Programme Dutch-Lithuanian Bilateral Seminar on Sustainable Urban Mobility Planning

Narrative After the publication of the Action Plan on Urban Mobility by the European Commission1, Lithuania has issued the guidelines for municipalities to draft Sustainable Urban Mobility Plans (SUMPs).

The guidelines require sixteen Lithuanian municipalities to draw up such SUMPs, with different levels of urgency. All municipalities involved face different difficulties, and some even demand immediate action. Therefore, there is a strong willingness in Lithuania to address these challenges.

The Embassy of the Netherlands has initiated a bilateral co-operation with various Lithuanian stakeholders for bilateral and/or regional knowledge exchange on urban mobility, also with the purpose of exploring business opportunities in the sector.

The Lithuanian Ministry of Transport & Communications, Lithuanian municipalities and Dutch partners have clearly expressed their willingness to exchange their experiences on urban mobility issues.

In addition, traffic safety is an issue in Lithuania as well, given the relatively high road casualty statistics. Therefore, traffic safety should be incorporated in the SUMPs as well, in order to achieve a safer, more coherent and healthier urban mobility mix.

Lithuanian infrastructural challenges and their possible policy responses will be discussed and compared with policy choices in the Netherlands.

This seminar serves as a follow-up event of the visit a delegation from Lithuania to the Netherlands on October 26-28, last: new experiences, and expertise gained during the trip will be presented to the audience.

Organisation Information

Ministry of Transport and Communications The Ministry of Transport and Communications of Lithuania is the main institution in Lithuania which coordinates the work of road, rail, air, water, transport, postal and electronic communications sector and implements the strategy and politics of state government.

The Ministry of Transport and Communications is a budgetary institution financed from the State budget of the Republic of Lithuania.

The Ministry seeks to: • fulfil the requirements of European Union legislation in the areas of transport, post and electronic

communications; • modernise the transport infrastructure; • integrate the main highways of the country into the trans-European networks; • enable the development of transport business, transparent competition; • improve transport and communication service quality; • promote multimodal transport, logistics centers, public setting; • coordinate activities in the areas of transport, post and electronic communications; • take part in the development of the traffic safety policy for all modes of transport; • take part in the development of the policy on the reduction of negative environmental impacts of

transport areas.

Ministry of Infrastructure and Environment The Ministry of Infrastructure and Environment is committed to improving quality of life, access and mobility in a clean, safe and sustainable environment. The Ministry strives to create an efficient network of roads, railways, waterways and airways, effective water management to protect against flooding, and improved air and water quality. Many of the objectives related to infrastructure and the environment have an international dimension or literally extend beyond our borders. The Directorate for International Affairs is responsible for devising the strategy for, coordinating, and providing information about the international activities of all of the Ministry's departments (1) and safeguarding the quality and cohesiveness of the Ministry's actions in the international area, at all levels (2). Together with the relevant departments, the Directorate is responsible for the consistency between the national and the international aspects within a domain. The Directorate acts as coordinator in case of cross-directorate topics such as innovation, satellite navigation, international finance and major events (such as the organisation of EU Councils). The departments themselves are responsible for the contents of their own portfolios at all international levels of scale.

Lithuanian Road Administration The Lithuanian Road Administration under the Ministry of Transport and Communications of the Republic of Lithuania is an enterprise founded by the Government of the Republic of Lithuania which is in charge of organizing and co-ordinating the reconstruction, maintenance and development of the roads of national significance. The Lithuanian Road Administration aims to satisfy the needs of the society and road users (1), to work economically and efficiently when creating adequate traffic conditions seeking to achieve that the transport on the roads of national significance would be safe, fast, convenient and environment-friendly (2), to develop the roads and their network (3) and to ensure traffic safety (4). The Lithuanian Road Administration’s tasks are to implement the state policy regarding the road maintenance and development formulated by the Seimas of the Republic of Lithuania (1), to implement the programmes on road maintenance and development drafted by the Ministry of Transport and Communications (2), and to organise the development, modernisation and functioning of the network of the roads of national significance (3). Thus Lithuania, even compared with economically stronger states, has a fairly well-developed road network. It is important to preserve, maintain and develop it so that it is smoothly included into the European network. One of the main stimuli to develop the road network in the country is that Lithuania is a transit country with a number of roads crossing it from west to east and from north to south. While improving the road network there are a number of roads to be reconstructed so that they would meet the requirements of the people and transport as well as all modern technical, economic and environment requirements, were fast, convenient and safe. It remains one of major concerns for the road engineers in Lithuania for the present and nearest future.

EC Directorate-General for Mobility and Transport Transport directly affects everyone in Europe. Whatever age we are, and whatever activities we undertake, transport and mobility play a fundamental role in today’s world. The aim of the Commission is to promote a mobility that is efficient, safe, secure and environmentally friendly and to create the conditions for a competitive industry generating growth and jobs.

The issues and challenges connected to this require action at European or even international level; no national government can address them successfully alone. The European Commission’s Directorate-General for Mobility and Transport works in concert with the European Union Member States, European industry, citizens and stakeholders.

Municipality of Vilnius Vilnius is the capital city of Lithuania and has a population of 539 939 (2014). It has almost 18% of the national population and is constantly growing since 2004. Vilnius is located in the southeast part of Lithuania and is the second largest city of the Baltic States. The total surface of Vilnius city is 401 km2.. Since 2000, the population in Vilnius’ inner city decreased by 20% because people started to move out to live in peripheral zone. Population density in Vilnius region is 13 persons per hectare, while density within the inner city is three times bigger (39 persons per hectare), which is still quite spacious compared with other cities in Europe. Today in Vilnius we have rapid buses (6 lines), buses (73 lines) and trolley buses (18 lines). 40% of working places are situated in the centre of Vilnius and 40% of travellers use public transport. There are 536 000 daily users of public transport and we still have a heavy auto mobilisation level. Vilnius, as a capital, has the largest number of national level institutions, such as hospitals, universities, embassies, ministries, directorates, etc. Also private sector businesses are located in Vilnius city. This means that each day, a large number of people from all Vilnius region (even other Lithuanian cities) from and to the city. However, public transport operates differently in Vilnius city than in Vilnius district. Public transport scheduling is different; there are different ticketing systems, limited availability of information, poor public transport quality level. As there are lot of people living outside of Vilnius and it is pretty complicated to use public transport when coming from outside of the city, ME ‘Susisiekimo paslaugos’ is initiating a vision of having an integrated public transport in Vilnius region. As Vilnius city face a lot of mobility related problems, such as traffic, heavy auto mobilisation, pollution, noise, poor infrastructure, etc. Vilnius city municipality is working on SUMP. The main focus of this plan will be directed to public transport promotion, the conditions for walking and cycling improvement, park & ride, car sharing, bike sharing, combined travels etc.

Municipality of Kaunas Kaunas is Lithuania‘s 2nd largest city, with a population of 301 357 citizens. Kaunas with its perfect geographical location, favourable well-developed transport infrastructure is easily accessible by road, rail and air. Located in the centre of Lithuania, only 100 km away from Lithuania’s capital Vilnius, at the crossroads of major international road and rail links, Kaunas has started to achieve a lot in areas of sustainable mobility and energy efficiency good practice but still need to learn how to link our activities up to an overall programme of improvement.

Most of the citizens, about 60 % (36% trolleybuses, 24 % buses), uses public transport for their daily trips. 40 000 students are also heavy users of public transport for their every day trips, but rapidly increasing economic growth of Lithuania threatens with increasing number of private cars, and increasing business related mobility.

Dealing with those issues Kaunas city municipality invested in city public transport, and also participated in various EU programs (CIVITAS, BSR INTERREG, IEE). Such project participation helped Kaunas City to gain necessary experience of executing mobility management campaigns, and helped to raise the awareness of politicians and the public. Kaunas city has started to prepare sustainable urban mobility plan is should finish it by the end of 2016.

Municipality of Klaipėda Klaipeda is the third Lithuanian city according in terms of population numbers, and the second economic capital. It is the oldest Lithuanian town founded in 1252, but today it is also a city with a free and youthful spirit, open and receptive to novelties offered by the fast changing world. Klaipeda is the only Lithuania city that is member of the World Health Organization Healthy Cities Network. In 2013, Klaipeda alone was declared Cycling Friendly City by the country’s Ministry of Transport and Communications. The year 2016 is dedicated to sustainable mobility and the promotion thereof.      

Municipality of Rotterdam Rotterdam, World Port World City. Its port is one of the largest on earth. A mediagenic metropolis with a constantly growing skyline full of modern architecture. Home to over 600,000 Rotterdam residents of over 170 different nationalities. Each one with his or her own story. They make Rotterdam the bustling and open city it is, with lots of room for new initiative and ideas.

Martin Guit is a strategic urban planner for the city of Rotterdam for almost 20 years. His speciality is urban traffic and transport. He collaborates with several disciplines within the city of Rotterdam to create a long term strategy for the mobility. The health department as the economic department are involved in the planning process. He also participates in a process with several entrepreneurs in the city to get them involved in this new strategic plan for the mobility.

His goal is to offer this new sustainable urban mobility plan at the end of the year 2015 to the Rotterdam’s politicians.  

European Platform on Mobility Management EPOMM is the European Platform on Mobility Management, a network of governments in European countries that are engaged in Mobility Management. The governments are represented by the Ministries that are responsible for MM in their countries. EPOMM is organised as an international non-profit organisation with seat in Brussels.

EPOMM’s main goals are:

(1) to make mobility environmental friendly, socially just and economical; (2) to promote and further develop Mobility Management in Europe; (3) to support Mobility Management exchange and learning between European countries; and (4) To become the prime partner for European institutions and national governments when seeking

advice on Mobility Management.

Lithuanian Union of the Disabled People The Lithuanian Union of the Disabled People is a voluntary, independent, non-governmental organisation uniting 18 associate members throughout Lithuania, which unite about 9,000 people with various disabilities and their family members. Each year the LAPD implements about 20 different projects aimed at disability prevention, ensuring people’s with disability independence and freedom to choose, increasing accessibility to public spaces and buildings; promoting cooperation between disability non-governmental organizations, businesses, municipalities and educational institutions and changing attitudes towards people with disabilities (as customers and even potential employees). Our implemented activities include:

• Activities promoting cooperation between organisations – organisation of round table discussions with municipalities, communities and businesses;

• Monitoring of public spaces – implemented initiative “Without a threshold”, the aim of which is to reduce social exclusion, by drawing the attention of society, officials to inaccessible or poorly adapted public spaces: – buildings, footpaths, parking spaces for persons with disabilities and so on.

• Increasing independence of people with disabilities – independent living skills training and active recreation camps for people with spinal cord injuries, multiple sclerosis and muscular atrophy;

• Public awareness campaigns – people with disabilities who have experienced serious injuries themselves conduct campaigns about prevention of common injuries and accident prevention; persons with disabilities in wheelchairs using hand-powered wheelchairs with special attachments – thrusters undertake a marathon throughout Lithuania; parking spaces for disabled campaign “took my place, take my disability”;

• Preventative work with youth – presentations and discussions in secondary schools focused on the films “Disability is not an obstacle” and “Become acquainted with disability”.

Co-operation with the business sector – provision of consultations and trainings to businesses with the aim of increasing accessibility to services for persons with disabilities, explore opportunities to employ persons with disabilities

Mr. Saulius Girdauskas Mr. Saulius Girdauskas has 14 years of experience in managerial positions in the oil and automobile industries: Haupas (1994-1998) and Hautera (1998-2004; 2008-2011). Prior to joining the Seimas, the Parliament of Republic of Lithuania, Saulius Girdauskas was chairman of the Kastytis Girdauskas Automobile Sports Club (1995-2004).

In the Seimas (2004-2008), Mr. Girdauskas was Member of the Committee on Economics and the Committee on Education, Science and Culture, as well as Deputy Chairman of the Commission for Youth and Sport Affairs.

In February 2014, Mr. Girgauskas was appointed Vice-Minister of Transport and Communication of the Republic of Lithuania.

H.E. Mr. Bert van der Lingen

Gijsbert Hendrik Christiaan (Bert) van der Lingen studied Social Geography at the University of Utrecht, specialising in Eastern European Affairs. He conducted his MA research in Hungary in 1980/81.

He followed a post-graduate course in International Relations at the Clingendael Institute, before joining the Diplomatic Class of the Ministry of Foreign Affairs in 1984.

He has served in Rome (NATO Defense College), Warsaw, The Hague (secondment at the Ministry of Economic Affairs), Athens, Sofia and in Dublin.

Mr. Van der Lingen worked at the European Integration Department of the Ministry, after which he returned to Warsaw to become Head of the Economic Department. Subsequently, he became Head of the Western European Department at the MFA, before being posted as Deputy Head of Mission in Budapest, also serving as Chargé d’affaires a.i.

On September 9th, 2014, Mr. Van der Lingen became Ambassador of the Kingdom of the Netherlands to Lithuania.
