1. Classes are open to everyone. Counties other than Dutchess are welcome.2. All entries must be grown by the exhibitors, except plant material used in gardens and in

the Design Section.3. ALL ENTRIES IN CLASSES 223-227 FOR FLORISTS & LANDSCAPERS MUST BE INPLACE NO LATER THAN 10 A.M. MONDAY, AUGUST 19TH AND REMAIN INPLACE UNTIL 10:00 P.M. SUNDAY, AUGUST 25TH.

4. Failure to comply with the General Rules will cause forfeiture of prize money.

5. ENTER THE FAIRGROUNDS THROUGH THE MAIN GATE. WE SUGGEST ARRIVING BY 7:00 A.M.

6. Judges may withhold awards from exhibitors or exhibits at their discretion in cases ofthree or less in a class.

7. PEPPERS AND POTTED ARRANGEMENTS MUST BE IN THE POSSESSION OF THEEXHIBITOR for at least 8 weeks prior to the show and exhibited in the container in which they are grown.

8. Exhibits are shown AT THE EXHIBITORS OWN RISK. The committee and theFairgrounds are not responsible for the loss or damage to any containers or personal property. Reasonable precautions will be taken by the HorticultureDepartment, and the Fairgrounds.

CONDITIONING OF FLOWERS AND PLANT MATERIALS — TRY TO PICK YOURFLOWERS EARLY IN THE MORNING THE DAY BEFORE THE SHOW. PLACETHEM IN WARM WATER AND KEEP THEM IN A COOL ROOM OR BASEMENT.THE DAY OF THE SHOW, MAKE A FRESH CUT UNDER WATER. ALSO TRY TOUSE FLORAL PRESERVATIVE IN THE CLEAN WATER.

All categories will be judged by a panel of judges qualified in each field. The building will be open to the general public immediately after judging.

One free ticket will be issued for every $12.00 in entry fees. Not more than 8 free tickets will be issued to an exhibitor.

This scholarship and competition is an opportunity for young talent within the green industryto show off their knowledge and skills. This program for students is a huge opportunity forthem to develop their working portfolio. This experience will also connect students with locallandscapers throughout the Hudson Valley. Local landscaping businesses will be donatingmaterials, provide a mentorship, and judge the competition. Encouraged to follow the 2019 theme of “Woodstock”. Participants must be 15 years or older and pursuing an interestin horticulture or landscape.

Wild-collected plants which are listed as protected in the State of New York will not be permitted in entry. These plants include, but are not limited to, all native Gentiana, all native Fern (except Bracken, Pteridium aquillinum, Hay-scented, Dennstaedtia punctilobula,and Sensitive fern, Onoclea sensibilis), all native Orchids and all native Rhododendron. A complete list of plants protected by the New York State Department of EnvironmentalConservation may be obtained by calling the local DEC office at (845) 256-3000 or by visiting their website at www.dec.state.ny.us/index.html.

2019 THEME“Woodstock”

Class Number 223: Commercial Nurseries, Landscapers, Florists, Garden Centersand Related Businesses

Participants will create a landscape or garden setting, based on the theme, within the boundaries of the floor plan to be determined by the Commercial Horticulture Committee.

Trees, shrubs, flowers, potted plants, stone, wood, masonry, and water may be used. Containers may be incorporated. All plant material must be labeled with common name, genus and species. 2/3 of the Exhibit space must contain ornamental plant materials(ornamentals/perennial/annual). In addition, a separate key with a landscape designplan in the foreground is required. Deductions may be taken if this formula has not beenkept. Individual labels or keys must be produced in waterproof printing medium or cov ered byplastic to provide protection during watering. A brief statement of the designer’s interpretation ofthe theme must also be displayed to help viewers understand the intended message.Landscape exhibits must be in place by Monday, August 19, 2019, 10:00 A.M. andmust remain in place until 10:00 P.M., Sunday, August 26, 2019. Trucks will be allowedin the building for prompt loading and unloading. Displays must be removed within two days of the Fair closing on August 25, 2019.

Awards: $1200.00 per large$1000.00 per medium

PEOPLE’S CHOICE AWARD GIVEN DAILY

Blue ribbons will be awarded for Best Landscape Construction (hardscape materials), Best Plant Quality, Best Theme Interpretation, Most Original, Best Design PrinciplesEmployed. A display may receive more than one blue ribbon. Awards of Merit may be awarded at the discretion of the superintendents. A Best of Show Rib bon will be awardedto the best overall exhibit (large or small) based on the following point system:

Landscape Construction(stonework, fencing, structures,labels, key, etc.) 20 PointsOriginality and Creativity 20 PointsTheme Interpretation 20 PointsPlant Condition and Quality 20 PointsDesign Principles and Proportion 20 Points

“Woodstock”Awards: $300.00 per class

Class Number 224: Table Top DisplayA limited number of ten round tables, measuring 36” in diameter and 30” in height, will beavailable for a fresh floral display. These will be judged. A floor-length table cover will need to be provided by the designer of the display. These are on a first come, sign-up basis.You will be reimbursed $300.00 for your efforts.Class Number 224A: Florists - Columnar Pedestal DisplayThe 5 ft. wooden pedestals on the lower level. Keep displays within a 6 ft. space around base of the pedestal.Class Number 224B: Florists - Pedestal GroupingsThese will be freestanding displays grouped out on the floor, not near a wall on the lower level of the Horticulture building. Wooden boxes (3 of different heights) will be provided.Class Number 224C: Florists - Pedestal Wall GroupingsThese will be displayed on the lower level against the wall. Wooden boxes (3 of different heights)will be provided. Width of space will be 8 ft.

Flower arranging for kids – the first 20 to sign up will be guaranteed a spot in our Flowerarranging class. We encourage those who don’t get in to come watch and learn. Sign up online at dutchessfair.com under the competition tab or by filling out a General EntryForm. There is no cost to attend, children must be accompanied by an adult.

Day of entries will NOT be accepted. You will not be able to add classes. However, you may switch an entry from one class to another class not entered.

Payment for your classes will be accepted when you confirm your entries the morning of the show.

You will not be charged for entries that are not confirmed. Enter all classes you may have flowers for.

This year you will not need an exhibitor number.You will not have to write out tags!

Your Entry Forms must be filled out completely or it will be returned to you.

Please list flower variety in description area, this will print on your entry tag for judging!

Entry Fee $1.00In Section A as many entries as desired may be made in each class providing each is a different variety and is so labeled except classes 1 and 2. Labeling varieties of a classincreases their value in the judging process. Please use work tables for set-up. Exhibits willbe accepted at the Horticulture Building Tuesday from 7:00 A.M. to 8:15 A.M. All exhibits must be in place by 8:15 A.M. Tuesday. Judging will be Tuesday at 8:30 A.M. Plants

may be removed Wednesday night between 9-10 pm. These classes will be judged byHorticulturists. Containers supplied by fair, unless otherwise noted. Any Class is subject tosubdivision within the class prior to judging

Class numbers are eligible for Best of Class ribbons are: 1-2, 4-6, 19-20, 31-37, 38-44, 45-51, 52-57, 60-63, 64-67, 70-76, 77-84, 85-87.

Classes are eligible for Best of Show ribbons are: 1-11, 12-20, 30-54, 60-67,70-87, 300-305.

Best of Show for Display or Arrangement classes are: 24, 25, 90.

New York State Department of Environmental ConservationDivision of Lands and Forest (518) 457-7370

New York State, for the first time, has given official recognition to truly rare plants. Four lists of plants are included in the new regulation. These lists are endangered, threatened,exploitably vulnerable and rare. The exploitably vulnerable list contains plants that are commercially exploited.

The regulation gives landowners additional rights to prosecute collections that take plantswithout permission. Violators of the regulation are subject to fines of $25 per plant illegallytaken.

Each list of plants has its own criteria for listing. If a plant occurring in New York is recognizedas endangered or threatened by the U.S. Fish and Wildlife Service, it is automatically given protection under the State regulation.

Plant names follow those in the book entitled “A Checklist of New York State Plants,” byRichard S. Mitchell. Scientific names will be used to determine any violation of the regulation.

It is expected that the lists will be useful for environmental planning, determining the classification of wetlands and in educating the public on the relative rareness of plants. The lists were developed through the cooperative efforts of the New York State ScienceService, the New York Natural Heritage Program and the New York State Department ofEnvironmental Conservation. Many individuals and organizations contributed ideas and suggestions for improving the regulation. It is anticipated that the regulation will be changed every two or three years to reflect new information on the status of plants.

EXPRESS TERMS

6 NYCRR Par 193.3 is repealed. A new Par 193.3 is adopted to read as follows: 193.3Protected native plants. (a) All plants enumerated on the lists of endangered species in subdivision (b) of this section, threatened species in subdivision (c) of this section,exploitably vulnerable species in subdivision (d) of this section, or rare species in sub division (e) of this section are protected native plants pursuant to section 9-1503 of the Environmental Conservation Law. The common names contained on these lists are in cluded for information purposes only; the scientific name shall be used for the purpose of determining any violation. Site means a colony or colonies of plants separated from other colonies by at least one-half mile.

(o) The following are endangered native plants in danger of extinction throughout all or a significant portion of their ranges within the state and requiring remedial action to preventsuch extinction. Listed plants are those with 5 or fewer existent sites, or fewer than 1,000 individuals, or restricted to fewer than 4 U.S.G.S. 7 1/2 minutes series maps, or species listed as endangered by the United States Department of Interior in the Code of FederalRegulations.
