The Problem – Municipal levelExistence of sub-optimal processes
Non-standardized procedures for receipt and handling of requests/queries from the citizens.
No standardized forms for all types of requests and queries
Very limited level of electronic services
No interoperability and exchange of data with other institutions (CRM, Tax Authority, Cadastre)
Non existence of a mechanism for tracking the processing status of individual cases
The Problem – Association of Municipalities
Non existence of structured exchange of information between the municipalities
Disparate implementations of various stand alone solutions
Lack of top level strategic coordination of the development of ITC solutions
Lack of interoperability with the central government institutions
Current condition
Initiatives and Strategic vision
The need for comprehensive integrated solution for establishment of functional e-Municipality has prompted the Municipality of Stip to prepare a Strategy for integrated IT development
The Strategic vision is to create a fully functioning e-Municipality through a wide range of electronic services to businesses and citizens, optimization of the business processes and increase of the efficiency and service provision to the public
AoM has in parallel initiated a development of an inter-municipal strategy for ICT development
The first step is the creation of a centralized repository of all the separate ICT solutions which are in operation in all the municipalities.

Definition of the implementation requirements
Definition of the possible sources of financing (multilateral/bilateral donors, self participation, public-private partnership)
