Today it is one of the A category municipalities in the Kolkata Metropolitan Area on the East Bank of the river Ganga. Situated on the industrial belt of Kolkata, to its west lies the Ganga, to north and south Khardaha canal and Khardaha municipality, to east North Dum Dum municipality and Bilkanda gram- panchayat. It is served by southeastern railway at Sodepur & Agarpara stations, by Barrackpore Trunk Road, Nilganj Road (Old Calcutta road), Barasat Road (Raja Chandraketu road), Chittaranjan road, East & South Station road among many. Soon it will be served by North-South Metro Rail. Municipal Vision: “Panihati Municipality will work for the improvement of physical and social infrastructure with due consideration for pro-poor, participatory and inclusive development based with equity and equality. It includes concern for environmental factors (in widest sense of the term covering pollution-free environment, development of greenery and enhancement of overall beautification of the city etc.), introducing gender and child sensitive policies, provision for ‘shelter for shelter less’, primary and mass education facility especially for the children of economically weak and linguistic minority sections. This will enable the citizens across the sectors of the society to be healthy, knowledgeable and economically self-sufficient. The municipality aims to achieve its goals through mobilization of local and other resources, efficiency, better citizen interface and organizational development.”

Friends, In the leading footsteps of our beloved Honourable Chief Minister of West Bengal, we are heading towards the fulfillment of food, shelter and sanitation of a substantial number of people in need within Panihati Municipality and improvement of infrastructure would also be taken care of. Surface water treatment plant will also be inaugurated shortly. Huge number of school students of 10th to 12 th standard would be benefitted from the ‘Sobuj Sathi’-the flagship programme of Govt. of West Bengal. We are also looking forward for the submission of the Detail Project Report for the 1st year beneficiaries in the Housing For all by 2022 project which would likely to benefit almost 1006 nos. of beneficiaries to construct a habitable shelter of their own.

Project Updates:

Housing for All by 2022 Plan of Action (Draft) under Pradhan Mantri Awas Yojona (PMRY-Urban) [2015-16 to 2021-22]: The findings of the demand survey 2015 shows demand for around 15450 Housing facilities covering the slum and non-slum areas-among which 13986 nos. demand came from slum areas and non-slum areas demand account for approximately 1464 nos. Calculating the future demand up to 2022, 1473 nos. of new HH provisions would be required to prevent the formation of new slums as well as to address the provisions for the new poor HHs as future projections. This should also provide to include the scope for some of the eligible HHs who could not submit their demands during the demand survey process due to various reasons. So, the total no. of provisional beneficiary HH in this HFAPoA report under PMAY would figure around 16923 nos.

The outcome of this demand survey has been culminated in formulation of this Draft Housing

For All Plan of Action (HFAPoA) report prepared by Panihati Municipality under the guidance of

SUDA, West Bengal. This draft document has been prepared under the PMAY–HFA (urban)

2015-16 to 2021-22 for providing the needed assistance to the urban poor within the Municipal

area covering the slum as well as non-slum areas to have their own dwelling unit. The central

assistance under this scheme along with state/ULB and beneficiary’s contributions would be

helpful to fulfill the Mission Objective to a great extent. The summary picture as reflected in

Year wise targets under different components for Panihati Municipality revealed initially an

amount of Rs.231.83 crores Central Govt. assistance required within this scheme during 2015-

16 to 2021-22 for 15450 beneficiaries demand recorded through this demand survey along

with 1473 nos. of urban poor considered as future projections. This figure does not include

the monetary benefit to be made available / provided under the CLSS scheme.

Panihati Schemes for Water Supply and Development of Parks under AMRUT:

Water Supply:

To augment water supply in the town, the municipality has undertaken a water supply project of

Rs.246 crores (app.) under JNNURM, implemented by KMDA. The project aims at 24x7 Water

Supply to all the citizens @ 135 lpcd with removal of dependence on ground water in this town

along with 100% connectivity of households.

The 24X7 water supply project involves setting up of:

Raw water Intake Jetty, raw water pump, Raw water main and electro-mechanical equipments

2.6 KM long 900 DIA DI K9 raw water rising main. 59 MLD water treatment plant. 23 KM DI K9 clear water rising main of DIA 300 ø - 900 ø. 112 KM DI K7 distribution network of DIA 100 ø - 600 ø. 13 nos. ESRs.(RCC Over Head Service Reservoirs (Total 25.15 ML capacity)

The 24X7 water supply project in Panihati has been implemented by Water Supply sector KMDA with the required support from the ULB. Ongoing project may prepare the city based network of water supply pipelines but to extend the service at the household level replacement of the older pipelines is required along with the laying of new pipelines. At present, the mobile water tank is provided in the various localities by the ULB as the operation of the ongoing project is now being examined at selected places, the scarcity of water is being tackled by this manner besides the facilities of public tap and hand tube wells. Feedbacks from various levels stating from the ward councilors and local stakeholders are being considered and discussed at the policy makers’ level before adopting suitable measures for coping with the crises.

Development of Parks: Playgrounds, parks, greeneries, pavements are the essential Categories of a town. They are to be well – furnished by plants, trees and green cover so as to supply fresh oxygen to the life. Some proposal for greenery and way & pond side pavement has also reached the authority. The authority is considering the aforesaid proposals with due stress for their immediate implementation. In addition the above proposals will help us to stop soil – erosion as well as to maintain ecological balance in the biospheres. At present, there are around 58 parks, gardens and playgrounds of various sizes (from too small to big) in the 35 wards of Panihati Municipality. Though overall vacant land (including privately owned), vegetation or open spaces accounts for 11% of the total land use but organized open spaces are only 1.6 to 1.8% (2% as per SFCPOA report 2015) of the total land use. Many of the parks are not well equipped in respect of modern facilities and amenities as well as other essential infrastructural facilities. These are also not customized on the specific needs of children, women, physically challenged persons, old and other sub-groups of people. Maintenance of the parks is suffering for shortage of funds. Safety measures are also insufficient.

City Development Plan (CDP, 2014-15 and 2018-19): The Municipality has prepared City Development Plan (CDP, 2014-15 and 2018-19) with special emphasis on 2014-15 to 2015-16. For preparation of CDP (2014-15 to 2018-19) the ULB has tried to follow its past experiences and to cover all the stages and steps as per Municipal Affairs Department (MAD), West Bengal Guidelines to the extent possible within the limited time and available financial provisions. The aim is to address the major gap and deficiencies of existing basic infrastructure and service deliveries and also to assist social and livelihood development issues with a pro-people focus in planned, systematic and participatory manner. Governance issues have also been emphasized with capacity building and resource generating initiatives. The National Urban Health Mission (NUHM) Activities: Under this programme Urban Health and Nutrition Days (UHND) has to be organized at each Anganwadi center at least once a month. UHNDs are to be organized by close coordination between Anganwadi worker, ASHA and ANM and provide services at the doorstep of the urban slum community.

In Panihati, NUHM activities are running in full swing. All the stakeholders have already been oriented. In this connection, most of the full-time medical officers’ appointment processes have been completed. UHND programme along with special outreach camps have been started. The poorer section of the society is being treated for eye and skin diseases, Gynecological problems and for diseases such as Hypertension and diabetes, free of cost. Dengue Awareness programme, pulse polio programme, activities under NUHM, UHND programme were held during November2015. Swachh Bharat Mission (SBM) Urban Overview

SBM is being implemented by the Ministry of Urban Development (M/o UD) and by the Ministry of Drinking Water and Sanitation (M/o DWS) for urban and rural areas respectively. The Mission will be in force till 2nd October 2019. Mission Objectives

Panihati municipality generated approximately 120 MT of waste daily from residential, commercial and institutional sources. In the absence of proper compost or landfill facilities, the solid waste management of the town is

limited to collection, segregation, transportation and dumping in open pits at ward no-23. Around 80% of the wastes are collected by the municipality and the rest 20% remain uncollected. Waste collected from households are carried to a primary collection points (43 nos in 35 wards) using 148 cycle vans. Using 18 tractors, 12 trailers and 4 Lorries the waste is transported to the dumping ground of Ramchandrapur* at ward no-23 from primary collection points. A private agency is responsible for collecting waste from ward no 1 to 14 while rest of the wards in the town is served by municipal Public Health & sanitation department of the ULB .A considerable number of municipal workers/Safai Karmacharies are involved in the solid waste collection and management process in the Municipality. Projected waste generation of the town is expected to be more than 133MT in 2021 & 160MT in 2031(Panihati Draft SFCPoA2015)[*at present local disturbances prevent to utilize the land as dumping ground]

Chairman appealed to every member present in the House to arrange for observing the ‘Hand Wash Day’ to be held on 4th December 2015 at several venues throughout the Municipal jurisdiction and also to make the programme a grand success.

2015 acknowledged the Govt. Mem No. SUDA-16/2015/1524(61) dt. 05.11.2015 in connection with engagement of 3 nos. of support staff (Accountant-1, DA-cum-DEO-1 & Multi-tasking Helper-1) at City Mission Management Unit (CMMU) under National Urban Livelihood Mission (NULM) in Panihati Municipality.

In compliance with the Govt. Memo no. 02/MA/AMRUT/E-1/2015 Dt 28.10.15 that a ‘City

Level Selection Committee’ (CLSC) has been constituted in Panihati Municipality for selection of specialist for ‘City Mission Management Unit (CMMU)’ under ‘Atal Mission for Rejuvenation and Urban Transformation’ (AMRUT).
