covington. Theyareshowingtheywantto

    learnandcanlearngiventherightenvironment.Theyareclosingtheeducationalgap.

    ThemostsignificantgrowthinreadingatthehighschoollevelcameatCentralCollegiate

    Academy;wherereadingproficiencyscoresshowthat62percentofstudentshavealready

    achievedtwoormoreyearsgrowth,and2percentachievedayearandahalfgrowth. The

    mostsignificantgrowthattheelementary/middlelevelcameatNolanElementary/Middle

    School,where36percentofstudentshadachievedtwoormoreyearsgrowthinreadingand

    another

    percent

    having

    achieved

    between

    one

    and

    two

    years

    growth.

    Themostsignificantgrowthinmathematicsperformanceatthehighschoollevelwasalsoat

    Centralwhere84percentofstudentstestedachievedtwoormoreyearsgrowth,andanother

    2percenthadafullyearsgrowthbytheendofApril. PhoenixMulticulturalAcademy hadthe

    mostsignificantreadinggrowthattheelementary/middleschoollevelwith48percentof

    studentsachievingtwoormoreyearsgrowthandanadditional25percenthavingachieved

    betweenoneandtwoyearsgrowth.

    "TheschoolsadmittedintotheEAAwereinthelowestofthe5percentofPersistentlyLowest

    AchievingschoolsintheState,Covingtonsaid. Thisnewdatashowsthatthesestudentsnow

    arelearning. Theseschoolshavegonefromapatternoffailingchildrentoeducatingchildren.

    Studentsarecatchingup. Weareworkingtogetasmanystudentsatgradelevelandtomake

    surestudents

    who

    need

    more

    time

    are

    getting

    the

    attention

    needed.

    Wewillcontinuetoworkwiththosestudentswhohavenotyetachievedafullyearsgrowth

    tohelpthemmoveforward. Withthestudentcenteredmodel,weworkwiththemindividually

    attheirinstructionalreadinessleveltohelpthemmoveforwardratherthanmovingthemback

    tothestartoftheyearinthefallormovingthemalongjustbecausetheyspentninemonthsin

    aclassroom,Covingtonadded.

    Ourparentsandstudentsarecompletelyengagedinthestudentcenteredlearningmodeland

    wedefinitelyareseeingaparadigmshiftinhoweducationisexperiencedinDetroit.

    StudentGrowthAyearsgrowthisequivalenttothenumberofskillsastudentlearnsinatraditionalschoolyear

    asdeterminedbyanationalsample.

    "Studentsaremakinggainseveryday,someonsmalllevelsandothersongreaterlevels,"said

    MaryEsselman,DeputyChancellor,InstructionalSupportandInstructionalAccountability.

    "Weareabletocontinueadjustingtheirlearningplansaccordingtotheirlearningneedssothat

    eachstudentcontinuestoexperiencegains,"Esselmansaid."Weareprojectingthatthe

    majorityofstudentswillbeontargettohaveclosedtheirachievementgapbyone yearor

    moreby

    June.

    We

    are

    especially

    pleased

    that

    no

    student

    will

    fail;

    students,

    in

    large

    part

    becauseoftheextendedschoolyear,willcontinuetoworktowardmasteryandgrowth.

    PerformanceSeriesTestingStudentsinthe12directrunEAAschoolswereadministeredaPerformanceSeriesAssessment

    atthebeginingoftheschoolyeartoidentifytheinstructionallevelofeachstudent.Students

    werethenplacedininstructionallevelsthattheassessmentindicatedwasappropriatefortheir

    learninglevel. Afterthetesting,eachstudentwasprovidedwithanindividualizedlearningplan

    designedtomeethisorherlevelofachievement.Underthestudentcenteredlearningmodel,

    teachersworkwitheachstudentathisorherleveltobuildontheirskillsfromwherethe

    assessment

    indicates

    they

    are.

    EAA

    authorized

    charter

    schools

    also

    took

    the

    test

    this

    spring

    andwillalsobeginassessingindividualstudentgrowthusingthePerformanceSeries

    Assessmentinthefall.

    "BaselinedatatakenfromMEAPscoresprovidedinthefall2012forthe15EAAschoolsshow

    minimalproficiencylevels,"Covingtonsaid."Onaverageonly2percentofstudentsacrossallof

    ourgradelevelswereproficientinmath,withnostudentsproficientingradesix. Andin

    reading,anaverageof18percentofstudentswereproficientacrossallgradelevelstested.

    "Whatwelearnedisthatwhilestudentswereidentifiedonacertaingradelevelcominginto

    theEAA,mostwerenotproficientatthatgradelevel.Theseassessmentshelpedidentifytheir

    properlevelsofproficiency,Covingtonsaid.

    TheEAA

    utilizes

    the

    Performance

    Series

    Assessment

    from

    Scantron,

    acomputer

    adaptive

    test

    thatletsdistrictsquicklyidentifytheproficiencylevelofeachstudent,acrossarangeof

    subjectsthatmeetstateandnationalstandardsandalignswithCommonCorecompetencies.

    Thistypeoftestensuresaccuratestudentplacement;analysisofinstructionalneeds,including

    anyinstructionaladjustmentsneededandmeasurementofstudentgainsacrossreporting

    periods.

    StudentsingradesKthrough12wereadministeredasecondtestinlateJanuaryandFebruary

    todeterminetheirprogresstodate. InlateAprilandearlyMay, thethirdassesmentwas

    administeredtostudents. Thetesttakeseachstudentfromthreetofivehourstocomplete.

    CovingtonsaidthetestresultsarebeingindependentlyanalyzedbyExcellentSchoolsDetroitas

    partoftheQualitySchoolReportCardInitiative. Thescoreswillalsobeindependentlyanalyzed

    byEVAAS/SASaspartoftheDistrictsPayforPerformanceGrant.

    ClosingtheachievementgapTheEAAwascreatedtooperatethelowestperforming5percentof PersistentlyLowAchieving

    (PLA)schoolsinMichigannotachievingsatisfactoryresultsonaredesignplanorthatareunder

    emergencymanager.TheEAAhasaportfolioofschoolstoprovideanew,stablesetofpublic

    schoolsthatcreatetheconditions,supports,toolsandresourcesunderwhichteacherscanhelp

    studentsmakesignificantacademicgainsinordertoexcelattheageappropriategradelevel.

    "TheEAAoffersstrugglingstudentstheopportunitytocatchuptotheirpeersaroundthestate

    andallowshighachievingstudentstheopportunitytosoar.Thesestudentsarereceivingthe

    bettereducationtheyneedtogetthemcollege,careerandworkforceready,"Covingtonsaid.

    TheEAAalsooffersautonomyonthelocalschoollevelsothatprincipalsandteacherscan

    worktogethertoprovideresourcesneededforstudentsinindividualcommunitiesacross

    Detroit,whomayhaveuniqueneedsthathaveadirecteffectonhowtheylearn.Thisensures

    thateverychildhasthesameopportunitiestolearnandsucceed.
