NOTICE FOR INVITING QUOTATION FOR CONCEPTUALIZATION, FABRICATION, MAINTENANCE & DISPLAY OF TABLEAU’ OF MINISTRY OF AGRICULTURE & FARMERS WELFARE DURING THE ‘REPUBLIC DAY PARADES’ AT RAJPATH IN NEW DELHI ON 26.1.2017. This Directorate of Extension, Department of Agriculture, Cooperation & Farmers Welfare, Ministry of Agriculture & Farmers Welfare, Government of India, New Delhi invites online bid (e-tender) under the two-Bid system from reputed agencies, for the conceptualization, fabrication, maintenance & display of Tableau of Ministry of Agriculture & Farmers Welfare during the Republic Day Parade at Rajpath in New Delhi on 26/01/2017. TERMS & CONDITIONS FOR HIRING OF AGENCY FOR CONCEPTUALIZATION, FABRICATION, MAINTENANCE & DISPLAY OF TABLEAU’ OF MINISTRY OF AGRICULTURE & FARMERS WELFARE DURING THE ‘REPUBLIC DAY PARADES’ AT RAJPATH IN NEW DELHI. 1. The Directorate of Extension, Department of Agriculture, Cooperation & Farmers Welfare, Ministry

of Agriculture & Farmers Welfare, Government of India, New Delhi invites online bids (e-bid/e-tender) to be submitted on CPP portal i.e. “https://eprocure.gov.in” from reputed agencies under the two-Bid system on behalf of Directorate of Extension, Department of Agriculture, Cooperation & Farmers Welfare, for the conceptualization, fabrication, maintenance & display of Tableau of Ministry of Agriculture & Farmers Welfare during the during the Republic Day Parade at Rajpath in New Delhi.

2. VALIDITY OF RATE CONTRACT

The rate contract shall be valid for the above event only. The job shall be completed under the direct supervision and direction of the officer/officers deputed by the DOE/DAC&FW.

3. PRE-BIDMEET

The agencies may seek clarification regarding their queries on this bid, if any, over e-mail id [email protected]. Interested bidders may depute their representatives for briefing in pre-bid meeting on the prescribed date and time.

4. e-TENDER SYSTEM: e-Tender bid shall comprise of two components, the ‘Technical Bid

(Annexure ‘A-I’ to ‘A-V’ & Annexure-’B’) and the ‘Financial Bid (Annexure-’C’) which will be submitted online only in prescribed formats through CPP Portal i.e “https://eprocure.gov.in” within stipulated date and time. EMD will be accepted physically in the office in the form of original Bank Draft/Bank Pay Order only on or before last date of tender.

A. TECHNICAL BID

The Technical Bid shall contain particulars regarding eligibility criteria along with documentary evidences, subject to the following terms and conditions:

a. MINIMUM ELIGIBILITY CONDITIONS/CRITERIA & DOCUMENTS FOR PROOF:

i. REGISTRATION WITH TAXATION AUTHOIRITIES: The bidder should have valid

documents for registration with tax authorities e.g. Income Tax/PAN Card, Service Tax, Trade Tax registration. Self attested copies of relevant documents should be submitted online with the bid document.

ii. Experience in Conceptualization, Fabrication and Display of Tableaux: The bidder

should have experience of conceptualization, fabrication and display of at least 01 (one) tableau within last 03 (three years) at National or State level government events. Self attested copies of such work orders executed during last THREE YEARS i.e 2013-14 to 2015-16 must be submitted along with the bid. Work order must be supported by payment order issued by client agency or bank transaction statement of payments against such work order.

iii. Turnover of the Agency: The bidder should have minimum aggregate Tturnover of Rs. 1 corer during last three years i.e. 2013-14, 2014-15 and 2015-16 from the works of conceptualization, fabrication and display of tableaux. Details of the same should be submitted along with CA certified copy of balance sheet of the Agency for the relevant period as part of technical bid.

iv. Earnest Money: Each Bid must submit Earnest Money Deposit/Bid Security of Rs.

1, 00,000/- (Rupees One Lakh Only) in form of A/c Payee Demand Draft or Pay Order of any nationalized bank in favor of “Drawing and Disbursing Officer, Directorate of Extension, Pusa, New Delhi”, and payable at New Delhi. The same will be returned to unsuccessful bidders, after the tender process is completed. In case of non-performance of the contract, the entire amount of EMD shall be forfeited:

a) If a Bidder withdraws its bid during the period of bid validity specified by the

Bidder on the Bid Form, or

b) During the Bid process, if a Bidder indulges in any such deliberate act as would jeopardize or unnecessarily delay the process of bid evaluation and finalization.

v. No Blacklisted agency is eligible: The bidder should not be blacklisted by any

Government department/PSU and should not have any criminal case pending against it. An undertaking in this respect should be submitted in format as annexed at “A-V”).

b. OTHER DOCUMENTS TO BE SUBMITTED ALONGWITH TENDER BID:

All Besides above, following documents are to be submitted aloingwith tender:

i. Three proposed options of designs on the theme need to be submitted.

ii. Previous work samples (Photos of earlier tableaux or exhibitions) and list of awards with certificates in support of prizes won, if any should be provided.

iii. A write-up & presentation elaborating the enclosed Concept Note need to be

submitted.

iv. Details of Awards/Commendations won (if any) for conceptualization, fabrication, maintenance & display of Tableau during the preceding five years i.e. 2013-14 to 2015-16 are to be submitted.

B. FINANCIAL BID

i. The Financial Bid shall contain consolidated cost estimates. The agencies are required to understand the work properly before quoting the rates. The Financial Bid should include all the expenses in respect of conceptualization, fabrication, maintenance & display of the Tableau during the full rehearsals and the Republic Day Parade at Rajpath in New Delhi, which includes all material, labour charges and incidental charges for fabrication and maintenance of the Tableau in Annexure ‘C’ attached with the Tender Document. Applicable items should be detailed clearly and taxes should be indicated clearly and separately.

ii. No advance payment would be made to the agency/bidder for the design, model and

fabrication of the tableaux.

iii. The bidders should quote total amount for all 3 stages viz. submission of design, preparation of model and fabrication of tableaux (including dismantling of site etc.) on prescribed financial bid proforma (Annexure- C).

iv. Apportionment of bid value into design and model stage shall not exceed 10 % and 25%

respectively. Payment at 3 stages shall be made only keeping in the satisfaction of this Department and as per approval in previous stage. Cost-breakup of various kinds of reusable & perishable material, manpower and other components including artists (performing) to be associated with the tableau and those marching ahead of tableau need to be given for fabrication stage. The breakup of expenditure on artists moving ahead of tableau may be given separately as the inclusion of this item will be considered only after the approval by the Ministry of Defence. Approval of the design will be by this Department whereas model will be cleared by the Expert Committee in the Defence Ministry.

v. No payment would be made for design not selected/approved by the Selection Committee

in this Department.

vi. 5% amount would be deducted for the cost of reusable material (if any) in the tableaux such as (wood/ply/fiber/Plastic, etc.) of Tableaux in case the tableaux are to be dismantled. However, this Department reserves the right of retaining the tableaux display at such location and in such manner as it may deem fit. Expenses for such retention and relocation will be borne by this Department.

vii. It would be the responsibility of the bidder to arrange man and material at the site of

Fabrication of Tableaux.

viii. It would be the responsibility of the bidder to follow the norms of the Ministry of Defence relating to Tableaux.

ix. No payment would be made to the agency if this Department receives any complaint from

the Ministry of Defence against the agency / bidder in this regards.

x. The agency would be required to modify design/designs/ sketches and model on the advice of Selection Committee in this Department and Expert Committee in Ministry of Defence.

5. SCOPE OF WORK AND TIME FRAME

i. The work has to be undertaken on a turnkey basis and will include all aspects up to fabrication and maintenance of tableau i.e. conceptualization, making of designs, modification of designs from time to time as per the requirement and instructions, presentation of the designs before the committee of the Department and Ministry of Defence, Government of India, fabrication of the models, modifications thereof as per requirements and instructions, presentation of the model before the committee of the Department and of Ministry of Defence and upon selection of the model, fabrication of the actual tableau as per the requirement, specification, time schedule and instructions by the Directorate and Ministry.

ii. Providing of suitable/appropriate lyrics, composing of music, arrangements of artists and

actual pre-recording of the music for use in the tableau, if required.

iii. Arrangements of choreography as per requirement including arrangements of artists.

iv. The job will also involve actual presentation and display of tableau during full dress rehearsals and the Republic Day Parade, and maintenance of required services at the time of presentation during the event.

v. The turnkey project would also include any other work that may have direct or indirect

bearing with the fabrication and presentation of the tableau and may facilitate the project in any manner viz. printing of tableau brochures, PR with - print & electronic media etc. Information about the Department and relevant inputs as required will be made available by the Department.

vi. This Directorate of Extension will have the right to modify, change, accept or reject the work

in totality or any part thereof or cancel the project any stage without assigning any reason. vii. The copyright of the work shall vest with this Directorate of Extension and it would have

exclusive rights on the work and the awards won, if any.

viii. After the event is over the agency shall be responsible for dismantling and removing the materials as per the prescribed requirements and time schedule of the Ministry of Defence and shall be liable to ‘pay any damage that might be imposed by Ministry of Defence for noncompliance of dismantling schedule. The dismantling and removal of the material have to be done by the agency at its own cost and hence the same may be factored in the financial quote.

6. PRCEDURE FOR SUBMISSION OF BIDS

The Bid comprises three components: the ‘Technical Bid Annexure- A-I to A-V and Annexure-B’, the ‘Financial Bid Annexure-C’ and ‘EMD’.

i. A scanned copy of this tender document- duly signed by the bidder with identification of

name & designation as a token of acceptance of all the conditions laid down in this Tender Document along with self attested copies of all requisite documents should be submitted online through CPP Portal. Submission of proposal by the agency will also imply that it has read all the documents carefully and made itself fully aware of the work.

ii. Technical bids- must be submitted on prescribed formats only as annexed “A-I” to “A-V” and

“B” through online mode within stipulated date and time. iii. Financial Bid - also be submitted online on prescribed format as annexed at “C” within

stipulated date and time. iv. EMD - Earnest Money of Rs 1,00,000/- ( one Lakh only) in the form of Demand Draft/Bank Pay

Order in favour of Drawing & Disbursing Officer, Directorate of Extension, New Delhi should be submitted physically in original in the office of Joint Director (Exhibition), Room No. 203, Krishi Vistar Sadan, Pusa New Delhi -110 012.

v. All above documents must be submitted (technical and Financial bids through ONLINE and

Bank Draft in physical) latest by 09-09-2016 up to 3:00 PM.. The bids and Earnest Money (EMD) submitted after the said deadline shall not be entertained in any circumstances.

vi. NO PHYSICAL BIDS, EITHER TECHNICAL OR FINANCIAL WILL BE ACCEPTED. vii. Bidder should provide the theme and treatment suggested for the TABLUAX 2017 (A narrative

explanation must been closed). The Concept note on the theme for participation through Tableaux in Republic Day Parade -2017 is annexed at “ B’ .

viii. SAVINGCLAUSE: The Directorate reserves the right to cancel the Tender process without

assigning any reason.

7. AGENCY SELECTION PROCESS

a. FIRST STAGE - OPENING OF THE TECHNICAL BID- The Tender Committee in this Department would open and evaluate the technical bids. The Technical Bids shall be opened on the same day i.e. 09-09-2016 at 4.00 P.M. in the Syndicate Hall, Krishi Vistar Sadan, Pusa, New Delhi 110 012. The bidding agencies may send a representative to be present at the time of opening of Technical Bids, if they so desire. Bidders, who have submitted documents on CPP portal and deposited EMD of Rs. 1.00 Lakh as Bank Draft / Bank Pay Order physically in the office of the Joint Director (Exhibition) at Pusa within stipulated date and time, will be considered by further scrutiny.

b. SECOND STAGE- SCREENING AND EVALUATION OF TECHNICAL BID: Eligibility of the

agencies will be made on the assessment of the technical bid. Thereafter, agencies who qualify the Technical Bid would be asked to make a presentation before the Tender Evaluation Committee for further evaluation. The venue/time & date of the presentation will be conveyed separately through emails. Since this assignment involves high quality creativity and innovative approach, final selection shall be made, inter alia, on the basis of the following criteria:

i. Technical bids of eligible bidders would be evaluated by the Tender Committee based on

documents submitted by the bidders. Only those agencies which score at least 50 % (25 Marks) out of 50 marks in technical evaluation be asked to make presentation before the Tender Evaluation Committee. Marks of the technical evaluation and presentation will be added for arriving at final technical score.

ii. Financial Bids of those agencies who scored at least 50 % (50 Marks) out of 100 in technical evaluation (including presentation) will be opened for further financial bid evaluation.

iii. The parameters for marking system / evaluations of technical bids (TB) are given at

Annexure-A-IV.

c. THIRD STAGE- FINANCIAL BID OPENING & CALCULATION OF FINAL SCORE FOR

SELECTION OF AGENCY: Bidders which secure at least 50 marks in “Annexure-A-IV” will be shortlisted for opening of financial bid. Financial bid of the only short-listed bidders will be opened. The Ranking of agencies will be based on both technical and financial bids. 50% weight each for technical & financial bids will be given for arriving the final scores. The formula for arriving at final score is as follows:

FS = L1 x 100 F

L1 = lowest bid under consideration F = Financial bid under consideration Final score = 0.5 x TS + 0.5 x FS TS = Technical Score FS= Financial Score Based on the final scores, the agency would be shortlisted.

d. TERM OF PAYMENTS: Payment shall be made to the agency as per the following schedule:-

i) 40% of the total contract value shall be released after completion of the work up to the preparation of the structure (including wood work).

ii) 30% of the total contract price shall be paid after completion of the Tableau to the satisfaction of this Directorate, before presentation of the Tableau in the Parade.

iii) The balance 20% shall be paid after submission of the final bill after necessary measurements, certification etc. and satisfactory completion and display of the tableau as detailed in the scope of the work.

iv) 10% of the project cost will be deducted as salvage value of the tableau from final bill. Deduction at source for income tax or any other tax shall be made as per rules.

v) This Directorate shall not be liable for any default of payment by the agency to the parties involved or engaged by it for this project.

vi) The Directorate will not bear any additional cost, whatsoever, of any kind for any work that the agency may have to undertake in the course of the project beyond the agreed amount as per tender.

vii) Service tax would be payable after submission of evidence of deposit by the agency.

viii) This Directorate of Extension shall not entertain any claim or damages, whether liquidated or otherwise, that may arise from any other party during or after the completion of all works pertaining to the tableau.

ix) No payment shall be made in respect of proposals, drawing/sketch work and preparation of

models etc.

e. PENALTY i. In case the agency fails to complete the fabrication work as per its design along with modification

suggested by the Directorate of Extension/ Ministry of Agriculture & FW/ Committee of Ministry of Defence, the Earnest Money Deposit (EMD) will be forfeited and a penalty of Rs. 50,000/- per day of delay will be imposed on the agency.

ii. In case the Tableau is not completed within the stipulated time, in addition to the penalty

mentioned herein before, the Agency will be liable to penalty and legal action may also be initiated against the agency for non-performance of the contract.

iii. The decision of this Department regarding the forfeiture of the Bid Security shall be final and shall

not be called upon question under any circumstances. f. SELECTION OF TABLEAUXU: i. The selection process is multi-stage. After selection of the agency by Ministry of Agriculture &

Farmers Welfare, the conceptualized proposal(s) shall be put up before the Expert Committee of Ministry of Defence (MOD).

ii. The selection of any one of the proposals would mean finalization of the theme and design for the

Ministry of Agriculture Tableau. iii. The selected agency will then submit, within the stipulated time period, three-dimensional model

on the theme and design finalized. Assessment of three dimensional model will be done by the Expert Committee. No cost will be paid for these works.

iv. Only on final selection of the three dimensional model of the proposed Tableau by the Expert

Committee, this Directorate will award the job of preparation and presentation of the Tableau to the organization concerned.

v. The Committee of this Directorate/Ministry/Department reserves the right to accept or reject any

offer without assigning any reason. Besides a narrative explanation, the treatment should contain drawings and designs explaining the manners in which the theme can be presented. The agencies can present more than one design for the theme.

(ii) Each Bidder must deposited EMD of Rs. 1,00,000/- physically in the office of Joint Director( FI/Exhibitions) , in form of A/c Payee DD/Bank Pay Order of any nationalized bank in favor of “Drawing and disbursing Officer., Directorate of Extension, Pusa, New Delhi”, and payable at New Delhi.

(iii) Bids submitted late will not be entertained.

(iv) Incomplete or conditional tenders will not be entertained. (v) (vi) The bidders shall not be permitted to alter or modify their bids after expiry of the deadline

for submission of bids.

(vii) The agencies may seek clarification of their queries, if any, over e-mail [email protected] .

(viii) Technical Bids would be opened on 09-09-2016 at 4.00 P.M. in the Syndicate Hall, Kishi Vistar Sadan, Pusa, New Delhi-110012. A representative of the bidder may be present at the time of opening of the tender.

(ix) Presentation before the Committee constituted for the purpose would be held in the Krishi Bhawan New Delhi-110001.The exact date & time would be informed separately through letter or email.

GUIDELINES OF MINISTRY OF DEFENCE FOR PREPARATION OF TABLEAU PROPOSALS FOR PARTICIPATION IN THE REPUBLIC DAY PARADE - 2017

1. The sketch should be simple, easy to comprehend and should avoid statistical data and

unnecessary details. It should be able to convey the theme by itself through visual impact and should not require any explanation, writing or elaboration. It should have visual symmetry from both sides.

2. As far as possible, there should be some movement, sound and animation on tableau.

3. Generally, the tableau is mounted on the tractors/trailers provided by the Ministry of

Defence, free of charge.

4. The number of performers- if any proposed- on the float should be kept to the minimum. Normally, on one trailer not more than 10 persons should be performing (The uniformed officers of the department shall be preferred in tune with the theme of the tableau). No performers are generally permitted to be on the tractor component of the tableau. Attractive ground elements, however, can be considered on a limited number of tableau only if it goes with the theme.

5. In case of tableau on cultural, historical/traditional themes, the colors, designs, costumes,

material, etc. used should be authentic.

6. The sketch should clearly depict as to how the tractor pulling the tableau will be used as part of the theme. Camouflaging the tractor should be in harmony with the main theme of the tableau. There should be gap of about 6-7 feet between the tractor and the trailer and/or between two trailers for turning or maneuvering. This should be taken into account while designing the tableau.

7. While preparing the sketches and subsequently, three dimensional models, the participants

may take into account the following approximate dimensions of the trailers and tractors, which will be supplied to them for the fabrication of the tableau. Specifications of the trailer are: length 24' 8", width 8', height 4' 2" and load carrying capacity 10tons.

8. The length, breadth and height of single tableau should not exceed 45', 14' and 16' (from the

ground level respectively).

9. Writing or use of logos on tableaux is not allowed except the name of States/UTs presenting which is allowed in Hindi in the front, in English on the back and in Regional language on the sides of the tableau. Similarly, in case of Ministries/Departments and other agencies, name of Ministry/Department/Organization is to be given in Hindi in the front and in English on the back.
