President’s MessageI am very excited about the upcoming year for the Redstone/Huntsville Chapter. We have a great team of officers, committee chairs and volunteers for 2009-2010. You will see some new faces along with some “old” faces that have reappeared, and then there are those we can always count on to make this chapter the winning chapter that it is. The scheduling of interesting and educational luncheons, training, and community projects has already started. I’ve been an active member for many years but I’m just now

getting a good feel for how much work goes into making this chapter a success.

If you haven’t volunteered for at least one committee, please do so. You will go away a much better person - especially if you donate just a small amount of your time on our Community Projects committee.

My goal for the Redstone/Huntsville Chapter is to grow in new members but I’m also hoping to bring back some of our key players from years past.

National News:

PDI update

TThe first planning meeting for the Professional Development Institute or PDI was held on 16 July in Millington, TN and was conducted by Ms. Jennifer Sizemore, ASMC National Headquarters. Attendees from the Redstone/Huntsville Chapter were Lisa White, Vickie Compton, Linda McKinney and Deb Chambers.

Janice Chambers, PDI Chair, along with Marcia Newton, Deborah Montgomery, Jane Caruthers, Cassandra Roberts-Dean, and Diane Ward were in attendance for the Tri State Chapter.

Discussion evolved around the PDI Organizational Structure, Responsibilities of Committees and choosing an Overall Theme for the event. We will need 28 volunteers, in addition to the Chairs and Co-Chairs to support the committees we have been assigned which includes: Opening & Closing Ceremony, Hospitality, Net Café, and Administration. The following members have agreed to Chair and Co-Chair the committees:

The first "All Hands" planning meeting is scheduled for 6 August at 10:00 at the Opryland Hotel in Nashville. The event planning firm, Prestige, along with National Headquarters will be in attendance. All PDI Committee Chairs & Co-Chairs are required to attend, as well as Lisa Lowry the PDI Executive Secretary.

As more information is received, I will pass it along.

The theme will be consistently repeated in all brochures, advertisementsand newsletters concerning the PDI.  A professional designer, arrangedby National Headquarters will create the logo and all official marketingof the PDI.

The monthly ASMC Board of Directors meeting was held Building 5419, 7 Jul 09. The meeting was called to order at 1100 by President Lisa White.

- OLD BUSINESS – Minutes from the Jun board meeting were approved.

- NEW BUSINESS -

The following reports were given:

Lisa White – President – - Received letter from National stating that we should protect and not release our Membership Roster to any source outside of our ASMC leadership. - You can obtain CPE credit by watching the courses available on the ASMC National website from the 2008 and 2009 National PDIs. - Would like to have our calendar of events put in the Newsletter. - There will be a VTC on 9 Jul concerning the “Civilian Expeditionary Workforce”.

Cody Swinford – Outgoing Training & Education, Incoming Scholarship –Will get with Dee Kowallik (new Training & Education Chair).

Kim Jean – Chapter Competition – Have submitted required reports to National. The Audit report is due 90 days (1 Sep) after installation of new officers.

Dana Wilbanks – Treasurer – - Signature authority has been set up for Dana Wilbanks, Chris Harper, Lisa White, and Lisa Lowry with First Commercial Bank. ASMC does have a CD at Regions Bank which Dana and Chris will need to have access to, as well as a money market and portfolio account. - Passed out latest financial report.

- Budgets should be submitted to Dana and Chris prior to the Aug board meeting - The President and Speaker’s luncheon cost should be charged to the Program Committee’s budget. If a Committee has someone whose luncheon they are paying for please let Dana know. - If you are in need of a check from ASMC please let Dana or Chris know as soon as possible and be sure to have a signed receipt and which committee the cost should be charged to.

Lisa Lowry – for Judy Smith – Programs – Mr. Stender will speaker on the Huntsville/Madison County Veteran’s Memorial at the Jul luncheon. Working on getting Liz Hurley for Aug. Tasker from the board meeting – For the Programs Committee to look into purchasing a laptop to be used by the Chapter at ASMC events (i.e., monthly luncheons).

Lisa Lowry – Ways and Means – Fabulous door prizes for Jul luncheon.Vicky – Chapter Fair – Waiting on report from National on results of San Antonio raffle.

Kim Ouattara – Attendance – Have 76 reservations for Jul. Still getting complaints about price and not having option to pay at the door. Efforts are made to get as many tickets delivered to POCs prior to luncheon to keep from having backlog at the door.

Debbie O’Neal – Outgoing Awards, Incoming Special Events – New guidance from ASMC Headquarters states that the Awards will be an electronic submission this year. For Special Events – planning for the new year is underway.

Rob Archer – CDFM –An EDFMT class was held in Jun. To date we have 72 CDFMs.

Jessica Dunaway – Corporate Sponsors – Sent out 10 emails to National PDI contacts, no response yet on if they would

like to be sponsors. Need a POC for Booz-Allen.

Chris Harper – Assistant Treasurer – No input.

Dee Kowallik – Training & Education – Need to know requirements for Chapter Competition. Will get with outgoing chair on what needs to be done.

Arabella Littlepage – Newsletter – Need President’s message and would like to have input for newsletter by 21 Jul. Home email is [email protected]. Need volunteers to help on committee.

Linda McKinney – Constitution & By-Laws – Will review current Constitution for possible changes.

Deb Chambers – Vice President & Co-Chair PDI 2010 – - PDI 2010 will be held 1-4 Jun 10 at the Opryland Hotel, Nashville, TN. - Pre-Planning meeting will be with the Tri-State Chapter in Millington, TN on 16 Jul. - First official PDI Planning Committee meeting will be at Opryland Hotel on 6 Aug. - Janice Chambers is the Chair for the Tri-State Chapter. - Expect that Redstone will be asked to Chair Hospitality Committee due to it requiring the most volunteers. - Will need at least 124 volunteers

CARING HOUSE CARNIVAL

Project Coordinator: Debbie O’Neal

Mission of Project: The Carnival was sponsored to provide fun, encouragement, and hope to children ages 3 to 18 who have lost family members and/ or loved ones. There were games, magic, face painting, clowns, crafts, refreshments, and demonstrations. We found ourselves enjoying the demonstrations as much as the children and experienced a great deal of gratification in seeing the enjoyment expressed by the kids participating in the various activates. The one thing that caught us off guard was the messages that were written to deceased love ones of the participants and the volunteers alike. These messages were put on a Wall of Stars and tied to helium ballrooms that were released into the Heavens at the close of the evening. The gesture was very tender and poignant. We went to support the children but benefited as much, if not more, from the event than they did. Caring House leadership extended special thanks to our ASMC volunteers for dedicated support on these two days.

COUPONS FOR TROOPS  

The ASMC Community Projects Committee is collecting grocery storecoupons for soldiers and their families assigned to overseas locations.These coupons are collected, cut and mailed to the Army CommunityServices, Building 3338, Redstone Arsenal, so that they can be sent toU.S. Military Communities overseas for the soldiers to use to supplementtheir income when possible.  The coupons are limited to grocery items(not restaurants), toiletries, cleaning supplies, etc. and can beexpired by a few weeks. Project Coordinator: Dana Wilbanks

The Kids to Love Foundation School Supply Drive was chosen as our ASMC July community project. School supplies and monetary donations were collected from mid June until 9 July and delivered to the monthly luncheon. The Kids to Love Foundation is a non-profit charitable organization that is committed to meeting the needs of foster children in Alabama by providing scholarships, Christmas gifts, school supplies and aiding in the rescue of children pulled from meth labs. The Foundation was awarded a prestigious Emmy award by the National Academy for Television Arts and Sciences in the Community Service category. This foundation was started by WAFF 48 anchorwoman, Lee Marshall. Lee is a former foster child who considers “herself to be one of the lucky ones who

was blessed to find a forever family.”

The donations collected at the luncheon were delivered by

ASMC members, Debbie O’Neal, Omar Williams, Dan Gadomski and Dana Wilbanks. A monetary donation of $715 on behalf of the Redstone/Huntsville Chapter of ASMC was presented to Lee Marshall by Omar Williams and Dana Wilbanks. The Kids to Love staff greatly appreciates your generosity. Because of you and your donation, a foster child in Alabama will know that someone cares. The donations were made by both ASMC members and non-members. Thanks so much to all of you for making

Formal release of the Defense Acquisition Portal (DAP) On 20 July 2009 The Defense Acquisition University (DAU) deployed the initial version of the Defense Acquisition Portal (DAP) for the Under Secretary of Defense (AT&L). It can be seen and used at https://dap.dau.mil The DAP is a publically accessible system, providing the latest portal and collaboration technology to assist the Department of Defense's government and industry acquisition workforce. The DAP enhances the breadth and scope of the acquisition process beyond the previous AKSS (Acquisition, Technology, & Logistics Knowledge Sharing System), replaced by the DAP. The DAP includes all of the elements and forces affecting the Big Acquisition Process, including Human Capital Initiatives. There is a new tab dedicated to the Acquisition Workforce, providing information on career management, Human Capital Initiatives and the 4th Estate. This information includes services on career planning, leadership training, overarching guidance documents and links to information on professional organizations. There is also a major new feature in DAP called "Acquisition Career Gateways" where each of the fourteen identified acquisition career fields has its own area providing: a career certification guide; formal course enrollment procedures; continuous learning and job specific courses; Ask-A-Professor Q&As; Performance Support/Consulting services available through DAU; and highlighted career field information through blogs by career field experts. The Search feature has been completely reengineered to make it much easier to find the specific kind of learning or job support asset needed. A major goal of the DAP is to provide quick access portal "services" to the workforce in their local work environment. An example of this is the "DAP Quick Links" service on the DAP front page which has the option to make this service an iGoogle gadget. More options will follow in future phased upgrades to the DAP which will focus on additional personalization and "push" capabilities, including a "My DAP" option.

Opportunities for DOD civilians to serve worldwide

The Office of the Deputy Under Secretary of Defense (Civilian Personnel Policy) has been designated by Under Secretary of Defense (Personnel and Readiness) as the lead in expanding the opportunities for Department of Defense (DoD) civilians to fill Global expeditionary augmentation requirements. These details are on Joint Task Force Headquarters staffs supporting operations in Iraq, Afghanistan, and other locations worldwide.

DoD Civilians are being given an exciting opportunity to serve, and support our current military operations and our fellow military members. We need the support of the DoD Civilian Acquisition/Contracting community to fill requirements our Services/military members can no longer sustain.

Language to ease rehiring of retirees makes it into Defense authorization

Lawmakers withdrew several federal workforce reforms from the Senate's 2010 Defense Authorization bill on Thursday in the face of an angry filibuster from Sen. Tom Coburn, R-Okla., but a provision to make it easier to rehire annuitants survived in the budget legislation.

The Senate approved an amendment from Sen. Susan Collins, R-Maine, to S. 1390, which would allow agency heads to waive the requirement for retirees who are rehired part time to take a cut in their annuity checks. The authorization bill passed 87-7 late Thursday.

Under current Office of Personnel Management regulations, federal retirees can return to work for

government part time, but in most cases their annuities are reduced by the amount they earn on the job, unless they receive a waiver from OPM. Agencies say this makes it harder to bring back experienced staff, especially if they're needed on short notice.

The retiree language originally was part of a larger amendment from Sen. Daniel Akaka, D-Hawaii, which included other federal personnel reforms, which management and labor groups supported.

But in an unusual move, Coburn filibustered the amendment for an hour and a half, saying its price tag was too steep in a time of recession and high unemployment. After Akaka withdrew his amendment, Collins offered the chapter dealing with rehiring federal retirees as a separate amendment, which was approved by voice vote.

The bill now will go to a conference committee, where its fate is uncertain. The House version of the Defense authorization, which was passed in late June, does not include the language in Collins' amendment. Despite broad bipartisan support in the Senate, the American Federation of Government Employees and other federal labor unions have spoken out against changing the policy on rehiring annuitants, saying it would put current employees at a disadvantage and circumvent fair hiring practices. By contrast, advocates say the legislation would make it easier to hire talented workers quickly to deal with immediate challenges, such as administering billions of dollars in stimulus funding.

In response to union concerns, the legislation includes several limitations on how long rehired annuitants could work for the government, such as a cap of 1,040 hours in a 12-month period. Also, the number of rehired retirees could not exceed 2.5 percent of an agency's workforce.

The good news for budget hawks: The retiree legislation would not generate substantial personnel costs, according to a Congressional Budget Office study. CBO said the bill primarily would ease the "administrative burden" of obtaining waivers from OPM, but it probably wouldn't increase the number of retirees in the federal workforce.
