I've seen no sign that this happened in the caseof the JI.In any case, NSA has designated a POC in response to a White Houserequest that addressed them. We will continue to work through thatPOC,cc'ing Ciongoli. DOD's broader relationship to NSA on this is theirbusiness. I understand the wider agenda at work.     Dan, SteveI talked to Susan Sweatt this morning and she informed me that therewere NSAdocument requests in the works that were not coming thru Dr. Cambone.Herunderstanding was that all DoD requests, to include NSA,NIMA and NROwouldcome thru big DoD,without exception. She bases that understanding onPhil'sconversation with Cambone and Haver. She had no specificity so I ampassingthe DoD concern along toyou.FYI, the Joint Inquiry treated NSA separate from DoD and dealt with the

    Agencydirectly. That was Brit Snider's call before I got on board. I wouldhavedone it differently. We also dealt directly with NIMA and DIA, but to alesserdegree.When I got on board I realized Brit had not engaged big DoD, so weginned up aletter to the chiefs of LL for both big DoD and JCS to attempt to mendthat ;fence. That worked indifferently even with a push from Eleano'r until wehad acouple of serious sit down meetings with DoD OGC and ASD C3I (this wasbeforeUSD(I) existed)In retrospect, Brit may have had it right, for his purposes. We got alot donebefore big DoD woke up to the facts of what we were doing. Weinterviewed RichHaver, twice, with no minders present, for example. Also got to ASDSOLIC fora key interview, unattended.Regardless, the legacy you have is that big DoD is not about to let theintelagencies have the degree of latitude they had with the Joint Inquiry.Miles
